Background

2008 Electronic Products Recycling & Reuse Act signed into law.

The legislation makes electronics manufacturers responsible for recycling or refurbishing E-Waste.

Illinois’s landmark legislation is unique because it relies on the free market rather than create a state managed program.

Challenges to Municipalities

Municipalities are accustomed to grant programs, not “free market”.

Municipalities cannot amass the amount of e-waste needed individually to attract high quality processors or high caliber OEMs to fund collection.

Without being able to compete in market municipalities cannot facilitate e-waste recycling.

Municipalities remain face of solid waste management to residents.

Solution-Municipal E-Waste Recycling Consortium Bring communities that have experience

managing e-waste collection or interest in e-waste together to enter marketplace.

Educate municipalities on legislation and how it may impact them.

Meet with broad stakeholder group to understand needs of all groups.

Summer 2009 educate municipalities regarding legislation and determine consortium participates.

Fall 2009 engage with manufacturers and recyclers October 21 interview recyclers October 30 Release RFP December 22 Review/Rank RFP Late December complete contract with recyclers

January 2010 rollout program

Qualifications

Caucus serves 274 municipalities in Chicago Metropolitan Region

Caucus has overseen10 lawn care events, 22 gas can exchanges and processed $130k worth of rebates.

Successful grant management of $3.2 Million dollar US EPA and private foundation funded Clean Air Counts Campaign.

Clean Air Counts Campaign exceeded pollution reduction goals by 159%.
