The housing of the station is designed as a ruggedized compact cabinet. The hardware components are se- curely fixed in this rugged kiosk. Most of the equipment (computer, printer, uninterruptible power supply unit, and flatbed scanner (if any)) is mounted within the kiosk and can be easily accessed, in case of need, due to some proprietary design solutions. The integrated fingerprint and palmprint scanner is embedded in the top deck of the kiosk, while the LCD dis- play and the digital camera are installed in its flap cover. On the left side of the cabinet, there is a drop table built-in. The cabinet is covered with powder enamel that is highly resistant to galling. Designed as a cabinet, the Papilon MDS 45c requires no special room that is inaccessible for unauthorized persons. While not in use, the cabinet is closed (the equipment can remain on at that) becoming a “thing in itself”, protected from unauthorized access and vandal-proof, which allows this standalone to be used under all environmental conditions, even in crowded passage-ways, police call centers, etc. The PAPILON MDS 45c is available in two different versions differing in some components of the fitted equip - ment and software package. In its standard configuration, the PAPILON MDS 45c station is a complete booking-to-identification solution ca - pable of performing electronic fingerprinting of apprehended or suspected persons or people of other categories, transmitting files of generated tenprint cards to the PAPILON AFIS database, and initiating urgent automated iden - tification search (express ID checks) against the AFIS databases in real-time mode. Moreover, the station software supplies the ability to create a full-information tenprint card by extracting single fingerprint images from plain im- pressions in 4+2+4 mode, as is the convention for biometric passport projects in many countries. MULTIFUNCTION LIVESCAN STATION PAPILON MDS 45c Taken by the Ministry of the Interior regular actions striving for constant enhancement of informa- tion support to law enforcement divisions, in particular using comprehensive capabilities of auto- mated fingerprint and palmprint register files at regional, interregional and federal levels, demand a wide range of engineering solutions to provide remote operations with automated integrated fingerprint and palmprint identification systems (AFIS) adapted to diversified applications in the field of police forces activity. One of Solutions is a Multifunction Livescan Station Papilon MDS 45c equipped with the Papilon LS-1101 livescan fingerprint and palmprint device certified to the requirements of the US FBI in February 2010. The Papilon MDS 45c station is designed to capture a subject’s fingerprints and palmprints without the use of ink and to provide remote collaboration with a central AFIS (regional or interregional) enabling transmission of the acquired data and initiation of searches against the AFIS databases (including automatic identity checks by a fingerprint in real-time mode). This remote communica- tion with the AFIS is enabled through IP-connection via cellular channels (data are transferred in GSM/GPRS/EDGE format) or via the EITKS (Integrated Information Telecommunication System) or other stationary channels, or using a Local Area Network (LAN).

    PAPILON MDS 45c.1: Derivative ModelRemote Booking and Express ID Check Station Remote Tenprint Card Scan Station

    No fingerprint knowledge is needed to operate the MDS 45c stations. The graphical user interface guides users through step by step and the quality control software ensures quality prints are cap-tured every time and each finger is in correct location. Stable communications established with the AFIS enable automatic transmission of tenprint files, both livescan and converted hardcopies, and receiving of search results.

    The Express ID Check feature, in addition to data acquisition about an individual being fingerprinted, helps to avoid entering duplicates to the AFIS database (if due to express ID check the fingerprint was identified with an existing tenprint record already in the system, there is no need to create one more tenprint on the same individual).

    Communicating to and from the AFIS via cellular channels, the PAPILON MDS 45c uses the Virtual Private Network (VPN) connected to the protected IP-network. The VPN requires no connectivity for Internet and it is protected from unauthorized access from the outside.

    The PAPILON MDS 45c is awarded with a diploma at the XVII International Conference and related exhibition «Informatization and Information Security of Law Enforcement Organizations» held at the MVD (Ministry of the Interior) Administration Academy on May 20-21, 2008.

    Functional Capabilities1.1. Creation of electronic tenprint cards (entry of demographic data, capture of live 10 rolled and plain fingerprints, palmprints, mugshots and SMT photos; descriptive portrait feature available).
