Vision: By the year 2025, the children in Zamboanga

City are born healthy, registered at birth, totally developed, safe, secured and assertive of their basic rights.

Mission: The City Government of Zamboanga is

committed to provide effective, efficient, rights-based, gender-responsive and culture-sensitive programs and services that will promote the best interest and welfare of children.

What is Human Trafficking?

Modern day trafficking is a type of slavery that involves the transport or trade of people for the purpose of work. According to the U.N., about 2.5 million people around the world are ensnared in the web of human trafficking at any given time

Trafficking Situation

• Given its geographical location, Zamboanga City is known to be an origin , destination and transit point of men, women and children who are subjected for trafficking in persons

• Trafficked victims in various points end up in Zamboanga City and are rescued and given assistance by the Local Government

Trafficking Situation

• Women and children were subjected to sex trafficking in countries like Malaysia, Singapore, Hong Kong, South Korea, Japan and various Middle eastern countries.

• 746 children were rescued and assisted

• They come from different parts of the Philippines

(Zamboanga del Sur, Zamboanga del Norte, Zamboanga Sibugay, Zamboanga City) ARMM ( BASULTA, Lanao , Maguindanao and Cotabato ) General Santos City, Ozamis City, Davao City, Manila , Iligan City , Sarangani, Sultan kudarat

Trafficking Situation • Seven Hundred Forty Six (746) children were rescued and

assisted since 2010, about four hundred (400) were taken in shelter for protective custody.

• Advocacy Campaign through the community education sessions on human trafficking to include the Philippine Human Rights Standards on working with trafficked children (PHRS) , Anti Child Trafficking Standards (ACTS)

• CSWDO, WMSU and Katilingban para sa Kalambuan Inc., spearhead in the advocacy campaign

Prevention • An inter-agency rescue

operations – Police through its Women and Children Protection Center. Women and Children Protection Desk,, Sea Based Anti-Trafficking Task Force, CSWDO, DSWD, Visayan Forum, Navy, Phil Center for Transnational Crime, Coast guard

• A case conference is basic prior to rescue which is being spearheaded by DOJ

Rescue at the local pier and profiling at Processing Center for Displaced Persons

•Overseas Passenger Assistance Center (OPAC)– located at the local pier composed of members from various agencies who conducts profiling of passengers who are bound for Sandakan, Malaysia. •Assess passengers who are potential for trafficking and recommend to the Immigration Officer for offloading. Provides contact number/hotlines for reference in case of emergency

• Tanglaw Buhay Center for Children Victims of Trafficking is a 24 hour shelter exclusively for trafficked children that provides psycho social intervention

• Other Centers that cater to trafficked survivors are Home for Women (DSWD), Women Crisis Center (CSWDO), Processing Center for Displaced Persons (DSWD) for male trafficked victims, Visayan Forum Halfway House

Provision

• Members are a text away

• LGU provides transportation during rescue operations; conducts capacity building activities to barangay leaders, social workers, police and teachers

• DSWD through its Recovery and Rehabilitation Program for Trafficked Persons (RRPTP)provides psychosocial intervention to the victim survivors

The Sea Based Anti Trafficking Task Force (SBATTF) heads the rescue operations, conducts capacity building together with the USAID to the members particularly the police and social workers, community leaders and teachers.

• Anti-Trafficking Ordinance of the City was already approved in 2009 allocating Two Million Pesos to support the program

• Child Welfare Code was also approved by the City Council in 2006 to ensure protection for children

• LCPC Resolution adopting the “standards in building communities that protect children from trafficking”

• A tool to be utilized by the City Government that sets a benchmark on the elements of a protective environment for children in a community,

• Serves as monitoring, assessment and planning tool in building protective communities from trafficking and in determining the LCPC functionality, among others.

Prosecution • Six (6)convictions in Zamboanga City on trafficking

involving sexual exploitation and forced labor

• Three cases awaiting decision

• 161 total cases filed

• The court is facilitative in the provision of the Witness Protection Program

• Designation of the Prosecutors in the management of trafficking case is helpful

• In 2011, Darlene Pajarito received the global trafficking in persons hero’s award from the US state department.

• She was the first prosecutor to secure the country’s first conviction on sex trafficking and second conviction on labor trafficking in 2005 and 2011, respectively.
