Going IT (information technology) in a big way is a path chosen by the Malaysian Timber Industry Board (MTIB) to achieve its goal of providing efficient and fast services to its clients and the industry. This objective is in line with theMTIB's client charter, namely toward providing efficient and fast turnaround time in terms of services provided to industry participants. A new computer system is being developed by MTIB to realize this aspiration.

Known as MTIB Core System (MCS), it will provide the core processes under the timber trade regulation activities:

• Registration

• Registration Renewal

• Export/Import License issuance

• Cess Account Activities

• Statistics and Data Capture (Reporting)

• E-Services to timber industry players:

– E-Registration

– E-Licensing

– Account/POS Management

– External Integration

MCS Introduction

• How To Access MTIB CORE SYSTEM (MCS)

� Open Internet Explorer (MSIE)

� Enter URL: www.mtib.gov.my

� Click menu MTIB Core System

� The MCS homepage will be displayed

� For new registration, click on the menu NEW

REGISTRATION APPLICATION

� Login To MCS

� If your are a registered MCS user,

click on Login to start using MCS.

� Enter your authorized Login ID

and Password.

� For new registration, click on the

menu NEW REGISTRATION

APPLICATION

� MCS MENU

� MCS can be used in both

language, Bahasa Malaysia and

English. Click Version menu to

change to your preferred language.

� Click Logout to exit from the MCS

system.

� Click Change password if you

want to change your password.

� Click on the sub-menu to start your

MCS activity, e.g. click on the

menu Export License to start

applying for Export License permit.

MCS Overview

• Registration Process

To complete the registration process, applicants have

to provide the following information:

� Specified Login ID and Password

� Company Information

� Association Information

� Branches information

� Owners information

� Factory information

� Applicant can optionally attach any supporting

documents if required

� Click SAVE DRAFT button to save the information.

� Click NEXT button to continue to the next page.

� Review the application and click SAVE button to save

the information.

� Click SEND to MTIB button to submit the application.

MCS: e-Registration

• For new registration, click on the menu under

NEW REGISTRATION APPLICATION. You can

apply to register as:

� Export, Supplier, Jetty Operator, Processor

� Timber Grader

� Importer

� COC Application

� View course List

� View examination List

• NEW REGISTRATION APPLICATION.

� To register as an exporter, click on menu

Export, Supplier, Jetty Operator,

Processor.

� Applicants have to specify their Login ID

and Password.

� Fill in the required information in the

registration form. Field marked with

yellow asterisk * cannot be left blank.

� Click NEXT button to proceed to the next

page.

• New License Application Process

To complete the e-licensing process,

applicants have to provide the following

information:

� Application details:

� MTIB Branch

� Exporter/importer Information

� Export information (products/

specifications)

� Grading Summary

� Permit Cites

� Applicant can optionally attach any

supporting documents if required

� Click SAVE DRAFT button to save the

information.

� Click NEXT button to continue to the next

page.

� Review the application and click SAVE

button to save the information.

� Click SEND to MTIB button to submit the

application.

� Application result will be notified to

applicant via e-mail

MCS: e-Licensing

• For Licensing e-services, MCS provided the

following services and application to registered

users:

� Export License

� CITES Permit

� Application Status

� Update Profile

� Export Quota Balance

� KILN Dried and Preservative

� Physical inspection application

� CESS management

� Exporter Account Query

� Auto-notification via e-mail

• NEW LICENSE APPLICATION

� Click on the menu under EXPORT.

� Click search to review any previous

application

� Click NEW button to make a new

application

MCS: e-Licensing

• APPLICATION RESULT AND E-MAIL

NOTIFICATION

� Once the license application is submitted by the

applicant, MTIB will process the application

� If the application is approved, the system will

automatically send an e-mail notification with the

details of the result

� The applicant can also view the application

status when the applicant login into MCS

• PHYSICAL INSPECTION

� If the license is approved, the applicant

can apply for physical inspection. Click on

the Physical Inspection button to apply.

� Fill in the detail physical inspection

information to complete the process.

� Physical inspection information includes:

� Exporter details

� Exit point (MTIB)

� Inspection date

� Location

� Review the physical inspection application

and click the SAVE button to save the

information

� Click SEND to MTIB to submit the

application

� The application will be processed by MTIB

and the information will also be send to

Sistem Maklumat Kastam (SMK) if

approved

• EXTERNAL INTEGRATION (SMK)

� If the physical inspection is

approved, the information will be

automatically be send to Sistem

� The applicants can view the

MCS: e-Licensing

• USING LICENSE TEMPLATE TO APPLY FOR A

NEW LICENSE

� Users can use a previously saved template to

apply a new license.

� To save license as a template, click “Add to

template” button after submission of a new

license.

� Enter a appropriate name for the template and

click Submit button.

• PHYSICAL INSPECTION

� If the license is approved, the applicant

can apply for physical inspection. Click on

the Physical Inspection button to apply.

� Fill in the detail physical inspection

information to complete the process.

� Physical inspection information includes:

� Exporter details

� Exit point (MTIB)

� Inspection date

� Location

� Review the physical inspection application

and click the SAVE button to save the

information

� Click SEND to MTIB to submit the

application

� The application will be processed by MTIB

and the information will also be send to

Sistem Maklumat Kastam (SMK) is

approved

MCS: e-Licensing – Add User ID

• ADD ADDITIONAL USER ID

� Can only be created using the

primary user ID.

� Primary ID have absolute ability to

create at most 3 new user ID for

each subsidiary.

� After successful login into MCS,

click PENDAFTARAN, then

Tambah ID Pengguna

Cawangan.

� Page Senarai Cawangan Bagi

Syarikat is Displayed. Click on

Nama Cawangan to create new ID

Click on Nama Cawangan

to create new user ID

� Fill in:

� Nama Pegawai

� ID Pengguna

� Kata Laluan

� Click simpan to save.

FAT0001 FAT0001New ID was created
