1 General

The fifth Study Group 9 meeting in the Study Period 2017-2020 was held fully virtual, from 16 to 23 April 2020 inclusive. The SG9 meeting was attended by sixty-nine (69) participants from sixteen (16) countries. All sessions were supported by remote participation through the remote connection tool available at ITU MyMeetings , due to the COVID-19 and force majeure.

The list of participants can be found in SG9-TD679-R1.

This ITU-T SG9 meeting was planned to be held in Tokyo, Japan in co-location with a workshop “The Future of Television for Asia & Pacific”, jointly organized by the ITU Standardization Sector (ITU-T), the ITU-Radiocommunication Sector (ITU-R) and the ITU Development Sector (ITU-D). The Management of SG9 decided to postpone the workshop to 19 October 2020, in Tokyo when the 6th and last SG9 meeting in this Study Period was planned to be held from 14 to 21 October 2020. However, due to COVID-19 evolution, SG9 Management may need to reconsider these plans.

The meeting was a paperless and fully virtual meeting.

1.1 Account of resources used and fellowships provided

– The meeting was in English only.– TSB did not grant fellowships, since this meeting was held fully virtual.

2 Opening remarks and special provisions during this fully virtual meeting

The Chairman of SG9, Mr Satoshi MIYAJI, KDDI, Japan, opened the e-meeting by thanking ITU Headquarters for hosting the ITU-T SG9 meeting fully virtual, despite the unprecedented times, due to the COVID-19 pandemic.

He welcomed the ITU-T SG9 participants and wished them all the best for a successful and fruitful e-meeting. The Chairman also wished all the best to the Vice-Chairs and WP1 and WP2 Chairmen, the TSB Advisor, Mr Polidori, as well as the rest of the Management team for successful future broadband cable networks collaboration in SG9.

Before starting the meeting the Chairman requested SG9 participants to consider the document SG9-TD795 “Remote participation guide for SG9 meeting”. The document was presented in detail and SG9 participants were requested to consider approval of its provisions and content.

SG9 approved SG9-TD795 and therefore agreed that for this e-meeting remote participants were allowed to express their views in decision-making sessions, such as SG9 plenaries, due to “force majeure” of COVID-19” under the auspices of SG9-TD795.

SG9 Chairman also stressed the need to enhance efficiency in a fully virtual meeting. So, in agreement with Working Parties Chairmen the WPs sessions were canceled and relevant business will be considered during the SG9 Plenaries. No comments were expressed by SG9 participants.

After these introductory provisions were finalized, SG9 Chairman invited the TSB Director, Mr Chaesub Lee, to welcome SG9 participants. Mr Lee regretted that due to the coronavirus pandemic it was not possible to visit Tokyo as planned. He was pleased that the Government of Japan proposed to host next SG9 meeting, which was tentatively planned in Tokyo from 14 to 21 October 2020.

Mr Lee underlined the importance of ICTs and telecommunication, especially in crisis situations like COVID-19. For the current meeting SG9 would be using a new remote participation tool, which has been developed within the ITU by the TSB.

About 80 delegates were registered for this e-meeting, from around 20 countries. Mr Lee confirmed the positive trend and interests from the cable community to SG9, which is a dynamic group that

was able to increase its momentum since the beginning of this Study Period. SG9 is recognized to have led the development of a new series of workshops on the Future of TV in various regions of the world and that was a remarkable initiative. Next of these events was also planned in Tokyo in October and in the future SG9 plans to meet in Africa to support even better that region.

Mr Lee recognized a growing number of ITU Members and Associates to Study Group 9 which continued to expand: very recently two well-known companies joined SG9: Sky Group from UK and Cox Communication from USA. He welcomed these new members and encourage them to take an active role in SG9 as was recently done by Cablelabs, Skyworth Digital, Movielabs, Synamedia, among others.

SG9 is very active in Cable, Broadband and TV standardization focusing on end-to-end transmission control and interfaces, including terminal devices, software operating systems and APIs. Not only SG9 looks at converged services and applications taking advantage of latest cloud technologies, but SG9 is laying the foundation for future standards that exploit Artificial Intelligence to enhance cable systems functions and accessibility for persons with disabilities. A new Question on Accessibility will be operational from this meeting and AI will be the focus of a new Question in next Study Period. Mr Lee was pleased to hear these developments in SG9.

Finally, Mr Lee commended especially the work of security and content protection led by Question 2/9 that was finalizing a set of Embedded Common Interface -related Recommendations, which were under TAP approval process. He called the attention of experts to make every effort to reaching consensus despite the challenges under the experienced leadership of SG9 Chairman, Mr Satoshi Miyaji.

Mr Lee was also pleased as under the leadership of its Chairman, SG9 had advanced a lot the preparation towards WTSA-20, which will set the future directions for the whole standardization Sector of the ITU. Solid inputs from all Study Groups, including SG9, will certainly help guiding that process.

Mr Lee invited all to contact Mr. Stefano Polidori, SG9 Advisor, for any assistance needed.

Also, Mr Bilel Jamoussi (Chief of the TSB/SG Department) joined the opening and closing Plenaries. He highlighted the positive momentum of SG9 in terms of participation and Contributions, as well as the good spirit of collaboration of its delegates connected remotely, who give life to ITU-T and their great dedication to Cable TV standardization.

3 Agenda

The meeting approved the draft agenda to be found in SG9-TD671-R1. The final agenda, including closing plenary updates is found in SG9-TD671R3; it is also reproduced as ANNEX 2.

4 Approval of the report of the previous SG9 meeting

The report of the previous SG9 meeting (Geneva, 6-13 June 2019 ) was approved without changes [SG9-R16].

5 Allocation of documents, work plan for the meeting, general info and newcomers

The meeting approved the allocation of documents to the Question meetings and the conveners of Question meetings (SG9-TD674-R1). The final list of documents is reproduced as ANNEX 1. The list of incoming liaison statements was noted, it is found in SG9-TD673, The meeting also approved

the timetable SG9-TD672-R2, with the understanding that TSB would have it updated as required during the meeting. The final meeting plan is available as SG9-TD672-R5.

The TSB Advisor presented SG9-TD675 -R1 ‘Meeting facilities and useful information’ as well as SG9-TD678 ‘Newcomers' welcome pack’ and SG9-TD677 which is a document addressed to the SG9 leadership team and newcomers to propose to them a training programme. A tutorial on how to use the remote participation tool (MyWorkSpace) was organized and further info was disseminated via SG9 email list and also through SG9-TD768 and SG9-TD772 which were duly noted.

6 Feedback on interim activities since last meeting

The SG9 plenary meeting took note of the following report, which was presented by the TSB Advisor:– SG9-TD676 Summary results of action taken at and since SG9 meeting (6-13 June 2019)

The report provides information on the status of Recommendations which were Consented/Determined at the last SG9 meeting as well as a summary of activities, including Interim Rapporteur meetings.

Also SG9-TD794 was presented by the TSB Advisor. Since the last SG9 meeting, three meetings of the Inter-Sector Rapporteur Groups, fifteen interim rapporteur groups meetings of SG9 Questions and three Special sessions on WTSA-20 restructuring (Q1, Q2, Q4, Q5, Q6, Q7, Q8, Q9, Q10/9) were held.

Each Rapporteur was requested to present a brief overview of their interim activities during the opening plenary:

– Q1 interim activities were presented by Kei Kawamura, the new Rapporteur of Q1/9, who replaced Tomoyuki Shimizu.

– Q2 interim activities were presented by Han Koo, six rapporteur meetings were held during this period.

– Q5 interim activities were presented by Haifeng Yan. Q5 had three rapporteur meetings.

– Q6 interim activities were presented by Shizhu Long. One single interim meeting was held.

– Q7 interim activities were presented by Taekyoon Kim. Q7 had two interim meetings.

Q8 interim activities were presented by Steven Epstein. Q8 had one single interim meeting.

– Q9 interim activities were presented by Eric Wang. Q9 had one single interim meeting .

– IRG-AVA interim activities were assigned to Q11/9 for review by Q11/9 experts on Accessibility issues.

7 Other reports and documents discussed during the opening Plenary session

7.1 TAP Approval of ITU-T J.1012, J.1013, J.1014, J.1015 and J.1015.1

The final report from Q2/9 on TAP approval process related to J.1012, J.1013, J.1014, J.1015 and J.1015, to be found in SG9-TD791 was presented by Han Koo, Rapporteur of Q2/9. It was approved with no comments.

The chairman gave an opportunity to the Members, who submitted a contribution related to the TAP approval of ITU-T J.1012, J.1013, J.1014, J.1015 and J.1015.1, to briefly present their contributions during the opening Plenary. The following documents were presented and briefly discussed:

– SG9-C121 (Australia). Australia is of the opinion that the ECI-related Recommendations have still issues and are not ready for approval.

– SG9-C122 (Israel). Israel is of the opinion that the ECI-related Recommendations have still issues and are not ready for approval.

– SG9-C144R1 (UK). UK is of the opinion that the ECI-related Recommendations won’t be adopted or implemented in UK. But as they are under discussion for a long time, UK proposes to add a sentence in the introduction, as a form of disclaimer, and with that sentence UK would be ready to approve. The disclaimer was developed and agreed previously to the meeting with the administration of Germany, who is the main contributor and supporter of the ECI technology. Germany supported UK contribution and expressed thanks for the proposed compromise. Douche Telecom (Sector Member) also supported this way forward.

– SG9-C143R2 (Samsung). Samsung (Sector Member) is of the opinion that the ECI-related Recommendations have still issues and are not ready for approval. Sony Corporation (Sector Member) supported the views of Samsung.

– SG9-C146 (SkyGroup UK). SkyGroup (Associate) is of the opinion that the ECI-related Recommendations have still issues and are not ready for approval.

– SG9-C147 (Movie Labs USA). Movie Labs (Associate) is of the opinion that the ECI-related Recommendations have still issues and are not ready for approval.

The meeting noted the concerned expressed by all parties through contribution discussed above. The Chairman commended the initiative of UK to propose a compromise with the support of Germany. The Chairman, having heard all comments decided to mandate Q2/9 to continue discussing till the intermediate plenary of SG9, planned on 21 April, when the TAP Approval for

the five draft Recommendations will be considered again. At the intermediate plenary on 21 April 2020, no consensus was reached. So, the Chairman further mandated Q2/9 to continue discussion till the closing plenary of SG9 on 23 April 2020 when he would consider again the approval of the five texts under AAP.

7.2 ITU-T SG16

Several liaison statements were received by SG9 from SG16. The opening Plenary reviewed the following liaisons, which were noted by the meeting:

– Creation of new Questions 23/16 (Digital culture-related systems and services) (SG9-TD726)

– the second edition of Series H Supplement 19 "Usage of video signal type code points" (SG9-TD730)

– new ITU-T Recommendation H.430.4 on MMT profile on immersive live experience (ILE) (SG9-TD731)

7.3 ITU-T Focus Group on Machine Learning for Future Networks including 5G (FG-ML5G)

ITU-T SG9 received the following liaison from FG-ML5G, which was noted by the meeting:

– LS on how to engage students in ITU's work? Lessons learnt from FG ML5G (SG9-TD755)

7.4 ITU-T Focus Group on vehicular multimedia (FG-VM)

Two liaison were received from the Focus Group on vehicular multimedia (FG-VM): the first one on the call for proposals for an internationally agreed Vehicular Multimedia Architecture (SG9-TD704); the second one on technical reports on use cases and requirements as well as architecture for vehicular multimedia (SG9-TD754). Both liaisons were noted by SG9 meeting.

7.5 ITU-T SG5

ITU-T SG5 sent two liaison statements to SG9, which were noted by the meeting:

– LS/i/r on FG DLT deliverables for review and comments (FGDLT-LS16) [from ITU-T SG5] (SG9-TD695)

– LS/i on the establishment of new ITU-T Focus Group on Environmental Efficiency for Artificial Intelligence and other Emerging Technologies (FG-AI4EE) [from ITU-T SG5] (SG9-TD699)

7.6 ITU-T Focus Group on Application of Distributed Ledger Technology (FG-DLT)

8 Results from the last TSAG meeting As follow up of TSAG endorsement, which was reported in SG9-TD689 , during the SG9 meeting:

1) The creation of a new Question (Q11/9) “Accessibility to cable systems and services” was approved.

The terms of reference of Q11/9 are available in SG9-TD796 and also published in SG9 webpage at: http://www.itu.int/en/ITU-T/studygroups/2017-2020/09/Pages/q11.aspx.

2) At the same time, it was removed the responsibility on “accessibility issues” from Question 6/9. Therefore, a revision of Question 6/9 terms of reference found in SG9-TD824 was also approved. SG9 approved the creation of a new Question (Q11/9) “Accessibility to cable systems and services” as expected. See clause 8 above.

9.3 Questions Rapporteurs and Associates Rapporteurs

SG9 updated the list of SG9 Rapporteurs and Associate Rapporteurs for the Study Period 2017-2020 as found in SG9-TD682R1. The following experts were appointed:

– Mr Kei Kawamura (KDDI, Japan) replaces Tomoyuki Shimizu as Rapporteur for Q1/9.

– Mr Masayoshi Onishi (NHK, Japan) replaces Shinya Takeuchi as Associate Rapporteur for Q5/9.

Mr Pradipta Biswas (Indian institute of Science, India) is not any more Associate Rapporteur for Q6/9. He was appointed as Rapporteur for the new Question (Q11/9) on “Accessibility”.

– Mr Steven EPSTEIN (Synamedia, Israel) was appointed Rapporteur for Q8/9, he replaces Sung Kwon Park in that role.

9.4 Liaison Officers to external groups

SG9 agreed on the list of SG9 liaison officers for the Study Period 2017-2020, with the following changes as found inSG9-TD683R1.

– Mr TaeKyoon KIM is now the only liaison officer to ETSI TC CABLE as Tomoyuki Shimizu is no longer attending SG9;

– Mr Masayoshi Onishi was appointed as the new liaison officer to ITU-R WP6B replacing his colleague Mr Masaru Takeuchi;

– Mr Kei Kawamura was appointed as the new liaison officer to ITU-T SG16 replacing Tomoyuki Shimizu.

9.7 SG9 Mandate and Questions texts for next Study Period (to be submitted to WTSA-20)

To follow up on TSAG request on WTSA-20 preparations, which is available as SG9-TD573, all Rapporteurs were requested to reflect on a possible revision of their Questions terms of reference. These efforts were discussed through three interim special sessions on WTSA-20 restructuring as follows:

– Special Session on WTSA-20 restructuring (4 September 2019, Guangzhou, China)

– Special sessions on WTSA-20 restructuring (18-19 February 2020, e-meetings)

– Special sessions on WTSA-20 restructuring (2 March 2020, e-meeting)

A final special session on WTSA-20 restructuring was held on 21 April 2020, during SG9 fully virtual meeting. After discussions and review of the results from the interim special sessions, as well as the new proposals from the various SG9 Questions, it was agreed:

- SG9 mandate and responsibility for next Study PeriodSG9 agreed on the revision of its mandate (ITU-T Resolution 2 portion) as found in SG9-TD809 with the modifications proposed by the new Q11/9 Rapporteur in SG9-TD864 . A harmonized document will be prepared by the SG9 Advisor and sent to WTSA-20, CC to TSAG.

- Technical focus of SG9 Questions for next Study PeriodSG9 agreed on the technical focus of SG9 Questions for next Study Period as found in SG9-TD810.

The reports of the various meeting of Questions were presented by their conveners during the SG9 Plenary sessions. The reports, as listed below from 13.1 to 13.10 were all approved.

13.1 Question 1/9 “Transmission and delivery control of television and sound programme signal for contribution, primary distribution and secondary distribution”

Executive summary:

Question 1/9 discussed nine contributions and 12 TDs, including five incoming liaison statements. Question 1/9 agreed to initiate five new work items as follows:

– J.rfip-switching, “RF/IP adaptive video distribution scheme over cable television networks”;

– J.216-rev "Second-generation modular headend architecture in systems for interactive cable television services – IP cable modems";

– J.224-rev "Fifth-generation transmission systems for interactive cable television services – IP cable modems";

– J.4GDOCSIS “Fourth-generation transmission systems for interactive cable television services – IP cable modems”;

13.2 Question 2/9 “Methods and practices for conditional access, protection against unauthorized copying and against unauthorized redistribution (“redistribution control” for digital cable television distribution to the home)”

Executive summary:

The progressed versions of J.twoway-dcas-part1, J.twoway-dcas-part2, and J.twoway-dcas-part3 were prepared through six sessions.

J.twoway-dcas-part1 is proposed for AAP consent in this SG9 meeting. J.twoway-dcas-part2 and J.twoway-dcas-part3 will be proposed for AAP consent in the next WP e-meeting in June 2020.

The group reached an agreement for TAP approval for ITU-T J.1012, J.1013, J.1013, J.1014, J.1015 and J.1015.1 under the condition of adding a new APPENDIX text to each of draft Recommendations that describes concerns from the advocating parties.

13.3 Question 4/9 “Guidelines for implementations and deployment of transmission of multichannel digital television signals over optical access networks”

Executive summary:

Question 4/9 has two ongoing work items, Sup-digTV and J.dtc-distribution-req.

Sup-digTV "Installing a digital TV service for cable networks and relating Recommendations" provides a textbook for engineers in developing countries. Contribution C141R1 from Japan Cable Laboratories added new Appendix I which contains information from IEC 60728 series standard for Optical system for transmission of digital video broadcast signals. The meeting noted this new material but decided to defer approval of this new Supplement till the next meeting of SG9, to allow for comments from participants.

J.dtc-distribution-req “Television Content Distribution Platforms: Requirements for Open Access and Signal Quality” was discussed and the meeting noted with thanks contribution C118 from Gambia which provided information on Gambia’s national DTT distribution network. C140R1 from Japan Cable Laboratories proposed the basic requirement of the platform, and its principal was agreed.

Both Sup-digTV and J.dtc-distribution-req are expected be finalized at the next meeting of SG9.

The meeting noted with thanks, a liaison statement from ITU-D SG1 on collaboration and decided to send out a liaison statement to ITU-D SG1 to kindly ask for a continued collaboration about content distribution platform and others.

The meeting reviewed the revisions to the Question 4 text proposed for WTSA-20 and agreed with the current revisions.

13.4 Question 5/9 “Software components application programming interfaces (APIs), frameworks and overall software architecture for advanced content distribution services within the scope of Study Group 9”

Executive summary:

The group reviewed three interim meeting reports of Q5/9.

The group reviewed a liaison statement from ITU-T SG16 and agreed to an outgoing liaison statement in reply.

The group also reviewed the text of J.acf-hrm and expected to make further progress of this draft new Recommendation at future meetings with more contributions.

The group reviewed and updated the text of draft new Recommendation J.stvos-spec and agreed to seek consent of this draft new Recommendation at this SG9 meeting.

The group reviewed and updated the text of draft new Recommendation J.stvos-sec. The group discussed the status of J.stvos-sec and agreed not to consent J.stvos-sec at this Study Group meeting. The group also agreed to finalize this draft new Recommendation at next Q5/9 interim e-meeting and seek for consent at the next WP2 meeting (June 2020).

13.5 Question 6/9 “Functional requirements for residential gateway and set-top box for the reception of advanced content distribution services”

Q6 accomplished the following works during this meeting:

improvement should be made by the editor and interim meetings are planned to help reviewing the refined text, which will be submitted for consent in next SG9 Plenary.

– Organize a joint session with Q9 to discuss a C125, which is a proposal to set up a new work item J.pcnp-char “E2E Network Characteristics Requirement for Video Services” on KPI and KQI Requirements for Video Service, which was reviewed and agreed by both Questions with some minor clarification. It will be submitted to SG9 plenary for agreement by Q9/9 to start studies on this new work item.

– The Contribution C134 (J.acs-stb) was reviewed in one session, there were some minor refinement on the text, it was agreed to submit the refined Recommendation to the Plenary for Consent as ITU-T J.299 (ex J.acs-stb) "Functional Requirements for remote management of cable STB by Auto Configuration Server (ACS)".

– One outgoing liaison statement was drafted and agreed in TD879 to inform ARIB, BBF, ETSI TC Cable, ITU-T Q13/SG16 and SCTE on AAP Consent of draft new Recommendation ITU-T J.299 (ex J.acs-stb).

– One new work item is agreed as proposed during Guangzhou interim meeting in September 2019: J.pcnp-smgw-arch “The Architecture for Smart Home Gateway”

– Two interim meetings are planned in June and July 2020 respectively

13.6 Question 7/9 “Cable television delivery of digital services and applications that use Internet protocol (IP) and/or packet-based data over cable networks”

Executive summary:

Q7 achieved the following results:

– Two output draft Technical Papers were prepared by this meeting for progressing at future meetings; TD861 (TP.ipvb-ucase), TD862 (TP.ipvb-acc);

– Three outgoing liaison statements were approved: TD858 (to ITU-T SG16, ETSI TC Cable, SCTE, CCSA, ARIB for information), TD860 (to ITU-T SG16, ETSI TC Cable, CCSA for information), TD863 (to ITU-T SG16 for information);

– One draft Recommendation was proposed for Consent: ITU-T J.1211 (ex J.ipvb-spec) “Specifications of IP Video Broadcast (IPVB) for CATV Networks” (TD857);

– One draft new Technical Paper ITU-T JSTP-AFDI (ex TP.fdx-asi) “Analysis and Related Solutions for Full Duplex Interference” was proposed for approval (TD859);

– No new work items were agreed;

– Four interim meetings were planned.

13.7 Question 8/9 “The Internet protocol (IP) enabled multimedia applications and services for cable television networks enabled by converged platforms”

Executive summary:

– The charter for Question 8 as defined in TD811 was approved without changes;

– It was recommended that Work Item ITU-T J.qamip-req “Requirements on QAM to IP Conversion for IP Multi-Room/House Services” would be halted and removed from Question 8 since it is now outside the scope of the Question;

– The A.1 Justification for new work items ITU-T J.CBCMS “The specification of cloud-based converged media service to support next generation IP and Broadcast Cable TV”, including all three work items, was accepted without modification and proposed for formal agreement by the Study Group 9 Plenary to start working on these work items.

– Services and micro-services (Saas and PaaS layer) will be defined by Q8, as 3 separate items including:

a. High level service definition (Q8);

b. Requirements of services and micro-services (Q8);

c. Detailed architecture of micro-services (Q8).

– TD814 was reviewed and helped defining framework for new contributions;

– Ms Yanhua Niu will work with Synamedia Q8 members Steven Epstein and Max Sorkin in drafting the first contribution describing the high-level service definition of a hybrid IP Cable TV deployable in both On Prem and the cloud;

– An Interim meeting will be scheduled on 15 June 2020 remotely based on an approval of WP2 Chair, to review new contributions on these new agreed work items.

13.8 Question 9/9 “Requirements, methods, and interfaces of the advanced service platforms to enhance the delivery of sound, television, and other multimedia interactive services over cable television network”

Executive summary:

The Q9/9 sessions operated under WP2, under the chairmanship of Rapporteur Mr Eric Wang, with Q9 covering requirements, methods, and interfaces of the advanced service platforms to enhance the delivery of sound, television, and other multimedia interactive services over integrated broadband cable networks. Q9/9 met for six (6) sessions with about 22 persons attending and addressed four (4) contribution and seven (7) incoming liaison statements. The group submitted TP.b-catv “Integrated Broadcast-Broadband digital TV application cooperated with server for functional extension including functions of digital TV reception and processing” for agreement; progressed the J.cloud-vr; agreed to start two new work items J.cable-mabr and J.pncp-char. The A.1 justifications for the draft new Recommendations can be found in Annex C and Annex D of the meeting report. The group used the “issues list” tool for maintaining the work of Q9/9. The approved “Q9 issues list” is found in SG9-TD897. Also, the group produced three (3) outgoing liaison statements..

13.9 Question 10/9 “Work programme, coordination and planning”

The report of Q10/9 can be found in SG9-TD840R1.

Executive summary:

Question 10/9 reviewed C.135R1 and developed the final draft revised Recommendation ITU-T J.1, see SG9-TD869, and agreed to propose it for AAP consent at the SG9 closing plenary.

The group also reviewed thirty-two (32) TDs, including twenty-two (22) incoming liaison statements, its meeting agenda and TDs related to restructuring in view of WTSA-20, as well as agreed to draft seven (7) reply liaison statements.

The first meeting of Q11/9 started on 17 April 2020 at 1130 (CEST) with the Chair’s welcome.

The meeting reports of last three IRG-AVA meetings were presented and reviewed. Renaming the term accessibility services to personalization services was mentioned. Also, the need of common meta data and user profiles format as well as the present status of work on closed captioning by ITU-R SG 6 were discussed.

The liaison statements received by Q11/9 were reviewed, the Chair presented the Question ITU-R 145/6 and explained various points that are planned to be adapted to Q11/9.

The Chair presented a technical document on the vision of Q11/9 (TD806). It proposes a participation taxonomy and its planned use to identify existence, utility and quality of accessibility services. Prioritizing the need of accessibility services based on financial feasibility and offering essential features first, like making the electronic program guide accessible to people with different range of abilities, was discussed.

It was proposed to incentivize students to work on accessibility services through ITU Kaleidoscope and other academic events. The chair mentioned similar conferences on accessibility and noted lack of research on accessibility of Broadband and Cable TV. It was also mentioned the EU Easy TV project and new use cases like haptic interfaces or use of subtitles for people with autism were emphasized.

It was mentioned that an appropriate nomenclature for traditional TV viewer and content to be consumed by people with accessibility needs, could be subject for discussion. The term “consumed content” was mentioned as one option to identify a generic term, considering users with visual and hearing impairments.

Finally, the mandate of SG9 and the text of Q11/9 for next Study Period were reviewed. The Chairman invited experts to check and propose revisions to the current descriptions on accessibility for the next study period, as required, during the special session on restructuring planned on 21 April.One output liaison statements was approved by this meeting to be sent to IRU-R SG6, ITU-T SG16, IRG-AVA and JCA-AHF (see SG9-TD825).

14 Liaison statements

All outgoing liaison statements proposed to the SG9 closing plenary as contained in (SG9 - TD685R1 ) were approved. The list of outgoing liaison statements (in total 20) approved at the meeting is reproduced in ANNEX 3.

16.2 Next SG9 meeting

Next ITU-T SG9 meeting is currently scheduled to be held during 14-21 October 2020 in Tokyo, Japan, co located with the ITU Workshop “The future of Television for Asia and Pacific” (19 October 2020). The announcement to organize these meetings in Japan will be confirmed after the current COVID-19 pandemic situation will be cleared by the Japanese authorities. The fallback option is to organize another fully virtual meeting of SG9 in October 2020.

ITU-T SG9 is currently discussing with the Administration of Gambia the possibility to organize the first SG9 meeting in the next Study Period in Africa in 2021, co located with the ITU Workshop “The future of Television for Africa”.

See SG9-TD722R1, which provides information on future meetings of SG9 until WTSA-20.

18.2 Modification of the category names of J-series Recommendations

The following reproduces the revised category names of ITU-T J-series Recommendations, initially proposed by Q2 Rapporteur in the report of Question 2/9 (SG9-TD832R3).

It was agreed to create the following new category name as follows:
