ENHANCING TACTICAL

RADIO BEYOND LINEOF SIGHT CAPABILITIESUHF tactical satellite (TacSat) capability is ascarce resource that eludes many end usersdue to high demand and cost. As atechnology it creates a Beyond-Line-of-Sight(BLOS) Push-to-talk (PTT) network usingtactical radios on land, maritime and aviationplatforms.

For militaries worldwide there are manybenefits TacSat access provides; extendedrange, minimal effects of terrain on signalquality, no ground-based repeaters required, maximum flexibility in siting and rapidnetwork deployment.

However, cost and spectrum availabilityrestricted the availability of TacSat to onlythe highest priority users such as; SpecialForces and high priority tasks.

Slingshot™ CapabilityDevelopment

In November 2012 Spectra Group (UK) wasapproached by Inmarsat to develop acommercial L-band TacSat capability thatwould provide cost-effective access to awider user base and offer a complimentaryoption to UHF TacSat. This decision wasbased upon Spectra’s reputation as a leadingprovider of satellite communications(SATCOM) services and expertise in the

design, manufacture and delivery of satelliteand radio capabilities.

Within one month Spectra had produced aworking prototype, designated Slingshot™,and were able to demonstrate end-to-endconnectivity of military UHF radios over theInmarsat I-4 satellite constellation.

For maximum benefit SlingShot™ wasdesigned to be radio-agnostic and add L-band satellite communications to the radiousing the Inmarsat-4 Satellite network. Thesystem consists of; an L-band antenna, powersupply unit or battery and an appliqué

connected between the radio transceiveroutput socket and antenna as shown in theblock diagram below.

Spectra will provide a power supply unit forthe vehicle and marine variants. For theManpack variant in-service NATO codifiedbattery packs will be used and these can besupplied by Spectra, if required.

Fully compliant to CE, FCC and C Tickstandards Slingshot™ has been designed tooperate in temperature ranges from -26 to+580C. It will have an IP 67 rating a n dcomply with MIL-STD and DEF-STAN.

Built for dismounted operations the smallform factor Manpack appliqué will be 170 x75 x 29 (mm) and weigh 495g. With an

antenna weighing 260g the combined systemweight will be in the region of 2kg dependingon the battery pack utilised. The vehicle andmarine systems will be 170 x 87 x 29 for theappliqué, 146 (diameter) x 72 (height) and 12x 90 x 60 for the power supply with acombined weight of 1,680g

Working in partnership with Inmarsat a fullyflexible airtime plan was developed, L-TACThis is a leased service operating on theInmarsat-4 constellation, which assuresproven reliability, longevity and quality of service. The I-4 satellites are in-service untilat least 2022. Users will be able to leaseservices for a fixed period with lease plans asshort as one month.

Recognising the need for in-service supportSpectra has enhanced its existing 24/7network operating centre. It will be able toprovide 3rd line support from system launchand be manned by personnel who havemany years experience supporting both theInmarsat network and military radios.

Slingshot™ OperationaOverviewSlingshot™ has been designed to provide endusers with a capability that fully meets andoften exceeds their requirements. From the

outset the system design criteria includeddifferent operational scenarios and acapability that could be used on land, seaand in the air.

Inmarsat’s L-TAC service is availablethroughout the global footprint of the I-4constellation. It will be possible to operatein both individual regional and narrow spotbeams and, due to the sophisticatedcapabilities of the Inmarsat network, nets canbe connected across more than one beam

when required. In addition customisedbeams covering specific area of operationswill be available for lease, subject to theresources being available on theconstellation when ordered. Recognisingthat the user’s concept of operations ortheatre of operations may not be constantduring the period of the lease, Inmarsat willinclude options to change the configurationduring the lease period (subject to agreedconditions).

The Spectra capability and Inmarsat service

have combined to provide a multi-platformsolution, which can be operated in a numberof different scenarios which are shownbelow.

A significant value-added feature of thissolution is the reach-back capability that canbe provided via the C-band downlink fromthe Satellite to a C-band antenna at either auser defined site or Inmarsat’s SatelliteAccess Station. This is a customised optionthat allows any traffic transmitted on the L-

band radio net to be sent via the C-band link.In all scenarios users can establish aconnection in either the Inmarsat narrowbeam or regional beam. When operating inthe narrow beam range is extended up to1000 miles and in the regional beam up to2,000 miles. In all scenarios below users onthe same radio channel and encryption cancommunicate without changing theiroperational procedures. The L-band beyond-line-of-site extension is transparent.

Scenario 1 –Singleradio net in the same

beamUsers on the same UHF frequency within asingle Narrow or Regional Beam cancommunication with each other. One usertransmits on the radio and all other users onthe same radio channel and encryption willreceive the transmission. Transmissions goup and down in the same beam.

Scenario 2 – Multipleradio nets in the same

beamThe I-4 channel can be sub-divided into anarrowband mode (ANDVT) and provide upto five separate sub-channels. This will allowusers on different UHF frequencies tooperate in the same Narrow or RegionalBeam as in Scenario 1.

Scenario 3 – Singleradio net in different

beamsUtilising the ability to link narrow beams inthe same Global footprint a single radio netcan be connected across two separatenarrow beams (double headed beam). Usersin Beam A and Beam B on the samefrequencies can communication with eachother. One user transmits on the radio andall other users on the same radio channeland encryption will receive the transmission.Transmissions go up and down in both

beams.

Scenario 4 – Separateradio nets in different

beamsIn the final scenario different nets can beestablished in different beams andseparation maintained.

End User Features andbenefits

With any new capability the cost of investment requires a solid business case. With this in mind the system was designedto minimise the capital expenditure. This hasbeen achieved by providing a platform that

allows users to re-use their existing radioswith national or coalition encryption, doesn’trequire new infrastructure and provide afamiliar user experience with minimaladditional training

Spectra spent a great deal of time workingwith both Inmarsat and the end usercommunity to understand what features andbenefits would be essential in meeting userrequirements. The following table highlightsthe key features and benefits.

Features• Designed for the Inmarsat-4 global satelliteconstellation• Complements existing military capacity• Utilises Narrow Beams, Regional Beams,Customised Beams

• Lease airtime for a minimum of 1 month• Based on 25kHz Channel• Customised option to maintain C-banddownlink• Radio agnostic• Reduced size, weight & power

• Omni-directional antenna

Benefits• Proven worldwide connectivity• Access for land, maritime and aviationplatforms• End users can prioritise traffic accessbetween military and commercial platforms• Maximum flexibility in high tempooperations• Excellent cost optimisation• Accommodate 1 x Wideband or up to 5 xANDVT nets

• Antenna in User HQ (out of area) can beconnected to the Radio Net• User can deploy Slingshot™ across their fleetof UHF radios• Excellent for sustained communications onthe move operations• No need to stop and deploy an antenna

ConclusionSlingshot™ will change the way end users candeploy and operate their UHF radionetworks.

This new and innovative capability can eitherbe used to extend the range betweenindividual radios by using a single hop L-Lband relay on Inmarsat’s L-TAC system orconnect dispersed radio nets together using

double headed narrow beams.

The partnership between Spectra andInmarsat has a long history and provided asolid foundation for the development of theSlingshot™ capability utilising the L-TAservice.

Andy Start, President, Inmarsat GlobalGovernment, said: "We are delighted to belaunching this new service in partnershipwith Spectra. L-TAC will enable militaries toexercise greater command and controlthrough existing tactical radios at a realisticcost with leases available for periods as short

as one month at a time. The operationalbenefits for soldiers on the ground areenormous, providing low risk, highly resilienand easy to use connectivity independent of local infrastructure or terrain."

Simon Davies, Managing Director, SpectraGroup commented: "This service will enablegovernments to provide enhanced satelliteand radio communications without largecapital expenditure. As governments aroundthe world review military budgets, this is ahighly compelling offer."

commanders are then able to send the dataoff for further data retrieval and in-depthanalysis. This provides commanders with theability to change strategy where necessary toaccommodate the retrieved intelligence in asshort a space of time as possible.

The most common sort of mobile phonesused in modern military environments are‘low end devices’. These are likely to be verycheap and lacking in the standards or legalprocesses related to mobile devicemanufacture. The UFED CHINEX, part oCellebrite's UFED Series, includes acomponent that scans and identifies newhardware to better extract the data from thedevice, enabling military personnel to extracthigh quality data no matter what device theyencounter.

Fighting against civilians executing operationof a military nature can seem impossible toplan for. Using forensic technology as a toolfor supporting military operations can helpprovide commanders with invaluable datathat can be used to organise futureoperations, adapt current campaigns andhelp to bring war criminals to justice.

As any member of the armed forces knows, speed of action is key to any successfulmilitary campaign. Slow response times ormiscommunications can not only bedetrimental to campaigns, but can actuallyput lives at risk.

Providing technological assistance to groundforces has become one of the most criticallyimportant weapons of the modern day army.It can change the outcome of conflicts andeven save lives by providing invaluableintelligence about enemy troop movementsand planned attacks.

War zones like Afghanistan are hot-beds formilitary activity and can involve anythingfrom improvised explosive devices (IEDs) tohigh target terrorist leaders. They are conflict

areas that require extreme caution, speedand pin-point accuracy when dealing withwhat’s involved at the site.

Under these conditions, rapid and effectivesite exploitation (SE) is critical. This involvesthe systematic search for, collection andanalysis of information that can supportoperations or criminal prosecution.

It’s important to recognise that most of thecurrent military theatres are ‘mixed’ militaryand civilians, so the most dangerous enemycan be those that act as civilians but operateas military personnel. The most commoncommunication device used by civilians is amobile phone, which is why the military isincreasingly recognising that retrievedmobiles from such environments are of anextremely high priority to effectively combatterrorism and counter-espionage.

Investigative tools like mobile forensics notonly help military leaders to plan campaignsand thwart terrorism, but can also provide

crucial evidence that can be extracted andanalysed for use in prosecuting war criminals. The ability to establish a pattern or a linkbetween communications in war zones, quickly and reliably, helps to pull the piecesof the puzzle together.

UFED (Universal Forensic Extraction Device)Series, Cellebrite's range of mobile forensicproducts, enables military personnel torecover intelligence from retrieved mobiledevices as quickly and comprehensively aspossible, and can help provide a widerpicture of the activity that is beingconducted or planned against troops. TheUFED device enables military leaders toconduct rapid and effective site exploitation, and the initial analysis of secured mobiledevices can be conducted in the field. Field

deployable field hospitals. The Philips multi-slice CT has been integrated into a militaryshelter providing the tightly controlledenvironment needed for safe and effectiveoperation of the scanner. The shelter andpatented mounting system protects the CTscanner from shock and vibration in transitand the environmental control keeps theinternal temperature and humidity withinstrict limits allowing deployment in anydemanding location from arctic cold to hotdesert conditions. The shelter designcomplies with international ISO standards sois compatible with the standard militarylogistical systems simplifying both strategicand tactical movement. The system can bemoved as any other 20-foot ISO containerby road, rail, sea and air. The system is simpleto set up with first scans available within fourhours of arrival in location.

The company’s skills in vehicle integrationare being demonstrated by Team SOCRATESin the Future Deployable Geospatial (FDG)Intelligence System. Marshall Land Systemsis involved, along with a number of other UKcompanies as part of Team SOCRATES, in theintegration of systems into a box body fittedto the back of a Mowag Duro II vehicle. FDGwill deliver a 2 man, deployable, self-

contained working environment. Thecontract is due for delivery later this year.

Following the signing of a collaborationagreement, the company, together with G3Systems has formed a new force in logisticsupport – Team M3 which will be discussingits offering in infrastructure support for theUK MoD. The team offers a low risk solutionusing the skills of both companies to deliverthe necessary expertise in infrastructure and

service solutions through a single point of contact. The team has been structured toadd real value and to have the capacity togrow as the need arises.

Vehicle Survivability skills are demonstratedby Lorica, a joint venture between Marshalland Plasan of Israel. On display will be apiece of armour used in recent trials as partof the test process following theannouncement in November last year thatthe company had been selected as thepreferred turret armour supplier for thedemonstration phase of the UK’s MoDWarrior Capability Sustainment Programme(WCSP).

Thanks to the unique Polyamp ADG designand excellent cooperation with the DanishDefence Acquisition and LogisticsOrganization (DALO), the RDN now posseswhat is believed be the first ADG systemswith a semi automatic organic back-upsystem onboard a frigate type vessel.

This is a full hardware back-up system for theADG to be used in case of, for examplebattle-damages and it goes far beyondpreviously tried software back-up solutions. The ADG system is highly reliable but in therare case where a power module should goout of order, the switch to a spare powermodule takes only a few seconds and theships underwater signature is virtuallyunchanged. The new concept gives a MeanTime To Repair (MTTR) for the DegaussinSystem of typically less than 10 seconds andthis is a record that will be hard to beat.
