Constructionbegins in the firstmonths of this yearand initial data transmission throughthenewcableisexpectedbytheendof2020, the cable will allow a datatransmission rate of 100 gigabits persecond,muchhigherthanthecurrent10gigabitespersecond. Problem: The Law for Planning andManagement of the NationalMaritimeSpace and its regulation does not consider Special Plans, nor SpatialManagementPlans for ProtectedAreas orSpatialCoastalManagementPlansor even Spatial/Special Managemet Plans for MPA’s. Thus, all protecionregulationscanturnouttobeuneffective.Thechallengeis:howtoturnmandatoryforprivatecompaniesandcitizenstheregulationscontainedintothoseplanswhitinthePSOEM?Possibelsolution:aspecificregulationpointedoutattheRCM approvingthePSOEManddevelopedsubsquently(underanalysisanddiscussion).
