1 HIGHLIGHTS OF THE PROJECT

The provision of municipal services in Sindh has

not kept pace with increased population demands.

Only 55% of urban population has access to piped

water that too of poor quality, limited to 2-4 hours and

not more than 15-20 gallons per capita per day (gpcd).

Similarly, access to sewerage /drainage and disposal of

solid waste is either negligible or very low.

The US Government through USAID/ Pakistan

has earmarked a grant of US $ 66.0 million for the

development of municipal infrastructure in six selected

towns in 2010 flood affected districts of the Province.

Under MSDP emphasis was given to smaller towns,

falling outside the purview of SCIP. Accordingly

Jacobabad, Qambar, Shahdadkot, Mehar, Khairpur

Nathan Shah and Johi were selected for the said

USAID assisted development work under the program.

In the first phase, the construction works on

Jacobabad Water Supply System are currently

underway while work on Waste Water and Solid Waste

Systems in Jacobabad are expected to start very soon.

1.1 MAIN COMPONENTS OF THE PROJECT JACOBABAD:

The overall Water Supply, Sewerage and Solid Waste Management system of the

administrative capital of District Jacobabad with a population of more than 250,000 people,

was suffering from gaps and shortcomings, operational deficiencies and poor service

delivery. Accordingly a comprehensive package for Jacobabad was developed with the aim

to provide;

Uninterrupted water supply with better quality at the rate of 30 gpcd,

Rehabilitation and up-gradation of the existing sewerage system,

Introduction of solid waste management system.

2 GLIMPSES OF ACTIVITIES DURING THE MONTH OF MARCH

EIA report had been modified as per the SEPA guidelines, and separate EIA

reports for water supply and waste water have been prepared by MSDP. Modified

reports were submitted to AAA-TCI for review. Separate EIA reports will be

submitted to SEPA in April.

Considering the challenges at site and weather conditions, an extension of 124 days

has been granted by MSDP to contractor of WS-01 package.

Work has been resumed at Overhead reservoir No. 1 (Special Force Ground).

3 Progress during Month of March

3.1 Progress of work

Component wise progress on each contract package is discussed below.

3.1.1 WS-01 Water Intake and Storage System

(M/S Samad Khan Babar & Co)

Generator room building is almost complete. Finishing works (electrification,

fixing of doors, windows and ventilators) of the new Generator Room at LLPS are

still pending.

Excavation works and works for embankment formation of Lagoon No. 3 are in

progress; almost 90% excavation and 98% embankment formation completed.

Proposed stone pitching with mortar grouting on the slopes of Lagoon No. 3 is

currently suspended. Dewatering of the sub-soil water stagnant has been suspended

since two weeks due to some fault in the generator.

Construction of lagoon intake chamber for Lagoon No. 3 is in progress.

The delivery of valves and brick masonry work for the 800 mm dia. pipeline

inserted into Khirthar canal is still pending.

Dressing and grading of embankment of Lagoon no. 1 remains suspended during

the reporting period.

3.1.2 WS-02 High Lift Pumping System and Rising

(M/s Shaikh Baz Khan& Brothers)

A total of about 20.536 km (1730 pipe pieces) of MS pipe has been delivered to

site to date.

About 19.6 km of pipe has been buried with proper bedding material (150 mm

thick).

Welding of joints is in progress along with external bitumen coating and internal

cement lining. A total of 1639 pipe joints (including 360 no. Tie-N joints) have

been welded.

Bitumen coating and internal mortar lining of about 1623 pipes has been

completed.

Ultrasonic Flaw Detection tests have been conducted for a total of 1650 joints to

date.

About 19.6 km of pipeline has been Holiday tested for imperfections in outer

coating; about 19 km has been repaired where required.

Contractor’s methodology for Hydro test of pipeline has been provisionally

approved with some recommendations.

Finishing works on the new pump room building are in progress; deep root

pointing to exterior wall is nearing completion and concrete plaster works to the

inner wall is completed. Staircase railing with other structural steel works and

plaster works are available at site but not yet fixed.

The generator room building is almost complete, work on generator room remained

suspended during May 2015.

3.1.3 WS-03 Water Filtration and Transmission Loop

M/s Crescent Construction Company & KSB Engineers and Contractors

The Contractor has lowered a total of 4.530 km pipe (373 pipe pieces) at different

locations.

UT testing, excavation of the trench, laying of bedding material, welding of pipe

joints, PE coating on joints and Holiday Test of coated joints are in progress.

A total of 424 pipe joints (including 108 Tie-N joints) have been welded.

UT tests for a total of 105 joints have been performed.

3.1.4 WS-04 Water Distribution System (Zone 1 & 2)

M/S Khan Mohammad & Co.

Due to unsatisfactory performance, Engineer’s Recommendation for Termination

of the Contract was submitted to PMU on May 29, 2015.

Total station is now mobilized at site and joint survey for water distribution

network has commenced.

Raft concrete for proposed OHR-2 at Old Bus Stand is complete. Bitumen coating

and backfilling will take place next week.

Excavation/ dewatering works for OHR-1 at Special Police Force Ground are in

progress. Rectification of lean (75mm additional layer) is in progress.

3.1.5 WS-05 Water Distribution Network Zone 3 & 4

M/S Matracon Pakistan (Pvt.) Limited

Joint survey for water distribution network is in progress.

Reinforcement Steel binding of raft foundation for overhead reservoir # 3 at TMA

office is in progress. Concreting of raft is expected next week after cement is

delivered to site.

Plinth beam and columns (first lift) of overhead reservoir # 4 at Mochi Basti is

complete.

Contractor is making preparations to start lowering the 250mm dia HDPE pipe.

HDPE pipes although fittings and other fixtures have yet not reached the site

premises. Longitudinal Section drawings have been handed over to the contractor

for start of pipe laying works.

3.1.6 WS-06 Water Distribution System (Zone 5 & 6)

M/S Khan Mohammad & Co.

Due to unsatisfactory performance of contractor, Engineer’s Recommendation for

Termination of the Contract was submitted to PMU on May 29, 2015.

Total station is now mobilized at site and joint survey for water distribution

network has commenced.

Excavation/ dewatering works of raft for overhead reservoir # 5 near Numaish

Ground are in progress. Lean concrete commenced and bitumen coating expected

next week.

4 MEETINGS, DISCUSSIONS & SITE VISITS

4.1 Meeting with USAID & AAA-TCI

The Director, USAID Office of Infrastructure and Engineering visited PMU for a

meeting on Thursday, May 21, 2015. A meeting was also held with AAA-TCI where the

Chief of Party gave a presentation on the progress of Jacobabad's water component while

also highlighting issues, challenges, and achievements of the project. USAID made

recommendations in the meeting that necessary steps should be taken by MSDP and M/S

AAA to expedite construction process. It was also suggested that with the collaboration of

PMU and AAA, an optimal SOP should be developed for verification of work done at site.

4.2 Visit of Commissioner, Larkana Division to On-going Construction

Sites

The Commissioner, Larkana Division visited Jacobabad on May 23, 2015 and

visited the sites of all on-going construction sites. He was pleased to see progress of works

for supplying water to Jacobabad city.

4.3 Meeting with NSUSC

The Acting Managing Director of NSUSC visited Jacobabad on May 26, 2015 and

held a meeting with the Deputy Director (MSDP) and Construction Manager (CM) of M/S

AAA. NSUSC’s Acting Managing Director was briefed by the Construction Manager

regarding the physical progress made on the projects. Later, a visit of the project sites was

held with the DD (MSDP) and CM (M/S AAA).

4.4 Fraud Awareness & Prevention Seminar

A Fraud Awareness & Prevention Seminar was conducted by USAID and

Transparency International on Tuesday, May 26, 2015 at Marriot Hotel, Karachi. This

seminar was attended by the Financial Expert (Mr. Aslam Memon), M&E Expert (Mr.

Fayyaz M. Zai) and Assistant Director (GIS/MIS). Nominated representatives of

construction contractors also attended this seminar.

4.4.1 Pre-bid meeting WS-15

The pre-bid meeting for Contract Package WS-15 was held on Tuesday, May 26, 2015 at

PMU Office, Karachi. The time for completion of project is revised from 300 days to 360

days.All relevant sections / clauses of Bidding Document is deemed to be ammended,

accordingly.

4.6 Pre- Bid Meeting with USAID & AAA-TCI Regarding Bidding Process of

WS-15

On May 6, 2015 a meeting was held at PMU Office, Karachi to finalize the tender

documents of package WS-15. Program Director (PMU) and COR (USAID) were also present at

the meeting. It was decided that bidding would be of single-stage one envelope type (post

qualification). Other details for NIT, including the dates for pre-bid meeting, site visit, bid

opening etc. were also decided.

The NIT was forwarded to Sindh Press Information Department by PMU for publication in the

leading newspapers on May 6, 2015.

The revised tender documents were emailed for approval on May 7, 2015 and approved by PMU

on May 8, 2015.

4.7 Progress Meeting with USAID & AAA-TCI

A progress meeting was held with USAID and AAA-TCI at PMU-MSDP Office, Karachi

on March 18, 2015. Major decisions were taken in the meeting including providing one more

chance to WS-04 and WS-06 construction contractor Mr. Khan Muhammad Khan to show

progress on WS-04 & WS-06 sites.

Another meeting was held on March 24, 2015 with USAID and AAA-TCI at PMU-

MSDP Office, Karachi. It was decided in the meeting that AAA-TCI will revise the draft tender

documents of package WS-15 according to the comments of USAID & PMU and then will

resubmit. The Variation Order No. 1 for package WS-01was also submitted by the Chief of

Party.

4.8 Meeting with Contractor of WS-04 & WS-06

A critical Progress Meeting was held with the contractor of WS-04 & WS-06 on March 30,

2015 at PMU Office, Karachi.
