FERC’s request and Northern response are below. FERC Request: In the Description of Facilities section of the Application filed in Docket No. CP16-487-001, Northern describes facility projects that are outside the scope of the Cedar Station Upgrade project. Specifically, Northern writes: In addition to the proposed pipeline, Northern will install, pursuant to Section 2.55(a) of the Commission's regulations, a (1) pig launcher and take-off valve setting at the existing Rosemount Junction facility; and (2) a pig receiver, tie-in valve setting and modifications to existing regulators within the existing Cedar Station facility. Northern also will replace an approximately 10-foot-long segment of 12-inch- diameter pipeline with a 12-inch-diameter pipeline and replace an approximately 105-foot-long segment of 8-inch-diameter bypass pipeline with an approximately 260-foot-long 10-inch-diameter bypass pipeline in the Cedar Station to facilitate tie- ins of the new pipeline to existing station piping. 1. Northern Natural Gas Company Cedar Station Upgrade Project 2. Provide justification for the applicability of the Section 2.55(a)/2.55(b). 3. Clearly specify that each 2.55(a) or (b) project is within existing right of way. 4. For each facility project indicate whether it is contingent on this application or that Northern would have pursued it independent of the Commission’s findings in this proceeding. Northern’s response: 1. Northern plans to replace the existing 12-inch-diameter and 8-inch-diameter station piping pursuant to section 2.55(a) of the Commission’s regulations. The pipeline replacement, which will take place entirely within the existing station yard, will facilitate the tie-in of the proposed branch line to the existing station piping within the Cedar Station facility. 2. The pig launcher and receiver, tie-in and take-off valve settings and station piping are appurtenant facilities to the proposed branch line intended to facilitate a more efficient operation of the system. Launchers/receivers and station piping are specifically listed as section 2.55(a) facilities within the regulations. 3. The appurtenant facilities, including the station piping, will be installed within their respective existing right of way at Northern’s existing Rosemount Junction and the Cedar Station town border station facilities. 4. The installation of these facilities is contingent upon installation of the proposed branch line; however, Northern would at some point elect to install the launchers/receivers to fulfill its obligations for pipeline assessment.
