    There have been so many women and youth empowerment schemes

    both by the government and individuals either politicians or

    philanthropist. These includes such Govt programmes as Peoples Bank,

    Feap, Napep or individual programmes like buying motorcycles for

    commercial use(Achaba) or sewing machines for women etc. However

    the major challenge with such empowerment programs is that while they

    impact the individuals, they rarely impact simultaneously on the largersociety.

    The WYT program is meant correct this anomaly by providing the

    individual with skills that can bring out their hidden talents & ability to

    do something. The program changes the plight of the impoverished and

    maligned woman & youth without overt changes to sensitive social &cultural norms. For instance, women are able to work from home, work

    flexible shifts while earning decent incomes. This gradually increases

    mutual respect & harmony within households and encourage other

    households to support and participate.

    Government Responsibility1. Identifying a competent partner to establish

    the BPO centre2. Provide the total investment

    3. Encourage/Induce companies operating in

    Kano to support the initiative e.g. Telecom

    companies operating in Kano can outsource

    minimum of 50 seats call centre to the BPO

    centre. Also 70% of the cleaners or junior staff

    of banks and telecoms to be outsourced tothem from the centre, in return the

    government will ensure Tax concession,

    government patronage etc.

    4. The government should Allow the centre to

    run professionally independent of government

    interference.

    5. Put all the legal structures in order to ensureachievement of Aim.

    6. The government should encourage its

    parastatals to patronize the centre.

    7. The government should be responsible for

    setting targets for the BPO centre.

    Partners responsibility

    1. Setting up a world class BPO Centre

    2. Managing the operations of the centre:

    a) Training a minimum of 200 people every

    two month and outsourcing minimum of

    150 every two month in the training

    section.

    b) Also train 800 call centre operators in the

    first two month (the call centre will runtwo shifts, day and night)

    c) Identifying the needs of the companies

    /Govt. Parastatals and providing their

    requirement.

    d) Will be responsible for employees

    outsourced.e) Break even within five yrs of operations.
