Executive Summary

Mobile operators continue to experience explosive growth in data traffic as a result of higher speed wireless data networks, mobile video and social media, and ever-increasing USB devices, smart-phones, and tablets.

With demand for wireless data outpacing the available mobile broadband architecture and infrastructure, operators are investing in new, emerging Radio Access Technologies (RAT), such as LTE and HSPA+. For example, a 4G network site might become severely congested with video traffic while an overlay 3G network remains under-utilized wasting valuable spectrum and network resources. This leads to network utilization inefficiency resulting in degraded QoE (Quality of Experience) for subscribers at that site directly leading to customer dissatisfaction and churn.
