Metro Vancouver has already participated in multiple rounds of public consultation for the Roberts Bank Terminal 2 Project. During Project Definition Consultation in fall 2012, Raymond Kan represented Metro Vancouver at a small-group meeting in Richmond. In addition, a formal letter was submitted with consultation feedback by Gaëtan Royer. Metro Vancouver was represented by Raymond Kan and Eric Aderneck during Pre-Design Consultation in fall 2013, and again submitted a letter containing staff comments, this time from Delia Laglagaron. The feedback received in the small group meetings, as well as the comments in the written feedback was summarized in the respective consultation summary reports, which are available on our project website (www. portmetrovancouver.com/RBT2). Air quality specialists representing Metro Vancouver have also participated in an Air Quality Scoping Study (AQSS) in January 2013, where they had the opportunity to review and provide comments regarding the data sources and methodology, as well as the spatial and temporal boundaries of the air quality assessment that is being undertaken for the Project. A revised scope based on comments received was presented at a follow-up meeting in September 2013, and additional comments and feedback was gathered. Port Metro Vancouver recognizes Metro Vancouver as a key stakeholder and has sought formal engagement, particularly through the Roberts Bank Terminal 2 Project Local Government Elected Roundtable process. In October 2012, Dianne Watts, in her capacity as Surrey Mayor and as Chair of Metro Vancouver’s Port Cities Committee (now referred to as the Transportation Committee), was invited to participate in the Elected Roundtable. /2 100 The Pointe, 999 canada Place, Vancouver, B.C. Port Metro Vancouver will ensure that you receive the meeting minutes from the recent ElectedRoundtable (February 18, 2014), and are included on all correspondence related to the ElectedRoundtable moving forward. Please advise me if this information should be forwarded tosomeone else at Metro Vancouver. The next Roundtable will occur in late May or early June;Carolyn Parenteau, Communications Advisor - Project Development, will follow up with theconfirmed date.

Please note that the Terms of Reference for the Local Government Elected Roundtable indicatethat committee members may designate an elected representative as an alternate, if they areunable to attend.

We would like to thank you for your participation in the Technical Working Group (TWG)meetings, the first of which was held on February 25, 2014. These meetings will focus onproviding information, and supporting dialogue on key studies underway, study findings to-date, and mitigation that is being considered to address potential impacts of the Project.

Port Metro Vancouver received the comments raised by Metro Vancouver to the CanadianEnvironmental Assessment Agency (CEAA) during the public consultation period on the ProjectDescription (letter dated October 15, 2013). While many of the concerns that were raised inthese comments have already been addressed through the environmental assessment process,we look forward to discussing and addressing any further questions and comments with youthrough the Technical Working Group process.

Throughout the environmental assessment process, CEAA and the independent federal reviewpanel will include consultation and comment opportunities.
