1. EXECUTIVE SUMMARY

Mr. Aji Simon is residing at “Keelath House”, Thiruvaniyoor P.O, Thiruvaniyoor Village,

Kunnathunad Taluk, Ernakulam District, Kerala. He is having vast experience in Granite quarry

mining, trading and he is having his Granite Quarry at Thiruvaniyoor Village, Kunnathunad Taluk of

Ernakulum District. Mr. Aji Simon was granted Granite quarrying permit over an area of 0.9977 Ha

of Private Patta land in Sy. No 282/1-2,282/1-3,282/1-4,282/2-2,282/2-3 & 282/2-4 of Thiruvaniyoor

Village, Kunnathunad Taluk of Ernakulam District, Kerala State under 3(1) and 9 of rule Kerala

Minor Mineral Concession Rule2015..

2. INTRODUCTION OF THE PROJECT/BACK GROUND INFORMATION

The Quarry Permit for building stone applied by Mr. Aji Simon is situated in Sy.No: 282/1-2,282/1-

3,282/1-4,282/2-2,282/2-3 & 282/2-4 of Thiruvaniyoor Village, Kunnathunad Taluk of Ernakulam

District , Kerala State. The subject area is granted by the Department of Mining &Geology,

Government of Kerala as Quarry permit for Building stone, over an extent of 0.9977 ha.

The subject land is Private Patta Land and does not belong to government or reserved for any other

purpose. The subject area is also not fit for agriculture and is away from public properties and there

is no objection of the public or any litigation.

The Quarrying plan is being prepared under 3(1) and 9 of rule Kerala Minor Mineral Concession

Rule2015” & the same is approved by the office of the Department of Mining and Geology,

Ernakulam. The applicant has to obtain Environmental clearance in accordance with EIA

Notification 2006 amendment thereafter from DEIAA, constituted in accordance with the notification

dated January 15th

2016 by Ministry of Environment &Forest, Govt. of India.

The applicant has experience in the building stone quarrying and the production from the subject area

is for meeting the domestic demand for construction as building stone for building constructions.

The area is found to have prominent exposure of building stone covering most of lease area. Detailed

study of the area has been done by the applicant by sampling exposed blocks of building stone and

depth of the surrounding working pit. In view of the proposal for development and production of

building stone ,the applicant intends to produce with a maximum capacity of 80,000 tons/annum by

carrying out medium scale quarrying by engaging semi mechanized An Open cast method of

quarrying. The quarrying plan is prepared for an extent of 0.9977 Ha and the application for

Environmental clearance along with this report is herewith submitted to DEIAA constituted by

MOEF for obtaining Environmental clearance.

Present Proposal:

The present proposal is submitted to the District Level Environmental Impact Assessment Authority,

notified by ministry of Environment & Forest under the EIA Notification 2006 as per the orders of

the honorable supreme court dated 27.02.2012 directing that leases of minor minerals including their

renewal for an area of less than 5.0Ha be granted/renewed after getting environmental clearance from

MOEF and recent Notification of January 15, 2016 of MoEF, Govt of India.

Need for the project:

Rapid industrialization and growth in infrastructure has made global as well as domestic demand for

building stone. So number of building stone manufacturing quarries &crushing units with M-Sand

Unit (industries) are coming up in this sector. Building stone is the chief material in this sector, for

building constructions &road formations. The size &quality parameters for supply of the mineral will

be as per the requirements of the user industry.

Based on the demand, the applicant intends to produce the required quantum of building stone for the

developmental projects. As per EIA notification 2006 project proponent is submitting the proposal to

get clearance for production capacity of 80,000 tons /annum from District Level Environmental

Appraisal committee/District level Environmental Impact Assessment Authority of Kerala

constituted by MOEF, GOI for the purpose of grant quarry lease for which notification for grant is

issued. The extent of the area is small and shall be worked by semi mechanized method.

Employment potential:

The proposed Manpower is around 25 including technical & professional competent staff

experienced in quarrying &allied activities. The employees will be assigned job relating to drilling,

the handling of the building stone and waste &other routine works in the quarry. The working hours

at the quarry will be 8 hours/day for 300days/year

3. PROJECT DESCRIPTION

The site is geographically located between North Latitude 9° 55’ 17.11” to 09° 55’ 21.65” and East

longitude 76° 25’ 58.91’’ to 76° 26’ 03.64’’.The project site and buffer zone falls in the Survey of

India Toposheet No.58/C/5. In the field studies it is observed that the quarry lease area is falling in

uncultivable waste lands, non forest. The area is essence consists of stone/rocky ridges and

slope/gradient in all directions. The highest elevation is 60 mtr and lowest elevation is 40 mtr above

MSL.

Geology of the Area

The proposed permit quarry areaisVirgin area and partofthe area is covered by Charnockite,

(commercially known as Granite). Rocky out crops with soil cover.Charnockiteout cropsare

wellexposed in the permit area.The topsoil and weatheredCharnockite is having a depth

persistence varying from 0.5 m to 2.0 m (Depth persistence is up to 5m at places).

The geological parameters / features of the ore body as obtained from the field mapping and

exploration studies reveal the following.

General strike : N-S with local variation of 100 - 15

0 on either side.

Dip : 60 - 70° dipping NW.

Length of the ore body : 100-120 m

Width of the ore body : 100-110m

Depth of the ore body : 50.00 m

Exploration &Reserves

The proposed Permit quarry area is Existing Quarry and Most of the area is covered by Charnockite,

(commercially known as Granite). Rocky out crops with soil & weather charnockite cover.

Charnockite is well exposed in the working Quarry pit which is located on the western side (old Pit)

of the proposed quarry area, which exposes the geological cross section clearly. Hence the deposit in

the plot is well known. No exploration in the form of boreholes is carried out.

Charnockite is well exposed in adjacent quarry pit and also on surface in the form of boulder out

crops and it is a Plutonic Igneous rock which is a deep seated Granulite facies of Metamorphism, the

depth persistence may continue even up to100.00m and beyond. Hence no exploration is required. So

no proposals are made for the same.

The Proposed Permit area is exposed with Charnockite in the quarry pit and thick layer of Top soil &

weathered Charnockite. The reserve calculated for three category 1) Geological reserves i.e. total

severs available in the entire Lease area. 2) Mineable reserves available for Mining within the

ultimate pit limit after leveling the bench width and height. 3) Blocked reserves, reserves are

blocked due to bench formation and boundary constrains and in Buffer Zone area. In minable

reserves 95% is salable and rest 5 % will be waste. Accordingly the reserves have been estimated,

the details of the same is given below:

Production &Development

The production and Overburden/Development of the plan period is 2,26,875 tons and 11,342 cum

respectively with waste in the form of mining losses/voids etc., and is detailed below:

Method of Quarrying

Taking into consideration geological parameters of the ore body and the geotechnical field

observations made thereof it is opted to work by mechanical mode and the method is of by opencast

with a bench system is adopted to work the deposit.

It is only a medium scale Building Granite quarrying. The quarrying is being done by semi

mechanization mode of operation by using, jack hammer drills excavators and tippers etc. It is

proposed jack hammer drills for drilling and it is not possible to drill 5 m depth, hence initially it is

proposed sub level bench method keeping a sub bench height of 1.7 m(3 sub benches) and at the final

stage the sub benches will be merged and final bench will be maintained height of 5 m. The

maximum bench height is kept 5.00 m and width 5.00 m at ultimate stage by maintaining 45degree.

It is only a medium scale Building Granite quarrying. The quarrying is being done by semi

mechanization mode. By using excavators, jack hammers drills and tippers etc.

Drilling & Blasting

Since the bench height needs to be maintained 5.0 m, blast hole will be by jack hammer where the

diameter is normally 32 mm and the depth of the hole is 1.5 to 1.7 m. Blasting pattern is generally

square or staggered with burden ranging from 0.75 to 1.00 meters and spacing of 1.0 to 1.2 meters.

Usually single / double row of holes is blasted along free face to achieve optimum powder factor,

best fragmentation and minimized adverse impacts on account of blasting. Maximum holes blasted

per day are 30 to 35 with normal delay detonators to mitigate adverse impacts such as air blast, throw

and the ground vibration. Holes are electrically detonated using electric detonators.

Nitrate mixture (Class-2) types of explosives are used for blasting with 20 to 25 percent, proportion

of primer/ booster cartridges and rest as column charge. About 2 to 3 kg of explosives are loaded in

32 mm diameter holes. And powder factor ranging between 7 to 8 tons per kg of explosives is

achieved.

Loading and Hauling:

Loading of the building stone blocks will be done mechanically to tippers of 10 tons capacity and

transported from the quarry to the stockyard and mineral rejection/waste will also be handled

mechanically. In the quarry the road will be maintained with 1 in 16 gradients. Sufficient number of

bunds and parapet walls will be made all along the quarry haulage roads wherever necessary in order

to maintain safe working conditions by using the waste generated during the course of quarry

operations.

Solid waste Management:

Over burden and Intercalated waste is to be handled during the quarrying operations is less as the

entire area is almost a rocky terrain. An estimated quantity of around 11,342 MT is required to be

handled during the proposed plan period to temporarily accommodate this waste material, non-

mineralized 7.5m safety zone of the lease boundary same will be utilized for formation of safety

bunds all along the 7.5m safety zone, internal road maintenance &green belt works.

Hydrology:

Since Kerala falls under coastal region, Western Ghats and Malnad belt, and this state receive a

copious amount of rain fall to an extent of 3,000 – 4,000 mm annually, safety and precaution of the

quarry pit is very much essential. Ernakulum District has wet monsoon type of climate. The District

experiences heavy rainfall during South-west monsoon followed by Northeast monsoon. During

other months the rainfall considerably less. The annual rainfall ranges from 3235 to 3456mm at

different places of the District.

There are no perennial water courses / bodies within the leasehold area, entire storm water flows

through the minor watercourses and joins the adjoining seasonal nallahs. The drainage pattern in this

area is dendritic in nature.

4. SITE ANALYSIS

Connectivity

The quarry lease area is easily accessible in all seasonal conditions. The quarry location is 7.3 km

from Kochi-Madurai-Dhanushkodi road(National Highway), 8.8 km from Ettumanur-Ernakulam

road(SH-15), 1.3 km from Vettickal-Piravom road, 0.45 km from Thiruvaniyoor-Maneed road and

0.13 km from Vettickal-Pazhukkamattom road. The nearest rail head on Broad Gauge is

Mulanthuruthy railway station, which is at a distance of 13 km approximately and the nearest Air

port is Nedumbassery International Air Port (Cochin) and Harbour is Kochi. The proposed 0.9977 ha

area consists of Sheet rock, Non forest lands, agricultural and grazing lands marks the general

topography of the region. The proposed land use pattern of the core zone is given below:

TOPOGRAPHY

A view at Topo sheet No 58/C/5 following topographic features can be observed.

The Permit area is a Private Patta land.

The terrain is a small low level flat area.

There are no major roads pass through the permit area.

No human settlements within or in the vicinity of the applied area.

The drainage pattern of the buffer zone is dendritic to sub-dendritic in nature. No

perennial nallahs or streams are seen within the area.

Having an elevation difference of 15m (i.e.60 m and 40 m respectively).

The proposed area to be worked during three year is shown in the year wise Production

&Development plan. The future proposed reclamation is by suitably sloping the quarry benches

at the end of quarry lease period of the quarry and by way of afforestation on the dumps and open

places outside the working and lease areas.

Existing Infrastructure:

The construction of temporary structures for quarry office, Rest shelter, First aid station,

sanitation &etc., are proposed to be provided in the non mineralized area of Quarry lease.

The details are collected for the core and buffer zone of the quarry lease. The drinking water,

electricity and primary education facilities are available in almost all the villages. The police

station, post offices, dispensary facilities, phones, college and railway station are present in

district head quarters of Ernakulam respectively. State highway passing through major towns and

nearby villages. There are no sensitive areas for ecological reasons. Necessary precautionary

measures in the form of infrastructure shall be provided during the course of quarry operations. A

parapet/retaining wall as a fence shall be constructed all along the lease boundary to avoid

trespassing of men &animals.

1. PLANNING BRIEF

Conceptual Quarry Plan:

The permit period of the Building Stone/M-Sand quarry expires at the end of this plan period. As

per guidelines, the conceptual plan period is to be prepared only up to the end of lease period in

case of B category quarry.

Population Projection

The man power of quarry includes Quarry manager/Foreman, Mine mate supervisors, skilled and

unskilled labours and other staff etc. As far the socio-economic is concerned from the quarry

activity nearby villagers shall get 25 direct employments. The proposed quarry activities also

shall bring the positive change in the villages as the quarry shall provide socio-economic

activities in the region.

Green Belt Development

Plantation will be carried out on the lease periphery, near office, haulage roads. It is proposed to

plant about 100 no’s per year. The Anticipated survival growth rate is about 60 – 70%.

Plantation is proposed in buffer zone with fruit bearing trees like Mango, species like, Mahagani,

Rain tree and local species with thick foliage to arrest dust dispersion due to movement of

vehicles will be planted.

The afforestation to be taken up provides the requisite floral biodiversity. At the end of the plan

period non rocky area if any will be afforested and wherever possible and along roadsides

afforestation will be proposed of area is earmarked for afforestation during the proposed plan

period.

Assessment of Infrastructure Demand:

The existing road network will be sufficient to meet the proposed capacity; however required

infrastructure for transport within the leasehold area will be further strengthened and improved.

No new routes or alternations are required in this regards.

Amenities/Facilities

Applicant proposes to employ about 10 persons. This employment has a positive impact on the

socio-economic conditions of the surrounding as most of the work force employed will be from

the nearby areas. Local persons will be hired for meeting the requirement of truck loading,

plantation, construction of check dams, retaining walls etc.

The benefits due to quarry to the local population will be in the form of Direct and indirect

employment opportunities.

6. PROPOSED INFRASTRUCTURE

The extent of lease area 0.5565 Ha of Private Patta land is recommended for grant and is under

process at the Department of Mines &Geology. The proposed method of quarry operation will be

semi mechanized method of opencast Quarry with jackhammer drilling &blasting with tipper/tractors

for internal transport. The lease area does not have any public roads, railway lines, telephone lines,

public buildings etc.

Present infrastructure will meet the requirement of the project. The conditions of the roads in the

buffer zone are unlikely to be impacted due to the proposed medium scale expansion. The project

authorities in association with the adjacent quarry owners &district administration will also

contribute to development &maintenance of roads.

Social Infrastructure

The quarry lease area is easily accessible in all seasonal conditions. The quarry location is 7.3 km

from Kochi-Madurai-Dhanushkodi road(National Highway), 8.8 km from Ettumanur-Ernakulam

road(SH-15), 1.3 km from Vettickal-Piravom road, 0.45 km from Thiruvaniyoor-Maneed road and

0.13 km from Vettickal-Pazhukkamattom road. The nearest rail head on Broad Gauge is

Mulanthuruthy railway station, which is at a distance of 13 km approximately and the nearest Air

port is Nedumbassery International Air Port (Cochin) and Harbour is Kochi.

Drinking Water Management

There are no Water courses within or adjacent to the quarry lease and hence there is no possibility of

disturbance &rainwater will continue to flow in the same direction as it is in existence. Since the

water is not withdrawn (from any source outside the lease area) for quarry purposes for quarrying

operations no adverse impact is foreseen on the existing water regime. The rainwater stored in the

pits shall be utilized for mitigating dust and other activities.

The surface water in the buffer zone is in the form of seasonal rainfall and the ground water bodies

encountered below 20-25m depth in the area from the surface level. The area is small; so far no

report on hydrological studies has been carried out in the area under question. There is no potential of

acid mine drainage. The drinking water is available from nearby bore wells and water can be stored

into sintex tanks. During the course of quarry operation no diversion of water course is considered as

it doesn’t exists.

Sewage System

The existing watercourses shall not be disturbed and rain water will continue to flow in the same

direction. Retain walls constructed by the side of the O.B.Dumps, water will percolate in the

premises of the quarry area. There is no generation of domestic sewage.

Industrial Waste Management

There is no generation of affluent/toxic substance; hence treatment of quarry water doesn’t arise.

Solid Waste management

Over burden and Intercalated waste is to be handled during the quarrying operations is less as the

entire area is almost a rocky terrain. An estimated quantity of around 11,342 MT is required to be

handled during the proposed plan period to temporarily accommodate this waste material, non-

mineralized 7.5m safety zone of the lease boundary same will be utilized for formation of safety

bunds all along the 7.5m safety zone, internal road maintenance &green belt works.

Power requirement and supply

There is a 11KV Power supply line passing near to the proposed site. There will not be any

requirement of power supply for the project. The quarry activities are envisaged to be carried out

only during day time for drilling, loading, unloading by excavators & with tippers for transport & all

the equipment shall be operated with diesel as motive power.

7. REHABILITATION AND RESETTLEMENT PLAN

Surface Quarry will make alteration in the area by way of excavation and surface dumps. This will

lead to water pollution, silting of agricultural lands; air pollution etc if proper care is not taken. The

primary objectives of reclamation are to restore the affected area to the original state as near as

possible.

The various reclamation proposals planned during the plan period as well rest of the quarry periods

such as road working benches with safe angle of slope, installation of effective drainage system,

prevention of erosion and excessive run off &re-vegetation or afforestation.

As far as quarry area is concerned, so far none of the proposed quarry area is matures or completely

exhausted as this is a permit in the process of grant. Hence, the measures like retention walls,

drainage system and afforestation works etc., shall be taken up.

8 .PROJECT SCHEDULE AND COST ESTIMATE

The estimated total cost of the project is Rs 18.75 lakhs. The land is Private Patta land including the

cost of the machinery and additional preliminary works and working capital i.e. for the application

and processing fee, etc.

The return on the investment is by way of sale of mineral (Building stone/M-sand).All the minerals

shall be marketed. The machinery is of the company and additional required if any shall be on hire

basis as per the requirement for production.

The proposed production of Building Stones: 80,000 MT

Cost of the project: Rs 18.75 lakhs.
