What is the Manitoba Provincial Nominee Program?
Free Manitoba government immigration program
Selects skilled immigrants who want to settle and establish their working and family lives in Manitoba as permanent residents
Applicants should be able to demonstrate their genuine intention and ability for successful economic establishment in Manitoba, thereby making an immediate economic contribution to the province
Who cannot apply?
The following are NOT eligible to submit an application to the MPNP:
Refugee claimants, or individuals involved in a federal appeal or removal process
Live-in Caregivers currently living in Canada
Temporary Foreign Workers currently working and residing in a province other than Manitoba
Spouses of Canadian Citizens or permanent residents
Individuals who have been refused by the MPNP within the last 6 months and who are not able to address the reason(s) for refusal
Individuals who have an active immigration application with any other provincial immigration program in Canada
Who is included in your application?
Spouse (husband, wife, partner), legal marriage or documented common-law relationship
Children aged 18 and under (not married or in a common-law relationship)
Adult children who are 19 years of age or older (dependent due to physical or mental condition)
Three-Step process to permanent residence
STEP 1 > Submit an Expression of Interest
Every candidate eligible for the MPNP submits an Expression of Interest
STEP 2 > Apply to MPNP Online
Highest-scoring candidates in EOI pool are invited to submit a full application Successful applicants are “nominated” by MPNP Nomination certificates are valid for 6 months from the date of nomination
STEP 3 > Apply to Immigration Refugee and Citizenship Canada (IRCC)

What is an Expression of Interest?
An Expression of Interest (EOI) is your first step to immigration to Manitoba as a Provincial Nominee
An EOI is NOT an application, but an indication of your interest in being considered to apply
Who can submit an EOI?
All candidates who meet program eligibility for one of the MPNP’s application streams
What do you submit?
You answer a series of questions online and receive a score based on your answers
No supporting documents required from candidates, other than Code of Conduct, if you are using an Immigration Representative
EOI – What else you need to know
You must make answer all EOI questions completely and ensure that the information you provide in your EOI stays true and accurate at all times.
If you provide false or misleading information or leave out important details in your EOI, you may be banned from submitting another EOI for a period of for 2 years.
You can only have one active EOI at a time
Before you submit your EOI, you should print a copy of the summary page showing your answers and ranking points

How the pool works
You will receive EOI Ranking Points based on the information you provided in your profile.
Highest-scoring candidates in each stream are drawn from pool on regular basis, according to the MPNP Ranking Points system
Candidates drawn will be invited to submit a full application to the MPNP
Use the same log-in information you created for your EOI to complete your application
Completing an EOI does not guarantee nomination or the ability to submit a full application

You cannot be awarded points for multiple connections, only highest-scoring
connection will be considered
Regional Development points are supplemental and can only be awarded for
those with Connection to Manitoba, not Manitoba Demand
Proof of strong connection to area outside of Winnipeg is required from
candidates claiming Regional Development points

Letter of Advice to Apply - LAA
Selected candidates drawn from the pool receive a Letter of Advice to Apply (LAA) via email
The number of LAAs issued in each draw is dependent on annual processing targets and capacities.
You have 60 days to submit a complete application through MPNP Online
You must provide proof of the information you entered in your EOI when you submit your application.
LAA – What else you need to know
If you don’t receive a LAA, your EOI profile will remain active in the pool for one year from the date you originally submitted it
While your EOI is active, you can continue to update your profile to increase your chances of receiving a LAA
Try to improve your language score, improve your education or gain more work experience to increase your chances of being selected
Once your EOI expires, you will have to submit a new EOI to still be considered

Criteria Working for 6 months in MB
International Students in Canada with a degree or
diploma from another province, are only eligible to apply after 1
year of working in Manitoba
Standardized requirements (points system)
Eligibility - Skilled Workers in Manitoba (SWM)
Must have valid temporary work permit or post-graduation work permit at the time of application submission
Proof of working for a Manitoba employer for at least 6 months/1 year
Job-offer letter from the same employer indicating long-term, full-time employment
Meet settlement funds requirement
Please note that people exempt from requiring a work permit to work in Manitoba (e.g. Ministers of Religion) are not eligible to apply to the MPNP under this category.
Eligibility - Skilled Workers Overseas (SWO)
Qualified skilled workers must:
demonstrate a strong connection to Manitoba via the Adaptability Factor
meet settlement funds requirement
be assessed at least 60 points on MPNP Points System based on five eligibility factors:

• A son/daughter cannot be a Manitoba Supporter to their parent as that falls within the parameters of Family Sponsorship under IRCC.
• Definition of a close relative: applicant’s “mother/father, sister/brother, aunt/uncle, niece/nephew, grandparent or first cousin (applicant’s aunt/uncle’s son/daughter)”.
Supporting multiple applications
A friend or distant relative must not be currently supporting the settlement of another MPNP applicant, nominee or person under another Canadian immigration program.
NOTE: This condition applies to your household. For example, if you are supporting an application, your spouse cannot be the supporter of another application.
A close relative may support more than one close family applicant at a time provided the supporter satisfactorily demonstrates the ability to do so.

To be considered a close relative, a Manitoba Supporter must be related to the applicant (or the applicant’s spouse) in one of the following ways:

Work permit support letters
The MPNP may provide temporary work permit support letters if:
the applicant is an approved provincial nominee and has a full-time, permanent job offer from a Manitoba employer
the applicant has submitted a copy of the job offer letter to MPNP
the employer has registered with Employment Standards
the employer has submitted the required information and paid the employer compliance fee to the Government of Canada
AND if the employer has offered employment before the applicant has obtained his permanent residence
The MPNP work permit support letter does not guarantee that a work permit will be issued by IRCC.
Worker Recruitment and Protection Act (WRAPA)
Key Provisions of WRAPA:
regulates the recruitment of foreign workers
requires employment service agencies and foreign worker recruiters to be licensed
requires employers recruiting foreign workers to first register with the Employment Standards office; and
strengthens enforcement provisions to ensure employers and recruiters comply with its terms and requirements.
