calming would be beneficial and theoverall environmental benefits would besignificant with enhanced biodiversityand new pedestrian and cycle links.”

The proposals attracted widespreadlocal opposition with hundreds of objec-tions submitted to Charnwood BoroughCouncil.

Percy Hartshorn, the Chairman ofRothley Parish Council, said: “Thismakes the granting of planning permis-sion for 730 extra houses in Rothleysince 2006. This cumulatively haschanged the village into an urbansprawl. It takes away the settlementseparation between Rothley and Mount-sorrel. We are powerless to stop devel-opment.”

Rothley Borough Councillor DianeWise said: “This decision will be ex-tremely disappointing to many people,with the extra traffic and pressure onlocal resources. And it seems Inspectorsdon’t seem to care about areas of sepa-ration [between communities] anymore.

“I don’t blame our planning officersor our councillors – don’t you think ifwe could stop developments because wedidn’t like them we would have done?We are being overrun by governmentpolicy and government planning inspec-tors, we are trying to object but it’s likerolling a snowball uphill.”

libraries, including Rothley and Mount-sorrel , is at risk if community groupscannot be found to run them.

Richard Blunt, cabinet member forlibraries, said: “I’m encouraging peopleto have their say and to consider comingforward to run some of our libraries.This has proven a success in other areassuch as Warwickshire.

“If people are interested, we will givethem massive support as I believe theselibraries could become real communityhubs.”

It was reported that all the money forthe new Memorial Hall was now in placeand the plans needed to be finalised andcosted.

It was reported that attendance at theAnnual Parish meeting on March 20 hadbeen low.

Chairman Brian Allard and Cllr StanCoats have attended a meeting at CountyHall about the County Council’s plans toencourage community groups to takeover the running of smaller libraries. Itwas agreed to obtain the detailed costsof running Mountsorrel library and toarrange a further meeting with repre-sentatives from the library service.

A FULL meeting of Mountsorrel ParishCouncil was held on February 10.

It was reported that a meeting hadbeen held with Fusion Lifestyle andCharnwood Borough Council re thejoining of the proposed new MemorialHall with the Leisure Centre.

The Youth Development group wouldnot be providing a programme of sum-mer activities in 2014 but were lookingto participate in the Mountsorrel Revivalevent in August.

It was agreed that the Parish Councildonate £500 to the Mountsorrel Revivalevent.

At its Planning and Highways Commit-tee meeting on March 3, the Councilagreed to object to plans for 150 dwell-ings off West Cross Lane.

It was agreed to object to any pro-posals from the County Council forspeed humps on Leicester Road.

The Council has agreed to obtainquotes to extend the Christmas lights in2014 to two additional trees on TheGreen, and to all the buildings withbrackets who have previously been sup-plied with trees by the Parish Council inThe Market Place and on LeicesterRoad/The Green, and also for erectinglights on the library.

A full meeting of Mountsorrel ParishCouncil was held on March 10.

It was agreed that a contribution of£300,000 be made available towards thenew Memorial Hall as and when it wasrequired and once the plans had beenseen by the Parish Council and agreed toand building work had started.

Comment was made that the Mount-sorrel United Charities were not doingenough to encourage people in the vil-lage to apply.

It was agreed to provide a grant of£4000 to the Sorrel Youth Café.

The 16 volunteers collected around20 bags off litter together in an eventorganised by the Rotary Club of theSoar Valley and the Sorrel Youth Café.

The MRP have been busy fundraising– they need to raise £56,000 to releasea grant of £540,000 from Lafarge Tar-mac’s Landfill Communities Fund.

Project leader Steve Cramp said: “Theresponse from the public has been tre-mendous. We are now within £16,000of the target we need to get work start-

ed. It is, however , vital that we achieve this sooner rather than later. The wholeproject, as a condition of the major grant, must be completed by July next year butwe have two old granite buildings to dismantle and reconstruct stone by stone aspart of the heritage centre. This will be a tough ask but is very much doable if wecan start early enough.

“To help raise this figure a ‘Brick Appeal’ has been launched where you cansponsor the bricks that will be used to combine, into one unified building, the differ-ent structures that form the core of the Heritage Centre. The names of sponsors willappear on a large commemorative plaque that will feature in the tearoom at theCentre. The price of sponsoring an individual brick has been set at £50. We will, ofcourse, be grateful for donations of any size!”

THE CONSTRUCTION of a heritage centre, museum and tearoom on Swithland Lane by the Mountsorrel RailwayProject (MRP) could start this summer.

Hames Cottage charity, which is administered byRothley Parish Council, and £2000 from RothleyHistory Society.

The MRP will shortly be submitting a planningapplication for the project. As part of a consulta-tion process there were two open days at the sitewhich were attended by over 350 people.

Steve Cramp said: “There was universal praisefor what has already been achieved with theMountsorrel Railway, the Nunckley Nature Trailand what is planned with the Heritage Centre.”

A FIVE year contract, worth £5millionper year, has been signed to givecouncil tenants new kitchens, bath-rooms and heating systems.

Wates Living Space will be delivering the im-provement programme for Charnwood BoroughCouncil starting in April 2014.

Every year, over the next five years, Wates LivingSpace will install over 500 new kitchens, and 400new bathrooms. In addition, over 70 heating sys-tems will be upgraded in 2014 and insulation prod-ucts will be installed.

Councillor Jane Hunt, the Council’s CabinetMember for Housing and Regulatory Services, said:“Wates won the contract after a tough, eleven-month long selection process and after carefulconsideration from our tenant representatives.We’re confident they will provide an excellent serv-ice.”

Local MP Stephen Dorrell was amongstthe guests who attended an opening eventat the Charnwood surgery on LinkfieldRoad, where he was shown the improvedfacilities by GP Roshal Hirani and PracticeManager Kerry Ryan.

Dr Hirani said: We now have a modern

Dr Hirani has been sole GP at theCharnwood Surgery since 1992, but thecreation of a second consulting room will

enable a second GP to be appointed andthe post is currently being advertised.

Stan Coats is a patient at the practiceand a member of the Patient ParticipationGroup. He said: “The car park and accessis now much better and with the new con-sulting room we can now get a seconddoctor.

“Dr Hirani is a very friendly and under-standing doctor and

treatseveryone as a person and not just anotherpatient.”

• In April, the Care Quality Commission inspect-ed the surgery and ruled that it met the necessarystandards for cleanliness and infection control.

RESIDENTIAL BURGLARIES have fallen14% in Charnwood over the last year.

In a statement reviewing policingInspector Paul Harrison, LPU Command-er for the Charnwood Local Policing Unitsaid: “The past 12 months have beenchallenging for us, due to the changes inthe policing model for the Response andSafer Neighbourhood teams.

“As with any change we have had toadapt and revise the way in which wework in order to ensure that our re-sources are used more efficiently than inthe past. This is to prepare us for thechallenges that we will have to face fromfurther cuts of £20million by 2016.

“Evidence based policing, using newand innovative approaches to intelli-gence and tasking, has helped to makeus more efficient.”

Overall crime fell for the second yearrunning, totalling 11% in two years.Theft from vehicles fell by 4%. Burglaryand vehicle crime account for a third ofall reported crime in Charnwood.

There has been a slight increase inreported incidents of antisocial behav-iour (ASB) this year. Over the last fiveyears there has been a reduction inreported ASB of 49%, from 3,177 inci-dents in 2008/9 to 1621 this year.

Inspector Harrison said: “I am verypleased to announce that our PCSO teamare some of the most visible in theForce and spend 70% of their timeworking in the heart of the community.This enables warranted officers to spendmore time using their powers to investi-gate crime, arrest and bring offenders tojustice. Officers on my Safer Neighbour-hood Teams are still able to spend 50%of their time out of the station patrollingthe beat.

This year I would like to retain thisexcellent record and improve visibility inmy officers to 55% and retain 70%visibility for my PCSOs.”

We, as children, used the path to theplaying fields, then walked across thefields to Sileby to swim in the back wa-ter or fish in the mill pond (in the daysbefore Health and Safety!)

Unfortunately, this ‘walk through’ hadnever been officially designated as aPublic Footpath and has recently been‘blocked off’ as a result of the develop-ment of 5 houses.

In order for Leicestershire CountyCouncil to give this consideration forre-opening, they require evidence ofusage for a minimum of 20 years andmust be from ‘highway to highway’ i.e.not just a ‘short cut’ to the PlayingFields.

We all know the cuts are coming, butin Leicestershire it would appear that thescale of the cuts are hidden in plainsight. Few people are aware about thedevastation these cuts will bring to manyservices. These are services we current-ly take for granted.

In your last edition I noticed youmentioned the risk to our local librariesand I am writing to raise awarenessabout more consultations about cuts toservices which are there to protect themost vulnerable in our community.

The scale of the proposed cuts isunprecedented: the budget for support-ing independence for older people is setto be cut by 76% and the budget forHomelessness support is set to be cut by78%.

This reduction in preventative servic-es will cause hardship for many in ourcommunity and will cost more in thelong run as it leaves other, more expen-sive, services to pick up the pieces.

Inspector says planfor more houses

Charnwood Borough Council hasbeen preparing its Local Plan for severalyears – it sets out how much develop-ment is needed in the borough between2006-2028.

At a two day hearing in March, Plan-ning Inspector Kevin Ward ruled that:“…the Core Strategy has not been posi-tively prepared, it is not justified oreffective and it is not consistent withnational policy in respect of overallhousing provision. It is therefore notsound…”

The Inspector did rule that Charn-wood had met its duty to co-operatewith neighbouring authorities while pre-paring its Core Strategy.

The evidence that Charnwood’s plan-ners used to produce the number of17,380 new homes was questioned byInspector Kevin Ward. He suggested thatevidence may be out of date and indicat-ed that a 2011 report projected 19,470homes were needed.

Figures produced at the hearing bydevelopers Gladman and Jelson suggest-ed that a housing figure of between22,000 and 22,770 up to 2031 wouldbe necessary.

Cllr Peter Osborne is Rothley’s CountyCouncillor and also a Borough Council-lor where he chairs the Plans Commit-tee. He said: “From the Inspector’sreport it seems Charnwood will have tofind more sites or increase the housingnumbers in identified areas. What peo-ple want to know [is] where is the extrahousing going to be and can they by

involved.“Melton Borough Council has shown

the way forward having withdrawn theirinitial plan. They have involved thewhole community in future decisionsand it will be a real community strategywhen presented.

“What concerns me is a potential freefor all, pepperpotting of applications,with little local control. It seems that thisis what the government wants – centrali-sation. It is the direct consequence ofwhat our MPs voted for. And yes, as aresident, I feel let down.”

The Inspector has suggested that theexamination of the Core Strategy besuspended for nine months to allowCharnwood to work with all the districtsin the county and Leicester City to pre-pare a Strategic Housing Market Assess-ment – more up to date evidence offuture housing need across Leicester-shire.

Rothley’s Borough Councillor DianeWise said: “Yes, the housing figures willgo up – we are all living longer, thenumber of single households is increas-ing and there is immigration. I can un-derstand people will be disappointed butI don’t blame our planning officers -central government are giving them aremit and they are doing their best to

fulfil it. It has also been extremely diffi-cult to get any sort of agreement orconsensus about where new homesshould be built.”

Borough Councillor David Gaskell(Birstall Watermead) said: “I am disap-pointed with the Inspector’s report butnot totally surprised. We were firmly ofthe opinion our housing figures wereright and we will be asking the Inspec-tor for clarification. We want to do whatis best for Charnwood – we will getthere but it will be a hell of a lot ofwork in a very short time.”

A PLAN to build 17,380 new homes in Charnwood has beenrejected by a government Planning Inspector because hethinks that figure may be too low.

Wind turbine startsgenerating powerTHE WANLIP wind turbine began turning in mid Februarybut didn’t start generating electricity until February 26,says Severn Trent.

A spokesman said: “Until now [Feb26] the wind turbines blades have beenmoving slowly without generating power.That’s because installing wind turbinesisn’t quite the same as plugging in lightsat home.

“Since the structure has been erectedextensive testing has taken place. Engi-neers have also worked through thewettest winter on record.”

The wind turbine at Wanlip wasnamed Windy by class one of Rothleyprimary school and the class will bevisiting the turbine this spring.

The turbine is one of four located atthe company’s sewage treatment works,with two in Derby and one inNewthorpe, near Nottingham. It is ex-pected to generate 5000 megawatt hoursof electricity for the water treatmentworks.

Renewable energy specialist at SevernTrent, Jon Beeson, said: “The team con-structing the turbines have pulled out allthe stops to get them generating poweras quickly as possible. With Windy’sblades turning and producing power forthe first time we’re making history here

in Leicestershire – as the tallest struc-ture in the county now generates clean,renewable energy.

“We’re a responsible company andwe already generate almost a quarter ofour energy from renewable sources,including crop digestion, water andsewage gas power. The wind turbinesnow add to this and will hopefully seeus generating a third of our energy fromrenewable sources by 2015. We’vethought carefully about the resourcesthat we have as a company. Before weinstalled any of the wind turbines, wecarried out wind tests at 5,000 differentsites – from that number, less than tenproved to be suitable to install largewind turbines.

“As well as reducing our carbonfootprint, by generating more renewableenergy we help to protect our customersfrom future energy price rises. The re-newable energy we produce today meansthat our power bill is reduced and thishelps us to make sure that our custom-ers continue to have the lowest com-bined household water and seweragebills in England and Wales.”

He added: “We hope thatthe local communities welcomethe wind turbines as theirneighbours. We understand thatsome people find them beauti-ful and some people don’t.We’ve done all we can to helpresidents understand the rea-sons why they’ve been con-structed and the benefits they’llbring.”

“Severn Trent Water hasdonated more than £100,000to benefit local communityorganisations and schools inthe four areas that the turbineshave been constructed. As partof this the Rothley Centre ishaving solar panels installed tohelp reduce its power bills, andimprovements have been madeto the village hall in Wanlip.

AN OXFAM aid worker fromMountsorrel is working inJordan collecting testimo-nies from Syrian refugees.

Rachel Cawood has been workingwith refugees in Jordan since the begin-ning of this year. The 28 year old who isan Advisor for Oxfam on the Syria Crisishas been meeting regularly with Syriancommunities that Oxfam works with andcarries out interviews with them to gath-er stories and experiences of living inthe conflict.

Rachel (28) used to be a radio jour-nalist. She said: “I have met many refu-gees who fear they will never see theirhomes again. The situation is truly dev-astating, children ask their parents whenthey are going back to Syria, a question

that simply cannot be answered. I can-not imagine how my family or I wouldcope in such a situation.”

Syria’s neighbouring countries haveshown generosity in continuing to offer asafe refuge for people fleeing the crisis,but with the number of refugees nowtopping 2.5m pressures on basic servic-es is beginning to show.

Rachel said: “We can’t turn ourbacks on the millions of innocent peopleaffected by the Syria crisis – they arejust like you or me. Renewed effortsmust be made to stop the bloodshed andbring an end to this conflict which hasdestroyed so many lives.”

Abu Mustaffa, father-of-seven, fromHamra governorate, in Syria, now livesin a tented settlement in the JordanValley. He said: “No one can go back toour village, it’s too dangerous and life istoo difficult, we want people across theworld to help us to get back to ourcountry.

“At the moment I am not hopeful thatthere will be any peace, I feel hopeless,.We all hope things will get better, butnothing happens. I want to go back gonormal life where everything is fine andpeople have stopped killing each other.

“We hope to go back so that ourchildren will return to their schools tolearn, to farm their land and be produc-tive in their own country.”

THE FRONT Garden Competi-tion run in the village byMountsorrel Parish Councilis changing this year.

Instead of Councillors walking roundevery house and street in the village andrecording the best front gardens, villag-ers will be asked to nominate their owngarden. Each nominated garden willthen be assessed and marked by a smallteam of Coun- cillors.

The Front Gar-den Competition goes back many years and wasstarted by the late Cllr. Harold Newman, who was a

member of the Royal Horticultural Society and who presented the cup for the bestlarge garden.”

Rothley Primary School will be hold-ing their summer fete on Saturday June14.

This year’s fete will be the last one atits current site in Mountsorrel Lanebefore the children move to their newschool early in 2015. There has been along history of fetes at the school raisingthousands of pounds for activities andequipment for the children at theschool.

Vikki Cooper, PTFA Chair said: “OnJune 14 we will be opening the doors tothe school for the last summer fete, wewant as many ex-pupils, ex-teachers andmembers of the local community tocome along and visit the school and tellus about their time here. We are aiming

to have a community feel at the fete andare offering free stalls to local clubs,charities and groups.”

There will also be a special stall atthe fete where people will be able towrite or recount their memories of theschool before the physical memory hasgone.

Developers Charles Church are build-ing the new Rothley school on theBrookfield farm site off Hallfields Lane.The old Rothley school will be demol-ished and replaced with 16 new homes.

Jenny, from Venezuela, has beenteaching her class at Mountsorrel Work-ing Men’s Club since 2005 and has stu-dents from all walks of life.

She said: “They all have differentreasons for joining, but one thing theyhave in common is that they all experi-ence a sense of wellbeing, uplifted spir-its and feel more energised.This results in a more posi-tive outlook to life, makingthem more confident as theysee their self esteem grow.”Jenny has seen many friend-ships blossom and has evenhad four couples who foundlove after joining her ses-sions.

Jenny says: “There aremany benefits to dancingfrom improving the heart’shealth, losing weight, main-taining strong bones, improv-ing posture and muscle

strength, increasing balance and co-ordination and beating stress. This ispartly due to the increase of endorphinsthat the body produces when taking upa physical and fun social activity such asSalsa dancing. Exercising without realis-ing it just can’t be beaten! Unlike otherforms of high

impact exercise, Salsa is gentler onthe joints and can be done as sedatelyor lively as you want.”

Jenny runs her sessions in a fun andrelaxed way, with laughter being its mainkey ingredient. The courses progressstudents who may start off with two leftfeet to the stage of being able to dancethe night away with the Latin Spirit aka‘Espiritu Latino’.

SIR DAVID ATTENBOROUGH visited Bradgate Park in May tohelp launch an appeal for £150,000 to extend BradgatePark’s visitor centre.

The Rotary Cub of Leicester and theBradgate Park Trust are leading theappeal which will see the existing visitorcentre in the middle of the park extend-ed into an adjoining building. New dis-plays will give information on the area’sgeology and wildlife.

The centre is expected to open in2016, to mark the centenary of the Rota-ry Club of Leicester – Sir Davids fatherwas a former president of the club.

Sir David frequently visited BradgatePark as a child. He said: “It was a visionof what the English countryside could belike which has stayed with me for ever.”

Loughborough town centre will betaken over with hot rods, custom cars,race cars, choppers, classic scootersand buses. The show is free – eventhe parking at Council owned carparks, excluding Browns Lane. Theshow will be open from 10am until4pm and there will be live music andchildren’s fair rides. Local businesseswill also be open including shops,cafes, restaurants and bars.

LOVE LOUGHBOROUGH have teamed up with local carclub Charnwood Cruisers to being a Classic Car Show tothe town centre on Father’s Day June 15.

There are alsosome blank spaces for you to use if

you want to include a different message.”He added: “Keep the card in your

wallet or travel pass and when you get onthe bus show it to the driver. The drivershould then offer you the necessary assist-ance. Carrying these cards is voluntary –you do not need to use one if you don’twant to, but you may find it a useful wayof asking for any assistance you mayneed.”

CHARNWOOD BOROUGH Councilhas won the Campaign of theYear category at the 2014 LocalGovernment Chronicle Awards,the biggest celebration of inno-vation and talent across Britishcouncils.

The Council’s Don’t Muck Aroundenviro-crime campaign was a winner– over the last three years it has sig-nificantly reduced incidents of dogfouling, litter and fly-tipping in hotspotareas.

Councillor Jane Hunt, the Council’sCabinet member for Regulatory Servic-es said: “I would like to take thisopportunity to congratulate the teamswho worked so hard on this campaignfrom street wardens patrolling andenviro-crime officers dealing withfly-tips, to our street cleaning teamsand neighbourhood officers in thecommunity. It is a truly tremendousachievement. The Don’t Muck Aroundcampaign is a terrific way of helpingthe Council achieve its commitment toprotecting our Borough for futuregenerations.”

LGC Awards judges said: “TheCharnwood team demonstrated clearobjectives, partnership working, listen-ing to their residents, value for mon-ey, real results and savings for thecouncil. The judges felt this was anexcellent campaign that could easilybe adopted by other councils withequally positive outcomes.”

A ceremony was held in London onWednesday March 12, featuring morethan 80 organisations which had beenshortlisted for their work to improveservices.

As part of the Fabulous Fridays cam-paign which is aimed at drawing morepeople into Loughborough town centreafter work – this amateur production ofBrandon Thomas’s Charley’s Aunt will be

staged in Queen’s Park and people areencouraged to bring their own picnicsand blankets as seating is mainly on thegrass.
