Although this is a matter within the purview of OCD,the Chai rman stated he would make an effor t to bring about the part ic ipat ionof the in teres ted agencies .Timing of relocat ion was also discussed. I t was suggested that i t mightbe an appropriate t ime to seek a revision of cur ren t policy: to have meaningful relocat ion take place automat ical ly in phase with DEFCON sra ther than to await specif ic ins t ruct ions to relocate. The Chai rman statedhe would refer the problem to Washington and request that an inquiry bemade a t high level .

    Announcements by the ChairmanGovernor Ellington was sworn in as Director of OEP, a second time, at the White Houseyesterday, a r c ~ 4. Reference was made to an article in the Washington Post of March 5covering this ceremony and quoting the r ~ s i d e n t in his laudatory statements concerningthe Governor.Lunch time messing facilities in Area A has received continued study . Plans forinstallation of vending machines had been developed. However, a survey performedby the Midway Welfare Council to determine extent of possible use of such equipmentindicates surprising lack of interest. As a consequence plans are presently being heldin abeyance. The Midway Welfare Council report is available for anyone who wouldlike to study the matter.CommunicationsCol. Caron, Commanding Officer, USAICA, presented a report on DEVPLAN status andfuture developments. The cutover date originally scheduled for July 1, 1965, has beenreprogramed for a date later than October 1, 1965. The hardware involved is in placeand available for operation, on call, in an emergency. Federal Agencies should continuepreparedness planning as previously programed. Existing equipment will remain inoperation until after the cutover. USAICA personnel reassignment and employment willinclude two persons at each OEP/OCD Region.Law Libraries at Relocation si tionsLaw Libraries at emergency relocation positions were discussed. Comparisons weremade of available materials in such l ibraries and general sufficiency was discussed.The Chairman reported that a copy of the U. S. Annotated Code was being procuredfor emergency use by the OEP Legal Adviser .MiscellaneousDistribution of the following documents was made to the Federal Agency Representatives:

    CIVLOGActivities during CIVLOG, scheduled for May of 1965, and the Dryrun ofCIVLOG, scheduled for April 12 and 13, were discussed. The Chairmanpromised to make available the agenda for the Dryrun activity and to assistFederal Agency Representatives in securing copies of the complete, finalCIVLOG document.IEPC MEETINGMr. Curtis Anderson, Small Business Administration Representative, gavea comprehensive report on the lEPC Meeting held on March 23. Status Reportsand the OEP Circular on proposed Preparedness ObJectives, Programs, and.Reporting were discussed at length. Several FAR's reported that the ManpowerBriefing by Mr. Millard Cass had received much favorable comment .MISCELLANEOUSRelocation of the Switchman activity has not been finally determined.Mr. Handy, Treasury Representative, asked about other agency re locationsites to exchange relocation site information with the Treasury Department.The officials responsible for Censorship relocation were suggested as a goodsource of such exchange information.

    damage but little lo ss of life. It has not yet been determined, to ourknowledge, whether assistance will be provided under Public Law 875.

The Main Briefing Room is being analyzed for reorganization and improvement. t is hoped that improvements will include a better sound s ystem,more optimum seminar capability, a better policy making atmosphere,and greater capability for closed circuit television of Main Briefing Roomactivities .

    ExercisesPARMEXMr . McKay briefed the group on PARMEX Plans. Phase I of PARMEX anexercise in Program Analysis for Resource Management will be heldMay 3 and 4 at this installation. Except for a short period on the eveningof May 3 the exe r cise will take place in Building 405 Area A . Theevening session on May 3 will be held in Building 3 Area B This isthe fir st of five phases planned for PAR.MEX. Mr. Anderson SmallBusiness Administration, gave an excellent explanation of PARM includingits purposes, uses, and limitations. Following Mr . Anderson s remarks,there was a long discussion by the Federal Agency Repre sentatives concern-ing PARM. Representatives were unanimous in the.ir recognition of theworth of the pro;ect and JOined in complimenting Mr. Anderson on hispresentation.CIVLOGRelocation activities of Exercise CIV LOG will take place May 18 throughMay 21.     5. Cost estimates on the Emergency Action Console have been submitted by theDefense Communications Agency. Recommendations concerning balancebetween requirements and fund availability will be developed by the SpecialFacility Division in the next few days.

    6. Implementation of the plan for emergency disbursement by the TreasuryDepartment has been postponed due to illness of an official involved. FederalAgency Representatives should coordinate administrative arrangementsdirectly with the Treasury disbursing officer.

    7. House-Senate conference committee appropriation recommendations havebeen completed with results favorable to the Office of Emergency Planning.

    -2-State Department BriefingA briefing by State Department personnel on the situation in Viet Nam and Indonesiawill be conducted in the Main Briefing Room at 10:30 a.m . on Tuesday November 23.Speakers will be Bruce M. Lancaster Director of the State Department OperationsCenter and Tadao Kobayashi of the Bureau of Intelligence and Research. Mr. Lancasterwill also present information on the functioning ofthe State Department OperationsCenter . Federal agencies have been invited to send a restricted number of emergencyassignees to the briefing. Agency response has been good with approximately fiftypersons already recorded for attendance. The Area Engineer Office and U AICA willbe allocated a number of seats after i t has been determined how many OEP officialswill be in attendance . The Special Facilities Division will make this allocation onMonday, . November 22. An SFD briefing for the State Department group will be heldin the Main Briefing Room after lunch . Those visiting agency emergency assigneeswho would like to hear the SFD briefing in afternoon are invited to do so.Federal Agency Representatives Meeting DateThe Chairman again asked for indication of preference for the day on which the regularFAR Meeting should be held. After considerable discussion i t was determined thatboth Monday and Thursday are acceptable to all representatives. The Chairmanstated his intention to recommend Thursday as the first choice and Monday as thesecond choice of the group. However the FAR Meeting will be held on Friday nextweek because of the Thanksgiving holiday on Thursday.

    NREC WorkshopMr . Canfield announced a training workshop on Resource Evaluation Procedures to beconducted Wednesday through Friday December 8 through December 10 in the loungeof Building 435. This workshop has been scheduled primarily to accommodate agencyrepresentatives for indoctrination and training of their emergency relocation personnel.Federal Agency Representatives and SFD support units are invited to attend to the extentthat facilities permit. n additional workshop will be conducted in the shington areaprior to the dates designated for REX-66 .Communications1.     as compared to 16.7 minutes during JUNIPER. This was due in part to the greaternumber of persons who were not at home but also to a number of receivers that hadbeen left unplugged. All personnel who have receivers in their homes are admonishedto utilize the receivers according to prescribed instructions.

    4. The locator service performed by switchboard personnel must be curtailed becauseof the workload involved. Col. Therrell will consider the matter further and advisethe representatives on the extent to which such service will still be available.Space AllocationThe Chairman briefed the group on space allocation developments and presented a floorplan showing agency space assigned. He stated that aaual floor space was not a matterfor negotiation at this level. However he indicated his willingness to modify agencyspace locations in cases where cogent reasons are presented. It is anticipated thatactual movement of personnel to new spaceswill not begin until after the first of January.Agency offices will retain their present telephone numbers after the transfer.Federal Communications Commission Information
