When Delegate Joe Morrissey pled guilty/Alford to misdemeanor contributing to the delinquency of his17 year old receptionist in Henrico Circuit Court on 1/1/1!" the Common#ealth then agreed as part of thisplea deal to #ithhold any further criminal charges arising from Morrissey$s past criminal conduct pertaining to

this matter% Ho#e&er" this plea deal did not co&er any ne# crimes committed by Morrissey%

'nfortunately for Mr% Morrissey it recently came to light that the purported Chesterfield JD( childsupport order pertaining to )M*+" his 17 year old receptionist" #hich )order+ Morrissey introduced into e&idenceat his 1/1/1! plea hearing is by all e&idence a forgery% ,ou #ill recall that in Morrissey$s purported defense)&ersion+ of facts contained in his 1/1/1! guilty plea agreement he stressed that the real reason M* #asfound in alone in his home #ith him at mid-night on .//1 #as not to ha&e se0 #ith him again as contendedby the Common#ealth" but )#as to spea to him about her father$s failure to pay 21."333 in court-ordered childsupport that #as to ha&e been sa&ed for her college e0penses+ 4 #hich defense claim no# also pro&es to betotally false% 5here is no record in the Chesterfield JD( Court file that M*$s father #as e&er ordered to paychild support for M* 4 only that a child custody agreement #as appro&ed by that court% 6ndeed the entire d%page of the purported )court order+ introduced into e&idence by Morrissey appears to be a fabrication%

6n irginia it is a felony punishable from -13 years in prison in &iolation of Code section 1.%-18. toutter 9present as true: a forged public record such as this fabricated court order% Additionally" Morrissey causedM*$s mother" Deidra Warren" to testify at his plea hearing in #hich she falsely asserted that the forged order#as true and correct" #hich is alleged to constitute per;ury" a felony punishable by up to 13 years in prison%

 Accordingly" on 1/1/1< the Henrico County =rand Jury issued the follo#ing direct indictments allarising from Mr% Morrissey$s and Ms% Warren$s 1/1/1! conduct in court>

5oday Judge #ersy unsealed the indictments" issued bench #arrants 9capias: for Morrissey andWarren and lifted the )gag+ order% Judge #ersy indicated today in court that he #ill be appointing a ne#special prosecutor effecti&e //1< to handle these ne# indictments%

'ntil //1< it has fallen to me" as the present special prosecutor" to ad&ise and assist the Henrico*olice in this matter since Delegate Morrissey$s representation of part of Henrico County still causes a conflictof interest for hannon 5aylor" CA for Henrico% 6n July 31! Judge Designate ass entered an e0pandedspecial prosecutor order in the Morrissey matter appointing me and my assistant prosecutors )to in&estigateand prosecute this entire matter" as #ell as any matters arising from it until its completionE+ ?urther" sincethese ne# crimes occurred in Henrico Circuit Court on 1/1/1! before Judge ass had finished acceptingMorrissey$s guilty plea and sentenced him" then they fell under my ;urisdiction as special prosecutor to handle%1
