The meeting was held in the County Board Room, Government Center, Little Falls MN, and was called to order at

9:00a.m. by Chairman Winscher.

Members present: Commissioners Randy Winscher, Greg Blaine, Mike LeMieur and Jeffrey Jelinski

Staff present: Deb Gruber, Tabitha Maher, Steve Backowski, Shawn Larsen, Chelsey Robinson, Brad Vold, Amy

Kowalzek, Galen Gruber, Penny Pesta, Cindy Nienaber, Kathy Marshik, Steve Messerschmidt.

APPROVAL OF COUNTY BOARD MINUTES

A motion was made by Commissioner LeMieur, seconded by Commissioner Blaine and carried 4-0 with Commissioner

Wilson absent, to approve the Morrison County Board of Commissioner Minutes for December 3rd, 2019.

AGENDA CHANGES

A motion was made by Commissioner Jelinski, seconded by Commissioner LeMieur and carried 4-0 with Commissioner

Wilson absent, to approve agenda as presented.

SHERIFF’S REPORT

Shawn Larsen, Sheriff, presented the Monthly Sheriff’s report for the month of November 2019.

SOCIAL SERVICES REPORT

Brad Vold, Director, and Penny Pesta, Supervisor, reported on Chemical Dependency Services in Morrison County.

PUBLIC HEALTH REPORT

Brad Vold, Director, and Cindy Nienaber, Supervisor, Provide information on Nurse Family Partnership Program in

Morrison County.

A motion was made by Commissioner Jelinski, seconded by Commissioner LeMieur and carried 4-0 with Commissioner

VETERAN AFFAIRS REPORT

A motion was made by Commissioner Blaine, seconded by Commissioner Jelinski and carried 4-0 with Commissioner

Wilson absent, to approve out of state travel for Kathy Marshik to represent to represent our Veterans in Washington DC.

The DAV of Minnesota will pay for flight and hotel expenses. Travel and training budget would cover those expenses

with assistance from the local DAV.

AUDITOR/TREASURER REPORT

A motion was made by Commissioner Jelinski, seconded by Commissioner Blaine and carried 4-0 with Commissioner

Wilson absent, to approve Resolution#2019-096 the exempt permit for Morrison County Wild Gobblers to hold a raffle on

February 7th, 2020 at The Little Falls Ballroom.

WARRANTS

A motion was made by Commissioner Blaine, seconded by Commissioner LeMieur to approve the following Resolution:

WHEREAS, the Morrison County Board of Commissioners have reviewed the list of County Board Warrants,

with Manual and Auditor Warrants;

NOW THEREFORE, BE IT RESOLVED, that the list of County Board Warrants on file in the

Auditor/Treasurer's Office for December 17th, 2019 be approved for payment:

Expense Reports as presented. Motion carried on a roll call vote 4-0, with Commissioner Wilson absent.

PUBLIC WORKS REPORT

A motion was made by Commissioner Blaine, seconded by Commissioner Jelinski and carried 4-0 with Commissioner

Wilson absent, authorizing Resolution#2019-097 approving the Cedar Street sponsorship agreement between City of

Royalton and Morrison County and direct the County Board Chair and County Administrator to sign said agreement.

A motion was made by Commissioner Blaine, seconded by Commissioner Jelinski and carried4-0 with Commissioner

Wilson absent to authorize Resolution#2019-098 sponsoring an application for the Transportation Alternatives Program

(TAP) for Cedar Street in the City of Royalton.

A motion was made by Commissioner Jelinski, seconded by Commissioner LeMieur and carried 4-0 with Commissioner

Wilson absent, to authorize Resolution#2019-099 agreeing to maintain the facilities related to the Cedar Street project in

the City of Royalton.

Wilson absent to authorize Resolution#2019-102 prioritizing the replacement of deficient bridges.

A motion was made by Commissioner LeMieur, seconded by Commissioner Jelinski and carried 4-0, with Commissioner

Wilson absent, to authorize Resolution#2019-100 supporting the 2024 Federal Transportation Project Submittal and

Resolution#2019-101 supporting the 2024 Federal Transportation Project Support.

A motion was made by Commissioner Blaine, seconded by Commissioner LeMieur and carried 4-0, with Commissioner

Wilson absent, to authorize Public Works to utilize Foth Consulting in preparing required Solid Waste documentation to

the EPA and MPCA.

A motion was made by Commissioner Jelinski, seconded by Commissioner Blaine and carried 4-0 with Commissioner

Wilson absent, to authorize approval of the final plat #2 for County Road 257.

BUDGET/LEVY

A Truth and Taxation meeting was held in the County Board Room of the Morrison County Government Center on

12/11/2019.

A motion was made by Commissioner Jelinski, seconded by Commissioner LeMieur to approve 2020 Levy as follows.

Motion carried 4-0 on a roll call vote with all Commissioners voting 'aye', with Commissioner Wilson absent.

A motion was made by Commissioner Blaine, seconded by Commissioner Jelinski to approve 2020 Budget as follows.

Motion carried 4-0 on a roll call vote with all Commissioners voting 'aye', with Commissioner Wilson absent.

County Fee Schedule. Motion carried 4-0 on a roll call vote with all Commissioners voting 'aye', with Commissioner

Wilson absent.

A motion was made by Commissioner LeMieur, seconded by Commissioner Jelinski to approve thye final 2020

Levy/Budget for the Morrison County HRA 2020 at $40,000. Motion carried 4-0 on a roll call vote with all

Commissioners voting 'aye', with Commissioner Wilson absent.

ADMINISTRATOR’S REPORT

A motion was made by Commissioner Jelinski, seconded by Commissioner Blaine and carried 4-0, with Commissioner

Wilson absent, to approve the tentative agreement with the LELS Dispatch Unit for

1//2020-12/31/2022. This will extend any relevant provisions to non-union staff as well.

A motion was made by Commissioner LeMieur, seconded by Commissioner Jelinski and carried 4-0 with Commissioner

Wilson absent, to approve the Morrison County Employee Engagement, Health and Wellness Policy and implementation.

A motion was made by Commissioner Jelinski, seconded by Commissioner LeMieur and carried 4-0, with Commissioner

Wilson absent to approve the revised Morrison County Years-of-Service-Awards policy.

COUNTY BOARD REPORTS AND SCHEDULE

Members of the County Board reported on various meetings they have attended and on their upcoming schedule of

meetings with various organizations.

Resolution to support a Long Prairie River Watershed One Watershed, One Plan project.

WHEREAS, the Minnesota Board of Soil and Water Resources has developed policies for coordination and development of comprehensive watershed management plans, also known as One Watershed, One Plan, consistent with Minnesota Statutes, Chapter 103B.801, Comprehensive Watershed Management Planning Program; and WHEREAS, Minnesota Statutes, Chapter 103B.301, Comprehensive Local Water Management Act, authorizes Minnesota Counties to develop and implement a local water management plan; and WHEREAS, Minnesota Statutes, Chapter 103D.401, Watershed Management Plan, authorizes Minnesota Watershed Districts to develop and implement a watershed management plan; and WHEREAS, Minnesota Statutes, Chapter 103C.331, subdivision 11, Comprehensive Plan, authorizes Minnesota Soil and Water Conservation Districts to develop and implement a comprehensive plan; and WHEREAS, the counties, soil and water conservation districts, and watershed districts within the Long Prairie River Watershed, as delineated in the attached One Watershed, One Plan Suggested Boundary Map, have interest in developing a comprehensive watershed management plan for this area. NOW, THEREFORE, BE IT RESOLVED, that Morrison County recognizes and supports watershed-scale planning efforts consistent with Minnesota Statutes, Chapter 103B.801, also known as One Watershed, One Plan; and BE IT FURTHER RESOLVED that Morrison County welcomes the opportunity to collaborate with the counties, soil and water conservation districts, and watershed districts within the Long Prairie River Watershed for watershed-scale planning efforts in the future; and BE IT FURTHER RESOLVED that the Morrison County supports an application to the Board of Water and Soil Resources for a planning grant to develop a comprehensive watershed management plan and anticipates entering into a Memorandum of Agreement with the counties, soil and water conservation districts, and watershed districts within the Long Prairie River Watershed, to collaborate on this effort, pending selection as a recipient of a planning grant. ______________________________ Chair, Morrison County Board of Commissioners

EXTENSION EDUCATOR, 4-H YOUTH DEVELOPMENT – MORRISON COUNTY: BECKY MOE

Charters-Each club and the county Federation is required to fill out a charter renewal and budget information each year to earn their right to be a 4-H organization. The club and county must make out goals, plan a budget, plan a yearly calendar and commit to providing youth a safe, structured and educational environment to experience 4-H in. The charter confirms 4-H’s commitment to youth and quality youth programming. All clubs and the Federation charters are due October 31 to the local office and November 30 to the Regional Center.

County Horse Planning Meeting- There were 28 youth and adults present to learn about the various aspects of the horse program including, training, miniatures, horse bowl, leadership, drill team, hippology, western heritage and horse related projects. The group discussed ideas they had for the upcoming year.

Federation Officer meeting-I met with the Federation officers to discuss their officer responsibilities and planning for the Federation meetings and their roles in them.

Federation meeting- There were 15 youth and adults present to go over fall reports, budget approval, project nights, standing committees and upcoming activities.

Scandia Firebirds Club Leader meeting-I met with the leaders to go over the annual fall volunteer training as well as the club management guide, risk management and provided some resources for new club leaders.

National Avian Bowl-Two youth from Morrison County were part of a multi-county team of poultry project bowl participants that won the regional and state events to advance to national competition. The team placed fourth.

Ambassador Leader Meeting-I met with one of the Ambassador leaders to share material and supplies for an upcoming meeting and to go over their agenda for the meeting.

County Project Night-County Project Night was on fine arts, stipple drawing. Stipple drawing is using dots to create a picture. The most common art medium is a fine point marker. We practiced the technique as well as learning to view the shading and created a picture.

Ambassador meeting- The Ambassadors met to make their birthday bags for the food shelf. They asked the county to bring donations to the Awards Program and they utilized part of their budget to compete the bags. Twenty bags were made for several food shelf locations. Each bag contains a cake mix, frosting, disposable pan, plates, napkins, cups, candles, party decorations a 4-H surprise and a handwritten birthday card from the Ambassadors.

Awards program meeting-There were 12 youth and adults that gathered to discuss the awards program and new ideas for the next program. We will be moving the location as well as looking into a dance for after the program. Many changes were also made to awards.

Snappy Elmdalers Club Leader meeting- I met with the leaders to go over the club management guide, risk management and provided some resources for new club leaders.

Since that point I have been working on pulling together presentations for PPATs and different speaking engagements. Most of the questions that I have gotten revolve around grains that are too wet. HIGHLIGHTS The biggest highlight from November was the success of the Small Farms and Local Foods Marketing seminar. Over 70 people attended the event! We had a diverse group of attendees who varried in age and experience. I had speakers and attendees respresenting Stearns, Benton, Morrison and several other counties! From the survey’s they enjoyed the day and also gave feedback for next years event. Putting on this seminar has been one of my greatest accomplishments this year. I am proud of the program I was able to put together, the speakers who attended, and the lessons learned along the way. I very much look forward to putting on a simliar event next year and in years to come! I welcome any feedback or ideas that you might have for the program. Thank you to those who were able to attend and helped to spread the word. I greatly appreciate your support. November also brought the end of the AFNR New Employee Cohort. This cohort is put on by the AFNR staff to help new educators in their first year on the job. I gained a great deal of knowledge from participating in the cohort. I have already and will continue to utilize the skills and resources learned in the session in my county work. I, as well as the Extension Master Gardeners, are in full planning mode for events coming up in 2020. SNAP-ED EDUCATOR: SAMANTHA BARRON

In the month of November, I continued to work with my schools on offering direct education with the 3rd

grade classrooms in Dr. SG Knight, Lincoln, Swanville and Lindbergh elementary for a total of 9 classrooms

in Morrison County.

I finished teaching my Start Strong training for child care providers in Morrison County. This series of

trainings was open to Child Care providers in the county that would like to learn more about nutrition and

food skills that they can implement in their child care settings.

I attended the Every Kid Healthy Conference in the cities in Mid-November. With working in so many

schools around the Little Falls area I thought this would be a great opportunity for me to learn some new

skills and get resources that I can share with the schools I am working in. This conference gave me new

ideas on ways that I can work with and assist schools.

I truly enjoy my work in Morrison County and could not be successful in my job without the great

partnerships that I have formed and continue to make.

MISCELLANEOUS: GLORIA AUSTIN, ADMINISTRATIVE SPECIALIST Contacts in November centered on 4-H, ag rental rates, food safety and food preservation. The Morrison County Master Gardener’s have started planning for the 2020 Horticulture Day on March 28, 2020. We have topics and speakers finalized and hope to have the registration brochure available shortly after the first of the year. I also view webinars as necessary, including webinars on the two 4-H programs, 4honline and FairEntry. Webinars are also viewed as needed in my capacity as Master Gardener Coordinator.

RESOLUTION #2019-

COMMISSIONER'S SALARIES FOR 2020

WHEREAS, Minnesota Statutes Chapter 375.055 requires that County Commissioner's annual salaries,

meeting attendance payments and reimbursement for necessary expenses be set by resolution of the

County Board, and

WHEREAS, the salary and meeting attendance and expense schedule becomes effective on the first day

of January following the adoption of resolution referenced above, and

WHEREAS, Minnesota Statutes provide for the payment of attendance of meetings plus expenses or for

full-time salary,

THEREFORE, BE IT RESOLVED that the Morrison County Board of Commissioners salaries for 2019

be set at $32,884.80 annually, and

BE IT FURTHER RESOLVED that no per diems will be paid from Morrison County for meeting

attendance. All miscellaneous expenses will require a receipt for reimbursement. Mileage

reimbursement will remain for travel expenses, and

BE IT FURTHER RESOLVED that per diem payments from an outside entity that is identified as a

Morrison County Board appointed committee and for which the county is required to appoint a

commissioner to serve as a member, will be paid to Morrison County and credited to offset the

Commissioner Salary budget, and

BE IT FINALLY RESOLVED, that each County Commissioner will report on their upcoming

Committee meetings during a regularly scheduled County Board Meeting. All County Commissioners

will report on their recent Committee meetings during a regularly scheduled County Board Meeting. All

Commissioners are expected to attend meetings as specified in the County Commissioner Committee

Appointment adopted annually.
