11 STATE Greater Kashmir SRINAGAR | March 16, 2014, Sunday B Ed students appeal for postponement Srinagar, Mar 15: The B Ed (regular) students of Kashmir University Saturday appealed to authorities to postpone their annual examination in view of postgradu- ate entrance examinations. “Our B Ed annual examination is getting clashed with the PG entrance examination. Major- ity of us have to appear in the postgraduate entrance during which our annual exams have been set,” a delegation of students told Greater Kashmir. The students said their annual examination of B Ed has been scheduled for March 24. “The examination is scheduled to end on April 7 which gets clashes with PG entrance exams,” said a student, Rukaiya. “We appeal the authori- ties to postpone the B Ed exam so that we fare well in both the exams.” DR. He referred to the number of projects including Mughal road and sanctioning of Medial Col- lege in the region besides road network, upgradation health and education sectors and schemes like MGNREGA & other welfare measures taken up during these years for the benefit of common man to usher in an era of overall development. DC Kargil admits no confidence motion against Karbalai Justice Nijjar inaugurates ADR centre Strengthen dispute resolution through ADR: Justice Kumar to Judicial officers GK LEGAL CORRESPODENT Srinagar, Mar 15: An Alterna- tive Disputes Resolution (ADR) Centre was inaugurated by Supreme Court Judge Surren- der Singh Nijjar at district court complex Mominabad Bemina here on Saturday. Addressing the inaugural function, which was attended by sitting High Court Judges, Judicial officers, lawyers and law students, Justice Nijjar underscored the importance of settling the cases by mediation and conciliation through ADR. Justice Nijjar, who is also Chairman Mediation and Concili- ation Project Committee Supreme Court, in his address said the pro- cess involves no hostility, saves money and time and is the best approach for the parties to get rid of the circuitous legal tangle in which they generally get into though the proceedings of a court. He said the proceedings of the case stretch for years while mediation and conciliation settles a dispute hands down without and intricacies and consumption of finances. Justice Nijjar said the courts are now saddled with huge pen- dency and the growing ratio of the cases to the strength of Judges is a big challenge for the judicia- ry and is bound to increase the pendency with each passing day. He said in 2014 India will have 15 crore pending cases and present mismatch of the number of cases with strength of judges will spiral the pendency further. He said settling disputes through ADR system particular- ly through mediation and Lok Adalats is the most convenient method and creates a situation where no one is loser or gainer. Underling the importance of Lok Adalat system, Justice Nijjar said thousands of cases are solved within a day or two through this system and Supreme Court recently settled three lakh cases in one day. Chief Justice of Jammu and Kumar, M M Kumar while addressing the gathering laid emphasis on the importance of ADR, mediation and its rel- evance in the process of admin- istration of justice. He impressed upon the Judicial Officers and lawyers community to strength- en the dispute resolution through ADR. He also urged on opening up such ADR Centres in other districts of the State. Justice Kumar said it is the golden day in the history of Jammu and Kashmir High Court when ADR Centre is being opened for facilitating people in solving cases through mediation and arbitra- tion. He said that traditional cases involve high cost, hostility and time while as mediation proves cheaper and less time consuming. Justice Mohammad Yaqoob Mir, Chairman Mediation Moni- toring Committee of J&K High Court while presenting his wel- come address briefed the gather- ing about the achievement of ADR Centre in solving the disputes across the State. Justice Mir suggested that ADR centers be opened at Tehsil Level for the conve- nience of the people. Justice Muzaffar Hussain Attar who is also member of Mediation Monitoring Commit- tee J&K High Court presented vote of thanks and enlightened the gathering with the impor- tance of ADR Centre. He said that the deliberations of dignitaries were thought provoking saying that mediation has a message for all of us aimed at making peace with yourself and others around. Poonch, Mar 15: Union Minis-ter for Health and Family Wel-fare and former Chief Minister of Jammu and Kashmir Ghulam Nabi Azad Saturday said the coming Lok Sabha elections will be contest between communal and secular thought. “The battle line has been drawn and now the people have to chose what they want in New Delhi – the secular UPA or com-munal NDA”, Azad said, while addressing a public meeting here today. He said that BJP is complete-ly working on communal ideology and want to divide the national on communal lines. “Modi want to run the country on the pattern of Gujrat but people of entire coun-try will give him a strong lesson in elections”, he said. Once again targeting region-al parties (one of which is its ally in state), the union minister said, “This election is not between regional parties but between two political thoughts”. “UPA, which represents secular thought, is facing NDA which believes in communalism”, he said. Recalling his achievements as Chief minister, Azad said, “I

got just two and half years as Chief Minister and I tried my best to serve all the there regions of the state”. He said during his tenure, the Chakan da Bgah-Rawalaote route was opened for Cross-LoC trade and travel in record time of there months. He referred to the number of projects including Mughal road and sanctioning of Medial Col-lege in the region besides road network, upgradation health and education sectors and schemes like MGNREGA & other welfare measures taken up during these years for the benefit of common man to usher in an era of overall development. Prof. Saifuddin Soz said that the foundation of the country has been laid on secular ideals and harmony amongst different sections keeping in view of the pluralistic character of the nation and those spreading hatred are weakening the nation. He urged people to reject such forces that can disturb and destroy the secu-lar fabric of our nation. Provincial President Nation-al Conference Devender Rana targeted both PDP and BJP by terming them as two faces of same coin. Srinagar, Mar 15: An Alterna-tive Disputes Resolution (ADR) Centre was inaugurated by Supreme Court Judge Surren-der Singh Nijjar at district court complex Mominabad Bemina here on Saturday. Addressing the inaugural function, which was attended by sitting High Court Judges, Judicial officers, lawyers and law students, Justice Nijjar underscored the importance of settling the cases by mediation and conciliation through ADR. Justice Nijjar, who is also Chairman Mediation and Concili-ation Project Committee Supreme Court, in his address said the pro-cess involves no hostility, saves money and time and is the best approach for the parties to get rid of the circuitous legal tangle in which they generally get into though the proceedings of a court. He said the proceedings of the case stretch for years while mediation and conciliation settles a dispute hands down

Justice Nijjar said the courts are now saddled with huge pen-dency and the growing ratio of the cases to the strength of Judges is a big challenge for the judicia-ry and is bound to increase the pendency with each passing day. He said in 2014 India will have 15 crore pending cases and present mismatch of the number of cases with strength of judges will spiral the pendency further. He said settling disputes through ADR system particular-

ly through mediation and Lok Adalats is the most convenient method and creates a situation where no one is loser or gainer. Underling the importance of Lok Adalat system, Justice Nijjar said thousands of cases are solved within a day or two through this system and Supreme Court recently settled three lakh cases in one day. Justice Kumar said it is the golden day in the history of Jammu and Kashmir High Court when ADR Centre is being opened for facilitating people in solving cases through mediation and arbitra-tion. He said that traditional cases involve high cost, hostility and time while as mediation proves cheaper and less time consuming.
