More exciting plans are in store for Sembawang Town. Work has commenced on the Thomson-East Coast Line (TEL)

with the official groundbreaking ceremony held in June. Three new stations will be added to Woodlands, in line with plans to transform our town into the Northern regional hub. Read more about the proposed features and amenities that will come with the TEL on pages 3 to 5.

As our home in the North grows, so will our need to maintain good level of cleanliness in our estates. Recognising the crucial role our cleaners play in keeping Sembawang Town clean and pleasant, we held a little celebration to honour their daily efforts, as can be seen on pages 6 & 7.

The Town Council complements our cleaners’ efforts with new initiatives, such as the recently piloted incense paper burners that reduce smoke and ash pollution. These new Eco-burners are designed to minimise the environmental impact of burning joss paper, helping us to achieve a cleaner, greener home environment. Turn to page 15 to see what the new Eco-burner looks like.

As we continue to do what we can for our immediate environment, it is also important to stay alert against seasonal dangers. Dengue infection rates in Singapore remain high, and while air quality has been relatively good, haze continues to be a menace. On pages 11 & 14, we introduce some websites, apps and tips to help you and your family stay healthy.

With the many exciting changes lined up, Sembawang Town is poised to be the next big thing. Let us come together as a community to make our home the best place to live, work and play.

Kerja di laluan MRT Thomson-East Coast (TEL) telah pun bermula - majlis pembetonan baru saja kita sempurnakan bulan Jun lalu. Tiga buah stesen baru akan ditambah di Woodlands, sejajar dengan rancangan untuk membangunkan bandar Sembawang menjadi Hab Serantau Utara. Silalah baca mengenai ciri-ciri dan kemudahan yang dicadangkan di halaman 3 hingga 5. Sejajar dengan perkembangan ini, seyogia kita ingati agar dapat mengekalkan tahap kebersihan estet kita. Kita semua sedar betapa pentingnya tugas para pembersih menjaga kebersihan bandar Sembawang. Oleh itu kita telah mengadakan satu majlis sambutan kecil-kecilan sebagai tanda perhargaan kita atas usaha mereka. Liputan tersebut dapat dilihat di muka surat 6 & 7. Majlis Bandaran melengkapi usaha para pembersih dengan mengadakan inisiatif baru, seperti menyediakan tong-tong pembakar mesra alam. Tong-tong ini direka khas untuk mengurangkan kesan asap pada alam sekitar. Untuk mengetahui bagaimanakah rupa bentuk tong-tong mesra alam ini rujuklah ke halaman15. Sambil kita semua berusaha melakukan yang terbaik untuk persekitaran kita, kita harus juga berwaspada terhadap bahaya musiman. Kadar jangkitan denggi kekal tinggi, manakala kualiti udara mencapai tahap yang agak baik, walaubagaimanapun masalah jerebu terus mengancam. If we could choose, I think we would all prefer to spend less time commuting and more time living. Every second counts in this fast-paced world, and that is why the upcoming 31-station Thomson-East Coast Line (TEL) will be one of the greatest addition to our town. The Thomson Line groundbreaking ceremony at Woodlands Station on 27th June marked the start of construction of the new 43 km rail line that will be opened in five phases. The first phase, slated to be completed in 2019, will consist of the new Woodlands North,

Woodlands, and Woodlands South stations, all of whichwill run underground. The TEL is routed to pass through the industrial estate of Sin Ming, cut through the residential Thomson area and the shopping districts of Orchard and Marina Bay, then run eastwards along the east coast through Siglap, Marine Parade and Bedok South, before ending at Sungei Bedok. Upon completion, residents of Sembawang GRC will have greater accessibility and connectivity to not just the Central Business District and downtown area, but also to Singapore’s entire rail network and its linking bus interchanges. Instead of taking one hour to get to Orchard Road as we currently do, our commuting time will take only 35 minutes on the TEL. Other than

an improved travel time, we will also have more alternative routes to different destinations around Singapore. Read on to learn more about the Thomson-East Coast Line that will soon save us invaluable travelling time!

The new station will be running underground with five entrances for varid access. The existing bus interchange would also be further improved as part of the station construction.

WOODLANDS

Woodlands North MRT Station will be located nearest to Republic Polytechnic and Republic HospitalityCentre. The Woodlands North Station will also house the Johor Bahru RTS link.

WOODLANDS NORTH

The Thomson-East Coast Line (TEL) is a 43 km underground train line that is expected to be fully completed in year 2024. The sixth MRT line will have 31 stations and 7 interchange stations linking to the East-West Line, North-South Line, North-East Line, Circle Line and the Downtown Line. Upon completion, an estimated 500,000 commuters (daily) can look forward to having MRT stations at their doorstep. Closest to us are the Woodlands North, Woodlands, and Woodlands South stations. These three stations are Phase One of the TEL, and we can start enjoying the early convenience of additional MRT stops within Sembawang town when they are completed in 2019.

Sembawang GRC has been benefitting from new busservice 912P since it started operation on 14th April 2014. Introduced under the Bus Service Enhancement Programme, the Peak Period Short Service (PPSS) are supplementary bus routes operating within selected towns during weekday peak hours. Service 912P starts from Woodlands Regional Interchange and ply between Woodlands Avenue 5, Avenue 2, Avenue 1, and loops at Woodlands Street 41 before returning to the interchange. With a total of 11 trips run during each session, waiting time has been reducedduring peak hours. With more bus services such as 912P, 951E, 904 and the Thomson-East Coast Line coming our way, travelling will certainly be a breeze in Sembawang.

Operates during weekday peak hours:- Morning: 6.00am - 8.00am- Evening: 5.15pm - 7.15pm

MORE BUS IMPROVEMENTS TO SEMBAWANG TOWN!

Woodlands South MRT Station will benefit the residents in the heartlands of Sembawang town most. Also running underground, Woodlands South will be located next to Christ Church Secondary School and near Singapore Sports School. It will also be close to the recently opened ACE the Place Community Club.

ThankingOur Cleaners!

There is no office, building or shopping centre out there which can function without the support of cleaners, and our HDB flats in Sembawang GRC are no different. Our cleaners are the ones who quietly yet steadfastly maintain our living environment, ensuring that our estates always stay clean, hygenic and pest free. June was International Cleaners Day, and a month for us to acknowledge the important contributions our cleaners continue to make. They are an integral part of the community, and with five different celebrations across the division, we honoured the efforts of the workforce that are quite often forgotten.

In Sembawang, Marsiling, Woodgrove, Woodlands and Admiralty, appreciation lunches and dinners were organised to the delight of our cleaners. Whether in the form of a buffet or an eight-course meal, it was a wonderful opportunity for them to get together and celebrate the important job they do over good food. The best cleaners from each division were also given special mentions for their contributions. They were presented with little tokens of appreciation like certificates and vouchers to thank them for their hard work.

On 10th July at 5pm, our Town Council cleaner

Mr Ram caught a thief trying to steal my

daughter’s slippers outside my unit. He called the

police and prevented the thief from leaving. I reached

home during the commotion and Mr Ram told me

what had happened. I demanded the thief’s identity

card, took a photo of it and warned him before I let

him go. The police came and took note of the incident.

I would like to take this opportunity to thank Mr

Ram. He definitely deserves a reward from the Town

Council for being honest and helpful, and for keeping

our neighbourhood clean and safe.

Beyond the Call of dutyTown Council cleaner Mr Ram prevented a theft from happening with his alertness and quick thinking.Loh Mui Heng, beneficiary of his deed, writes in to thank him!

FAREWELL,DEAR FRIEND

There are a lot of good things to remember about Mr Reggie Thein.

Mr Thein was the longest serving Town Councillor in Sembawang Town Council since its inception in 1991. Over the last 23 years, he served the Town Council faithfully and made significant contributions in the areas of finance and investment.

Given his vast knowledge and experience in the accounting and financialindustry, Mr Thein was appointed as Chairman of the Town Council’sFinance Committee in 1997. Through the years, we have gained muchfrom his professional advice and insights.

We remember Mr Thein for his prudence and sharp foresight. He firmly believed the Town Council funds deserve better returns than what Fixed Deposits alone can provide. Yet, he advocated careful investment to protect against the erosive influence of inflation, and always cautioned fundmanagers to be wise and careful with our funds. His guidance minimised our exposure to risks and helped the Town Council achieve good returns on our investments.

Mr Hawazi Daipi, Chairman of Sembawang Town Council fondly remembers Mr Thein’s informative and detailed sharing on financial matters that shed light on a highly complex subject. “Reggie would explain to us the intricacies of the financial world. He did so out of a desire to help us make betterchoices, for the Town Council and also for ourselves.”

Mr Cheong Khim Teck, JP, BBM(L), Honorary Chairman of Marsiling CCC, remembers Mr Thein as always candid, smiling, friendly, humble and helpful. He said, “I was impressed with his profound knowledge and experience in the financial market, and how he managed the Town Council’s funds with prudence and rational decisions. We not only lost a capable Councillor, we also lost a valuable friend.” Mr Reggie Thein, dear sir, we will miss you.

BELIEVING IN SINGAPORE,PIONEERING OUR FUTUREPrime Minister Lee Hsien Loong delivered his National Day Rally speech on Sunday evening (Aug 17th) at the ITE Headquarters to address fellow Singaporeans on our key challenges and directions for the future.

This year, PM touched on giving our youth more opportunities to pursue their dreams and reassured Singaporeans regarding their retirement adequacy. He also announced plans and projects to make Singapore a better home for all ages.

PM paid tribute to our Pioneer Generation for their selfless dedication and sacrifice to make Singapore what it is today.

PM also paid special tribute to Singapore’s first president Encik Yusof bin Ishak for the enduring values he stood for to build a meritocratic,multi-racial and modern Singapore.

PM announced that we will be honouring Encik Yusof in three ways. Firstly, a new mosque in Woodlands will be named Masjid Yusof Ishak. Second, the Institute of Southeast Asian Studies (ISEAS) will be renamed as “ISEAS – The Yusof Ishak Institute”. Third, we will set up a Yusof Ishak Professorship in Social Sciences in NUS.

ACHIEVING OUR POTENTIALWith an added emphasis on polytechnics and ITE students this year, the ASPIRE committee, chaired by Ms Indranee Rajah, will help to develop paths for further education, skills development, career progression and continuous skills upgrading. PM added that the committee will be releasing its recommendations soon.

Urging our youth to acquire relevant skills and to upgradethemselves throughout their careers, he said a multi-stakeholder collaboration involving educational institutions, government agencies, companies and unions will help our people to achieve their full potential. A tripartite committee headed by DPM Tharman will outline and drive these goals.

ASSURANCE IN RETIREMENTWe must also give assurance to those in need, especially our elders. CPF and home ownership are the twin pillars of retirement adequacy. CPF, in particular, is a good scheme which has served us well. It is a tripartite effort involving workers, employers and the Government jointly building a retirement nest egg.

The Government will improve the system further, to provideSingaporeans with greater peace of mind.

PM also announced that the Lease Buyback scheme will beextended to four-room flats. With this enhancement, more than half of all flat owners in Singapore will be able to exercise this option during their retirement.

In another significant first, PM announced a new scheme, Silver Support, to provide more assistance for elderly Singaporeans who do not have much retirement savings. Seniors who qualify will receive a bonus to help them with their living expenses,starting from age 65. More details of the scheme will beannounced at next year’s Budget.

For those who wish to have greater flexibility in their use of CPF funds, the Government will study the option of allowing retirees to take out part of their CPF savings in a lump sum, subject tolimits. The Manpower Ministry (MOM) will continue to studychanges to the CPF system. These changes are complex and an advisory panel will be set up to study them. MOM willannounce more details soon.

A Better Home for AllWith opportunities for our youth and retirement assurance for our seniors, Singapore will be the best place in the world to live, work and play.

PM announced the setup of a Municipal Services Office to coordinate multiple agencies so that we can serve members of the public better.

He also outlined plans to rejuvenate the Jurong Lake District. A newJurong Lake Gardens will be created by integrating the ChineseGardens, Japanese Gardens and Jurong Lake Park. NParks will invitedesign ideas next year. A new Science Centre will be built near theChinese Garden MRT station, and it will be a “Jewel” in Jurong.

Jurong Lake District will be transformed.

BELIEVING IN SINGAPOREPM concluded by saying that:

Keeping in mind the various needs of the residents, the Town Council recently introduced a new type of incense paper burner to help keep our estates clean without compromising on religious expression.

A pilot project by the Town Council, about 200 stainless steel low-emission incense burners have already been introduced at selected precincts in Sembawang GRC. The new Eco-burners are being tested on a trial basis as an alternative to the traditional red metal burners currently in use.

With the implementation, the customary practice of burning joss paper is now an environmentally friendlier one. These Eco-burners are expected to deliver a reduction in ash and smoke production, bringing healthier air and a cleaner environment for everyone.

Other than having a more efficient combustion process, the burners also help to fight against dengue as their design prevents the collection of water to reduce potential breeding spots.
