IG Patel | Like Jha, was not in the picture initially, the then economic affairs secretary was asked to draft legislation 24 hours before the announcement

PN Haksar | The then principal secretary to PM was overseeing the implementation

A Baksi | The then RBI deputy governor was one of the few men privy to the development

DN Ghosh | Described in his autobiography how he was in the thick of action as deputy secretary in the fi nance ministry

New Delhi: In a global first,Swedish furniture chain Ikeawill launch online shoppingservices in a market — Mum-bai — before opening physicalstores. In addition, the Nether-lands-headquartered retailerwill open small neighbourho-od stores across India as part ofits overall strategy to reach yo-unger customers.

Ikea, known for its vast net-work of self-service, out-of-town mega stores measuring4-5 lakh sqft, will launch storessized 50,000-1,50,000 sqft thatwill enable it to penetrate dee-per into the domestic unorga-nised furniture market and ta-ke on local retailers, includingUrban Ladder, Pepperfry, God-rej and Fabindia. To beginwith, the company, which cur-rently operates its maiden sto-re in Hyderabad, has locatedtwo sites in Mumbai for suchstores.

“In India, we would like toreach 100 million customers inthree years with a multichan-

nel approach. Customers willbe able to shop online quite so-on in the coming months inMumbai, followed by Hydera-bad and Pune and then other ci-ties. Land sites have been acqu-ired in Bengaluru and Guru-gram and we continue to lookfor suitable sites in other citiesacross India. The ambition isto be present in as many Indiancities as possible through diffe-rent channels,” an Ikea Indiaspokesperson said.

So, essentially, there will bea combination of big Ikea sto-res, smaller city-centre stores, pickup points, digital touchpo-ints like the shop-able app and

the e-commerce platform as aselling channel. The companyis looking at integration ofboth online and offline plat-forms to offer an omni-channelpresence for Indian customers.

Ikea opened its first store inHyderabad last year, nearly fi-ve years after receiving the go-vernment nod to invest aroundRs 10,500 crore to open 25 retailstores. Since then, it has re-vamped its plans and is lookingat bringing in more investmentto open 40 stores across diffe-rent formats. So far, in one year, more than three million custo-mers have visited Ikea in Hyde-rabad, the spokesperson said.

Indira Gandhi told the Congress ses-sion in Bangalore on July 12, 1969 thatprivate banks would have to be natio-

nalised, prompting her finance mini-ster, Morarji Desai, a known advocateof promoting private enterprise, to qu-it. What she did not reveal was that sheintended to push the plan through wit-hin the next week. The short time framewas forced on her by the impending re-signation of acting President V V Girion July 20 to contest the presidentialpolls. With the Syndicate – a rival fac-tion within the Congress – pushing itsown candidate for the post, it was farfrom certain whether Giri would win(as he eventually did) and almost certa-in that a Syndicate-supported presidentwould not give the go-ahead for the plan-ned legislation.

D N Ghosh, then deputy secretary, banking, in the finance ministry, recal-led in his autobiography how a trio in-cluding him, P N Haksar, principal se-cretary to Indira, and A Bakshi, deputygovernor of the RBI, were put on the jobof drafting the ordinance that was to beissued. Neither L K Jha, then the RBI go-vernor, nor I G Patel, secretary, econo-mic affairs, in the ministry were invol-ved in the exercise till the last minute, though Patel had earlier advised in favo-ur of a move along these lines.

The stated objective of the move wasto ensure that credit was available to therural sector, something the privatebanks had failed to provide. Between1951 and 1968, industry’s share in bank

loans had nearly doubled to 68%. Du-ring the period, agriculture receivedjust around 2% of bank credit. Giventhat this was also the time when the Gre-en Revolution was being pushed, it wasindeed a key factor.

Ready with the ordinance, whichwas drafted within 24 hours, Indira cal-led a cabinet meeting at 5pm on July 19,which cleared the legislation. Withinhours, President Giri promulgated itand Indira addressed the nation at8.30pm.

Those linked to the banks taken overincluded some of the biggest names inIndian business – the Tatas, Birlas, Pais

– and members of the social elite likethe Maharajah of Baroda. But in a stylethat has come to be associated with her, once she had decided to go ahead, thatwas no deterrent for Indira.

“The bank nationalisation of 1969was not a purely economic decision, po-litics was also involved. The questiontoday is different whether we should ha-ve so many public sector banks or only acertain number of public sector banks. The question is whether the public hol-ding can be diluted below 51%. The 1969nationalisation was a major step whichhelped expand banking. The bankingreforms of early 1990s helped to createan efficient banking system. Bank na-tionalisation helped take banking to ne-wer areas, rural areas and the 1991 ban-

king reforms helped provide stabilityand soundness to the banking system,”said C Rangarajan, former RBI gover-nor.

The nationalisation was confined tothe 14 largest Indian-owned banks, cate-gorised as “major” by the RBI. Thesewere banks with a deposit base of overRs 50 crore, which between them acco-unted for 85% of bank deposits. Therewas some discussion within the govern-ment on whether or not National andGrindlays, a foreign-owned bank, sho-uld be included in the list of those to benationalised, but it was felt safer not toantagonise foreign interests.

Not surprisingly, the nationalisa-tion was challenged in the Supreme Co-urt, which struck it down on February10, 1970 on the grounds that it was discri-minatory and the compensation beingpaid – a little under Rs 9,000 crore all told– was too little. But Indira decided tooverride the SC order by bringing in anew ordinance four days later that wassubsequently replaced by the BankingCompanies (Acquisition and Transferof Undertakings ) Act, 1970.

Today, most bankers agree that na-tionalisation may have done more goodthan harm, though it may no longer be arelevant model. Former SBI chairmanArundhati Bhattacharya said: “If theaim of nationalisation was to take ban-king to the farthest reaches of the co-untry, then it is has succeeded to a largeextent…However, probably we have gotto a point where there is a need to expe-riment with newer models for efficien-cy of delivery.”

Indira’s decision promptedMorarji Desai to quit as FM
