EXECUTIVE SUMMARY An Initial Site Investigation has been completed by KAS, Inc. (KAS) for Champlain Oil Company, Inc. (COCO) at the former Monty Service Station property located in New Haven, Vermont. The former Monty Service Station property (herein referred to as “Site”) is located at 5150 Ethan Allen Highway (Route 7), in the town of New Haven, Vermont (VTDEC Site #2007-3664). The Site is currently not being used but was previously used as gasoline and automotive repair service station. Monitoring Well Installation Four shallow monitoring wells, designated MW07-1 through MW07-4, were installed on October 2, 2007. During borehole advancement, soil samples were collected from the borings, logged by the supervising scientist and screened for the presence of volatile organic compounds (VOCs). VOCs were measured above background concentrations ranging from 0.2 to 0.6 parts per million volume (ppmv) in the headspace of soil samples collected from MW07-4. No PID readings were recorded in the soil samples collected from the other three borings. Groundwater was encountered at approximately 5 feet below grade during drilling activities. Groundwater Monitoring Depth-to-fluid measurements were collected from monitoring wells MW07-1 through MW07-4 on October 11, 2007. Light non-aqueous phase liquid (LNAPL) was not observed in the monitoring wells. Based on the data collected during the October 11, 2007 monitoring, groundwater was flowing towards the west at an average hydraulic gradient of 1.7%. Groundwater Quality KAS collected groundwater samples from MW07-1 through MW07-4 on October 11, 2007. The laboratory report indicates VOCs were not present in the groundwater samples at levels above the laboratory detection limits. The detection limits ranged from 1.0 to 10.0 parts per billion (ppb). No unidentified peaks were reported in any of the samples collected on October 11, 2007. Sensitive Receptor Risk Assessment A receptor risk assessment was conducted to identify known and potential receptors of petroleum impact from the site. Based on the data collected during the initial site investigation, no sensitive receptors other than soil and groundwater have been identified as being at potential risk to petroleum impact during this initial site investigation. Conclusions and Recommendations Based on the data collected, KAS recommends no additional monitoring be conducted as a result of the former gasoline and waste oil UST systems. After site reconstruction activities are completed in 2008, soil and groundwater testing should be conducted in the vicinity of the former fuel oil UST to determine if contamination is present as a result of this UST system.

1.0 INTRODUCTION

This report provides a summary of the methodology, results, conclusions, and recommendations completed for the Initial Site Investigation at the former Monty Service Station property located at 5150 Ethan Allen Highway (US Route 7) in New Haven, Vermont (see Site Location Map, Appendix A). An Initial Site Investigation was requested by Mr. Ashley Desmond of the Vermont Department of Environmental Conservation (VTDEC) in a letter to Champlain Oil Company (COCO) dated July 24, 2007. This work was performed in accordance with the Work Plan and Cost Estimate for an Initial Site Investigation dated July 27, 2007 prepared by KAS, Inc. (KAS) with exceptions noted in Section 6.2. The work plan was approved by Mr. Dick Browne of COCO on July 27, 2007 via electronic mail and by Mr. Ashley Desmond of the VTDEC in a letter to COCO dated August 2, 2007. KAS received a copy of the approval letter from Mr. Desmond on September 19, 2007.

2.0 SCOPE OF WORK

An Initial Site Investigation was conducted to assess the degree and extent of petroleum impact to soil and groundwater in the vicinity of two former 4,000-gallon gasoline and one former 500-gallon waste oil underground storage tank (UST) systems previously located on the Site. An assessment of the former 1,500-gallon #2 fuel oil UST system was not included in this investigation

UST removal activities on June 27 and 28, 2007. Results of the following investigative tasks performed by KAS are presented: soil boring advancement and monitoring well installation; soil screening; groundwater sampling and analysis; and evaluation of sensitive receptors in the vicinity of the Site.

3.0 SITE DESCRIPTION

3.1 Site and Vicinity

The Site is located on the southeast side of Route 7 at the intersection of Route 17 in New Haven, Vermont (Figure 1). As of the date of this report, the Site was owned by Cairns CD Irrevocable Trust Partnership and operated by Champlain Oil Company. The Site is occupied by one structure on the west end of the property which is currently vacant but was previously used as a retail gasoline and automobile repair station. A paved parking lot occupies the remainder of the property to the west and a gravel parking lot is present to the east. No USTs are currently present on the Site. The Site Map (Appendix A) shows the Site and relevant Site features.

3.2 Site and Area Features, Topography, Surface Water Bodies, and Drainage

The property is located in a predominantly rural area of the Town of New Haven (see Site Location Map in Appendix A). Based on a review of the topographic map included in Appendix A, the Site lies at an approximate elevation of 300 feet above mean sea level (AMSL). The coordinates of the property at the site entrance are approximately -73:10:52 (deg/min/sec) west latitude and 44:07:18 north longitude. Improvements in the immediate vicinity include light commercial development along Route 7, quickly reverting to residential surroundings away from the main road. The general topography in the area is flat in the immediate vicinity of the Site, with a slight ground slope toward the north and south which flows into the wetland area. A moderate sized wetland lies in close proximity to the property to the west and north. Based on Site topography, the surface drainage from the Site is anticipated to flow to the west. No drainage swales were noted on the subject property. No drinking water wells were observed on Site.

3.3 Abutters and Nearby Properties

The land use in the surrounding areas consists of residential and commercial properties. Land uses adjacent to the subject property during this initial site investigation were as follows:

• North: US Route 17; across the road is light commercial and residential development (one residence, New Haven Post Office building, and pottery store). Further to the north is the New Haven Jiffy Mart facility and wetlands.

• South: Open grass field

• East: Gravel parking area and open grass field.

• West: US Route 7; across the road is light commercial development (Yarn & Fabric store) and wetlands.

An aerial photograph showing the area is included in Appendix A.

3.4 Utilities

Public utilities in the area include telephone and electricity which are supplied via overhead lines. No municipal water or sewer lines are present in the Town of New Haven. Based on a review of VTDEC database for the New Haven Area there are several supply wells located within a 0.5-mile radius of the Site

3.5 Previous Hazardous Materials Releases

Contamination was encountered in soils during closure of four USTs on June 27 and 28, 2007

Soils in the vicinity of the interface between the fill for the UST pit and the native subsurface were reported to have concentrations of up to 225 parts per million (ppm) when subjected to

headspace soils testing using a properly-calibrated portable photoionization device (PID). No free product was observed in the UST excavation area. The removed USTs and piping were reported to be in fair to poor condition. Based on the condition of the USTs, it is likely the contamination came from a historic release from the USTs that resided beneath the Site. The former UST locations are shown on the Site Map in Appendix A. Petroleum is the primary chemical of concern based on historic data collected from the site. Petroleum is composed of a mixture of hydrocarbons. The main contaminants of concern from the suspected petroleum release at the Site are benzene, toluene, ethylbenzene, xylenes, 1,2,4-trimethylbenzene, 1,3,5-trimethylbenzene, naphthalene, and MTBE. No other releases of hazardous materials are known to have occurred on the Site and thus no other contaminants of concern are noted. Material safety data sheets (MSDS) are included in Appendix B.

4.0 HISTORICAL INFORMATION

Based on information obtained through deed research the Site has likely been utilized as a service station since at least 1971. No potential sources of contamination, other than gasoline, were noted during review of historical information for the Site. Deeds for the subject property were reviewed at the New Haven Town Clerk’s Office in New Haven, Vermont, on October 11, 2007

5.0 REVIEW OF AVAILABLE GEOLOGIC INFORMATION

The overburden deposits in the area of the property are mapped as lake bottom sediments (silt, silty clay, and/or clay) according to the Surficial Geological Map of the State of Vermont.

Records of soils encountered during the UST removal and advancement of soil borings at the site during this investigation, confirm that the site is underlain mostly by clay. Bedrock in the vicinity of the property is indicated as being smooth weathered gray dolomite with white quartz of the Clarendon Springs, Ticonderoga, Rock River Dolomite, Gorge formation.

6.0 SUBSURFACE EXPLORATIONS AND LABORATORY ANALYSES

6.1 Pre-Drilling Activities

Prior to the initiation of subsurface activities at the Site, a Health and Safety Plan (HASP) was prepared for the Site in accordance with Vermont Occupational Safety and Health Administration (VOSHA) requirements. DigSafe Number 20073907886 was obtained prior to the drilling activities. The Site was premarked for Digsafe on September 24, 2007. The Town of New Haven was also contacted for clearance of drilling locations related to any municipal utilities that may be in the area (none were noted).

6.2 Monitoring Well Installation and Field Screening of Subsurface Soils

Four shallow monitoring wells, designated MW07-1 through MW07-4 were installed on October 2, 2007, by T&K Drilling of Swanzey, NH, under the direct supervision of a KAS scientist. The soil borings for the newly installed monitoring wells were advanced using a hollow stem auger drill rig. The monitoring well locations are indicated on the Site Map (Appendix A). A monitoring well was proposed near the former #2 fuel oil UST in the July 2007 work plan; however, plans are in place to reconstruct the Site in 2008 and due to the fear that this well may be destroyed it was not installed during the initial site investigation. Instead, per a telephone conversation with Mr. Ashley Desmond on October 1, 2007 an additional well was installed in the vicinity of the former gasoline USTs

The borings were advanced according to KAS’ Soil Boring protocol and the monitoring wells were installed according to KAS’ Monitoring Well Installation protocol. During borehole advancement, soil samples were collected from the borings, logged by the supervising scientist and screened for the presence of VOCs using a MiniRAE Plus Classic portable PID equipped with a 10.6 eV lamp. Prior to screening, the PID was calibrated with isobutylene referenced to benzene. Soils were screened using the KAS Jar/Polyethylene Bag Headspace Screening Protocol. Soil characteristics and contaminant concentrations were recorded by the KAS scientist in detailed soil boring logs and monitoring well construction diagrams presented in Appendix C.

Subsurface Sediments Subsurface sediments encountered in borings SB07-1 through SB07-4 consisted mostly of a mixture of poorly graded gravel and lean clay throughout. Groundwater was observed at approximately 5 feet below surface grade on the day of drilling. No elevated PID readings were observed in the soil samples collected from the borings. PID readings ranged from 0.0 to 0.6 parts per million (ppm). A slight petroleum odor was noted in the sample collected at 5 to 7 feet below grade SB07-4.

6.3 Groundwater Sampling and Laboratory Analysis

A groundwater sampling event from the newly installed wells was conducted on October 11, 2007. A summary of the measured depths to water and calculated groundwater elevations is provided in Appendix D. Free phase petroleum product was not observed in the four site monitoring wells during the October 11, 2007 sampling event. During the sampling event, groundwater samples were collected using disposable bailers. For Quality Assurance/ Quality Control (QA/QC) purposes, one trip blank and one duplicate sample was submitted along with the groundwater samples on October 11, 2007. The groundwater samples were submitted to Endyne for laboratory analysis for VOCs by EPA Method 8260B and for TPH by EPA Method 8015-GRO. The groundwater analytical results for the October 11, 2007 sampling event were compared to the Vermont Groundwater Enforcement Standards (VGES). Tabulated groundwater results for the initial sampling event can be found in Appendix E. A copy of the laboratory reports is included in Appendix F. None of the tested compounds via EPA Method 8260B were reported to be above the laboratory detection limits in the groundwater sample collected from MW07-1 through MW07-4 on October 11, 2007. The detection limits ranged from 1.0 to 10.0 parts per billion (ppb). No unidentified peaks (UIPs) were reported. In addition, Total petroleum hydrocarbons (TPH) were reported to be below the laboratory detection limit of 0.20 ppm in the samples. The results of the laboratory analysis of the duplicate sample were analyzed using a relative percent difference (RPD) analysis. The RPD is defined as 100 times the difference in reported concentration between sample and duplicate, divided by the mean of the two samples. A small RPD indicates good correlation between sample and duplicate. For the initial sampling event, the duplicate sample was collected from monitoring well MW07-4. An RPD could not be collected due to none of the tested compounds being reported above the laboratory detection limit. A tabular presentation of duplicate sample data is included in Appendix E. Lack of spurious influence on sample results was demonstrated by none of the tested VOCs reported above detection limits in the trip blank.

6.4 Drinking Water Sampling and Laboratory Analysis

A drinking water sample was collected from the nearest down gradient supply well to the site (Yarn & Fabric) on October 11, 2007. The water sample collected on October 11, 2007 was submitted to Endyne for laboratory analysis for VOCs by EPA Method 524.2. None of the tested compounds were reported to be above the laboratory detection limit in the drinking waster sample. The detection limits ranged from 0.5 to 1.0 parts per billion (ppb). It is

not known whether or not the subject property is served by a private water supply well, no supply well was noted during this investigation. A tabular presentation of the drinking water sample data is included in Appendix E. The laboratory analytical report is included in Appendix F.

7.0 SITE GEOLOGY

7.1 Surficial Geology

Based on the soil boring logs in Appendix C, surficial geology at the Site consists predominately of clay with varying amounts of sands and gravels. Given the nature of the lithologies observed during drilling activities and considering the reported Site history, some of the soils encountered in soil boring SB07-3 and SB07-4 are considered to be fill material from the removal of the UST systems.

7.2 Bedrock Geology

Bedrock outcrops were not observed during this investigation. Refusal did not occur during drilling of the four soil borings on October 2, 2007.

8.0 SITE HYDROGEOLOGY

8.1 Groundwater Flow Direction and Gradient

Depth to groundwater measurements were collected from all four monitoring wells (MW07-1 through MW07-4) on October 2, 2007. The well locations are shown on the Site Map in Appendix A. The depth to water was subtracted from the top-of-casing elevation to obtain the relative water table elevation. No floating product was detected with the interface probe in the monitoring wells. Depth to groundwater ranged from 0.34 feet below grade in MW07-3 to 1.23 feet below grade in MW07-1. Liquid level monitoring data are presented in Appendix D. Water table elevations were plotted and contoured to illustrate the estimated gradient and direction of groundwater flow beneath the Site (see the Groundwater Contour Map, Appendix A). According to these data, groundwater is flowing to the west-soutwest at an average hydraulic gradient of 0.017 feet vertical per 100 feet horizontal, or 1.7% slope. Based on this groundwater flow regime, monitoring well MW07-1 is located downgradient of the former waste oil and gasoline USTs, monitoring well MW07-2 is located up gradient of the former UST systems, and MW07-3 and MW07-4 are located in close proximity to the former UST systems.

8.2 Contaminant Distribution

8.2.1 Soil

Based on a review of field screening data collected at the Site, it appears that petroleum impacts to soils (adsorbed contamination) are present at very low levels in the direct vicinity of the former gasoline USTs at depths of approximately 5-7 feet below surface grade (boring for MW07-4).

8.2.2 Groundwater

Groundwater analytical data collected at the Site indicate that dissolved petroleum constituents are not present at concentrations above laboratory detection limits in groundwater in the vicinity of monitoring wells MW07-1 through MW07-4.

8.2.3 Contaminant Fate and Transport

Based on the groundwater flow direction measured during this investigation, a plume of dissolved petroleum-related VOCs originating in the area of the former USTs would be expected to migrate to the west towards the downgradient wells. However, as previously described in Section 6.3, no petroleum VOCs have been reported in samples collected from the four site monitoring wells.

9.0 CONCEPTUAL HYDROGEOLOGIC MODEL

9.1 Site Conditions

The Site is covered predominantly by pavement and gravel and the one Site building. Based on a review of field screening data collected at the Site, saturated soils beneath the Site have low to moderate permeability consisting generally of clay with a varying amount of sands and gravels. Depth to groundwater measured in MW07-1 was observed to be slightly deeper than the other three wells. The depth to groundwater ranged from 0.34 to 1.23 feet below grade on October 2, 2007. Groundwater was documented to flow to the west under a shallow gradient.

9.2 Potential Sources

Information collected to date suggests that the petroleum contamination noted in June 2007 occurred from a historic release from the removed USTs. There are no other known potential sources of contamination at this time. Based on the data collected during the initial site investigation, the petroleum contamination does not appear to have impacted the surficial groundwater.

9.3 Potential Receptors

9.3.1 Buildings in the Vicinity

Because the on site building is not being used and does not have a basement, it is not expected that there is any risk of petroleum vapor migration posed to the on-site building. In addition, significant petroleum impact to soils on site were not observed in close proximity to the on site building. The next closest buildings to the Site are located 150-200 feet north and west of the source area. Due to their location and distance, it is not anticipated that these buildings are at risk of impact from petroleum vapor migration.

9.3.2 Utility Corridors

Town water and sewer utility corridors do not exist in the vicinity of the Site. Electric and telephone utility lines are located above ground thus there does not appear to be any risk of contamination traveling via a utility corridor.

9.3.3 Wetlands and Surface Water Bodies

Wetlands were observed in the immediate vicinity (Site and abutters) of the Site to the west and north. However, given the low level of contamination observed during the initial site investigation and the distance to the source area, these wetlands are not considered to be at risk to petroleum contamination. An unnamed tributary to the Little Otter Creek is the closest surface water to the Site, located approximately 500 feet southwest. Given the groundwater flow direction observed during the initial site investigation and the overall low magnitude of contamination, this steam is not considered to be at risk to petroleum contamination resulting from the Site.

9.3.4 Water Supplies Sources

Adjacent properties are served by private supply wells. It is not known whether or not the subject property was previously served by a private water supply well. The Site is currently inactive. Several supply wells are indicated within a 0.5 mile radius according to the DEC’s on line water supply well locator (http://www.anr.state.vt.us/gismaps/index.htm). The nearest down gradient supply well was tested during the initial site investigation and no VOCs were reported above laboratory detection limits. Given this information, the risk to nearby drinking water supply wells is considered to be low at this time.

9.4 Potential Third Party Impacts

Based on the data collected during this initial site investigation and the sensitive receptor risk assessment, no adjacent properties appear to be impacted from petroleum contamination noted at the former Monty Service Station property.

10.0 CONCLUSIONS

1. Based on the current and previous investigations, KAS concludes that a release(s) has

occurred at the Site. The source of petroleum contamination at the Site appears to be predominantly related to historic gasoline, fuel oil, and waste oil UST systems. The amounts and duration of the release(s) are unknown;

2. Based on a review of field screening data collected at the Site, it appears that petroleum

impacts to soils (adsorbed contamination) are present at very low levels in the direct vicinity of the former gasoline USTs at depths of approximately 5-7 feet below surface grade (boring for MW07-4);

3. Groundwater flow on October 11, 2007 was directed generally to the west. An approximate hydraulic gradient of 1.7% was calculated for the October 11, 2007 sampling event;

4. Under this groundwater flow regime, monitoring well MW07-1 is located down gradient of

the former waste oil and gasoline USTs, monitoring well MW07-2 is located up gradient of the former UST systems, and MW07-3 and MW07-4 are located in close proximity to the former UST systems.

5. No VOCs were detected above the laboratory detection limit in the groundwater sample

collected from monitoring wells MW07-1 through MW07-4; 6. No VOCs were detected above the laboratory detection limits in the drinking water sample

collected from the nearest down gradient supply well on October 11, 2007; 7. Monitoring wells MW07-1 through MW07-4 appear to adequately characterize the extent

and magnitude of contamination resulting from the former gasoline and waste oil UST systems; and,

8. No sensitive receptors other than soil and groundwater have been identified as being at

potential risk to petroleum impact during this initial site investigation.

11.0 RECOMMENDATIONS

Based on the results of the initial site investigation conducted at the former Monty Service Station, KAS recommends the following:

o Since no VOCs were reported above laboratory detection limits in the groundwater samples collected from MW07-1 through MW07-4, KAS recommends no additional monitoring occur at the site as a result of the former gasoline and waste oil UST systems.

o After site reconstruction activities are completed in 2008, soil and groundwater testing

should be conducted in the vicinity of the former 1,500-gallon fuel oil UST to determine if contamination is present as a result of this UST system.

o Monitoring wells MW07-1 through MW07-4 should be maintained until all site

investigation activities are complete.

The results of the laboratory analysis of the duplicate sample were

analyzed using a relative percent difference (RPD) analysis. The RPD is

defined as 100 times the difference in reported concentration between

sample and duplicate, divided by the mean of the two samples. A small

RPD indicates good correlation between sample and duplicate.
