    Dear Mr. Olson and Ms. Cutler:

    Enclosed are copies of General Electric's (GE's) monthly progress report for January 2002 activities conducted by GE at the GE-Pittsfield/Housatonic River Site. This monthly report is submitted pursuant to Paragraph 67 of the Consent Decree (CD) for this Site, which was entered by the U.S. District Court on October 27, 2000.

    The enclosed monthly report includes not only the activities conducted by GE under the CD, but also other activities conducted by GE at the GE-Pittsfield/Housatonic River Site (as defined in the CD). The report is formatted to apply to the various areas of the Site as defined in the CD, and to provide, for each area, the information specified in Paragraph 67 of the CD. The activities conducted specifically pursuant to or in connection with the CD are marked with an asterisk. GE is submitting a separate monthly report to the Massachusetts Department of Environmental Protection (MDEP), with a copy to the United States Environmental Protection Agency (EPA), describing the activities conducted by GE at properties outside the CD Site pursuant to GE's November 2000 Administrative Consent Order from MDEP.

    The enclosed monthly report includes, where applicable, tables that list the samples collected during the subject month, summarize the analytical results received during that month from sampling or other testing activities (excluding data from miscellaneous soil sampling activities conducted pursuant to GE's Excavation Protocols), and summarize other groundwater monitoring and oil recovery information obtained during that month. Also enclosed for each of you (and for Weston) is a diskette that contains these same tables of the analytical data and monitoring information in electronic form. If applicable, sampling results from miscellaneous soil sampling conducted pursuant to GE's Excavation Protocols would be included in final excavation notification/completion reports submitted to the Agencies during the subject month and would also be attached to the monthly report. However, no such final excavation notification/completion reports were submitted to the Agencies in January 2002.

  • Background

    The General Electric Company (GE), the United States Environmental Protection Agency (EPA), the Massachusetts Department of Environmental Protection (MDEP), and other governmental entities have entered into a Consent Decree (CD) for the GE-Pittsfield/Housatonic River Site, which was entered by the U.S. Court on October 27, 2000. In accordance with Paragraph 67 of the CD, GE has prepared this monthly report, which summarizes the status of activities conducted by GE at the GE-Pittsfield/Housatonic River Site ("Site") (as defined in the CD).

    This report covers activities in the areas listed below (as defined in the CD and/or the accompanying Statement of Work for Removal Actions Outside the River [SOW]). Only those areas that have had work activities for the month subject to reporting are included. The specific activities conducted pursuant to or in connection with the CD are noted with an asterisk.

    Continued GE-EPA electronic data exchanges for the Housatonic River Watershed and for Areas Outside the River.*

    b. Sampling/Test Results Received

    Sample results were received for routine sampling conducted pursuant to GE's NPDES Permit for the GE facility. Sample records and results are provided in Attachment A to this report.

    NPDES Discharge Monitoring Reports (DMRs) for the period of December 1 through December 31, 2001. Copies are provided in Attachment B to this report.

    A report entitled Toxicity Evaluation of Wastewaters Discharged from the General Electric Plant; Pittsfield, Massachusetts (Samples Collected in January 2002) was prepared for GE by CT&E Environmental Services, Inc. A copy of that report is provided in Attachment C.

    c. Work Plans/Reports/Documents Submitted

    Submitted first annual update/revision to GE's Field Sampling Plan/Quality Assurance Project Plan (FSP/QAPP) (January 10, 2002).*

    Continued pre-demolition activities at the Building 31 Complex.

    Conducted sampling of oil from Building 42 elevator shaft.

    Conducted supplemental soil sampling for certain volatile organic compounds (VOCs) and semi-volatile organic compounds (SVOCs) identified in the Conceptual RD/RA Work Plan, for which the pre-design investigation sampling results were non-detect but for which one-half the detection limit exceeded the applicable Preliminary Remediation Goals used for screening purposes.*

    Submitted confirmation letter to EPA and MDEP of January 22, 2002 verbal notification of pH exceedance at Outfall 004 (January 25, 2002).

    Continued response activities to address the presence of DNAPL in Cell Jl. Cell Jl is divided into upstream and downstream areas separated by the sewer siphon pipeline crossing at mid-cell.

    Welded cross braces between the tops of the sewer crossing sheetpiles to stabilize sewer siphon pipeline.

    Welded sewer crossing sheetpiles to centerline sheetpile wall for structural stability and to allow additional deeper excavation near this area.

    Performed removal of Cell Jl downstream DNAPL-impacted sediment down to gray fine sand layer and/or 963 feet AMSL in accordance with Cell Jl DNAPL Response Proposal (GE, November 28, 2001).

    Transported DNAPL-impacted material removed from Cell Jl to the Building 65 stockpile.

    Installed geotextile and placed stone over bottom of excavation to address boils at the downstream DNAPL removal area.

    Performed survey of the downstream removal area (after geotextile and stone was placed).

    Initiated DNAPL sediment excavation activities at upstream Cell Jl area to the proposed DNAPL removal limits (i.e., gray fine sand layer and/or 963 feet).

    Completed DNAPL sediment removal (2 to 3 feet deeper than Work Plan limits) activities (in accordance with Cell Jl DNAPL Response Proposal) for upstream DNAPL area in Cell Jl. Residual DNAPL remained at the limits of excavation; therefore, additional sediment removal was proposed to address the residual DNAPL.

    Completed additional DNAPL sediment removal (2 to 3 feet deeper than proposal limits) activities for upstream DNAPL area in Cell Jl. Backfilled with stone to elevation 963 feet.
