started on 23 June 2019 was closed on 5 August 2019 at ICPE training room at ICAB.

A total number of 35 participants took part in the training. ICAB Vice President Md. Moniruzzaman FCA inaugurated the program on 23 June 2019.

ICPE successfully completed the certificate course. A certificate awarding ceremony was also held on 5 August 2019 at the Pan Pacific Sonagaon Hotel, Dhaka. Chief Guest Ahmed Jamal, Deputy Governor, Bangladesh Bank and Special Guest Qazi Enayet Hussain, General Manager - HRM-2 along with ICAB President

A.F. Nesaruddin FCA, Secretary & CEO Major General Muhammad Imrul Quayes ndc, psc (retd), & resource persons of the program were present on the occasion.

A total of 25 sessions were held in three month long course where as resource persons ICAB Council Members Sabbir Ahmed FCA, Mahamud Hosain FCA, Md. Forkan Uddin FCA and Fellow Members Ajit Kumar Paul FCA, Snehasish Barua FCA, Mohammed Salahuddin Chowdhury FCA, Muhammad Aminul Hoque FCA and Sk. Md. Tarikul Islam FCA delivered lectures on several aspects of IFRS.

Earlier in 2017 the same training was organised by ICPE for Bangladesh Bank Officials - 4th Batch.

Dear Fellow Members,

Assalamu alaikum and greetings to all of you.

We celebrated the holy Eid-ul-Azha in this month with due religious flavor and zeal. May Allah (SWT) accept our sacrifice with full satisfaction. I hope my dear fraternity and the fellow members had an enjoyable Eid with near and dear ones. As we observed a long Eid vacation in this month we tried to make rest of the working days eventful. A number of trainings and workshops were arranged in this month. A training on "International Financial Reporting Standards (IFRS)" for Bangladesh Bank Officials -5th Batch started on 23 June 2019 ended on 5 August 2019. We have an eminent resource pool.

A good number of students qualified as Chartered Accountant in this session. My heartfelt greetings to all the newly qualified CAs. I urge you all- the youngsters to consolidate with our combine efforts to uphold the professional image of ICAB to a new height.

The festival of Hajj has secured a centrality put among different religious customs in the world as a celebration which implies the soul of solidarity and unity. I wish all Members of our beloved ICAB family a Happy and Safe return home.

August is the month of mourning. On 15 August 1975 our father of the nation Bangabandhu Sheikh Mujibur Rahman along with his family members were brutally killed. Let we pray for their departed souls.

ICAB Advisory Committee Meeting

ICAB Took Initiatives for Renovation of CA Bhaban with Modern Facilities

he Institute of Chartered Accountants of Bangladesh (ICAB) held its Advisory

Committee Meeting of the Council at its Council Hall, on 25 August 2019. The meeting was chaired by AKM Rafiqul Islam FCA, Past President-ICAB, ICAB President A F Nesaruddin FCA gave a short presentation about the activities of ICAB and the strategic plan during his

tenure. He also sought guidelines and advices from the Past Presidents regarding further advancement of the Institute.

Demonstrating his action plan, ICAB President emphasised on capacity building of the Institute. ICAB Vice President and Past Presidents were also present in the meeting.

This year ICAB supported the Real Estate Committee (REC) in execution of the renovation of 5th floor of CA Bhaban and the ICAB Academic Campus. The renovation of the 5th Floor of CA Bhaban is about to complete. With a view to expanding the spaces of Academic Campus for accommodating the activities for increased number of students. In this purpose, an additional space measuring 2000 (two thousand) sft has been taken on lease at the Ground Floor ICAB Academic Campus Building and the renovation of the said space has already been done.

Meanwhile, REC has done the feasibility study by technical expert for renovation of ICAB Auditorium at the 9th Floor of CA Bhaban. The process of renovation of the 9th floor (Auditorium) is on final stage.

ICAB was very active during the year for many development works of the Institute. Renovation work is a continuous process. A lot of works are still need to be done. Phase by phase ICAB will continue the renovation works through Real Estate Committee of the Council in order to making the CA Bhaban a modern building with facilities of modern technology.

Assalamulaikum, greetings to you all.

In this month, we have lost our great leader Father of the Nation Bangabandhu Sheikh Mujibur Rahman and his family members in 1975. The Nation observed the 15 August as the national mourning day. We prayed to Almighty Allah for eternal peace of their departure souls.

Also in this month we observed the festivity of Eid ul Azha with due solemnity and religious colors. May Allah accept our devotion & sacrifice with satisfaction. I hope the members of this fraternity had a very pleasant Eid with their families. Due to Eid holidays, we had tried our best to make lesser number of working days more eventful as before.

Dear members, my journey as the President of the Institute has begun with a spade work with a view to reform few committees of the Council and the reformation of ICAB Management for smooth functioning of the Institute. By the grace of Almighty Allah, we have completed the task. The ICAB new organogram

was prepared after holding a series of review meetings in this regard. The Council has finally approved the organogram. I believe these are the milestone achievements of the Institute. My special thanks to the Council and the members who were involved in this process.

Let me update you about the major activities of the Institute during the month of August 2019.

Thomas Müller-Marqués BergerGlobal Head of IPSASsThomas Müller-Marqués Berger is Global Head of International Public Sector Accounting Standards (IPSASs) for Ernst & Young GmbH, as well as Chair of the Public Sector Group of the Fédération des Experts-comptables Européens. He also serves on the European Commission (EC) and EUROSTAT European Public Sector Accounting Standards Task Forces, and is a member of the EU Advisory Group on Accounting Standards and a member of the German Public Sector Committee of the IDW.

In addition, he serves as the Director of the Center of Competence for New Local Government Accounting for all of Germany and Director of Public Services in South-West Germany.

Previous to these roles, Mr. Müller-Marqués Berger was a member of the International Public Sector Accounting Standards Board, and has served as an expert for the “DAS Think Tank” of the European Court of Auditors.

He has intensively published on the subject of Public Sector Accounting, and he has spoken globally on adoption and implementation of IPSASs. Mr. Müller-Marqués Berger graduated as a Diplom-Kaufmann at the University of Mannheim in 1993, before he passed the tax advisor exam in 1997. In 1999 he passed the exam for the German Wirtschaftsprüfer.

ICAB held its 2nd meeting of Advisory Committee of the Council at its Council Hall on 25 August 2019. The meeting was chaired by Mr. AKM Rafiqul Islam FCA, Past President-ICAB. I congratulate the newly Qualified CAs who have achieved a fantastic set of results in the Professional Examinations of May-June 2019 session. A total of 46 students qualified in their final examination. I wish them all success in profession as ICAB Members.

ICAB Centre for Professional Excellence (ICPE) organized the two-day long workshop on " Draft Dummy Audit Working Paper Files for Discussion and Comments” on 24 & 25 August 2019 in the ICAB Auditorium. A total number of 30 participants took part in the program. This workshop focused on how to develop the comprehensive set of audit working files covering audit permanent file, audit planning, test of operating effectiveness, etc.

(retd) inaugurated the workshop. I along with Vice President Mr. Md. Moniruzzaman FCA and the resource persons were present in closing ceremony. I distributed certificates to the participants as well.

Responding to the call to give expert’s opinion with a view to ensure transparency I nominated Mr. Md. Shahadat Hossain FCA, Council Member-ICAB in the 7th meeting of the Financial Sector Development Working Committee (FSDWC) of Business Initiative Leading Development (BUILD) held on 7 August 2019 at DCCI premises, Dhaka. The meeting was co-chaired by Mr. Ahmed Jamal, Deputy Governor of Bangladesh Bank and Mr. Osama Taseer, President of Dhaka Chamber of Commerce and Industry (DCCI).

We mourn: Mr. Md Ghiasuddin Satiar FCA (Enrl. No. 203), former Partner of Ahsan Zamir & Co., Chartered Accountants died on 16 August 2019. (Innah Lillahe ... Rajeun). On behalf of the Council of ICAB, I expressed condolence to the bereaved family and sought eternal peace to the departed soul.

Announcement(Classes of Next Session)

The regular Pre-examination Classes (Session: Sept-Nov-19) for the students of Professional Level (3rd Batch) and Advanced Level (3rd Batch) are going to start from 01 September 2019 at ICAB- Academic Campus, 51-53, Kazi Nazrul Islam Avenue, Kawran Bazar Commercial Area, Dhaka-1215. A Notice has been issued in this regard and all the concerned students are advised to enroll for the classes by 31 August 2019 and attend to the session accordingly.On the other hand, the new session of Day Time Classes for Certificate Level (3rd Batch) will commence on Sunday, 08 September 2019 at ICAB- Academic Campus, 51-53, Kazi Nazrul Islam Avenue, Kawran Bazar Commercial Area, Dhaka-1215. By issuing a-special notice, all practicing members of the Institute entitled to train articled students have been requested to kindly notify their students to register for the classes by 05 September 2019, and allow them to join the day shift classes as per schedule in the interest of the CA Profession.

ICAB Academic Campus NewsThe regular session for the students of Certificate Level (Evening Shift, 3rd Batch, Sections: A-F) commenced on 13 June 2019 at ICAB- Academic Campus, will be concluded on 7 September 2019. There are 323 students joining with 57 teachers in the Course. All the students are fresh candidates for Examination Session: November-December 2019.

As a result, the cumulative number of participating students in the classes of ICAB under new curriculum has come to 16370, till August 31, 2019.

The another regular session for the students of Professional Level (3rd Batch) and Advanced Level (3nd Batch) are going to start from Sunday, 1 September 2019 at ICAB-Academic Campus, 51-53, Kazi Nazrul Islam Avenue, Kawran Bazar Commercial Area, Dhaka-1215. A Notice has already been issued in this regard and all concerned students are advised to enroll for the classes by 31 August 2019, and join the session accordingly.

The new session of Day Time- Certificate Level (2nd Batch) will commence from Sunday, 8 September 2019 and the last date for enrolment for classes is Thursday, 5 September 2019. By issuing a- special notice, all practicing members of the Institute entitled to train articled students have been requested to kindly notify their students and permit them to attend at day shift classes as per schedule.

Moreover, 8- Fridays’ short course on English Language started on 24 May 2019 from 3:00pm to 6:00pm for the CA

students at ICAB-Academic Campus under the guidance of Bangladesh Chartered Accountancy Chatra Parishad (BCACP), which was financed by the Dhaka Regional Committee (DRC)-ICAB, had been closed on 3 August 2019. Class schedule for next batch to be announced shortly.

An-“Orientation Program” for the new students of Day Time Certificate Level is going to be held on Saturday, 7 September 2019 at 4:00pm at ICAB-Academic Campus Conference Room. The office bearers, members of council, DRC members and teachers of ICAB, will also be invited to make the session a success.

Besides, to assist the students of Professional and Advanced Levels in last batches, a series of special classes will be arranged for the Examination Session: November-December 2019.The specific notice will be published from the campus very soon.

The refurbishments of ICAB-Academic Campus at 51-53, Kazi Nazrul Islam Avenue, Kawran Bazar Commercial Area, Dhaka-1215, have mostly done, and the rest of works would be completed by September 2019.

The above programs and sessions have been organised by the Additional Director, Academic Campus and his team, under supervision of Vice President ( Education and Examination)- ICAB, N K A Mobin FCA, with the guidance and consent from the Chairman, Board of Studies-ICAB, ABM Azizuddin FCA & President of ICAB, A F Nesaruddin FCA.

Md. Rokonuzzaman in ETV’s Live Talkshow

Md. Rokonuzzaman, FCA, Partner, ACNABIN, Chartered Accountants participated in live TV program ‘Ekushey Business’ on 26 August 2019 which was broadcast in Ekushey Television (ETV). Mr. Rokon spoke on contemporary topics relating to trade and commerce of the country which include current trend in the capital market, the effect of FRA/FRC in the financial reporting, effect of dividend payability/non-payability by the listed companies, professional accountants’ contribution to the wellbeing of the business community etc.

Workshop on “Draft Dummy Audit Working Paper Files for Discussion and Comments”

CAB Centre for Professional Excellence (ICPE) organized the two-day long workshop on " Draft

Dummy Audit Working Paper Files for Discussion and Comments” on 24 & 25 August 2019 in the ICAB Auditorium. A total number of 30 participants took part in the program.

This workshop focused on how to develop the comprehensive set of audit

working files covering audit permanent file, audit planning, test of operating effectiveness, audit program, audit completion etc. so that the trainees would be able to maintain audit evidence and proper documentation in an efficient and effective manner.

ICAB Secretary Major General Muhammad Imrul Quayes ndc, psc(retd) inaugurated the workshop. ICAB

President A F Nesaruddin FCA , Vice President Md. Moniruzzaman FCA, the Secretary and resource person of the workshop were present in closing ceremony.

Resource Persons of program were Snehasish Barua FCA, Sukanta Bhattacharjee FCA, Shayema Akter FCA and Faruk Hossain ACA.

Md. Shahadat Hossain Participated in Meeting of Business Initiative Leading Development (BUILD)

CAB Council Member Md. Shahadat Hossain FCA participated in the 7th meeting of the Financial Sector

Development Working Committee (FSDWC) of Business Initiative Leading Development (BUILD) held on 7 August 2019 at DCCI premises, Dhaka.

The meeting was co-chaired by Ahmed Jamal, Deputy Governor of Bangladesh Bank and Osama Taseer, President of Dhaka Chamber of Commerce and Industry (DCCI).

Mr. Hossain delivered a very thoughtful lecture which was applauded by the participants. During his deliberation, he emphasised on concentration of investment which should be spread over different divisions of the country. The meeting transacted the matters include

appraisal of the studies conducted by BUILD on financial scheme & available credit facilities for export competitiveness of Bangladesh, and Access to collateral free loan for Women

Entrepreneurs in Bangladesh. Mr. Hossain was nominated by ICAB in place of President who was remained preoccupied on the same day in other assignment.
