The work shall be executed by the Southern Zone-V, CPWD Kerala.
Shri Madhu Sudan, Chairman cum Managing Director, Visakhapatnam Steel Plant laid foundation stone for construction of Branch Office in Hyderabad for Visakhapatnam Steel Plant under RINL on April 26, 2018 in presence of Visakhapatnam Steel Plant Authorities and CPWD Officers. Dr. Kambhampati Hari babu , Hon’ble MP (Loksabha), Visakhapatnam laid foundation stone for construction of Office Building for Nehru Yuva Kendra at Visakhapatnam, Andhra Pradesh on April 25, 2018. The work shall be constructed by the Southern Zone-VI, CPWD, Vijayawada.
Dr. Raman Singh, Hon'ble Chief Minister, Chhattisgarh and Sh. Santosh Kumar Gangwar, Hon'ble Minister of state (independent charge), Labour and employment, laid foundation stone for construction of 100 bedded ESIC Hospital at Raigarh on May 3, 2018 in august presence of Sh. Vishnu Deo Sai, Hon’ble Minister of State for Steel & Mines, other Ministers from Govt. of Chhattisgarh and Parliamentary Secretary. The project costing Rs. 70 crores (approx) shall be executed by Western Zone- V, CPWD, Raipur.

ARTICLE ON CONNECTIVITY AND INFRASTRUCTURE IN BORDER AREA By ADG (Border) and his team
India is one among the most naturally diverse countries of the world and quite interestingly the Indian frontier also shares all the elements of this natural diversity in all its hues. Starting from Gujarat border which is strewn with marshy lands and salty creeks, we pass through the sand dunes of Rajasthan. Taking a turn through greenery in Punjab, we find ourselves suddenly amidst the loftiest mountains of the world when we pass through Jammu & Kashmir, Himachal Pradesh and Uttarakhand. In UP and Bihar, we are slightly distanced from mountains to encounter Bhabhar and Terai regions but Himalayas peek again as we go through Sikkim, and the North Eastern sisters. Indo-Bangladesh Border in itself is the epitome of lush green forests broken at places by massive rivers. All such diversity poses a very wide spectrum of difficulties in establishing connectivity and creation of infrastructure in the border areas. With a renewed impetus of Indian Govt on Indo-China Border and it being relatively untouched in terms of infrastructure creation, we would like to focus primarily on this border. It is, thus, imperative to first identify the major problems encountered in establishing connectivity (roads) in high altitude mountainous regions of Indo-China border which can be grouped into following three categories:- I. Climatic
There is decreased efficiency of Manpower and Machinery due to harsh climatic condi-tions. The oxygen content available is in the range of 3-6% at an altitude of 16000 – 18500 ft.
Frequent turnover of labour coupled with breakdown of machinery is observed.
Ineffectiveness of conventional methods of road construction.
Limited working hours and seasons. II. Geographical Fragile Geological Formations that renders cutting / blasting dangerous. Extremely High altitudes (10,000 ft. to 18,500 ft.) The Himalayan region lies above the active convergence zone between Eurasian and
Indo-Australian Plate that makes this area highly prone to earthquakes and associated earth movements.
Large Environmental / Ecological concerns. III. Administrative Delays in administrative approvals/forest clearances/LA and environmental approvals. Lack of participation by major firms having adequate manpower and financial
resources. New Domain for agencies other than BRO.

To win over such difficulties and address the areas of concern mentioned above following remedies are suggested:- I. Climatic Since conventional material and technologies have not yielded the desired pace of
construction, Innovative Solutions and Technologies will have to be adopted such as cold mix bitumen, use of pre-engineered material such as geo grid / geo syn-thetics etc for sub-base / base course instead of conventional GSB, WMM etc.
Better paraphernalia and habitation for workers to incentivise them to work there. II. Geological Extensive Geological Studies to identify weak zones. Effective use of technologies like LIDAR, satellite imaging, digital terrain maps etc. Landslide and rock fall protection measures like benching, rock fall nets, adequate
breast/retaining wall, gabion, vertical and horizontal drainage etc. III. Administrative Creation of a Special Purpose Vehicle (SPV) exclusively for border infrastructure. Timey fund disbursement and clearances to avoid time wastage in limited working
season. Greater freedom of action to the executive and Specialized training of manpower. EPC mode of tendering. Border Out Posts (BOPs) : Other than roads, the primary infrastructure that needs to be placed is Border Out Posts (BOPs) that must provide secure and comfortable habitation to the guards manning this border. The problems faced in construction of BOPs and habitation thereafter is enunciated below:- Extreme climatic conditions. The temperature at few locations reach upto -25

Low oxygen content in high altitudes that reduces efficiency of man and machine. Inaccessibility and remoteness renders supply of power, water, ration & medical
supplies highly difficult. Limited working season, avenues of communication, availability of manpower and

Considering the above problems, following 3 central objectives must be achieved while constructing BOPs at this border and solutions to cater to these objectives are pro-posed: - Objective – 1: Make the construction swift and effective given the limited work-ing season. Solutions: Use of Innovative Technologies increasing our domain beyond conventional Brick
and Mortar Structure such as:- Light Gauge Steel Frame structures. Expanded Polystyrene Technology. Pre- Engineered Steel Structure. Objective – 2: Make the building self-sustainable to tackle the problem of inaccessibility Solutions: Use of unconventional / Renewable energy sources like solar / wind / refuse heat
utilization. Recycling of waste water and Rain water harvesting. Training of user agency personnel for execution and maintenance of such technolo-
gies. Objective – 3: Make the building comfortable for habitation Solutions: To provide a comfortable housing for the troops where the temperature may dive to -25
0 C, some of the following approaches may be adopted:-
A. Passive Architecture Technologies:- a) Direct Gain of Heat:-
Entrapment of sunlight and heat using glazed windows. Wall and Floor material with high thermal mass. Attached sun space.
b) Indirect Gain of Heat:-
Trombe Wall. B. Geothermal Heat Supply. C. Radiant under floor heating.
