I would also like to thank you on behalf of the municipal Council for your trust and take this opportunity to welcome Suzanne Dyotte as District #3 Councillor With the winter season on our doorstep, it is already time for me to describe the achievements of 2017 and present the upcoming projects. As the year ends, several projects have been completed in our community. The construction of a new municipal garage, the addition of play modules and the installation of a bicycle repair terminal in the Parc des Stations, the installation of an art sculpture by Mr. Jean Biscornet and the cons- truction of two rest stops on the Aerobic Corridor, the construction of an activity-meeting area at the community center and the purchase of a new pick-up for the road department. The 2018 budget, presented at the special sitting of December 18, does not show any great surpri- se. A new MRC rate of 4.74 cents per hundred dollars ($ 0,0474 / $ 100) was created to represent the real costs assumed in « quote-part » at the MRC des Laurentides. In return, the general tax rate was reduced from 38 to 34 cents per hundred dollars ($ 0,34 / $ 100). With respect to future projects, more than $ 80,000 will be allocated to improve our road network and the majority of this amount comes from the TECQ program. We will also modernize our welcome signs, enhance and expand our trail network. On this, I wish you wonderful holidays! Dear fellow citizens, At first, I would like to thank you for the trust that you granted me for the fifth term as mayor of your municipality. I would also like to thank you on behalf of the municipal Council for your trust and take this opportunity to welcome Suzanne Dyotte as District #3 Councillor With the winter season on our doorstep, it is already time for me to describe the achievements of 2017 and present the upcoming projects. NEW - SPORTS EXCELLENCE POLICY

In a desire to support young aspiring athletes, the Municipality of Montcalm has

adopted a sports excellence policy that aims to support young athletes aged 20 and

under who stand out for their athletic achievements, their great discipline and their

diligence. The policy can be consulted on the municipality's website (French only).

NOVILTIES AT PARC DES STATIONS

As mentioned in the last municipal newsletter, the mu-nicipality has installed a bicycle terminal. It's equipped with tools and a pump to meet the needs of cyclists. Furthermore, it integrates well the environment with its look of an old railway crossing.

NEW - SCHOOL PERSEVERANCE EDUCATIONAL POLICY

In a desire to counter school dropout and to encourage our youth to continue their studies,

the Municipality of Montcalm has adopted a school perseverance educational policy during

the November 13, 2017 council meeting. A scholarship is available to students as of Grade 9

to support students dedication and value their education. The policy can be consulted on the

municipality's website (French only).

We are very happy with the new play modules that have been installed in the Parc des Stations. They are suitable for children from 18 months to 5 years of age. The added modules are a tunnel, an excavator, flowers and a small house. We hope this will please the families of Montcalm.

NEW MEETING - ACTIVITY AREA

Thanks to a $ 25,000 grant that we received from New

Horizons for Seniors Program, we have built a meeting -

activities area at the community center. The installation of

a new gazebo and the pedestrian link took place during

the summer. In addition, the gazebo is equipped with ben-

ches convertible into a table, allowing to rest, having

meals and exercise. Being a multifunctional place, exercise

posters and various equipment will be made available to

citizens. Enjoy this facility to be active outdoors!

NEW BY-LAW ON BURNING

The permit is issued free of charge and is valid for one

year (from January 1st to December 31st).

However, you must contact the municipal office to ob-

tain your permit. Be sure to read the new by-law which

is available on the municipal website and at the munici-

pal office (French Only).

NEW– TOURISM RESIDENCE

Note that since November 23, 2017, the classification "Tourism

Residence " is only authorized in zone 13-M.

This class includes short-term rentals of thirty-one (31) days or

less for establishments offering accommodation in furnished

apartments, houses or cottages, including self-catering service.

The full regulation is available on the municipality's website

(French only).

The Holidays : an ideal opportunity to recycle Metallic wrapping paper, bows, garlands and decorative ribbons are not recyclable, it is best to reuse them as much as possible before throwing them in the trash bin. Styrofoam accom-panies several products that we buy. Bring it to one of our regional eco-centers (Mont-Tremblant or Sainte-Agathe-des-Monts) to recycle them! Reusing the same Christmas lights every year is economical and environmentally friendly. If they are still functional, offer them to relatives or a non-profit organization. Otherwise, bring them to the nearest eco-center. Do not put them in the recycling because they could damage the sorting facilities. Wine glasses and decorative ornaments are not made from the same type of glass as the contain-ers you put in your bin. These damaged or broken items are destined for the garbage bin. Always use rechargeable batteries for your electronics and toys, used batteries do not go in the trash as they can pollute the environment by releasing toxic chemicals. Bring them to your eco-center or find a drop-off point near your house, check CallCycler.ca. Many munici-pal buildings and grocery stores have facilities to accept them. Are you receiving a new elec-tronic device? If you want to get rid of the old that is still functional, a non-profit organiza-tion can give it a second life. Bring it to your eco-center or look for a drop-off point on the ARPE-Québec website. For more information on waste management, visit traindeviedur-able.com.

SEPTIC DRAINAGE

The provincial regulation for sewage disposal for isolated residen-

ces (c. 2, R.22) states that all homeowners are required to have

their septic tank drained every two (2) years for fulltime residence

and every four (4) years for seasonal residence. Each owner is res-

ponsible for sending a copy of his bill of drainage to the environ-

ment department or will be in violation.

Notice of offenses will be provided for negligence cases: drainage

and installation that are NOT COMPLIANT.

REMINDER |

DOGS

As a dog owner, we remind

you that the license is man-

datory and you can get it at

the municipal office. Dogs

must be on a leash at all

times.

A reminder on Article 26, Regulation No 210-2014

on animals. Any dog breed, hybrid or cross-breed

bull terrier, Staffordshire bull terrier, American

bull terrier or Staffordshire American terrier are

prohibited.

COMPOSTING

Quebecers will have to quickly get used to recycling their putrescible

residues, by 2020, the burying of putrescibles will be prohibited.

In order to meet this obligation and in a desire to maintain the costs

related to this obligation at it’s lowest, the Municipality of Montcalm

joins the movement by composting via residential composters. By

2020, all Montcalm residences must be equipped with a composter.

In order to facilitate the installation of composters on its territory,

the municipality has put 100 free composters at the disposal of the population

in 2017. We recommend that you purchase a composter quickly since prices are

increasing every year and composters will be distributed on a first come, first

served basis. For 2018, 250 composters will be available at a cost of $ 30 and in

2019 another 250 composters will be available at a cost of $ 60. For more in-

WINTER PARKING

Night parking is prohibited between 3 am and 7 am on the

public roads of the municipality.

The periods covered are:

November 15 to December 23 in-

clusively

December 27 to 30 inclusively

January 3 to 15 inclusively

WINTER SHEL-TERS

AUTHORIZED DATES

Winter vehicle shelters are permitted from October 15th to May 1st.

The canvas and the struc-ture must be dismantled and stored after this date.

ECONOMIC DEVELOPMENT POLICY The Municipality of Montcalm wants to remind its citizens that

it has adopted a policy of intervention in economic develop-

ment to encourage expansion, stimulate and accompany the

arrival of new businesses.

In connection with this policy, the council may grant financial

assistance to any person filing a project to operate and esta-

blish a private sector enterprise in Zone 13-M in the Montcalm

territory.

Do not hesitate to consult the policy which is available on the

municipality’s website.

BUSINESS OPPORTUNITIES

The municipal council encourages any

project concerning the economic deve-

lopment of the village of Weir. A commercial lot, located at

the junction of Highways 327 and 364, is available.

bulky items is abolished. You are therefore invited to bring your bulky and

green waste at the various Ecocentres for recycling, valued or composting.

Public Health Advisory from the Direction de santé publique des Laurentides

UNTREATED LAKE AND RIVER WATER IS NOT FIT FOR CONSUMPTION

Saint-Jérôme, August 9, 2017

The Direction de santé publique des Laurentides (Laurentian Public Health Department) reminds riverside residents that any water drawn from

surface bodies of water such as lakes, rivers and streams should not be consumed unless it has been treated properly first (through filtration

and disinfection). This is true at all times, regardless of the season.

It is important to note that water may not be safe even if it has no colour, odour or taste.

Among others, untreated surface water may contain micro-organisms (bacteria, viruses, parasites) which can cause health

problems such as abdominal pain, diarrhea and vomiting.

You should always use treated water for the following domestic uses:

· drinking or preparing hot and cold beverages as well as juices;

· preparing baby bottles and foods;

· washing and prepping raw foods (fruits, vegetables, etc.);

· preparing foods that do not require extensive cooking (canned soups, desserts, etc.);

· making ice cubes;

· brushing teeth and rinsing mouth.

If your water is not treated, ensure to bring water to a full boil for at least 1 minute or use bottled water for the tasks listed above.

Following these recommendations will help the population living in natural environments reduce the risk of developing health issues resulting

from the consumption of lake, river and stream water.

NEW MUNICIPAL GARAGE

The current municipal garage is in a state of advanced decay and no longer meets the safety stan-

dards, the Municipality of Montcalm has proceeded with the construction of a new municipal gara-

ge.

Construction is scheduled to be completed on December 21, 2017

JE PARTICIPE 2017

As part of the ''Je pARTicipe '' project, the MRC des Laurentides has launched a call for projects for the creation of

a street furniture type utility artwork. This initiative aims to highlight a portion of the Aerobic Corridor and its appro-

priation by the citizens. The name of the chosen artist for the municipality of Montcalm is Jean Bisson Biscornet, sculp-

tor.

Description of the work: Stones of memory

Four stones, from the Laurentian territory and unique in the world by their composition, mounted in a totem, chiseled with iconic images, such as

graffiti, contemporary tattoos animating the surface, make up the central sculpture of an approximate height of 3 meters. The drawings come

from a group of children from the region. The top stone is capped with a carved representation, a

ridge , referring to the subjects. Six stones are layed around the artwork and serve as seats.

The project consists of creating a meeting place, a site of contemplation. The work is located near High-

way 327, on the Aerobic Corridor, at the Arundel boundary and is visible from the road. An interpreta-

tion panel will be installed in the spring.

The municipality would like to thank Materiaux R. McLaughlin Inc. for their sponsorship which greatly

contributed to the realization of this project.

LIBRARY

During the Journées de la culture the library of Montcalm, represented by Mr. Pierre Nadeau, took part in the Salon du Livre des Trois-Vallées which was held in Huberdeau on September 29 and 30, 2017. It was a great success. Did you know that the digital library is accessible 24 hours a day, allowing all citizens to enjoy reading in all forms and to pursue their continuous education at their own pace? Books and digital magazines in French, English, language cour-ses, encyclopedia, etc. are available at any time, via the website, with the subscriber card and PIN. As a member of the Biblio des Laurentides Network, the municipality of Montcalm invests in your library and, by the same token, invests in improving the quality of life of its citizens. JOURNÉE DE LA CULTURE (DAY of CULTURE) The activities for « Journées de la culture » took place in several towns and villages in Quebec, the municipality of Montcalm participated in this event on Saturday, September 30, 2017. During this day, as heritage was honored, the Municipality of Montcalm launched its promotional video "Cultural Treasures", which highlights its cultural, artistic, heritage and / or historical riches. Thank you to the citizens, adults and children, who contributed to this video, which you can view on the municipality's website at any time. In addition, eight (8) young musicians from the « Concentration musique Curé-Mercure » seduced us, during the afternoon, with their musical performance (saxophone, guitar, percussion, etc.). They made us live beautiful moments by remin-ding us of past memories. Congratulations to all these young people! The Municipality of Montcalm is proud to promote young talents.

To all our artists, we wish to thank you for having so kindly agreed to participate in this afternoon of the Journées de la culture, either by the exhibition of your works or by your demonstrations; wi-thout you, it would not have been possible. We would also like to thank the visitors for attending this event. Their presence was greatly appreciated by the artists.

We will continue to promote arts and culture in our municipality out of respect for our artists and all others from elsewhere who agree to join our groups. We are counting on all our citizens to encourage them to continue.
