1. Monsoon in Vadodara: An Introduction
For centuries, Indians have rejoiced at the arrival of the monsoon to break summer’s fever.
From June to September, rains water the crops, revive rivers and wells, and cool the air. A
special feature in India is that we have heavy rainfall during monsoons. There are other
weather systems also that bring in a lot of rain. Storm surges can also affect coastal cities/
towns. Sudden release or failure to release water from dams can also have severe impact. In
addition, the urban heat island effect has resulted in an increase in rainfall over urban areas.
Resultant of climate change activity to leads heavy rainfall various parts of the globe and
majorly urban population gets affected due to that. They are the inundation of land and
property in such an environment, specifically in highly dense populated area caused by severe
rainfall overwhelming the capacity of drainage/ sewerage and storm water system.
As the year 2019 has witnessed the stronger than normal cross equatorial flow and
active monsoon conditions over major parts of the country during last week of July to first
phase of August, Also the Southwest monsoon remained vigorous over many region of
Gujarat which was resulting to extreme rainfall throughout the state. Though predictions have
defined from Indian meteorological department that Vadodara will be getting average rainfall
on 31st July will be 3cm approx. but in actual it was pouring up to 49.9 cm which was 10
times maximum than prediction. It has received pre informative alert on monsoon forecast
from different authorities and prepared at its best for facing any kind of emergency. City
rainfall forecast department collected data of average rainfall of various locations in the city
thus decided flood condition up to exactly what level in river as well as logged condition in
various locations.
Apart from this overflowing from Ajwa Sarovar dam water and heavy rain fall near
its tributaries led to swollen of water which led to flood condition in Vadodara city and
various other location near to riverine area of the river. Severe rainfall have seen over a
week which resulting flood condition in entire district but majorly urban population gets
affected with maximum nos. Water logged was the critical issue which has an adverse effect
on daily communicating and travelling inside the Vadodara city.

1.2 Expected Destructive Scenario during Monsoon:
Destruction of civic facilities (health, schools, water system, roads, bridges). Displacement of population from lower line areas during flood and heavy rainfall. Loss of lives, high number of injured and psychosocial impact on survivors. Number of Vulnerable groups will be Increased (children, women, older people,
Guests who do not know local language/ knowledge, disabled and mentally ill) Outbreak of communicable diseases and all water and air borne disease. Increased risk of epidemics, including diarrheal diseases, malaria, cholera and
measles. Disruption of education services and reduced access to basic social services. Crop, livestock and other types of livelihoods, as well as household assets losses. Insufficient capacities of humanitarian organizations in case of a large scale
disaster. Hydrological imbalances and water logging.
1.3 Dangerous during Urban Flooding:
Vadodara district has prone to many extreme disastrous conditions as per past
experiences but flood is one of the most destructive conditions which ended up many
lives. The two days rainfall was extreme in past 14 years, after 2005 flood condition in
Vadodara. As major losses of human life, vegetation cover, animals as well as cattle and
other creatures was witnessed during 2005 flood but year 2019 has a remarkable
benchmark of making the loss lesser than before with prior alert situations and with the
help of local authorities. Continuous effort from rescue operation to sheltering in large

number with relief distribution in entire urban as well as rural location was highly
marked.
Massive amounts of erosion can be caused by flood waters. Erosion can
undermine bridge structures, levees and buildings causing their collapse.
Water entering human-built structures cause water damage. Even with minor
flooding of homes, furniture is ruined, floors and walls are damaged and anything
that comes in contact with the water is likely to be damaged or lost. Flooding of
automobiles usually results in damage that cannot easily be repaired.
Gas and electrical service may be disrupted.

2. Pre-Monsoon Preparedness
Pre-Monsoon meetings to be conducted with chaired of Municipal Commissioner Vadodara
with presence of all the departments and officials of GSDMA to have a discussion on
Monsoon work done and if flood situation arise.
Work completion of reinstatement of potholes and trenches taken by department and
by various utility services. Cleaning of storm water entrances, storm water drainage /
nallhas and other water bodies in the wards.
Command and control Centre which will be working major flood control cell should
have adequate generator capacity and also in major departments and all the ward
offices.
Identification of blockage of roads, drainage system and paver blocks as well as
defaults in roads of lower line areas in the city and to check whether engineering
structure has been damaged( Partially/ fully) should have more concerned before
monsoon.
To check on Pruning of dangerous tree branches in city areas and clearances bushes
near the area of Vishwamitri so those visibilities of crocodiles should be there and no
one gets hurt, which are majorly found near the river banks.
Identification of Shelter homes/ temporary shelters and also rehabilitation Centre for
flood conditions.
Demolition of dangerous structure must have done prior to heavy rain fall and flood
condition.
To prepare the stock of necessary health care elements and check on medicine
availability in all the UPHCs and Govt. Hospitals.
To check the emergency vehicle and equipment should well functioned and boat must
run in proper condition.
2.1 Early Warning & Communication:

1. As and when the warning come from Indian Metrological department (IMD), or from
Irrigation department regarding heavy rainfall or water release the following channel has
been intimated and appropriate message conveyed to the concerned department / official /
control rooms / community members using telecommunication, wireless message, by fax or
in written by DEOC at district level. where as in city area the route has been finalized for
early warning, accordingly early warning task force leading by fire brigade personnel,
spreads the message of alert in respective low line areas, in villages local methodologies of
early warning has been used (by beating up of drums etc.) to communicate the message of
alert to the affected population of the village.
2. Apart from this VMC website will be under 24*7 operational phases to update regarding
Monsoon and Rain fall condition and if flood situation arises also update the water level.
Radio, TV and social media are now the on-going highly updating platform for local public,
so via these entire systems alert message can be circulated.

2.2 Activation of Emergency Operation Centre:
As district level is having Disaster cell in which 24*7 control rooms has been activated to
receive call or any information regarding emergencies. Similarly under Municipal
Corporation of Vadodara, Fire and emergency service department works as the 24*7 control
room services to receive fire, flood scenario, tree fall or any rescue or evacuation strategies
during Monsoon or any emergency condition. Apart from this flood control cell has been
activated from the month of June up to end of September.

3.1 Lightning Safety
Indoor Safety
Never touch wiring during a thunderstorm. It's too late to unplug electronics if
thunder is heard.
Corded phones are dangerous during thunderstorms. Lightning traveling through
telephone wires has killed people. Cell phone and cordless phones are safe.
Wait to use any plumbing-sinks, showers, tubs, and toilets. Plumbing can conduct
electricity from lightning strikes from outside.
Unplug expensive electronics including TV, stereo, home entertainment centers,
and computers modem lines when thunderstorms are expected, and before the
storm arrives. Typically, summer thunderstorms form in the early to mid-
afternoon, when most people are at work.
Stop playing video games connected to the TV.
Outdoor Safety
No place outside is safe from lightning during a thunderstorm
When a storm approaches go to a nearby large substantial building or a fully-
enclosed metal-topped vehicle.
Bring pets indoors.
Lightning and thunder are very scary for pets, and they are likely to panic or even
run away to try and escape the storm.
3.1.1 During a Lightning.
DO
1. Stay clear of high ground and open
spaces.
2. Seek shelter in a house, large building or
motor vehicle. Keep windows and doors
shut.
3. If you are riding a bicycle, motorcycle, or
car, get off. The rubber tires will not protect
you.
4. If you are boating, head for shore. If
caught on the water, crouch low in the boat.
DON’T
1. Don’t seek shelter under a tree, in a shed, or
in a small, open building.
2. Don’t lie down on the ground.
3. Don’t take a shower or bath. If lightning
strikes the plumbing system it can be conducted
into the tub or shower.
4. Don’t use the phone or electrical appliances
unless absolutely necessary. Electricity travels
through wires.

5. If you are in a flat, open field, bend down
and put your hand on your knees.
6. Maintain minimum contact with the
ground.
7. Avoid contact with metal. Stay at least 30
metres away from metal fences and take off
shoes that have metal cleats.
8. Stay away from water, including lakes
and puddles.
9. Stay sheltered until the storm is over.
5. Don’t use a mobile phone outdoors.
6. Don’t hold a golf club, umbrella or fishing
rod.
7. Don’t travel in a severe storm. If you are
caught in your car, open the windows a bit and
park off the road away from power lines.
8. Don’t try to finish your activity. Postpone
that inning or round of golf until the storm has
completely passed.
3.2 Turn Around Don't Drown Safety Tips
Driving around barricades is illegal and dangerous.
Do not let children play near storm drains or washes after a heavy rain.
Avoid low-water crossings.
Avoid camping in a wash or in the bottom of a canyon with steep side slopes.
Be especially cautious at night. Flood dangers are much more difficult to see in the
dark.
Even a less serious urban flood can be dangerous. Driving too fast through
standing water can cause a car to hydroplane. The best defence is to slow down or
pull well off the road (with the lights off) for a few minutes to wait out heavy
rains.
Avoid areas already flooded, especially if the water is flowing fast.
Do not attempt to cross flowing streams.
Do not camp or park a vehicle along streams and washes, particularly during
threatening conditions.
If flooding occurs, get to higher ground. Get out of areas subject to flooding. This
includes dips, low spots, canyons, washes, etc.
Roadbeds may be washed out under floodwaters. Never drive through flooded
roadways.
If your vehicle is suddenly caught in rising water, leave it immediately and seek
higher ground.
As little as ten inches of water can float average-sized cars, mini-vans, SUVs and
trucks. Strength of the flow is the critical force.
