1.0 INTRODUCTION
The 401 Central Avenue LUST Site was admitted to the Voluntary Cleanup
Program on June 30, 2015. The Voluntary Cleanup Program documents related to the
Site include:

As stated in the 2019 Opinion letter, the chemicals-of-concern at the Site are
defined as gasoline-range total petroleum hydrocarbons (TPH-G), and benzene, toluene,
ethylbenzene, and xylenes (BTEX) in soil. The Site is defined as the soil impacted by the
release of TPH-G and BTEX from the former gasoline underground storage tanks (USTs)
which were closed and removed from the ground in 2013.
1.1 GENERAL SITE INFORMATION
The Site is located at 401 Central Avenue in Bellingham, Washington (Parcel
380330114260 and Central Avenue). The Site is in the southwest quarter of the northwest
quarter of Section 30 in township 38 North, Range 3 East. The Site is situated
approximately 0.15 miles east of the mouth of Whatcom Creek and Bellingham Bay, and
approximately 0.85 miles west of I-5. The Site is zoned as Commercial by the City of
Bellingham. The Site is bordered on the north, east, and south by commercial properties.

It is bordered on the west by Maritime Heritage Park, a former landfill. The Site location
is shown on Figure 1.
The Site has been assigned the Facility Site ID# 10851, Cleanup Site ID# 12378,

1.2 PURPOSE OF CURRENT DOCUMENT
This document has been prepared for two reasons:
1) To provide Ecology with soil and groundwater data collected at the Site in 2019-
2020; and
2) To request an Opinion on the likelihood of obtaining a Property No Further
Action determination for the portion of the 401 Central Avenue LUST Site contained
within Parcel 380330114260.

2.0 2019 GROUNDWATER MONITORING WELL INSTALLATION
Two groundwater monitoring wells have been installed at the Site. MW-1 was
installed on November 30, 2016. MW-2 was installed on June 17, 2019. The well locations
are shown on Figure 2. The Bore Logs are included in Appendix A and the Well Logs are
included in Appendix B.
2.1 2019 SOIL DATA
Soil samples were collected during the installation of groundwater monitoring well
MW-2. The soil sample descriptions are included in Table 1. The soil samples were
analyzed for Volatile range TPH, Diesel and Oil range TPH, BTEX, MTBE, EDB, EDC,
Naphthalenes, cPAHs, and Lead.
No petroleum constituents were detected above the laboratory detection limits.
Lead was detected at background levels. The soil analytical results are summarized in
Tables 2-4. The laboratory analytical data report is included in Appendix C.
2.2 GROUNDWATER DATA
Groundwater data collected from monitoring wells MW-1 and MW-2 are
summarized in Table 5. The laboratory analytical data reports are included in Appendix
C.
MW-1 has had intermittent detections of benzene and EDC at concentrations
which exceeded the MTCA Method A target cleanup levels. The benzene and EDC
concentrations met the MTCA Method A target cleanup levels in the most recent sampling
event conducted in April 2020.
MW-2 had one detection of diesel range TPH in 2019, however the sample was re-
analyzed with silica gel cleanup and the concentration was reduced to non-detect. EDC
has been detected at concentrations above the MTCA Method A target cleanup level in all
sampling events.

3.0 PROPOSED GROUNDWATER MONITORING WELL INSTALLATION
Johnston-Peach LLC is interested in obtaining a Property No Further Action
determination for the portion of the 401 Central Avenue LUST Site contained within
Parcel 380330114260. In order to investigate the groundwater quality on Parcel
380330114260, a groundwater monitoring well will be installed on the parcel at the
location shown on Figure 2.
3.1 WELL INSTALLATION
One additional groundwater monitoring well will be installed at the site. The
proposed well will be identified as MW-3 (Figure 2). The well will be installed using a
hollow-stem auger drill rig. A public underground utility locate will be conducted, and
the boring location will be cleared using an air-knife to a depth of five feet prior to drilling.
The well will be installed to a total depth of 30 feet (or first indication of bedrock). Soil
cuttings will be temporarily stored onsite in a 55-gallon drum for eventual offsite disposal.
3.2 SOIL SAMPLING
Soil samples collected from the boring will be field screened using a
photoionization detector (PID) and by conducting sheen tests. Soil samples will be
collected from the boring via Method 5035a. The following laboratory methods will be
used to analyze the soil samples:
NWTPH-Dx: Diesel and oil range total petroleum hydrocarbons (TPH)
NWTPH-Gx: Gasoline (volatile) range TPH
EPA Method 8260: Benzene, toluene, ethylbenzene, and total xylenes (BTEX
constituents), Methyl tert-butyl ether (MTBE), Ethylene dichloride (EDC), and
Ethylene dibromide (EDB)
EPA Method 8270 SIM: Naphthalenes and Carcinogenic Polycyclic Aromatic
Hydrocarbons (cPAH)
EPA Method 6020: Lead (Pb)

The groundwater monitoring well will be purged and developed using a disposable
bailer. The purged water will be temporarily stored onsite in a 55-gallon drum for eventual
offsite disposal.
3.3 GROUNDWATER SAMPLING
After the new well has been developed, groundwater samples will be collected from
both the new and existing wells using a low-flow sampling technique. One sampling event
is accounted for in this proposal. The following laboratory methods will be used to analyze
the groundwater samples:
NWTPH-Dx: Diesel and oil range TPH
NWTPH-Gx: Gasoline (volatile) range TPH
EPA Method 8260: BTEX, MTBE, EDC, and EDB
EPA Method 8270 SIM: Naphthalenes and cPAHs
EPA Method 200.8: Dissolved Lead

4.0 REQUEST FOR OPINION
We request Ecology’s opinion on the following issues:
1) Is the location, installation, and sampling methodology of the proposed
groundwater monitoring well shown on Figure 2 sufficient to determine if the
groundwater on Parcel 380330114260 has been impacted by the release from
the UST?
2) If the soil and groundwater data collected during this investigation meet the
applicable MTCA Method A cleanup standards, will the portion of the 401
Central Avenue LUST Site contained within Parcel 380330114260 be
considered remediated, and will Ecology issue a Property No Further Action
Likely determination?

LIMITATIONS
No site investigation can wholly eliminate uncertainty regarding the potential for
contamination in connection with a property. Documentation of the soil remediation by
Whatcom Environmental Services is intended to reduce, but not eliminate, uncertainty
regarding the potential for environmental contamination in connection with the subject
property.
The interpretation of subsurface soil and groundwater conditions is based on field
observations and chemical analytical data collected from relatively widely spaced
sampling locations at the site. It is possible that contamination exists beneath portions
of the site that were not explored, sampled, or analyzed. No warranty, express or implied,
is given regarding the presence of hidden or unidentified sources of contamination of the
subject property. In addition, no warranty, express or implied, is given regarding
geotechnical or geologic hazards.
This environmental report is based on conditions that existed at the time the
investigation was performed and samples collected. The findings and conclusions of this
report may be affected by the passage of time, by manmade events such as construction
