Official (Philippine Statistics Authority or

PSA) unemployment grossly understates

the problem of lack of jobs, because it

considers persons with a mere 1 hour of

paid work in the week before the interview

for the Labor Force Survey as already

“employed”.

On the other hand, SWS Joblessness

depends on respondents saying they have

no “job,” without any reference to time at

paid work. Joblessness is three times the

size of official unemployment.

Official underemployment is more

relevant since it allows all workers,

including the “employed,” to state if they

are looking for more/better work.

Thus it is a bottom-up indicator. When

added (as a ratio of the labor force) to

unemployment, the total matches the

SWS bottom-up measure of Joblessness.

On Feb. 8, 2011, the NSCB (forerunner of PSA)

announced a “refinement” of the average official

poverty line for 2009, to Php 7,017 from Php

7,953 (by 11.8%), per month for a family of 5.

This reduced officially-poor families to 20.9%

from 26.3% (by 5.4 pts), or to 3.9M from 4.9M (by

1M families).

This also reduced the officially-poor population

to 26.5% from 32.6% (by 6.1 pts), or to 23.1M

from 28.5M (by 5.4M people).

It downgraded the quality of the diet of the

borderline poor so as to cut the food threshold.

By reducing the officially-seen evidence of

poverty, it covered up the extent of the poverty

problem.

It has never worked on specific non-food needs,

but merely allots it a fixed 31 centavos for every

69 centavos for food, thus automatically

downgrading the non-food threshold also.

quarterly surveying of poverty (since

1992) and hunger (since 1998) in the

Philippines -- the most rapid survey-

based tracking system in the world.

The system has never changed since

first used in a national survey in 1983.

increased during 2003-2010. As of now, it

seems to have gotten over the hump, but

Why economic deprivation matters:

poverty and hunger are directly related to

dissatisfaction with life and unhappiness.

Those neither poor nor hungry still report

some subjective discontentment (e.g., due

to recent death in the family); reducing the

excess over the natural minimum in the

suffering of the deprived is what inclusive

economic development can aim to do.
