  • 7 Introduction

    The Children and Young People's Strategic Partnership’s main aim is improving the lives of all our children and young people. A Northern Ireland Children’s Services Plan 2011-2014 has drawn up our approach to improving outcomes for children and young people along with agreeing key themes –which are the most important issues that will be taken forward in the Children and Young People’s Plan. Detailed Action Plans have also been drawn up by each Outcomes Group across Northern Ireland and by Regional Sub-Groups including Children, Young People and Offending which will provide more detail on how we are improving outcomes for these children and young people. (more details available at http://www.cypsp.org/offending.htm) In reviewing progress towards achieving the six outcomes it is essential to be able to measure the progress for our most vulnerable children. In order to do this, the data collected in this report has been disaggregated to capture information on children and young people coming to the attention of the police and who are identified as priority by the Children’s Services Planning process. Work is also continuing to ensure the indicators allow us to measure children’s rights and how they are being realised. The Information collated in this report will be used by the Children’s Services Planning Regional Sub-Group on Children, Young People and Offending, together with needs assessment information collected from agencies, children and young people and communities, in the planning of services. It is also useful for locality partnerships, who can use it to help them plan better for children in a particular locality. The information in this report has been broken into two categories – children coming to the attention of the police for offending behaviour and non-offending behaviour. The following two tables breaks down the Offences and Non-Offences into categories for the purposes of more robust analysis. A key to each policing district is also included on each page for ease of reference.     Key Findings:- Offending behaviour in general has decreased across most districts. In 2012 offending behaviour increased in A & B District (1465 in 2011 to 1498 in 2012), C District (1131 in 2011 to 1162 in 2012) G District (954 in 2011 to 1214 in 2012) Non offending behaviour decreased in D District (3974 in 2011 to 1965 in 2012). It increased in A & B District (1914 in 2011 to 2127 in 2012), C District (2858 in 2011 to 3227 in 2012), E District (1667 in 2011 to 2107 in 2012) and G District (1661 in 2011 to 1984 in 2012) .

    Key Findings:- Alcohol and drugs as non offence are higher than offence. Offences increased in C District (from 100 in 2011 to 131 in 2012), in F District (from 40 in 2011 to 46 in 2012), in H District (from 42 in 2011 to 62 in 2012). The greatest increase was in G District (from 33 in 2011 to 62 in 2012). Non offences decreased in most districts. The greatest decrease was in H district (from 320 in 2011 to 249 in 2012). The levels in both E and F District are very low. The only increase was in G District (from 228 in 2011 to 297 in 2012).

    Key Findings:- Behaviour offences were lower than behaviour non offences. Behaviour offences increased in most districts. The greatest increase was in G District (from 146 in 2011 to 193 in 2012). Behaviour offences decreased in A & B District (from 255 in 2011 to 216 in 2012) and E District (from 179 in 2011 to 148 in 2012). Behaviour non offences in D District were high in comparison but decreased between 2011 & 2012 (from 2918 to1303). There were increases in C District (from 1012 in 2011 to 1316 in 2012), E District (from 711 in 2011 to 1137 in 2012) & G District that has increased every year since 2009, (472 in 2009, 654 in 2010, 842 in 2011, 937 in 2012).

    Key Findings:- Criminal Damage offences were higher than non offences. Offences increased in A & B District (from 152 in 2011 to 195 in 2012), D District (from 134 in 2011 to 155 in 2012), E District(from 150 in 2011 to 180 in 2012), & G District (from 142 in 2011 to 196 in 2012). District H had the largest decrease (from 209 in 2009 to 112 in 2012). There was an increase in non offence in A & B District (from 13 in 2009 to 41 in 2012), C District (from 17 in 2011 to 50 in 2012) and F District (from 3 in 2011 to 11 in 2012). The largest decrease was in G District, (from 51 in 2011 to 31 in 2012)

    Key Findings:- Figures are high in C District where there has been a large increase between 2009 and 2012 (399 in 2009 to 706 in 2012). There have been increases in A & B District, (220 in 2011 to 357 in 2012), H District (225 in 2011 to 353 in 2012) and to a lesser extent, E District (426 in 2011 to 546 in 2012). There was a large downward trend in District G between 2009 and 2012 (738 in 2009 to 52 in 2012).

    Key Findings:- Motoring offences are higher than non offences. D District has lowest figures and there was a decrease in all districts from 2009 to 2012. However 6 out of 7 districts show an increase between 2011 and 2012. Motoring offences were high by comparison in G and H District. However there was a decrease in H between 2011 and 2012 (from 45 in 2011 to 11 in 2012). C District has the greatest increase between 2009 and 2012 (7 in 2009 to 38 in 2012).

    Key Findings:- Solvent Abuse not recorded in Districts E & F. Numbers in other districts are very small. Safety non offences have increased across all districts since 2009 particularly in A & B District (266 in 2011 to 425 in 2012), C District (571 in 2011 to 776 in 2012) and G District (378 in 2011 to 547 in 2012), where there have been increases between 2011 and 2012.

    Key Findings:- Sexual Offences were higher than non offences and there was an upward trend across 5 Districts with A & B District and C District having the highest rate per population. C District had the greatest increase (From 45 in 2011 to 83 in 2012). H District had a steady decline from 2009 to 2012 (38 in 2009 to 12 in 2012). Upward trends for sexual non offences were evident in C District, G District and H District. The greatest increase was in H District, (from 8 in 2009 to 17 in 2012).

    Key Findings:- Theft offences were significantly higher than non offences. There were generally downward trends in each District however the figures for A & B District remain high (476 in 2012, up from 442 in 2011). There was also a large increase in G District between 2011 and 2012 (206 to 287). There was a significant decrease in H District between 2009 and 2012 (288 in 2009 to 160 in 2012).

Violence offences increased in C District (from 345 in 2011 to 371 in 2012), F District (from 202 in 2011 to 214 in 2012) & G District (from 269 in 2011 to 315 in 2012). The rate of violence as offending decreased in H district (from 289 in 2011 to 229 to 2012). Violence non offences increased in A & B District (from 12 in 2011 to 34 in 2012), C District (from 37 in 2011 to 50 in 2012) and G District (from 31 in 2011 to 59 in 2012)
