To support in principle the concept of installing a basement beneath the existing St. Oswald'sChurch. However, the Committee wishes to be assured that the amount of basement showingwould not exceed 2 feet and that if windows are proposed within the basement that they becarefully integrated within the building.

That before any work on the new basement is commenced, the church submit for review by the HeritageAdvisory Committee, detailed plans and landscaping plan showing the proposed backfilling grade leveland planting materials, window positions and window design in the basement on all sides of the churchand that detailed landscaping plans and screening plans be prepared for any proposed play area that maybe associated with a future day care centre.

Pillath House

That the Permits & Licenses Department be requested to submit a report to the Heritage AdvisoryCommittee, providing an update on restorations to the Pillath House and the scheduling for therestoration to be conducted prior to the rainy season.

That the Acting Municipal Manager be requested to ascertain with the Municipal Treasurer concerningmatching municipal funding with respect to the application to the Heritage Trust for restoration fundsnoting a cheque in the amount of $2,675 has already been received towards the project.

Elgin Park Pole Barn

That it has been brought to the attention of the Heritage Advisory Committee that the new pole barn isnot open to the public at the same time as the Stewart House due to staff shortages, and the Committeewould make a suggestion that development of self-guided tours of the pole barn, organized with pick-upinformation leaflets and labeled with small descriptive notices at key points of interest, would enablethis suggestion.

Brownsville Bar

That the Acting Municipal Manager be requested to submit a report to the Committee discussing thecosts, location, construction details and funding sources for the proposed project for Brownsville Bar.

Committee Reappointment

That Council be requested to seek a replacement for the vacant seat on the Heritage Advisory Committee,and that advertisements for this position describe the hours of the Committee meetings.

(a) CANADIAN FOUNDATION FOR ILEITIS AND COLITIS AWARENESS MONTHNovember, 1991

WHEREAS Ileitis and Colitis are two forms of inflammatory bowel disease which can and dostrike anyone regardless of age, sex or race;

AND WHEREAS inflammatory bowel disease is a chronic disease with no known cause or cure;

AND WHEREAS 20 - 30% of all victims of the disease are children or teenagers and this can resultin stunted or retarded growth;

AND WHEREAS the Canadian Foundation for Ileitis and Colitis is a voluntary non-profit medicalfoundation dedicated to finding the cause and cure for inflammatory bowel disease through the supportof medical research.

NOW, THEREFORE, BE IT RESOLVED that I, Robert J. Bose, do

hereby declare the month of November, 1991, as CANADIANFOUNDATION FOR ILEITIS AND COLITIS AWARENESSMONTH in the District of Surrey.

WHEREAS one in twenty Canadians has or will develop diabetes - a debilitating, incurabledisease which can lead to heart attack, blindness, and kidney failure;

AND WHEREAS research projects funded by the Canadian Diabetes Association are makingprogress into the causes, treatment, prevention, and ultimately a cure for diabetes;

AND WHEREAS the Canadian Diabetes Association is not funded by government and relies ondonations collected during the Annual Appeal campaign to fund research, education, advocacy andservice programs;

NOW, THEREFORE, BE IT RESOLVED that I, Robert J. Bose, do

Priorto SkyTrain, when Parks and Recreation had the full parking lot, two complete bays on theEAST side went to H & I parking, which they, in turn, rented out to the taxi companies. SkyTrain took over one complete bay and the one left is not locationally attractive or profitable. Thus the request to now move over to the WEST side. Parks & Recreation do not recommendthat we agree to this request; parking spaces would then have to be made available to all taxicompanies.

2. Ice Allocations

Alderman Hunt spoke briefly to this issue advising that the Parks and Recreation staff arepresently surveying other communities and will be reporting to the Parks and RecreationCommission in early November.

Alderman Schrenk advised that some groups have expressed concern to her that regulations inthe arenas prohibit sports groups from putting on pancake breakfasts for visiting teams and asksthat the Parks and Recreation Commission representatives raise this at the next Commissionmeeting.
