docomomo International is a non-profit organization dedicated to the documentation and conservation of buildings, sites and neighborhoods of the Modern Movement. It aims at: • Bringing the significance of the architecture of the Modern Movement to the attention of the public, the public authorities, the professionals and the educational community. • Identifying and promoting the surveying of the Modern Movement’s works. • Fostering and disseminating the development of appropriate techniques and methods of conservation. • Opposing destruction and disfigurement of significant works. • Gathering funds for documentation and conservation. • Exploring and developing knowledge of the Modern Movement.

docomomo International wishes to extend its field of actions to new territories, establish new partnerships with institutions, organizations and NGOs active in the area of modern architecture, develop and publish the international register, and enlarge the scope of its activities in the realm of research, documentation and education.

Guideline to contributors• A copy on CD or an e–mail version of the text. The CD should be clearly labeled with the author(s) name(s), the title, and the names of the files containing the text and illustrations. The name and version of the word-processing software used to prepare the text should also be given.• A hard copy on paper by postal mail. The title and author’s name should be clearly

mentioned on each page of the manuscript and the name, title, postal address and e–mail address should also be given at the end of each contribution.

Form• All texts must be in English; if translated, the text in the original language must

be enclosed as well.• Manuscripts should be written with double spacing and liberal margins with all

pages numbered in sequence.• A short resume of the author(s), in connection with the contribution, must

be included.• Illustrations referred to in the text should be mentioned and abbreviated as

follows: (figure 1).• Articles must include a short bibliography of about 5 to 10 reference books or

articles.• Footnotes should be numbered and should follow the following style: Books: Nikolaus Pevsner, Pioneers of Modern Design: From

Illustrations We accept 3 to 6 illustrations for short contributions (about 600 words) and up to 10 illustrations for full-length articles (about 1500 words). It is essential that authors provide good quality illustrations either printed on paper or as digital data on disk or CD (size of images: 300 dpi for an A5 format). For figure captions, the order of information is: designer, name of building or object, location, date, description, source. If a building has been destroyed, include that information.

As a tribute to Lisbon, where the 14th International docomo-mo Conference – “Adaptive Re-use. The Modern Movement Towards the Future” took place, the argument of this 55th

docomomo Journal is Modern Lisbon.In the words of José-Augusto França, Lisbon “is the last of

the old European cities and the first of the modern cities”, as confirmed by the 1758 Baixa Pombalina plan undertaken for the reconstruction of the city destroyed by the 1755 earthquake, as a pioneering example of modern urban planning.

Following the avant-garde plan, modern architecture in Portugal may be envisaged through three main moments1 ac-cording to specific policies undertaken during the long Estado Novo dictatorship (1926–1974).

The architects born between 1896 and 1898 began to explore the formal potentialities of reinforced concrete without the MoMo ideological component. Their works coincide with the determinant era of public works. Through the action of Duarte Pacheco, from 1933, Lisbon witnessed a great modernization visible in a large number of key projects: the bridge over the river, the Monsanto park, the marginal Lisbon-Cascais, social neighborhoods and facilities such as hospitals, schools, stadi-ums, the airport, maritime stations, and the Instituto Superior Técnico, considered the first great modern public work, as the paradigm that took architecture to the scale of the city.

In the postwar period, the premises of the Modern Move-ment, referenced to Le Corbusier and the expressionism of modern Brazilian architecture, were adopted in an ethical and ideological way, integrating the social responsibility of archi-tecture. It was the rebellious moment when MoMo architecture was globally embraced. The 1st National Congress of Architecture (1948) revealed the new concerns of architects demanding industrialization, their participation in solving the housing problem and the right to participate at the city scale. Archi-tects organized themselves into groups united by common ideals, with the awareness that only a collective work could be effective. ICAT (Cultural and Artistic Initiatives) was created in 1946, around Keil do Amaral, and the magazine Arquitectura was renewed as an instrument for the dissemination of what was being produced in the world.

The Alvalade neighborhood, a municipal initiative within a plan by Faria da Costa, was the opportunity for the new generation to propose the first rationalist experiences applying

the principles of the Charter of Athens, such as to the set of VáVá and the Estados Unidos da América Avenue and the Infante Santo Avenue buildings.

The first major social housing undertaking in Lisbon was in Olivais, following the spirit of the English New Towns. Significant for the experimental concepts used as the basis of a modern project, it was the laboratory of an enlightened mod-ern attitude that prolonged the quality of urban values at the scale of architecture. The Master Plan for Chelas (1964) marks the revision of the principles of modern planning.

By the mid-1950s, the moment was of reflection, beginning a process of searching for local references, which would lead to organicist and critical regionalist explorations simultaneously with the Survey on Portuguese Regional Architecture undertaken in 1955 (published in 1961). If this attitude revealed the contra-dictions and the crisis that the Modern Movement was going through in the international context of the last CIAM, it pointed out the integrating wisdom that seems to be a constant in Portuguese architecture. In this framework, the studio of Nuno Teotónio Pereira worked as the most important space for de-bate and teamwork through which the most consistent authors of the following generations passed. We wish to pay tribute to Nuno Teotónio Pereira (1922–2016) through recalling its Bloco das Águas Livres in this DJ cover, one of his major works which was published in the last DJ 54.

Finally we wish to thank the wise commitment of João Belo Rodeia who acted as guest editor. As well, the authors, who generously shared their research, and the leading Lisbon fig-ures (politicians, architects, historians) who agreed to discuss with DJ, in order to provide a comprehensive interpretation of the current city.

Lisbon is the locus of sustainable multi-functional urban developments and architectural preservation, beginning to be considered as one of the most important cities in terms of arts and technology development. The theme of the 2016 Inter-national docomomo Workshop, envisaging the integration of 21st century industries with a 20th century industrial complex, reveals the capacity of the city to grow and adapt itself into the future, in a creative way.

The 14th International docomomo Conference (14 IDC) was hosted by docomomo Inter-national, taking place in Lisbon, Portugal, at the Calouste Gulbenkian Foundation, between 6 and 9 September 2016.

The theme was “Adaptive Reuse. The Modern Movement towards the Future”.

The 14 IDC combined 7 keynote lectures, 29 paper sessions, 6 round-tables, an international workshop (1-5 September) and tours in Lisbon (5-6 September) and Porto (10-12 September).

In order to foster a transnational and interdisciplinary approach, the call for sessions, was organised around 8 subthemes: landscapes, cities, public spaces, complexes, buildings, construction & technology, interi-or design & furniture, theory.

The call for sessions received 76 excellent proposals, from which 29 sessions were selected to structure the 3-day conference, through 5 simultaneous sessions. The call for papers received 516 proposals, from which were selected 125 abstracts for presentation. The Proceedings, combining 125 papers and 29 session introductions, were distributed to all the participants in the first day.

Ghana, Iraq and Kosovo were accepted as new docomomo Working Parties and the docomomo International Specialist Com-mittee on Interior Design was established.

Maija Kairamo won the docomomo Award 2016, for decades of commitment, hard work and intelligence in the defense and affirmation of docomomo.

The 15th International docomomo Conference will take place in Ljubljana, hosted by docomomo Slovenia, under the theme “Metamorphosis”.

The headquarters of docomomo Interna-tional will remain in Lisbon, based at Técnico — University of Lisbon, in the biennium 2017–2018, chaired by Ana Tostões and secre-tariat by Zara Ferreira.

All national Working Parties are invited to send proposals for hosting the future head-quarters of docomomo International for the 2019-2024 period as soon as possible, in order to ensure the continued operation of docomo-mo as an effective international organization.

In addition to the thematic choice, the form of participation was ex-cellent in allowing a greater range and connection with research de-veloped in all the continents, it was excellent. I’m sure that the coor-dination by this team for another two years will bring even greater accomplishments.

Within the theme of the 14th International docomomo Conference, the International doco-momo Workshop took place in Portugal, Lis-bon, between 1 and 5 September 2016, under the theme “The Adaptive Reuse of the Lisbon Riverside Area: the MMC Case Study”.

This edition, developed in collaboration with the Municipality of Lisbon (CMl), at Técnico — University of Lisbon, established as a goal to make a significant contribu-tion to the future development of the old Manutenção Militar Complex [Military Maintenance (MMC), focusing on the south area currently known as the future Beato Creative Hub.

Looking at MMC as a future new centrality able to regenerate the oriental riverside strip, and by clarifying the MMC identity within contemporary Lisbon urban context, the aim of the workshop was to diagnose key issues and opportunities in order to conceive strate-gies of symbiosis between past values, current conditions and future possibilities, presenting it to the stakeholders and to the general public. By this, docomomo called public attention to the fact that sustainability can be reached through architectural heritage conservation, based on its documentation and knowledge. With an emphasis on reuse and respect for the past, through intelligent re-development and community awareness, the workshop intended to be one of the first steps for the sustainable future of the MMC.

The MMC was an industrial facility that produced food, uniforms and other goods for the Portuguese Army. The first bakery was accommodated in a former Convent — Con-vento das Grilas — by the end of the 19th centu-ry. During the 20th century, due to the needs during the WWI and, in particular, during the Ultramar War (Portuguese Colonial War) in the 1960s, the complex was expanded.

Whilst the Portuguese Army reached 200,000 men in the 1960s, it is now reduced to 20,000 active soldiers. This has led to a re-duction of the investment in the factories to the point that they were found to be obsolete and that it would be more advantageous to outsource the supply of military food. ually the factories closed and Manutenção Militar was finally replaced by a public enterprise MM-Gestão Partilhada in 2015. On June 2016, the Municipality of Lisbon signed a protocol with the Portuguese Army in order to manage for 50 years the South area of the old MMC. This area will be the stage of the Beato Creative Hub where national and international startups, companies, business incubators, associations, among other entities will be placed according to a masterplan. The expectations are to locate 3 thousand people working and living in this area, replacing the old industrial areas by the 21st century industries of knowledge, creativity and innovation. The Web Summit, taking place in Lisbon between 7 and 10 of November 2016, will contribute to achieve the Municipality of Lisbon's aim of bringing the 21st century industries to the old MMC.

The workshop consisted of 11 teams formed by international PhD and Master’s degree students, working with two experi-

enced tutors, teachers and architects from different nationalities and backgrounds, developing analytical skills and working methods1. The workshop provided a forum where students, researchers and practitioners from different backgrounds discussed, during 5 days, diverse aspects of the reuse of vacant Modern Movement buildings.

Several activities were arranged to wider the debate such as site visits, visionary docu-mentaries2 such as After the Factory (dir. Philip Lauri, 44’, 2012 [US]), Precise Poetry/Lina Bo Bardi’s Architecture (dir. Belinda Rukschcio, 55’, 2014 [bR]) and Haus Tugendhat (dir Dieter Reifarth,112’, 2013, [ge]) followed by collec-tive discussions, and special lectures given by the tutors such as “SeSC Pompeia” by Ruth Verde Zein, “Reuse of a factory: Concepts and Methods” by Graça Correia, and “River-side Industrial Spaces” by Nuno Grande.

The workshop was organized in two main phases: in the 1st phase an overall analysis of all of the Manutenção Militar Complex and surroundings, based on the available documentation and fieldwork survey, was undertaken in order to build a collective and multidisciplinary knowledge. This was achieved by the definition of 11 pre-identified themes distributed among the 11 groups: the development of the urban context; landscape systems; urban context characteristics; the borders/limits; the relation with the river; mobility; building typologies; main construc-tion characteristics; the role of the covers; social and economic challenges within the neighbourhood and the city; and similar cases all around the world. This methodology produced a systematic information for the 2nd phase development of synthesis and a strate-gical masterplan proposal for the MMC South area focused on theoretical principles and in-tervention guidelines for future interventions. The proposals were required to respect the industrial heritage and to innovate in terms of new uses and functions.

The results included some common strategies came out among the groups, such as establishing masterplans along time and

addressing different strategies to each period, designing conversions meaningful to the neighbourhood, addressing mobility issues and establishing transport, functional and leisure connections with the city and the river, identifying landmarks within the MMC, recognizing key public spaces and green areas, and integrating the industrial heritage as part of the strategy of intervention.

docomomo believes that the International docomomo Workshop is a tool contributing to a strategy for the future development of Lisbon’s urban fabric and, as Hubert-Jan Hen-ket stated at the 5th roundtable “docomo-mo’s 25th+1Anniversary, Time for Adaptive Re-thinking?”, during the 14th International

docomomo Conference, as one more “step to move outside ourselves”.

Ghada Al Silq focuses on the latter by bundling 40 examples of the unique heritage of Baghdad. The book provides the reader a proper historical and spatial context in order to explain each exam-ple briefly in more detail and is accompanied by a large number of photographs. Further-more, it engages with recent adjustments and rehabilitation actions.

In the end in the author’s own words: “we need to […] ensure that visitors and locals alike can cherish the beauty of the built landscape.”

Guideline to contributors• A copy on CD or an e–mail version of the text. The CD should be clearly labeled with the author(s) name(s), the title, and the names of the files containing the text and illustrations. The name and version of the word-processing software used to prepare the text should also be given.• A hard copy on paper by postal mail. The title and author’s name should be clearly

mentioned on each page of the manuscript and the name, title, postal address and e–mail address should also be given at the end of each contribution.

Form• All texts must be in English; if translated, the text in the original language must

be enclosed as well.• Manuscripts should be written with double spacing and liberal margins with all

pages numbered in sequence.• A short resume of the author(s), in connection with the contribution, must

be included.• Illustrations referred to in the text should be mentioned and abbreviated as

follows: (figure 1).• Articles must include a short bibliography of about 5 to 10 reference books or

articles.• Footnotes should be numbered and should follow the following style: Books: Nikolaus Pevsner, Pioneers of Modern Design: From

William Morris to Walter Gropius, Harmondsworth, Penguin, 1960. Articles: Julius Posener, “Aspects of the Pre-History of the Bauhaus”,

From Schinkel to the Bauhaus, London, A.A., 1972, 43-48. Illustrations We accept 3 to 6 illustrations for short contributions (about 600 words) and up to 10 illustrations for full-length articles (about 1500 words). It is essential that authors provide good quality illustrations either printed on paper or as digital data on disk or CD (size of images: 300 dpi for an A5 format). For figure captions, the order of information is: designer, name of building or object, location, date, description, source. If a building has been destroyed, include that information.

docomomo International is a non-profit organization dedicated to the documentation and conservation of buildings, sites and neighborhoods of the Modern Movement. It aims at: • Bringing the significance of the architecture of the Modern Movement to the attention of the public, the public authorities, the professionals and the educational community. • Identifying and promoting the surveying of the Modern Movement’s works. • Fostering and disseminating the development of appropriate techniques and methods of conservation. • Opposing destruction and disfigurement of significant works. • Gathering funds for documentation and conservation. • Exploring and developing knowledge of the Modern Movement.

docomomo International wishes to extend its field of actions to new territories, establish new partnerships with institutions, organizations and NGOs active in the area of modern architecture, develop and publish the international register, and enlarge the scope of its activities in the realm of research, documentation and education.
