Mobile (Android) based Apps for Phone/Tablets
1.0 Introduction: The telecommunications system in India is the 2nd largest in the world. The
country is divided into several zones, called circles (roughly along state boundaries). Government and several private operators run local and long
distance telephone services. India's public sector telecom company BSNL is the 7th largest telecom company in world. India is also the fastest growing telecom
network in the world with its high population and development potential. The total number of telephones in the country stands at 957.61 million, while the overall tele-density has increased to 76.75% as of 30 September 2014 and the total
numbers of mobile phone subscribers have reached 930.20 million as of September 2014.
With growing emphasis on providing online Government services through web based interfaces on 24x7 basis, the need for providing these services on the
smart phones has increased. Since Android OS based smart phones are the most popular phones in India, the NIC Himachal Pradesh has developed Mobile Apps for
citizens, employees, pensioners, press and Government officials, which are easy to use on mobile devices. The information about these mobile apps and instructions for installation, through Internet, are provided in this document.
2.0 Downloading and Installing the Mobile Apps:
Please visit the official website of the Himachal Pradesh Government at http://himachal.nic.in or http://himachal.gov.in:
Click on Mobile Apps Store link Select any App for installation on your Android (2.2.0 onwards) based
Mobile/ Tablet having GPRS/3G/WiFi based Internet connectivity

Allow installation from Unknown sources, if prompted by your smart phone
(go to Settings-Security-tick Unknown sources).
If you are accessing the page through Internet Explorer on a Windows device, it may name the downloaded file as .ZIP, please rename it as .APK
in place of .ZIP (this step will not be required on the Android based device)
3.0 eSalary Mobile App:
If you have installed the eSalary App, it will prompt you to enter your IP Code in
the format IP01-12345 and first three or any three characters of your name and the GPF pin (four digits). For CPF account
holders, you don’t need to enter any value, it will fetch the data automatically
as shown below:

consecutive letters), e.g. in case of Ajay Kumar, you can enter either aja or

kum. GPF Pin consists of 4 digits given by the HP AG office, in the format 1234 (you
may contact your DDO for above details). In case of employees covered under the New Pension Scheme (NPS), nothing needs to be entered under the GPF Pin.
Note: In case, the data is not coming or you encounter some error, please re-confirm your IP Code, Name and GPF Pin with your office DDO.
In case the data is correct, your salary for current month and GPF balance, as available upto last data updation, will be shown to you (shown on previous page).
The other options available in the eSalary App (available through options button of your Android phone) are for resetting the account (new IP Code, name, GPF Pin etc), refreshing the Salary/GPF data (say on change of month or 1st of every
month), viewing salary information of previous months etc.
4.0 eHRMS Mobile App: When you install the eHRMS App (Manav Sampada-eService Book), you need to enter your employee ID and full name. The employee ID is available under
eService book option on Manav Sampada website (http://admis.hp.nic.in/genpmis/). You may also get it from the Establishment
section of your office. In case the employee ID and name fully matches with the data available under eService book, your complete eService book will be displayed
as tabs on your smart phone as shown on next page. Your salary information for current month is also accessible through this App. However, if you don’t see the tab for current month salary, you need to approach your office for entering your
IP Code into the eService Book data.
Employee ID is 5 numeric digits like 12345 and name is your full Name.
The output on your mobile will look like as shown here. The salary details
are also coming because these are matched. Next time you have just to press the refresh button shown on
the top right corner of the App to fetch latest salary and eService book
data. Clicking on any tab like Service

History Detail, gives the relevant information. The last date and time of updation of your data is shown at the bottom of the screen always and last accessed data is
always available on your smart phone. The options menu allows you to reset the account with a new ID and name.
5.0 eTransfers Mobile App:
The eTransfers App is meant to keep you updated on the transfer orders being
issued for major Departments, which publish their orders online only. These departments are shown on the right
hand side in the App and you have the option to either select one, all or a
combination of these departments, like Education and Personnel or Revenue etc by tick marking on the corresponding
Department box. Only latest 5 orders of the selected departments are shown on
your phone, as shown here, due to display space shortage. However, if you subscribe to only one
department, then the 15 latest orders are shown.
When you wish to get the latest
information of these transfer order, you just have to click/tap the refresh button shown on the right hand
corner of the App heading. For getting the details of the transfer orders, you
just have to click on it and the PDF file containing the order (from Internet) will open on your phone.
You must have a PDF reader installed on the smart phone.
The options menu is accessible from different buttons on different phones.
6.0 uHimachal Mobile App:
The uHimachal App enables you to keep updated on every content being updated on the official website of the Himachal Pradesh Government (http://himachal.nic.in). This content is basically taken from the announcements
section of the Portal which is the main access page for almost 150 State
Government websites.

To install this App, you just have to click on it. After installation, the App gets the
latest update data from the portal and shows the last updated date and time for
your convenience at the bottom. Some content is in the form of hyperlinks, which takes you to the web-page, some are PDF
files, which open in new tab. To get latest content, you have to use the Refresh
button shown on the App title bar.
7.0 eGazette Mobile App:
The eGazette App keeps you updated on
every Gazette being published on daily basis by the Himachal Pradesh Government and lists the notifications
being published in the Gazette. The index is present for about 3 latest Gazettes. The
individual notifications will open through web browser when you click on these.
A screen of this App is shown here and to update content, you have to
press the Refresh button given in the App title bar.
8.0 IPR HP Mobile App: The IPR HP mobile App has been developed for the Department of
Information and Public Relations to facilitate the citizens and journalists
about the latest press releases being published on the Department of IPR, HP Website at
http://himachalpr.gov.in
The App enables citizens and
journalists to download latest press releases onto their mobile devices
and view the details off-line too (except photos, which are
downloaded online due to their size, subject to availability of Internet connectivity at the time of accessing
it). Whenever, latest releases are required the refresh button in top bar

needs to be pressed on the mobile/ tablet.
9.0 ePension Mobile App:
The ePension mobile app is meant for the State Government pensioners or their families who are drawing their
pension in Himachal Pradesh after retirement from Government service.
They can use the information to
File income tax return,
Verify that the bank has given pension credit for the particular
month, Check break up of pension
credited,
Compare pension for various months or financial years.

After installation of the App, the pensioner needs to enter the PPO number and any three characters of name and all details are made available on the mobile
device as shown on previous page (the setting option has features to reset the account and change the financial year too).
The objective of all these Apps is to enable wider reach and ease of accessibility as smart phones are normally available with citizens and employees and they
don’t have to depend upon others or costly PC/ Laptop for such important and useful information. The HP IPH App is for internal use of Department of
Irrigation & Public Health only.
10.0 Way Forward:
The above mentioned Apps mostly cater to the interest of the employees (except eGazette, Press Releases, ePension and uHimachal). In order to provide more
Apps to citizens, the following Apps are being planned/ developed in near future: Land Records Record of Rights on request basis based on Tehsil, Village,
khasra/ khatouni and khewat
Circle Rates App for registration of deeds so that individual buyer/sellers can calculate the registration stamp duty and fee for purchase / sale of
land/ house/ flat in the State. Employment Exchange Registrant mobile application showing registration
information, date of renewal, sponsoring information-if available to keep
the candidate updated all the time and for verification of information. Tourism App for District Mandi covering important tourist places, map,
route, contacts, places to stay etc in a generalized format so that once implemented in District Mandi, which can be replicated in other districts. It will have features for sending emergency SMS and “take me there” feature
through Google maps. State Government telephone directory, including table chart information of
the HP Secretariat, for searching a phone number in off-line mode (after installation of the App) and dialing the number through the Smart phone, once the results are displayed by the App.
Online Video Conference Booking App for displaying date-wise VCs scheduled and sending VC booking request through the App.
