Dear Métis Citizens,

Métis Nation British Columbia (MNBC) is pleased toprovide this special General Election edition of theWhispering Winds magazine to further enhance theMNBC General Election dated September 13th, 2008.

MNBC has continued efforts to improve the electoralprocess for Métis citizens in British Columbia. Forexample, MNBC sent over 5400 letters dated March4th, 2008 to notify Métis citizens (and pendingcitizenship applicants) about the upcoming GeneralElection on September 13th, 2008. FurthermoreMNBC has updated the MNBC website on a regularbasis and a number of communications were sentdirectly to the Métis Chartered Communities to clarifyand assist General Election questions.

The special General Election Whispering Windsaddition is another effort by MNBC to assist Métiscitizens throughout British Columbia become morefamiliar with all of the candidates. MNBC is providingan equal opportunity for candidates to submitinformation about themselves and their campaignplatforms. MNBC will ensure approximately 4000copies of this special edition are sent to the MétisChartered Communities and posted on the MNBCwebsite. In addition key information such as the

polling station locations have been included in thisspecial General Election edition to ensure all eligibleMétis citizens can cast their vote in September. MNBChas made significant efforts to support a successfulGeneral Election and I believe this special GeneralElection edition provides the Métis Nation moreinformation about the candidates who may lead ourNation for the next four years.

I want to conclude by encouraging each and every oneof the Métis citizens throughout British Columbia tocast your vote on September 13th. The Métis Nationcontinues to progress and the Métis citizens mustcarefully examine how they will decide the future ofthe Métis Nation going forward this September.

Eligibility to Vote As per Article Six (Electors) ofthe Métis Nation British Columbia Electoral Act:

*Eligible electors can be any Métis citizen of theMNBC who is ordinarily resident in British Columbia.*Any person is eligible to vote in the 2008 GeneralElection and Advance Poll if: *A Métis person, pursuant to the MNBC’s

Constitution2;*No less than 18 years of age on the date of election;*No less than 15 years of age and no more than 30years of age for the British Columbia United MétisYouth Circle (BCUMYC);*Any female Métis citizen who is 18 years of age orolder for the Métis Women’s Secretariat – BritishColumbia (MWS-BC);*Registered as a Métis citizen pursuant to the MNBCCitizenship Act; and Ordinary resident in BritishColumbia.The following individuals are NOT eligible to vote inthe 2008 General Election and Advance Poll:*Individuals who are not registered on the MNBCCentral Registry;*Individuals who are not 18 years of age on electionday;2 This means a Métis citizen who actually lives and haslived continuously in British Columbia for at least 12full months prior to the date of the election. In makingsuch determination, temporary absences from BC forreasons such as travel, education, medical treatment,military service or incarceration shall be consideredperiods of residence provided the person wasordinarily resident prior to such temporary absences.*Finally, a person can have only one place of ordinarilyresidence.*Individuals who are not 15 years of age and older than30 years of age on election day for the BCUMYC;

*Individuals who are not female as well as 18 years ofage and older on election day for the MWS-BC; andThe Chief Electoral Officer and his staff.

Voting ProcessPrior to casting a vote at their designated polling

station, electors are to affirm that they are Métiscitizens of British Columbia and that they are notregistered under the Indian Act or the Inuit Registry. AnElector is entitled to cast one (1) vote for each of thefollowing Offices: PresidentVice-PresidentRegional DirectorRegional Youth Representative for the BCUMYCfor the Region in which the Elector is entitled to vote –being 15 years of age to 30Chairperson for the BCUMYC – being 15 years ofage to 30Regional Women’s representative for the MWS-BCfor the Region in which the Elector is entitled to vote –being female as well as 18 years of age and olderChairperson of the MWS-BC – being female as wellas 18 years of age and older

Electors shall vote at the polling station closest towhere they are ordinarily residents.

28.1 Where an Elector presents himself or herself atthe Polling Station for the purpose of voting,thevoting process shall proceed as follows:

• Each Elector shall present their MNBCCitizenship Card for the purpose of proving theiridentity and Métis citizenship to the Returning Officer.

• The Returning Officer shallascertain whether the name of theperson applying to vote (the“Applicant”) is on the List ofElectors and, if it is,each eligibleElector shallbe given aballot to bemarked clearly,in secret, for theCandidate of thatElector’s choicewhich thereafter shallbe placed in a ballot boxas instructed by theReturning Officer.

• If the Applicant’sname is not on the List ofElectors, the Returning Officershall not permit that person to voteunless the Applicant can present avalid MNBCCitizenship Card that can be verified bythe Returning Officer as being the MNBCCitizenship Card of the Applicant.

• In the event that the Applicant can produce avalid MNBC Citizenship Card, the Returning Officershall record, in the proper column of the Poll Book, theApplicant’s name, address and MNBC Citizenshipnumber and shall provide that Applicant with a ballotpaper on which the Applicant shall clearly mark, insecret, the Applicant’s choice of Candidate.

• Upon being presented with a completed ballotby a person who is not on the List of Electors at thePolling Station where the Applicant has attended tovote and was permitted to vote by the ReturningOfficer, the Returning Officer shall:

i) place the Applicant’s ballot in an envelopewith the Applicant’s name, the date and time noted;

ii) place that envelope into another envelopethat shall be kept separate from the ballots

cast by Electors (whose names were locatedon the List of Electors for that Polling

Station) and forwarded to the ChiefElectoral Officer for verification of the

eligibility of the Applicant.

• If verified as eligible by theChief Electoral Officer, the

Applicant’s vote shall becounted.

• Any Candidate orhis/her scrutineer may

object to theeligibility of any

Métis citizen requestinga ballot. If in the opinion of

the Returning Officer suchobjection is reasonable, it shall be noted

in the Poll Book and shall include the reasonfor the objection along with the name of the

Candidate on whose behalf the objection is beingmade. The Returning Officer may then give the MétisCitizen a ballot paper so that the Métis Citizen maycast his or her ballot. In the event of an objection to theMétis Citizen, the Returning Officer shall follow theprocedure under Article 36.7 of this Electoral Act.

• The Returning Officer shall record the namesand obtain the signatures of all persons who, althoughdeemed ineligible to vote, attended at the PollingStation and requested a ballot.”

Specifically...

STEP 1: On or before August 26, 2008 (12:00midnight), a written request (via email or fax) is to bemade by a MNBC citizen to the Chief Electoral Officein order to receive an Advance Mail-In Ballot. TheMNBC citizen will need to provide the Chief ElectoralOffice with:

A) His/Her Full Name

B) MNBC Citizenship Number

C) Complete Mailing Address

D) MNBC Region

E)MNBC Local Chartered Community

F) Date of Birth

G) Sex (Male or Female)

The above mentioned information is intendedto aid the Chief Electoral Office in verifying who thevoter is and most importantly, which ballots he/she isentitled to have for voting purposes.

The ballots will be mailed out in hard copyformat to individuals who have formally requested (inwriting) an Advance Mail-In Ballot. The ChiefElectoral Office will make a proper notation in ourcentral files in order o prevent double voting.

STEP 2: No later than September 10, 2008(4:30 pm), Advance Mail-In Ballots are to be received(NOT POSTMARKED) by the Chief Electoral Office.Advance Mail-In Ballots are to be directly sent viamail to the Chief Electoral Office....

29.1. No person shall interfere or attempt tointerfere with an Elector who is marking hisor her ballot or casting his or her vote orotherwise make any attempt to obtain, at thepolling station, information as to theCandidate or Candidates for whom an Electorat that polling station is about to vote or hasvoted.• No individual shall, directly or indirectly,threaten to inflict injury, damage, harmor loss on or against an Elector so as topersuade or compel the Elector to vote orrefrain from voting, or because the Electorvoted or refrained from voting.

29.2. No person shall, having voted, apply atthe same election for a ballot paper in theElector’s own name, or vote more than onceat the same election.

29.3. No individual shall vote knowing thathe or she has no right to vote, or induce orpersuade any other individual to voteknowing that the other individual has no rightto vote.

29.4. No person shall apply at an election fora ballot paper in the name of another person,whether living or dead, or a fictitious person.

29.5. The campaign office of a candidatemust not be within one (1) kilometer of apolling station.

29.6. There shall be no campaigning in or inthe vicinity of a polling station on ElectionDay.

29.7. Every Returning Officer and Poll Clerkare responsible for maintaining peace andorder in their polling station during anelection.

29.8. During an election, no candidate orother person on behalf of a candidate shall,directly or indirectly, or as an accessory, giveor cause to be given any alcohol or spirits toor for any person, for the purpose ofpersuading that person to vote for thecandidate or for the purpose of influencingthat person or any other person to vote orrefrain from voting at an election.

29.9. No candidate shall make or take a shareor interest in a bet or wager based on theresult of the election.

29.10. Any person in breach of Article 29 ofthis Electoral Act will be removed from thepolling station and will not be entitled tovote.

Born and raised in St.Eustache, Manitoba, Ihave a long Métislineage. Mom and Dad,Pearl and Paul, are longtime residents of St.Eustache and continue tolive in this vibrant Métiscommunity. My wife,Gloria, and I have beenmarried for 33 years andhave raised two children,

Corry and Christina and have one grandchild, Paul.I have worked as a journeyman pipe fitter for the last 18years at the Crofton Pulp and Paper mill and Gloria is acommercial management accountant working for HayesForest Services for the past 14 years. We raised ourfamily in Duncan, on Vancouver Island.

There are a number of reasons why I am running forpresident of the Métis Nation BC — none moreimportant then our inherent right of self-government. Through self governing initiatives our people will oneday take control of our destiny, putting to an end over ahundred years of suppression, discrimination, andcontrol!How do we do this? Through our collective experienceand integrity as aboriginal people. Many of us have dedicated years of unwavering andenduring service to the Métis people in British Columbiaand Canada. Personally, throughout those years I havealways considered myself a grassroots person withgrassroots values — learning more from my mistakesthan successes. It is my commitment to the Métis people in B.C. tocontinue to gain insight from the grassroots people andtheir communities. This valuable information will aid inputting together an effective, realistic, and collectiveself-government, which is based upon communityautonomy.

Earl BelcourtI was born May 25th,1944 in Olds, Alberta,to Cecile Marie Dumont(Vaness) and JosephAmbrose Dumont, bothof Métis ancestry. I attended postsecondary education atthe Northern AlbertaInstitute of Technology(NAIT) as a tradesmanwith a red seal inElectronics and spentnine years in theelectronics field. Imoved into the forestindustry and worked forseveral years as asupervisor on the westcoast before joining theWorkers Compen-sations Board in 1992 asa safety officer. I retiredin 2006.I have been an active Métis community member and haveplayed a major role in a number of Métis cultural events. I waselected vice president for the Métis Nation British Columbiaon April 17, 2004 based on my years of volunteer work in theMétis community. Then I was elected president of the MétisNation British Columbia in a provincial by-election December3rd, 2005 and remained as the elected president during thisrecent term of office.I presently live in Errington, B.C. with my fiancée JoanneDante. My four adult children and eight grandchildrencurrently reside in Campbell River.

My commitment for the next four years will focus on:

1. Continue to fight for national equality at the MétisNational Council.2. Ensure renewal of the Métis Human ResourceDevelopment Agreement.3. Continue partnership with the provincialgovernment to support Métis Nation needs in health,housing, economic development, and education.4. Continue to address challenges facing Métischildren and family services in B.C.5. Increase support for Métis cultural programsthroughout the province.6. Support Métis rights in British Columbia.

My family comes fromHodgson, Manitoba wherefamily members still live onthe family farm where myfather was raised. I spent my younger yearsgrowing up in Hedley,British Columbia. I am thesecond youngest of ninechildren, all of whom wereraised by our single motherwho lost my father due to anunfortunate industrialaccident. Bev and Tracey. Today wehave five grandchildrenwhom we love spendingtime with.Being a strong leader and ahard working individual hasbrought me to realize many

opportunities over mylifetime. I was a member of the Royal Canadian Navy for anumber of years. I have worked in the construction and miningfields. I am a welder/steel fabricator by trade. I am a retiredmember of the International Union of Operating Engineers(IUOE) Local 115 joining them in 1968 and retiring in 1998. Iwas elected to the executive board in 1980 as an auditor andworked for the union from that time as an agent and negotiatoruntil 1998 when I retired.In 2001 I became involved with the Métis Nation BritishColumbia. Since my first election I have served the MétisNation in many roles including Minister Responsible for MétisChildren & Families, Minister Responsible for Employment &Training, regional director of Thompson/Okanagan as well asMNBC treasurer.

have advocated for Elders,youth and women.

In 2005 I was nominated for Citizen of the Year and amcurrently nominated for the Aboriginal Person of DistinctionBC 150 award. I have also participated, with Dr. Mike Evans and the PrinceGeorge Métis Elder Society, in the writing of two books;“What it is to be Métis” and “A Brief History of the short lifeof Island Cache”. My husband, daughters and grandchildrenhave been my strongest supporters.As chair of the Métis Woman of B.C., I have been involved inthe establishment and delivery of many groundbreakingprograms. Among them are the new violence preventioninitiative “Sihtosakatowin” which focuses on Métis values andteachings with community driven activities for all members ofthe community. My working careerspanned 25 years ofmanaging camps,with extensivestaff members,throughout the oil fields and logging industries of B.C. andAlberta. After a successful career as a camp manager, Ienrolled in office training courses, in order to support theMétis community in Fort St. John. Today, my husband, Mike(of 42 years), and I are semi-retired and operate a meat cuttingbusiness, processing wild game and domestic meat.We have three wonderful adult children and four super grand-children.

Mine is a large Métis family with eight brothers and sisters.Together we have learned to enjoy and appreciate our Métisheritage. I have always felt a strong commitment to the MétisNation, and especially to Métis women in B.C. My family's involvement with the Métis community startedwith my father, Jim, who served as president and was a boardmember at the local friendship centre for a number of years. This commitment to building a strong Métis Nation continuedwhen I was acclaimed as the Northeast regional representativefor the Métis Women's Secretariat-British Columbia in 2005.Over the past three years I have worked to ensure that Métiswomen are represented in Métis Nation British Columbiagovernance, policy, programs and services.

bouring farms,the Hall brood could be found ‘sporting’ mukluks andmoccasins.As the youngest I was often recruited by my mother onher Seneca root digging excursions. During these walks,traditional knowledge of medicine harvesting wastransferred to me for future use. I recall Michif conversa-tion, the lively fiddle, spoons and traditional Métis foodsalways being present in the home.A father of five I have dedicated much of my energies toprojects that promote the rejuvenation of the Michiflanguage. My desire is that the Métis will never bereferred to as ‘the Forgotten people’ again.

Henry HallI was born inBattleford,Saskatchewan andraised in Victoriaby Métis parents.Upon high schoolgraduation, Ienlisted in theRCAF as anaircrew navigator.After I completedmy tour I joinedCentral SaanichPolice, moving twoyears later toEsquimalt Police. Icompleted mypolicing career witha three yearteaching assignment at the police academy, retiring assergeant. Subsequently, I joined the City of Surrey as abylaw enforcement officer, serving a further 10 years.I became a member of the Nova Métis Heritage Society,serving as both director and vice president for twoyears. In 2004, I was elected to the MNBC as LowerMainland regional director. I am also proud to say that Iam a Métis veteran, recently selected to the MetisVeterans' Colour Party.

As the current regional director, I have some importantprojects to complete, such as our involvement in the2010 Winter Games, where I can use my recentexperience in planning NAIG to ensure Métisinvolvement is even more significant in 2010.

Our justice program was very successful — its returnis imminent. In Housing, we are on track and recentmeetings with the provincial government have beenvery productive.

My other duties include: chair of the Human ResourcesCommittee, signing officer, MNBC representative to theUAS, and soon I will be working with the VancouverPolice Department Aboriginal Policing Section. I alsorepresent MNBC on a regular basis at functions in theabsence of the MNBC president and other ministers.

I was born andraised in Quesneland have alwaysbeen proud of myMétis ancestry. Ihave been activein the local Métiscommunity aspresident and I amcurrently a schooltrustee for SchoolDistrict #28. Ihave beendancing with theMétis jiggers for the past seven years and find it veryfulfilling to be passing this tradition on to our youngpeople.

It is a great privilege to be able to run forregional director. I will do everything I can to honour thetrust that has been given to me. I know there is a greatresponsibility involved in Métis Nation leadership and Iam prepared to take on this responsibility.

We should, as a nation, celebrate and honour ourdemocracy, making a system we can be proud of andshare with other provinces. I believe that every votecounts and seek to include all citizens in the electoralprocess. I believe the Métis Nation should be a world ofco-operation, not competition, where all Métis citizenswill be well fed, well clothed, adequately housed andwell educated. I believe that each community shouldretain its cultural identity and individuality. I believe it ishigh time that the bloated Métis leaders live within theirmeans. Métis families have to balance their budgets, sowhy shouldn’t our leaders? I am a strong believer inaccountability in all walks of life.

I want to put an end to old battles of the past. Itis time for a new page to be written in our history. Thefuture is too important for us not to work together. Ourchallenges of the future will carve out our Métis Nation.

My door will always be open to Métis,Aboriginal and non-Aboriginal peoples. I believe that theMétis Nation is one big family because “Without familywe are nothing”.

I had beenapproached some time agoto consider running for theNorth Central RegionalDirector position withinMNBC. I have now beennominated and quitehonoured. And now, it is inthe voter's hands.

My main concernis to ensure our languageand culture is notforgotten. Our children andgrandchildren need their language to enhance Métisidentity.

Justice is another concern. When I left the forestsector in 1980, I was a shop steward PPWC Local 25 andforcefully advocated for the employees. I have sinceworked in the justice system as a native court worker for26.5 years until July, 2007.

I see myself as a strong ADVOCATE. I believein being a team player and I really feel that collaborationis essential in bringing together unity.

Métis rights is another passion for me. In the areaof hunting, fishing, and the duty to consult andaccommodate. In essence I have a vision, and this is to seethe Métis Nation in B.C. continue to build, and I hope toplay a part in it.

Elect me as your Central Regional Director and Ipromise to make sure your voice is heard!

I successfully completed tradecertification and spent the rest of my career workingwithin this trade.My family and I have been active in the Métiscommunity in Northeast British Columbia for severalyears. I have eight brothers and sisters who are aware oftheir uniqueness as Métis people. Growing up in aMétis family and discovering our roots has taught me tostand proud today. I have volunteered countless hours within the MétisNation at both the community and provincial levels. Ihave served as a past board member of the MétisChartered Community in Fort St. John and have servedthe Métis Nation today since first elected as the MNBCNortheast regional director in 2004.As the Northeast regional director I supported the MétisChartered Communities in Fort Nelson, Fort St. John,Dawson Creek, Chetwynd, and Hudson Hope. I wasappointed the MNBC Minister Responsible forEconomic Development and served this provincialappointment since 2004.I presently reside in Fort St. John with my wife Jan.Together we have raised three daughters and now havetwo granddaughters.

I bring with me 15 yearsexperience as anadvocate working toprovide assistance to those impoverished by differentfactors, be it financial, lack of education, or other.

Although I specialize in the area of residential tenancy, I also assist clients who have had issues with differingprovincial and federal government agencies such as theMinistry for Child & Family Services, the Ministry ofEmployment and Assistance commonly known aswelfare, and others including but not limited toImmigration, and Canada Revenue tax matters.

I have a vast knowledge of varying resources availableto community members within our region who requireassistance, including those with health matters, thoseseeking disability benefits, those seeking referral fortheir drug and alcohol addictions, and others.

I also volunteer as often as I can for the RoyalCanadian Legion and I am a very big supporter of ourMétis veterans.

From past experience, I know that there is a process inplace to be followed and it is my wish to be part of thatprocess. I believe I can lend a voice in relation to theneeds of our people, and on behalf of the needs of ourwomen and our daughters, who are the Métis women ofour future. I believe we have a right to be heard! As aMétis woman of today, I know that we can, and do,make a difference.
