The President invited him to invest in three special economic zones which are underway in Myanmar and to make a mutual cooperation in solar power generation for supply of electricity to rural areas, infrastructural development and dockyards. plane on Wednesday, suspecting it of carrying military equipment from Moscow, whileTurkey’s military chief warned of a more forceful response if shelling continued to spill overthe border.Military jets escorted the Damascus-bound Airbus A-320, carrying around 30passengers, into the airport in Ankara hours after Turkey’s chief of staff said his troops wouldrespond with greater force if bombardments from Syria kept hitting Turkish territory, Turkishstate-run television said.

“We are determined to control weapons transfers to a regime that carries out such brutalmassacres against civilians. It is unacceptable that such a transfer is made using our airspace,”Foreign Minister Ahmet Davutoglu said.”Today we received information this plane wascarrying cargo of a nature that could not possibly be in compliance with the rules of civilaviation,” he said in Athens during an official visit, in comments broadcast live on Turkishtelevision.The Turkish authorities had seized some of the cargo, Davutoglu txold reporterslater in televised remarks. Middle East Syria-Turkey border tension unlikely to evolveinto war

DAMASCUS, 11 Oct — Thecross-border tension betweenSyria and Turkey, which hasbeen gaining momentumsince last week, is unlikely toamount to a full-fledged warbetween both countries, inpart due to the willingness byboth sides of avoiding a widerMiddle East conflict, analystssaid.

Syria is now facing bothfierce fights with oppositionrebels and border tension withTurkey, following theTurkish army’s bombardedon some targets in Syria inretaliation to the Syrianshelling of a Turkish bordertown that killed five civiliansduring clashes betweenSyrian army and rebels on

border towns. The Turkishgovernment said recently thatit would not stand idle beforesuch kinds of “provocations”from the Syrian regime, whilethe Turkish parliamentauthorized a mandate toapprove cross-border militaryaction into Syria in responseto the death of five civilians.Turkey’s Prime MinisterRecep Tayyip Erdogan saidhis country has no intentionto start war in the region, butcautioned Damascus not totest Turkey’s “limits anddetermination.”

World Bank, ADB to write off Myanmar’s overdue debt from JanTOKYO , 11 Oct — The Asian Development Bank and the

World Bank, Myanmar’s second and third largest creditors,will start writing off the Southeast Asian country’s overduedebt to them in January, Japanese Finance Minister KorikiJojima said on Thursday. Jojima made the remark at the startof a meeting of officials from Myanmar and its main creditorsheld in Tokyo to discuss how to settle roughly $900 millionin overdue debt to help the Southeast Asian country’seconomic development.

The meeting, hosted by Japan on the sidelines of theannual meetings of the World Bank and the International

Monetary Fund, is aimed at paving the way for theinternational community to start providing full-fledgeddevelopment assistance to the long-isolated country. Thesettlement of Myanmar’s debt to the World Bank and theADB has been eagerly awaited by Japan, Myanmar’s largestcreditor. Tokyo has already agreed to settle Myanmar’sroughly 500 billion yen debt to it but has yet to implement therelief programme.In his remark at the outset of the meeting,Jojima called for international support for Myanmar’seconomic development.

The debatewas perhaps the trigger, andthe positive coverageRomney gained from thedebate ... is also part of theexplanation on this.” Pollrespondents said Romneywas best placed to handle theUS economy, help fixunemployment and deal withthe federal deficit.

Romney’s best showingagainst Obama was for hisplan to tackle the federaldeficit. A total of 39 percent ofregistered voters said Romneyhad a better approach to thedeficit, compared to 27 percentfor Obama. The two were tiedat 33 percent on that issuebefore the debate.

UNSG Message onthe International Day of the Girl Child

11 October 2012Girls face discrimination, violence and abuse every day across the world. This

alarming reality underpins the International Day of the Girl Child, a new global observanceto highlight the importance of empowering girls and ensuring their human rights.

Investing in girls is a moral imperative – a matter of basic justice and equality. It isan obligation under the Convention on the Rights of the Child and the Convention onthe Elimination of All Forms of Discrimination against Women. It is also critical forachieving the Millennium Development Goals, advancing economic growth and buildingpeaceful, cohesive societies.

For this inaugural day, the United Nations is focusing on the issue of child marriage.Globally, around 1 in 3 young women aged 20 to 24 — approximately 70 million — weremarried before the age of 18. Despite a decline in the overall proportion of child bridesin the last 30 years, the challenge persists, particularly in rural areas and among thepoorest. If present trends continue, the number of girls who will marry by their 18thbirthday will climb towards 150 million in the next decade.

Child marriage divorces girls from opportunity. It jeopardizes health, increasesexposure to violence and abuse, and results in early and unwanted pregnancies – anoften life-threatening risk. If a mother is under the age of 18, her infant’s risk of dyingin its first year of life is 60 per cent greater than that of an infant born to a mother olderthan 19.

Education for girls is one of the best strategies for protecting girls against childmarriage. When they are able to stay in school and avoid being married early, girls canbuild a foundation for a better life for themselves and their families. And if they havealready been married young, access to education, economic opportunities and healthservices — including HIV prevention and sexual and reproductive health — will helpenrich their lives and enhance their future.

I urge Governments, community and religious leaders, civil society, the privatesector, and families – especially men and boys, to promote the rights of girls, includingthrough the relevant Conventions, the Beijing Declaration and Platform for Action, andthe Programme of Action of the International Conference on Population and Development.Let us be guided by the theme of today’s observance – “my life, my right, end childmarriage” – and let us do our part to let girls be girls, not brides.—UNIC/Yangon

attention on the need to address the challenges girls face, promote their empowerment andfulfil their human rights.

This year we have come together to focus on child marriage.Child marriage is a violation of human rights, and it is prevalent in several regions of

the world, particularly in rural areas and among the most disadvantaged communities.Globally, around 1 in 3 (or approximately 70 million) young women aged 20–24 in developingcountries (excluding China) were married before their 18th birthday.

The consequences of child marriage are as serious as they are wide-ranging. Girls arenot only at risk of early and unwanted pregnancies, but the complications associated withpregnancy and child-birth are among the leading causes of death for girls aged 15–19worldwide.

Child brides are also more likely to experience discrimination and violence. Too often,they have little or no ability to leave abusive partners and secure the social and legal supportthey need to improve their situation.

The collective burdens of housework, childcare and family pressure can often preventor prematurely end the education of a child bride. While girls with low levels of educationare more likely to be married early, those with secondary education are up to six times lesslikely to marry as children, and more likely to send their own children to school.

Education is one of the best strategies to protect girls against child marriage and providethem with the opportunity to build a better life for themselves, their families and theircommunities.

If we can end child marriage, we can change the lives of girls everywhere. We can helpthem enjoy their childhoods; enrol them in school; protect them from complicated pregnanciesand births. We can keep girls safe. And as we do all of this, we help break the cycle ofintergenerational poverty.

We call on governments, civil society organizations, the private sector, faith-basedgroups and the international community to accelerate efforts to:

* Enforce legislation to increase the minimum age of marriage for girls to 18;* Improve equal access to quality primary and secondary education;* Mobilize girls, boys, parents and leaders to change discriminatory gender norms and

create alternative social, economic and civic opportunities for girls;* Support girls who are already married by providing them with options for schooling,

sexual and reproductive health information and services, including HIV prevention,livelihoods skills and recourse from violence in the home;

* Address the root causes of child marriage, including violence against girls andwomen.

HEFEI, 11 Oct — Five people have been confirmed deadand one missing in a coal mine gas accident that occurred onWednesday in east China’s Anhui Province, local authoritiessaid on Thursday.

LONDON, 11 Oct — Wheatyields in Britain this year havebeen the lowest since the late1980s, the National FarmersUnion said on Wednesdayissuing results of a harvestsurvey.

The NFU estimated thatUK wheat harvest at 13.25million with a yield of 6.7tonnes per hectare, down fromfive-year averages of 14.92million and 7.8 tonnesrespectively.

ALBERTA , 11 Oct —Western Canadian ranchersand feed lots are holdingslaughter-ready cattle backfrom market longer than usual,absorbing extra costs as theytry to wait out the closure ofone of the region’s biggestprocessing plants due to amassive recall of tainted beef.But as the closure of the XLFoods Lakeside plant atBrooks, Alberta nears the two-

week point, the industry willsoon have to consider sharplyincreasing exports of slaughter-ready cattle to US packingplants, said Brian Perillat, senioranalyst at CanFax.

“On the fed cattle side,things are going to get tougherbefore they get better,” he said.“It has been muted in the shortterm (as) we’ve been able tohang on and limit the numberof marketings to keep the price

up. But at some point we’regoing to get squeezed.”Holding back cattle from themarket comes at a cost of aboutC$4 per head per day, saidBryan Walton, CEO of theAlberta Cattle FeedersAssociation.

A recalls of steaks, groundbeef and other meats from XLFoods, totaling more than 1,800products, began in mid-September, and the CanadianFood Inspection Agency(CFIA) closed the plant on 27September .Western Canadianfed cattle exports to the UnitedStates are approaching 10,000head per week, nearly doublethe number in early Septemberbut similar to a year ago. National Grid ramps up search for UK CO2storage site

LONDON, 11 Oct —Britain’s National Grid Plc isto drill off the coast ofYorkshire in northernEngland in an attempt to finda suitable site to store carbondioxide (CO2) emissions,giving a boost to a technologytipped to help the UK meet itsclimate targets.

“This drilling operationis a major step forward in thedevelopment of a long-term,large-scale CCS (carboncapture and storage) clusterof transportation networksand storage facilities in theUK,” Jim Ward, NationalGrid’s head of CCS, said onWednesday.

The UK has a target toslash greenhouse gasemissions by 80 percentbelow 1990 levels by 2050 and

the government sees CCS,which collects carbonemissions from powergenerators and stores themunderground, as a keycomponent to achieving thisgoal.

National Grid and itspartner, the EnergyTechnologies Institute (ETI),a joint industry andgovernment body, said thedrilling would help assess theviability of storing carbondioxide in a porous rockformation, rather than in adepleted oil or gas reserve,under the sea.

The project would becomplementary to otherefforts to find a solution tocarbon emissions. Britain hasa 1 billion pound competitionto help fund demonstration

projects for CCStechnologies, which it saidhas attracted the interest of16 companies, includingNational Grid, as well asCentrica Plc and SSE Plc.

The government has notspecified which projects havebeen entered for thecompetition, but National Gridis working as part of theconsortiums for five CCSprojects proposed in the UK,according to its website.Three of these projects, twoof which aim to captureemissions at gas-fired powerplants and one at a coal powerstation, are based inYorkshire. President vows to strengthen ties with ROKthrough cooperation

NAY PYI TAW, 11 Oct—President U TheinSein, who was in Seoul of the Republic ofKorea, attended a dinner hosted by Presidentof the Republic of Korea Mr Lee Myung-bak, at President’s Residence in Seoul at6.30 pm local time on 9 October.

It was attended by Union Ministers,Region Chief Ministers, Deputy Ministers,departmental heads, ministers of ROK, high-ranking officials and chairmen andexecutives from economic organizations.

At the ceremony, Mr Lee Myung-bakextended greetings and made a wish.

In his speech, President U Thein Seinsaid that diplomatic ties between Myanmarand the ROK was established since 1975.Since then, relations between the twocountries have improved. And friendlyrelations between citizens of both countrieshave also improved. There have been a lotof cultural and economic relations betweenthe two countries.

The President expressed, on behalf ofMyanmar people, his special thanks for ROK’sdevelopment assistances to Myanmar bymeans of development aids, human resourcedevelopment, mutual cooperation andinvestment during the past decades.

He continued to say that he would liketo thank ROK for its pledge to boostcooperation in the political, economic,social and multisectors.

Mr Lee Myung-bak paid a State visit to

Myanmar for the first time during 29 years.He said he also paid a State visit to the ROK.He continued to say that their exchangevisits would be landmarks for both countries.He believed that bilateral relations andmutual cooperation between the two countries

would be developed through these visits.Thanks to Korean people’s strenuous

efforts under the leadership of Korean leadersincluding the Mr Lee Myung-bak, ROK hasachieved its multi-sectoral development andsuccesses within the short period of time. Healso said that he and Myanmar people takepride for ROK’s successes. Myanmar is making reforms in almostall sectors including political, economicand social sectors. Western countries haseased and lifted economic sanctions againstMyanmar. Generalized System of Preference(GSP) for Myanmar’s export will bereinstated soon.

Myanmar is a resource-rich country andhas sufficient workforce. So, Korean

businesses are invited to make investmentsin the factories that produce finished goodsand manufacturing industries, factories andworkshops that can create many jobopportunities, by using the resources.
