Description• In mobile measurement reports MS is sending 6 best NGBRs (from Freqs in

BA2 List) with BCCH, NCC, BCC & Level. We are using these MRs and will find out which all are the existing NGBRs serving with Good level and Good no of MRs.

• Also NGBRs which are not defined will come with No of MRs and Level; We can compare with existing ones and decide on NGBRs addition/Deletion.

• Always check No of MRs and Level both as well MAPinfo or Google earth cross verification needs to be done before doing any changes on the basis of this tool output. Sample analysis is attached.

• For scanning all the Frequencies available First Dummy NGBRs with all the BCCHs available needs to be added in BSC.

• After That Take 3 days Reports for 18 to 23:59 hrs; +-3 hours of Network Busy hour.

• Take the reports mentioned in the next slide and send it to your corresponding NPO Team member as currently this tool is available centrally.




Reports Required

• Report-1:Neighbor Cell Level Measurement per Cell in CSV format.

Counters : S360, S361, AS360




• Report-2: “Cell Report Of GSM” From M2000 in CSV format.




How Output Report looks like

• Your Raw Output report will look like;

• Format the Report in this fashion manually meanwhile we will add this facility in Tool. Take Dump From BSC and Check whether that Particular NGBR is defined or not? Distance is in Meters convert it in KMs. Level : AS360 counter Tell you Level: Convert it in DBm with (AS360-110) S361 Will give No of MRs reported for that NGBRs

• In Above Snaps circled site was defined in Alpha sector but not in beta and we getting very good counts with good level so we have added the NGBR.
