on Mess Inspections at various Halls of Residence
2012-13
PREFACE IIT Kharagpur consists of 18 Messes run by the Hall Management
Centre & on private basis to cater the food requirements of
boarders. Mess Monitoring Committee assists in the robust
functioning of mess in co-ordination with the Hall Council and the
HMC.
The MMC conducted an inspection throughout the campus to
analyze the existing problems. The report comprises of a detailed
analysis based on feedback collected from respective hall boarders,
issues discussed with the Mess Committees & the MMC inspectors.
Parameters like quality of raw materials, cleanliness of cooking area
etc. on which the messes have been rated are clearly stated in the
report.
Team MMC set out on raids on a surprise basis to various halls
under the guidance of Hall Mess Committees. We have tried to take
utmost care, addressing the problems in different halls and bringing
the major ones to the notice of HMC. Hope we stand out well,
serving the needs of the student community with your support.

All the halls were inspected on the dates as mentioned and suitable
feedback were collected from randomly selected hall boarders which
were given due importance in the report. Observations by the MMC
inspectors are enlisted followed by the suggestions put forth by the
Committee.
AZAD Hall
Problems: 1. A new Roti-making machine is strictly required. A single machine doesn’t fulfil the needs of 707 students. 2. Constant decrease in the number of chairs. 3. A new water cooler is required.
Suggestions: 1. Bring this to the notice of HMC. 2. G.Sec. Mess can look into it. 3. G.Sec. Mess can request for it.
B.C. Roy Hall
Problems: 1. Students demand for hotpot, jugs and more utensils. 2. Water cooler need to be maintained properly. 3. Lots of cats.
Suggestions: 1. G.Sec. Mess can make them available. 2. Ask G.Sec. Maintenance. 3. Inform the HMC to notify the Animal Control Board.
Gokhale Hall
Problems: 1. 85% boarders are not satisfied with the performance of G.Sec. Mess. 2. Paneer and peas provided are not at all edible. 3. Food color is used. 4. Food gets over before time. (Mess workers have uncontrolled access to food and raw materials.) 5. Card system is required. 6. Raw materials like vegetables and fruits are taken away by workers. 7. No hot water treatment while washing utensils. Geyser is required. 8. No proper drainage and disposal system. 9. Clothes were found hanging inside the mess area where vegetables are kept. 10. At present, a blue asbestos shed cover the open area in the mess. It darkens the place and a white/translucent shed is demanded. 11. Utensils were found to be left unclean after use. 12. Many insects and some lizards in store room.
Suggestions: 1. Students must realise their power. Approach the Warden and HP to impeach the G.Sec., if required. 2. Impose Fine on the contractor, if required. The G.Sec./ Warden be asked to look into this. 3. Include in General Notice to strictly ban its use in the campus. 4. Discuss with the Committee on bringing control in the access of mess workers to food and raw materials. 5. Introduce Online Option system. 6. Check on the access. The G.Sec. Mess can try to control it. 7. Send the standard wash procedure that need to be followed in messes to the G.Sec. Mess and get it modified. 8. G.Sec. Mess need to keep a check on it. 9. G.Sec. Mess need to keep a check on it. 10. Ask G.Sec. Maintenance to look into it. 11. G.Sec. Mess need to keep a check on it. 12. G.Sec. Mess need to keep a check on it.
HJB Hall
Problems: 1. No brand is specified for rice, atta, etc. and raw rice and boiled rice cannot be distinguished. 2. Food color is used which is not healthy. 3. Gas store is not isolated because of which accidents may occur. 4. Dishwash liquid is not used. 5. Non prescribed brand of oil is used. 6. No Roti-making machine and the condition of the Tawa being used now is extremely dangerous. 7. Brand of ice-creams given need to be changed. Suggestions: 1. Ask HMC to specify the brand names of rice, atta. etc in the tender. 2. Include in General Notice to strictly ban its use in the campus. 3. Ask HMC to isolate the Gas storage. 4. Include in General Notice to introduce dishwash liquid for cleaning utensils. 5. Impose Fine.
6. Ask HMC to provide them a new Roti-making machine, if possible AND get the maintenance of the tawa done ASAP. 7. G.Sec. Mess can look into it.
JCB Hall
Problems: 1. No brand is specified for rice, atta, etc. and raw rice and boiled rice cannot be distinguished. 2. Food color found to be in use. 3. Dishwash liquid is not used. 4. Non prescribed brand of oil is used. 5. Workers(attenders) are not attentive. Suggestions: 1. Ask HMC to specify the brand names of rice, atta. etc in the tender. 2. Include in General Notice to strictly ban its use in the campus. 3. Include in General Notice to introduce dishwash liquid for cleaning utensils. 4. Impose Fine. 5. Inform Sahoo Sir to bring this situation to the notice of the Warden.
LBS Hall A very new mess, no complaints received during inspection.
LLR Hall
Problems:
1. Quality of raw materials is not satisfactory. 2. Masala nearing expiry date and the things not in use are not disposed. 3. Cooking area is slippery. 4. Washing procedure is to be standardized. 5. Machines are to be maintained properly. 6. Roti machine to be shifted.
Suggestions:
1. G.Sec. Mess can look into it. 2. Dispose away expired items.G.Sec. Mess can look into it. 3. Get it bleached. G.Sec. Mess can look into it. 4. Send the standard wash procedure that need to be followed in messes to the G.Sec. Mess and make it happen. 5. Ask G.Sec. Maintenance to look into it. Collect the list on the contact details of mechanics/electricians/contractors and forward it to the G.Sec. 6. G.Sec. Mess can look into it.
MMM Hall
Problems: 1. Mess workers are very irregular because of which the service is poor. 2. Mess workers take food for themselves which is in high quantity. It has to be regulated. 3. Mess timings are not proper and need to be widened. 4. Roti making time should be change. Presently it starts at 09:00hrs and because of this cold rotis are served. 5. One roti machine should be shifted upstairs. 6. One cold storage is not working and another one doesn't have lock because of which there is no regulation on the supplies taken out. 7. There is a shortage of utensils. 8. Exhaust system is dirty, extremely. 9. G.Sec. orders are not followed by the Manager. Eg. G.Sec. asked for a change in the brand of milk used, but this didn’t materialise. 10. Mess duty is sent away by the workers and the Manager. 11. Space is not enough especially during peak hours (12:30hrs to 13:30hrs). 12. Online option system is required.
13. When anything gets damaged no one comes to repair them (e.g., Geyser.) 14. Wheel is used to wash utensils. Suggestions: 1. a) Introduce an Attendance Register. b) Keep a check if they take more number of leaves than permitted. c) Mess Duty be present for the entire duration. 2. -Do- 3. Widen the mess timings to 2 hours. 4. Ask Sahoo Sir to look into it and convince them to start making rotis at 10:30hrs. 5. Ask Warden to get it shifted upstairs. 6. a) Ask G.Sec. Maintenance to get it repaired. b) Install a new lock. 7. Maintain a register to check the taking of utensils. 8. Ask the Warden to get its maintenance done; through Sahoo Sir. 9. Ask Warden to change the Manager (if service at MMM is more than 2yrs) if required. 10. Inform Sahoo Sir to bring this duty situation to the notice of the Warden. 11 Will be solved when mess timings are widened. 12. Introduce Online Option System. 13. a) Contact details of mechanics/ electricians/ contractors be collected and forwarded to G.Sec. b) Electrical Service Centre (Hall) be given the responsibility of the Hall Mess maintenance too. 14. Include in General Notice to introduce dishwash liquid for cleaning utensils.
MS Hall
Problems: 1. Accumulation of worn-out machines. 2. Repair of exhaust system in cooking area. 3. To increase the cap on the extras mess monthly bill.
Suggestions: 1. Get info on how to deal with completely dysfunctional machines to scrap. 2. Ask G.Sec. Maintenance; if not approach the HMC. 3. Ask Sahoo Sir to increase the cap.
MT Hall
Problems: 1. Food for students during summer and winter breaks. 2. Cats create hell. They roam around in the mess; lick up plates with leftover food which are left for cleaning after dinner. Suggestions: 1. Discuss the issue with the VP, Co-ords of the Committee. 2. Inform the HMC to notify the Animal Control Board.
Nehru Hall:
Problems: 1. Grinder need to be replaced. (HMC had been approached but disappointed.) 2. Leakage in kitchen and store room. (Already lodged a Complaint but no response) 3. Students demand an Induction heater in the counter for preparation of omelette. 4. Bread toaster (electric) in place of old conventional gas toaster demanded. 5. Maintenance of exhaust fans in kitchen area (4 nos.) (Already lodged a complaint but no response) 6. Animals randomly coming into the mess. 7. (STUDENT feedback)
Cleanliness of utensils, wash basin

Availability of spoons, plates, CHAIRS in mess.
Cleanliness of mess. Suggestions: 1. Bring this to the notice of HMC. 2. Bring this to the notice of HMC. 3. G.Sec. Mess can make them available. 4. G.Sec. Mess can make them available. 5. Discuss with the HMC as to what is done regarding the maintenance of machines 6. Inform the HMC to notify the Animal Control Board. 7. Can be solved at Hall level.
PATEL Hall:
Problems: 1. Installation of Aquaguard (only one working) 2. Insufficient utensils (Mess manager claims he bought some on his own expense) 3. Potato skimmer not working.
Suggestions: 1. Notify G.Sec. Maintenance to use the HOH. Discuss with the HMC as to what is done regarding the maintenance of machines wrto halls. (Pvt./HMC run) 2. Bring this to the notice of HMC. 3. Bring this to the notice of HMC.
RK Hall Problems: 1. Store room is not clean. 2. Washing area is slippery. 3. Exhaust system is to be repaired. 4. No centralised draft of duties for mess workers. (B/M/C and Cooks) 5. Repair the machinery. 6. Issue utensils from HMC (Keep a check on utensils) 7. Replace cooler with high capacity. 8. Don't have the information as to whom to be approached for the maintenance of Aquaguard and cooler.
Suggestions: 1. G.Sec. Mess can look into it. 2. Get it bleached. G.Sec. Mess can look into it. 3. Ask G.Sec. / Warden to get it repaired. 4. Make a draft to clarify the role of each mess worker. 5. Contact details of mechanics/ electricians/ contractors be collected and forwarded to G.Sec. 6. Approach the HMC. 7. Ask HMC for a larger water cooler. 8. Provide them with the details on whom to be approached for its maintenance.
RP Hall Problems: 1. Retired workers are not replaced because of which there is shortage of workers. 2. One more Roti-maker is needed. 3. There is no hand wash and dish wash. 4. Scent is used in friedrice/biriyani. Suggestions: 1. Ask the HMC to provide workers. 2. Ask the HMC to provide one. 3. G.Sec. Mess can look into it and provide them. 4. Include in General Notice to strictly ban its use.
RLB Hall
Problems: 1. Boarders facing problem with the Contractor's son.(Notice to be given) 2. No hot water wash because it is far from washing area. 3. Not clean cooking area. It’s too slippery. 4. Store room cleanliness to be maintained properly. Suggestions: 1. ISSUE A NOTICE. 2. Ask HMC to look into it and to make a hot water connection. 3. Get it bleached. G.Sec. Mess can look into it. 4. G.Sec. Mess can look into it.
SN Hall
Problems:
1. No proper ventilation in the cooking area. 2. Washing area is too slippery.
Suggestions:
1. Ask G.Sec. Mess to inform the G.Sec. Maintenance to install new ventilation system using the HOH allotted to the Hall. 2. Get it bleached. G.Sec. Mess can look into it.
VS Hall
Problems: 1. Washing powder is used to clean utensils. 2. No handwash provided. 3. Exhaust fan is not cleaned. 4. No concept of super special dinner. 5. Soda is used in rotis and very frequently in other items. 6. Scent is used in fried rice, biriyani. Suggestions:
1. Include in General Notice to introduce dishwash liquid for cleaning utensils. 2. G.Sec. can look into it. 3. Ask the Warden to get its maintenance done; through Sahoo Sir. 4. Include in General Notice to strictly ban its use. 5. Include in General Notice to strictly ban its use.
