Notes: A "maiden speech" is defined here as the first time that a Member makes a speech in the House, subject to the following conditions. “Traditional” maiden speeches usually are considered to be given either during the Address-in-Reply to the Speech from the Throne, or during the debate on the Budget Speech. The speech will occur after that Member's election, while the Legislature is in session. Therefore, to qualify the speech must be made during:

• Address-in-Reply to the Speech from the Throne, or • Debate on the Budget speech.

Although the following types of speeches may be first actual speeches in the House, they are not considered to be “traditional” maiden speeches: (See footnote 1 below for a list of first actual speeches)

• Ministerial Statements; • Member’s Statements; • Debate on a bill, or a Minister’s 2nd Reading introduction of a bill*; • Condolence Motions*; • Emergency Debates; • Resolutions; • Motions under Rule 59. (Previously, this was Rule 46).

*Traditionally, Condolence Motions are introduced near the beginning of a new session or legislature and thus, many MLAs have actually spoken in relation to them for their first speeches. New Ministers who are also new MLAs, for example, may rise to introduce 2nd Reading of a bill or to speak on some other matter (not including Question Period) before addressing the Assembly in the Throne Speech Debate or Budget Debate. These 2nd Reading speeches are then considered their first speeches. Also excluded from consideration for maiden speeches are:

• all exchanges in Question Period, • all Motions for Return advising of written questions to be asked, • all interjections during another Member's speech, • all introductions of guests, • all speeches given in committee, except before the Committee of the Whole [House] as listed above under inclusions, and • all responses to Ministerial Statements, since these often involve questions from Opposition Members, and, thus, are considered analogously

to Question Period. It may not be necessarily the case that a Member speaks in the first session following a general election. For example, the 17th Legislature, 1st Session, 1971 and the 18th Legislature, 1st Session, 1976 did not include a Budget, so any new MLA who did not speak to the Address-in-Reply to the Throne Speech gave his/her maiden speech in the following session (such as Elwood Cowley, Larry Birkbeck and Dennis Ham).

This, technically, is the shortest Throne Speech Debate ever found, and also the shortest Maiden Speech. Currie then spoke on the Budget in April 1983, and this has been referenced above. 2 – (Axworthy, Elhard and Yates) Elected in a by-election 1999-06-28, but never took their seats in the 23rd Legislature before the general election of 1999-09-16, resulting in the Member's first speech in the 24th Legislature. 3 – Allan Kerpan took his seat on the last day of the last session of the 24th Legislature, June 27, 2003, but did not deliver a traditional maiden speech until he was re-elected to the 25th Legislature.

4 – Darrel Cunningham did not deliver a traditional maiden speech until the 4th Session, 22nd Legislature, when he participated in the Budget Speech debate. 5 – Gordon Wyant took his seat at the very end of the 3rd Session, 26th Legislature, October 27, 2010, in the morning just ahead of that Session’s prorogation speech, but his first appearance in Hansard did not occur until the next day, in the 4th Session of that same Legislature. 6 – Mr. Speaker referred to Ryan Meili’s first Member’s Statement on Monday, March 6 2017 as “the shortest maiden speech ever.” On Monday, March 13, 2017, Mr. Meili referred to his 2nd Reading debate speech as his “made-in-Saskatchewan maiden speech.” For the purposes of this document, neither of these speeches is considered Mr. Meili’s actual maiden speech.
