MONALISA act II, Brussels 2013-10-23

Page 31: Ml event 23 oct 13   session 1 - ml1

Background • Poor or no control of Pilot

exemption certificate • Fatigue at sea, how to minimize

risk of fatigue?• How reduce the increasing

administrative burden on board and at the same time create means for inspection of other certificates and reduce risk of forgeries?

Page 32: Ml event 23 oct 13   session 1 - ml1

Work doneSub act 1,Background and Concept

• Action research with maritime stakeholders to evaluate the attitude towards a new system

• A number of exam papers presented on subjects such as;- Inspection of working hours- Inspection of certificates in the Baltic area

• A comprehensive study on false certification and inspection in Europe

• Workshops and interviews with stakeholders.

• A number of exam papers presented on subjects such as;- Automatic registration of work hours at sea- Maritime regulations on hours of work- Issuing of certification in the Baltic area

• Workshops and interviews with stakeholders.

• Legal study conducted.

Page 35: Ml event 23 oct 13   session 1 - ml1

• Technical solution tested with different kind of carriers such as AIS, 3G, VSAT and Iridium

• Simulations completed in Q3 2013 • Full scale tests completed in May 2013• Presentations held at numerous conferences• Films and brochures produced

Work doneSub act 4, Testing and Dissemination

Page 36: Ml event 23 oct 13   session 1 - ml1

Results & Conclusions• Seafarers participating in the different tasks mainly positive towards a MONALISA

like system.- Could be a “Quality stamp” for “good” flag states.- May ease administrative burden for on board personnel- Will provide tools to identify problems related to working hours.

• “Big brother” effect smaller than anticipated.

• Low cost on board and on shore hardware based on existing technology if certificate databases ashore exists and are available.

However… - Could backfire if not implemented in larger areas at the same time. - Must incorporate some sort of “grey scale” to allow minor deficiencies.

Page 37: Ml event 23 oct 13   session 1 - ml1

Next step?• Results will be handed over to Swedish Maritime Administration and European

Maritime Safety Agency and is a feasible solution to the original problem with poor control of Pilot Exemption Certificates.

• Further studies are needed to look into limitations and possible dangers with such a system.

• How do we guarantee quality at the certifying organization? And how do we prevent “sales” at less serious certifying bodies and flag states?

Ensuring the Quality of Hydrographic DataSubactivity 3.1: speed up re-surveys

Freedom of the ocean is also visible in the Baltic Sea. The coastal countries have realized this and both the Baltic Sea Hydrographic Commission (BSHC) and the HELCOM ministerial meetings have addressed this with a need to re-survey the shipping routes with todays up-to-datehydrographic survey methods to obtainfull coverage bathymetric data. • action over the past 10 years;• based on the shipping routes and AIS records;• Roadmap to compete the work;• Chemical transport in the Gulf of Finland about 200 M tons annual;

HELCOM AIS track: 15 days in August 2013

Page 42: Ml event 23 oct 13   session 1 - ml1

Re-surveys of HELCOM I and II shipping routes and areas have covered about 34 000 km² within Motorways of the Baltic Sea and MonaLisa TEN-T programs.

~65% - open for public tendering;

~20% - SGEI service order;

~15% - public administration work;

Over M€18 is used during TEN-T;

SMA: Multibeam surveying

Ensuring the Quality of Hydrographic DataSubactivity 3.1: re-survey impact

Contribution to safety of navigation:

Full coverage depth information -> adequate water depthUp to date charts and ENCsVTS, Notices to Mariners

Excellent record on avoiding groundings Environmentally friendly shipping Base data for all activities Ice breaker routing

Page 44: Ml event 23 oct 13   session 1 - ml1

Ensuring the Quality of Hydrographic DataSubactivity 3.1: re-survey roadmap

There is a recognized need to continue HELCOM CAT I & II route surveys during 2014-2020. BSHC has developed a roadmap with time schedules for completing CAT I and II re-surveys. HELCOM Ministerial Meeting 2013 has adopted that.

a Baltic Sea Depth Model has been created, to serve the needs of science and researchers.

This model is built on each national Hydrographic Office provided best bathymetric data and it follows the INSPIRE directive on available public data.

The model is available at the BSHC web-site

data.bshc.pro and also displayed at the stand in the exhibition.

Ensuring the Quality of Hydrographic DataSubactivity 3.3: pilot implementation of harmonized vertical reference

All Baltic Sea coastal countries, except Russia are now committed to a transition into a harmonized chart datum – transition period is years. Each country has it’s own and possibly a different path to common Chart Datum.

BOOS

Page 48: Ml event 23 oct 13   session 1 - ml1

Country EVRS = national datum Chart Datum = EVRS

Denmark No, but the difference is negligible

All charts are based on national datum≈EVRS

Germany Own national datum for land and hydrographic surveys

Depths for cartography will be given in EVRS. Charts are not EVRS now, when?

Poland No plans for EVRS ??

Lithuania Will be in the nearest future

No exact schedules

Latvia Will be during 2013 Within 5-6 years

Estonia Will be during 2013-14 Soon after 2014

Russia

Finland Yes, since 2008 Plans are open

Sweden Yes, since Decision: before 2020

Coming up 2014 ->

• Cooperation within the Baltic Sea Hydrographic Commission

• Roadmap to complete the work, and to include more Baltic Sea coastal countries;

• Guidance and assistancefrom senior experts;

• Possibly innovative andnew systems;
