Requirements

You are required to obtain and maintain the corresponding Missouri vehicle insurance before initiating a registration-related procedure with the state DOR.

According to the state financial responsibility law, drivers and motor vehicle owners must have the minimum amounts of liability insurance coverage in order to protect themselves and other motorists within the state. For instance, if you are involved in an accident with a driver who does not have a valid liability insurance, the damages that you sustain may remain unpaid. Conversely, if you are the uninsured motorist, you will be in violation of the state law and you will be subjected to certain fines and penalties.

Therefore, before processing an application for a new car registration or a renewal of your license plates, the state DOR will ask you to furnish proof of motor vehicle insurance. Your liability insurance will cover your legal liability if and when your actions lead to injuries and/or the death of other motorists and/or damages to their property. The minimum levels of liability coverage as required by the state mandatory insurance law are listed below:

$10,000 for property damages per accident

Under the state liability insurance law, you must also obtain an uninsured motorist policy of $25,000 for the injuries or death of one individual and $50,000 for injuries and/or death per accident. Also, you must carry proof of your motor vehicle insurance when operating your vehicle. Failure to present one of the following insurance proofs may lead to the issuance of a traffic citation:

An insurance identification card of your insurance company

A receipt showing details about your motor vehicle policy

Your vehicle insurance policy document or insurance binder

Failure to show proof of insurance when required to do so, such as after an accident or when stopped by a law enforcement official, may lead to certain fines and penalties. For example, if you are convicted of failure to show evidence of liability insurance, the conviction will be entered on your record with four demerit points and you will be required to pay a certain fine. The court may also issue an order for a driving license suspension of your license plates. In such cases, you will be required to complete the corresponding reinstatement procedure and file the SR-22 proof of insurance when your suspension period ends.

Registering Your

Vehicle in Missouri

However, before the department allows you to register your motor vehicle, you will be required to obtain a new title certificate. Luckily, you can complete both the titling and the registration procedure during the same office visit. Until you register your vehicle with the state DOR and obtain valid license plates, you will be unable to legally operate it on the state’s roads and highways.

You are required to title and register your motor vehicle within 30 days of obtaining it as an existing resident or upon relocating within Missouri from another state. Note that the steps in the vehicle registration process will vary depending on factors such as whether you are an existing or a new state resident and whether you are registering a used or a new motor vehicle. Since the titling and registration procedures are closely interlinked, the following sub-sections will cover the requirements for both transactions. The state DOR also utilizes a single application form for both its titling and registration transactions.

After purchasing or receiving a new or used vehicle in Missouri, you will be required to complete the car registration procedure in person through an office of the state Department of Revenue (DOR).

Registering a New Vehicle To title and register a vehicle bought from a dealership, car owners will still be required to submit their application in person. Missouri vehicle dealerships do not complete the titling and registration procedure on behalf of the buyer. In order to operate the vehicle until you obtain your license plates, the car owner can purchase a temporary 30-day or 90-day permit from his or her car dealer.

After obtaining your temporary permit, you can drive your newly-purchased vehicle to a nearby DOR licensing site in order to finalize the titling and registration process. The application procedure is comprised of the following steps:

Furnish a separate Odometer Disclosure Statement (Form 3019) if your MSO does not have a section reserved for this purpose.

Fill out and sign the DOR Application for Missouri Title and License (Form 108).

Furnish proof of insurance, such as your insurance identification card.

Submit the Notice of Lien (Form 4809), if you have obtained your vehicle with the help of a financial institution.

Pay the state sales tax of 4.225 percent and your local sales tax on the vehicle purchase price.

Arrange payment for the $8.50 titling fee and the due registration fees, which are explored in detail in the subsequent “Vehicle Registration Fees” sub-section.

NoteNew vehicles purchased from a dealership are not subjected to the state inspection regulations.

NoteIf you choose to transfer the plates of an old vehicle to your new motor vehicle, you will be required to pay an additional $2 transfer fee and a $3.50 processing fee for the transfer.

Pay a $2.50 title processing fee and a $3.50 or $7 registration processing fee, for one-year or two-year license plates, respectively.

Arrange payment for the title penalty fee of $25 to $200, if applying for a title and registration later than 30 days from the date of purchase.

Submit the manufacturer’s statement of origin (MSO) that you have obtained from the dealership.

After processing your title and registration application and fee payments, the state DOR will issue your new license plates and tabs. Your title certificate will arrive by mail within several weeks. Note that depending on your circumstances, additional paperwork may be required at the time of titling and registering. If your vehicle model year is an even-numbered year and you apply during an even-numbered calendar year, you have the option of getting a two-year registration. This scenario also applies for odd-numbered calendar years and odd-numbered vehicle model years.

When titling and registering a used vehicle purchased or received from a private party, vehicle owners will be required to follow slightly different application steps than those outlined above. The standard process for getting a new title and license plates for a used vehicle includes these steps:

Register a Used Vehicle

Obtain the properly signed-over title from the seller with the following information:

• Date of sale and the vehicle sale price

• The buyer’s name and address

• The odometer reading, if applicable

• Lienholder information, if applicable

• The seller’s and the buyer’s signature

Visit a DOR vehicle licensing office.

Fill out the Application for Missouri Title and License (Form 108).

Submit the reassigned title certificate.

Submit a bill of sale and the vehicle’s registration card, if registering a vehicle purchased from a state that does not issue titles.

Furnish a Lien Release (Form 4089), if applicable.

Provide certificates of emission and/or safety inspection obtained within the last 60 days, if required to do so.

Submit proof of insurance, such as an insurance identification card or other proof of financial responsibility.

Submit a certificate of an identification number and odometer reading inspection, if you have purchased the vehicle from an out-of-state seller.

Pay the Missouri sales tax of 4.225 percent and the corresponding local sales tax, based on your vehicle purchase price.

Pay the $8.50 titling fee and the registration fees.

• Your registration costs will vary based on factors such as your vehicle type, weight, and whether you are purchasing a one-year or a two-year registration.

Pay a $2.50 title processing fee and a $3.50 or $7 registration processing fee, for one-year or two-year registration, respectively.

Pay a title penalty fee of up to $200, if applicable.

You will receive your new license plates and tabs as soon as the department processes your documents and fee payments. Your new title certificate will arrive by mail. Instead of purchasing new license plates, you can also transfer the tags from your old vehicle at an additional $2 transfer fee.

TipWhile your registration document must remain within the vehicle at all times, you must store your title certificate in a safe place since it is your official proof of vehicle ownership.

Submit a statement of non-assessment of personal property taxes issued by your county assessor’s office.

Have your vehicle inspected at a safety and emissions inspection station, if required to do so.

Submit an identification number and odometer reading inspection form.

If you move within Missouri with a vehicle titled and registered by another state, you must obtain a DOR title and vehicle registration. Note that you must fulfill your titling and registration obligations within 30 days of your move. To successfully transfer your out-of-state vehicle documents, you will be required to complete these steps:

Visit a nearby DOR licensing site.

Complete the DOR Application for Missouri Title and License (Form 108).

Submit your vehicle ownership document, such as your vehicle title or the bill of sale and the car registration, if your former state does not issue titles.

Registering a Vehicle in Missouri as a New State Resident

Pay the state tax of 4.225 percent and your local sales tax, if you have owned the vehicle for less than 90 days prior to titling and registering it within Missouri.

• You may also be eligible for a trade-in tax credit, if you have recently purchased your vehicle from an out-of-state dealer.

Registration for Military MembersIf you are a member of the military serving in Missouri, you can obtain a title certificate and a car registration through the state DOR by completing the same steps as those that apply for new state residents, outlined above. Vehicle Registration

TipTo get more information regarding your renewal, you can utilize the DOR Renewal Requirements Inquiry system. To log onto the system, you will be required to provide your car registration type, license plate number and the year of expiration. The system will then inform you about the requirements you must meet to renew.

After registering your vehicle for the first time, you will be issued license plates with either a one-year or a two-year validity. Therefore, you will be required to complete the car registration renewal procedure on a regular basis in order to continue driving your vehicle legally. This section of the guide will provide you with information on how to renew your plates in a timely manner via three different methods: online, by mail and in person.

To inform you of your upcoming renewal obligations, the department will mail you a renewal reminder two months before the set expiration date. However, even if you do not receive the renewal notice, you are still mandated by law to renew your license plates by the end of your expiration month. The department’s correspondence will include details of the renewal process, the available renewal methods and the requirements to renew your registration. Note that the documents necessary to renew your car registration may vary depending on your circumstances.

You are required to renew your plates prior to or during their last month of validity. If you let your car registration expire, you must not operate your vehicle until you pay your due renewal costs. You can renew your plates up to six months before the deadline. Therefore, if you are planning to be absent from the state, you can complete an early renewal. However, even if you are not within Missouri when your license plates expire, you can still renew. More information about renewing in such situations is provided in a subsequent sub-section.

By utilizing the DOR Online Plate Renewal service, you will avoid making a trip to a motor vehicle office and waiting in line. This internet transaction can easily be completed from the comfort of your home. However, before initiating the online registration renewal, you must ensure that you meet the following eligibility requirements:

Your car registration is still valid or expired for less than a month.

You reside in a county that participates in the state Online Plate Renewal program, and your county collector’s office is able to transmit your property tax payment information to the state DOR.

You have received your renewal notice, and it contains a unique Personal Identification Number (PIN). If you lose your renewal reminder and forget to write down your PIN, you will be unable to obtain a new one.

Renewing Online You can initiate the online registration renewal process as soon as your county collector’s office forwards your tax payment information. To successfully renew your vehicle registration via the internet, complete these steps:

Log into the system with your PIN and your plate number.

Follow the system prompts and provide the necessary information.

Pay the renewal costs with an e-Check, a debit card or a credit card.

Get a receipt of paid personal property taxes or a statement of non-assessment of taxes.

Obtain recent certificates of a passed safety inspection and/or emissions inspection, if required to do so.

Renewing by MailAnother convenient method to renew your car registration is submitting your request by mail. To renew your license plates by mail, you will be required to follow these straightforward steps:

Enclose a payment for the registration fees in the form of a check or money order made payable to the state DOR.

Obtain your current insurance ID or other evidence of financial responsibility.

Mail the complete renewal packet to the following address:

As soon as the department receives and processes your renewal application package, it will extend the validity of your car registration and manufacture new plates and/or tabs. You will receive your new registration items at your address on file. Note that you can obtain a two-year registration only if you are registering an odd model year vehicle in an odd calendar year or an even model year vehicle in an even calendar year.

NoteIf you are renewing an expired car registration as an active military member stationed outside of the state, you will not be required to pay the $5 late penalty fee. To qualify for the late fee waiver, you will need to submit your military orders during your military service or no later than 60 days after your discharge.

If you cannot renew your vehicle registration via one of the above methods, or you choose to apply in person, you can always submit your renewal request through a nearby vehicle licensing office. Note that the items needed to complete the in-person application process are the same as those that apply for the mail-in procedure, outlined above. Therefore, during your office visit, you will be required to furnish your renewal notice or the 184 form, your tax receipts, proof of insurance and the applicable fee payment. You may also have to furnish safety and emissions inspection certificates.

If you are outside of Missouri during your renewal period, you can still renew your license plates by submitting the same forms and fee payment as those that apply for the standard mail-in method. Since the state DOR does not mail renewal notices to out-of-state addresses, however, you will be required to utilize the DOR 184 form and complete additional steps as well.

When filling out the 108 Application for License, you will be required to indicate that your motor vehicle has been stationed outside of the state for longer than two months in the Signature and Certification section. Note that you will be required to make this certification only if you are required to have your vehicle submitted to an emissions and/or safety inspection. In such cases, you may also have to fill out the DOR General Affidavit (Form 768).

Within 10 days of returning to Missouri, you will be required to submit your vehicle to the mandatory safety and/or emissions inspections, if required to do so. For instance, the registration fees for passenger vehicles are calculated on basis of their taxable horsepower. When renewing your car registration via the internet, you will also have to pay an additional convenience fee. If you are paying with an e-Check, you will have to pay an additional $.50 fee. Credit and debit card transactions, on the other hand, include a $1.25 service fee. If you fail to renew your vehicle registration by or on the last day of validity, you will have to pay a $5 late penalty fee as well, regardless of your chosen renewal method.

If you are renewing the license plates of trucks or other commercial vehicles, on the other hand, your due costs will vary depending on the truck’s weight and whether you will operate the vehicle within or outside of a 50-mile area of your home. In the event of a lost, stolen or damaged vehicle registration, you will be required to submit a request for a duplicate registration receipt to the state DOR. Failure to replace your registration card when necessary may lead to certain detrimental consequences, such as traffic tickets, since you must carry a valid registration card when driving. Read the following sub-sections to learn more about the car registration replacement methods.

Replacing Your Registration Receipt in PersonThe standard method to replace a registration receipt involves submitting a paper application through a nearby motor vehicle office. To obtain a duplicate registration card in person, you will be required to complete the following steps:

Fill out the Request for Receipt of Title or Registration (Form 2519).

Present an identification document.

Mark the reason for requesting a duplicate registration receipt:

• Destroyed

• Lost

• Mutilated

• Stolen

You will receive your replacement registration receipt as soon as the state DOR processes your application form and fee payment. Note that, when applying for registration documents in person, you can pay the applicable costs in the form of cash, checks, money orders or payment cards.

Pay the applicable $12 fee.

Replacing Your Registration Receipt by MailIf you are unable to apply for your replacement registration receipt in person, you can submit the 2519 form by mail. Replacing Your Plates and TabsIn addition to a registration card, the state DOR will also issue you license plates and tabs (plate stickers) at the time of registration. If you lose your plates and/or stickers, the department requires you to complete a special replacement procedure. Note that you can obtain replacement plates and tabs if your original registration items were lost, stolen, mutilated or destroyed. The process to replace your plates and/or stickers is comprised of the following steps:

Visit a DOR license office.

Fill out the Application for Replacement Plate(s) and Tab(s) (Form 1576).

• Write your name, address and telephone number.

• Fill out your vehicle information.

• Choose the number of plates and/or tabs you are ordering and the reason for ordering.

• Sign and date the 1576 form.

• Have the application form notarized.

Pay the applicable fees:

• $8.50 for a single plate or $17 for a set of plates

• $8.50 for one or two tabs

• A separate $3.50 processing fee for both the plate and the tab transaction.

If you are replacing lost or stolen plates and/or tabs, you must file a report with your local police authorities or the State Highway Patrol (SHP) before applying for replacements. In such cases, you are eligible for up to two sets of free replacement plates and tabs per year. You will only be required to pay the $3.50 processing fee.

If you are unable to make an office visit, you can also submit your request by mail to the following address:

After processing your request for replacement plates and/or stickers, the department will manufacture and mail you the replacement items to your address on file. Since your car registration is an important state-issued document that serves as proof that your motor vehicle is properly registered with the state DOR, it must be updated on a regular basis.

Therefore, if you move to another residence within the state or you legally change your name, you must update your car registration record to avoid violating the state motor vehicle laws. Failure to update your motor vehicle documents may lead to certain fines and penalties, such as traffic citations.

Changing Your Name If and when you make changes to your name, you must update your vehicle documents as soon as possible, regardless of the reason for the change. However, prior to updating the name on your car registration, you will be required to make the necessary changes to other official documents as well.

The first step after changing your name is updating your Social Security record and obtaining an updated Social Security card. To complete the name change procedure with the Social Security Administration, you will have to fill out the Application for a Social Security Card and submit it along with the supporting paperwork. You will need documents proving your identity, your lawful U.S. status and your name change. You can either deliver your request in person through a Social Security office or mail it to the corresponding address.

After updating your Social Security record, you will be required to get a corrected driving license in person through a nearby DOR driving license office. When applying for a duplicate driver’s license in your new name, you will have to submit the corresponding name change proof, have a new photo and signature taken and pay the applicable $10 fee for a three-year license or $12 for a six-year license.

When you get your updated license to drive, you can apply for corrected vehicle documents. To change the name on your vehicle registration record, you will have to apply for an updated title. To obtain a corrected title certificate, follow these steps:

Fill out and submit the Application for Title and License (Form 108).

Make a visit to your local motor vehicle office.

Submit the corresponding name change paperwork, such as:

• A marriage certificate.

• A divorce decree.

• A court name-change document.

• An updated Social Security card.

Surrender the original title certificate.

Furnish additional identification documents, such as proof of date and place of birth, Social Security Number and state residency, if required to do so.

Pay the current $11 titling fee.

Once the state DOR processes your request for a corrected title, it will update your vehicle records with your new name. At this point, you may be able to order a duplicate registration receipt showing your new name. However, the state DOR does not require you to obtain an updated registration card after an address change, it only needs an up-to-date mailing address on your vehicle record. To change the mailing address on your DOR record, you can either submit an online request or a paper application. Read the following sub-sections to learn more about these two application methods.

After titling and registering your vehicle in Missouri, the state DOR will issue you license plates that serve as proof of a valid vehicle registration. Your license plate number is directly connected to your vehicle registration and can be used by government officials to identify your motor vehicle. Note that the department will also issue you one-year or two-year color-coded tabs, which include your registration’s date of expiration. Under the state motor vehicle laws, you are required to display both a front and a rear license plate and tab. Certain types of motor vehicles, such as motorcycles, historic vehicles and large commercial vehicles only require a single plate.

The Missouri Department of Revenue allows motorists the opportunity to express their individuality, preference and/or support of a certain organization by offering various types of personalized and specialty plates. If you choose to personalize your tags, you will be allowed to choose up to six different characters in your plate configuration. Specialty plates, on the other hand, are a group of unique plates that bear the emblem of a certain organization, such as a military group, charity, university or another type of association. Note that you can personalize both the standard plate type and the specialty plate type.

Personalized and Specialty License Plates

Standard personalized tags without an emblem or a wheelchair symbol allow for up to six characters and one space, dash or apostrophe.

Specialty plates with an emblem or a wheelchair symbol may contain up to six characters or five characters and one space, dash or apostrophe.

Specialty plates with both an emblem and a wheelchair symbol may include up to four characters or three characters and a dash, apostrophe or space.Note

In the event of lost, stolen or damaged license plates and/or tabs, you will be required to fill out the Application for Replacement Plates and Tabs (Form 1576). NoteThe DOR motorcycle plates are also available in these three categories. However, motorcycle tags allow for one less character in all of the above categories.

The standard Missouri license plate is manufactured of aluminum and features the state bird carrying the state flower on a blue and white background. The default license plate includes embossed letters and was designed with the goal of reducing tab theft and improving its visibility. In addition to the standard license plates, the state DOR also offers other types of special plates. For instance, you can obtain personalized plates with a unique combination of characters and specialty license plates that include a unique plate design showing support of a certain organization.

Eligibility for Personalized and Specialty PlatesPrior to applying for a personalized and/or a specialty tag in Missouri, you will be required to check your eligibility for your chosen plate configuration and/or design. For example, the following list outlines the maximum number of allowed characters for different types of personalized plates:

If you choose to personalize a regular license plate without an emblem, you can check the availability of your configuration through the DOR Online Personalized Plate Reservation System. If your chosen configuration is available, you can immediately submit your order request through the same service. Note that the department will not process your request if your plate configuration results in an offensive message.

If you are applying for a specialty plate, on the other hand, you will be required to meet certain requirements that vary depending on your chosen specialty plate. For instance, if you are applying for an Amateur Radio plate, you will need a copy of your FCC license and a signed statement of eligibility. TipThe department currently offers an option to order a personalized version of its standard license plates via the internet. The option to order a personalized specialty plate online is not yet available.

The application process for specialized and/or personalized tags in Missouri will vary depending on the type of plates you are requesting. To successfully obtain a personalized and/or specialty tag, you will be required to follow these steps in most cases:

Fill out the Application for Missouri Personalized and Special License Plates (Form 1716), if ordering collegiate or organizational plates.

Complete the Application for Missouri Military License Plates (Form 4601), if ordering military plates.

Fill out the Application for Missouri Historic or Personalized Historic Plates (Form 570), if ordering plates for a vehicle with a historic value.

Obtain an Emblem Use Authorization Statement (EUAS), if applying for a specialty plate with the emblem of a certain organization.

Get proof of active duty military status, honorable discharge status or evidence of a military award, if applying for a particular military plate.

Submit your application, supporting paperwork and the corresponding fee payment to the following address:

The fees to obtain specialty and/or personalized license plates are separate from the standard car registration fees. Also, in addition to the initial $15 fee for a specialty/personalized plate, you will be required to pay a $15 renewal fee when renewing your registration, in most cases.

Your new specialty and/or personalized tags will be processed within six to eight weeks. If three weeks have passed since you submitted your request, you can check the status of your order via the department’s website. Once your plates are manufactured, the department will mail you a notification letter informing you to collect your tags from your designated DOR site.

If you discontinue using your unexpired license plates, you are encouraged to surrender them to the state DOR or destroy or recycle them. Note that the department advises motorists to surrender or dispose of their tags in several types of situations. For example, if you are relocating to another state, you can surrender your license plates through any motor vehicle office before your move. You also have the option of mailing your tags to the DOR central office at the following address:

The department imposes this requirement in order to prevent the unlawful use of your valid tags. Note that the state DOR does not offer a refund of your registration costs for unexpired plates.

The department also issues temporary license plates to motorists whose rear license plate is not visible due to an installation obscuring it from view, such as a luggage rack or a bicycle rack. The department prints this third tag on a white paper, which includes the same character configuration and expiration date as the original. After obtaining the temporary license plate, the motorist is required to place it in a visible position behind the vehicle’s rear window.

To obtain a temporary tag, the car owner is required to mail the Temporary License Plate Application (Form 5429) to the following address:

The fee payment must be in the form of a check made payable to the state DOR in the amount of $8.50. After receiving a request for a temporary license plate, the department will print this third tag and mail it to the applicant’s address on record.

In the case that your vehicle does ski or slip while driving make sure you do not panic and slam down on your brakes. Instead, all you need to do is apply slow and even pressure on your brakes until you stop. This will prevent you from spinning further out of control.
