Mission Study Task Force
The Assignment ! A candid assessment of what challenges the Presbytery can
expect to face in the next 5 years, including cultural, demographic, regional, economic and denominational shifts.
! A recommendation regarding the core values, priorities and strategies of shared mission going into the near future.
! Based on the above challenges, values, priorities and strategies, a recommendation to Presbytery regarding how to
- Staff the shared mission of Presbytery - Structure committees to support shared mission.
! A recommendation to Presbytery about how to fund the mission of the Presbytery
What does the Presbytery do? Book of Order – BOO G-11
The presbytery is responsible for the mission and government of the church throughout its geographical district. It therefore has the responsibility and power:
! 1. to develop strategy for the mission of the church in its area…
! 2. to coordinate the work of its member churches…
! 3. to initiate mission through a variety of forms…
! 4-26. elaborate on these first three responsibilities.

Role of MGBs Three primary focuses for middle judicatories: help congregations be faithful and effective instruments of mission where they are;
help congregations faithfully extend their mission beyond where they are;
and, connect congregations to expand their identity and extend their connections to the whole world.
The tasks of strategizing, coordinating, and initiating have grown more complicated.
Cultural Shocks Shock: Rapid moral and ethical change in the 1960’s – Baby Boomers leave the church
Aftershock 1: Polarizing of the religious movement in America around the religious right.
Aftershock 2: Many young people in the 1990s turning against religious belief because of the way it has been framed by the religious right.
Cultural Shifts Up until 1968 the mainline denominations were the culture of the U.S. Our whole society was configured around the beliefs and practices of these large Protestant denominations. But things changed - civil rights movement, Vietnam War protests, women’s rights movement. The culture at large came into question, therefore the influence of the mainline denominations also came into question.
One-size-fits-all approaches to administration and organization are not as effectives as they once were.
Core Assumptions of the Mission Study Task Force
The Spirit of God is at work among the people of God.
It’s not the church of God that has a mission. It’s the mission of God that has a church.
“The goal is NOT to preserve the institution. The goal is to pay attention to, participate in, and be responsive to the mission of God in the world”
The local church is the basic unit of mission.
“Local churches are on the front lines of mission.”
The world is changing rapidly. Our churches and Presbytery must adapt.
“Who knows best how to make changes in our local churches; the Presbytery or the local churches?”
Innovation and change is going to best be initiated at the grassroots level vs. priorities set from the top.
“We are a live and let live Presbytery.” “I don’t feel connected to others in the Presbytery” “Presbyterian means connected.”
Move from maintenance to innovation and experimentation
“If we knew how to fix it we would have already done it by now.”

God’s mission in the world calls the Presbytery of the Inland Northwest to equip, encourage, and empower local congregations as living witnesses to Spirit’s reconciling work in Jesus Christ.

Dead Horse Dakota tribal wisdom says that when you discover you are riding a dead horse, the best strategy is to dismount. However, at Presbytery of the Inland Northwest we try other strategies with dead horses, including the following:
• Buy a stronger whip. • Change riders. • Say things like, "This is the way we have always ridden
this horse." • Appoint a committee to study the horse. • Arrange to visit other sites to see how they ride dead
horses. • Appoint a team to revive the dead horse. • Create a training session to increase our riding ability. • Initiate a policy declaring that, "This horse is NOT dead!" • Blame the horse's parents. • Harness several dead horses together for increased speed. • Declare that, "No horse is too dead to beat." • Spend a few thousand hours of development time to
increase the dead horse’s performance.
• Do a study to see if contractors can ride it cheaper. • Declare the horse is, "better, faster and cheaper" dead. • Form a quality circle to find uses for dead horses. • Revisit the performance requirements for horses. • Promote the dead horse to a supervisory position. • Proclaim the dead horse a "planned enhancement". • Keep on like nothing is wrong and hope no one notices until
you retire. • Fire someone for noticing the dead horse and complaining
about it. • Add "carry horse" to the schedule and expect the rider to still
meet the deadline. • Create an industry standard to include a dead horse on every
product. • Start project "Horse 2.0". • With budget cutbacks, serve horse at the next potluck.
