Railway Units

Total requirement received from Zonal Railways & Production Units for production &maintenance is as follows :

i) Total Wheels - 3,20,000 including wheels for 16000 BOXN wheel sets (WagonProduction), 1600 BO Coaching Wh~:elsets (Coach Production) & 1000 BLC Wheelsets(For BLC Wagons).

ii) Total axles - 1,15,300 including axles for above mentioned wheelsets.

Axles:

. RWF must arrange inputs and be ready for supplies of 50000 BG coaching wheels in takecare of any variation in requirement and failure of other sources.

. CME/RWF has requested to reduce one variety of wheels from planning to enable RWFto achieve the production target of 2,00,000 wheels. CME/RWF has also stated that RWFis sourcing axles part requirement from MSF and VISL. It was indicated that axle forgingpress of VISL has broken and replac<::mentof forging press of VISL is likely to take time(around 6 months). Thus VISL will not able to supply axle forgings to RWF by the timetheir axle forging press is re-installed. CME/RWF has requested to reduce the planning ofEMU wheels from RWF.

. It was stated that for 1stand 2ndquartl~rof2013-14, no EMU wheels are being planned onRWF as 10,000 EMU wheels have been sourced from import. 5000 nos. EMU wheelsmay be required during last two quarter of2013-14.

RWFIBansdore

. It is expected RWF will achieve its target of 2,00,000 wheels & 1,00,000 axles for 2012-13 as per production plan. Till completion of third quarter RWF has supplied 144160wheels and 70825 axles. Thus in last quarter wheels are being allotted keeping balancequantity of 55840 in view. RWF informed that since axle forging machine of VISL isunder break down. It will not be feasible to complete target of axles. Thus allotment ofaxles has been restricted to 23000 axles only. Supplies of 2000 imported axles have beenreceived.

. EDME(PU) requested for allotment of less quantity of wheels(not more than 51,000-52,000 nos.) on RWF/Bangalore considering the available nos. of working days &production ofMG wheels. This will be kept in view.

WT A Meeting 4thquarter -1OthJanuary, 2013

. It was decided that in this quarter RWF will produce 650 MG coaching wheels. For 2013-14 and 2014-15 requirement ofMG coaching wheels will be fulfilled through import.

. Stock of HMS in RWF is sufficient. In fact it is all time high. Efforts made by RWF inthis regard were appreciated.

SAILIDSP

. In third quarter (Sep-Dec-12,) SAILlDSP supplied 11880 wheels, against their averagesupply of 11000 wheels per quarter. In Dec-12, SAIL/DSP supplied 5000 wheels.

. DSP/SAIL promised to supply 14000-15000 wheels(BG Coaching & Loco Wheels) in4th quarter. As EMU wheels have aln~adybeen received through import, no EMU wheelsare being allotted the SAIL/DSP for this quarter.

RWPlBela

. As per production plan, RWP/Bela is to produce 15000 BOX-N wheels during 2012-13.Regular production of wheels has not yet commenced. For 2013-14 production target of10,000 nos. has been kept by PU Directorate.

Procurement at Railwav Board level

. Contract for 12054 nos. of LHB coaching wheels has been placed on MisBonatrans/Czech Republic. 1st lot of 1529 wheels has reached Mumbai. 2nd lot of 2500wheels will reach in last week of Feb..13.

. Contract for 2997 nos. WDG-4 and 2523 nos. WAG-9 loco wheels has been issued onMis KLW/Switzerland. Supplies of 1st lot of 316 nos. of wheels are expected to reachMumbai in third week of January-B. Second lot of 700 nos. has also been inspected &passed. This lot is expected to reach Mumbai in second week ofFeb-13.

. Contract for 10000 nos. EMU wheels has been placed on Mis Taiyuan, China. 1st lot of3644 wheels has reached Mumbai. Second lot of 4801 wheels is expected in third weekof January-B.

. Contract for 6000 nos. BG coaching axles was issued on Mis Jinxi/China. 1st lot of 2160axles has reached Mumbai. 2nd lot of 2000 axles is under inspection.

. Next lot of 231 WDG-3A loco axles & 264 WAG-7 loco axles from MisLugcentrakuzlUkrain (PO qty 1005 nos. WAG-7 & 767 nos. WDG-7 axles) is expectedto reach Mumbai by end of January-B.

. Contract for 172 nos. WAP-5 loco wheels has been placed on Mis Bonatrans.

. Tender for 10000 nos. 's' profile loco wheel is under decision.

i) Contract Period from 1stApril to 31!itMarchAs per para 3 of minutes of WTA meeting held on 9.1.2001 circulated videBoard's letter No. 2000/RSF/649/RP-l/W AP dated 14.1.2011, contract period forWTA items shall be from 1stApril of the year to 31stMatch of next year i.e. as perFinancial year. Instructions were reiterated vide this office letter No.2011/RS(WTA)-149/Procurement Cal(mdar (WTA items) dated 6.12.2011.

ii) Buffer StockIn terms of Board's circular letter No. 2000/RS(G)1779/16 dated 8.3.2002, Buffer.stock of 6 months for imported WTA items and for indigenous WTA items, 3months buffer is required to be taken into account while assessing the requirement.List of imported WTA items was reiterated vide this office letter No.2011/RS(WTA)-149/Procurement Cal(mdar (WTA items) dated 8.3.2012.

iii) Time Schedule for submission of Indents for WT A items:As per policy instructions issued vide letter No. 2000/RSF/649/RP-l/WAP dated14.1.2001 and reiterated vide letter followed by various reminders last letter No.2011/RS(WTA)-149/Procurement Cal(mdar (WTA items) dated 6.12.2001, indentsfor WTA items are due to be submitte:d by 31st July for the next to next financialyear as follows:

. Tender for 10700 nos. LHB wheels is due to open on 15.1.13.

· Tender for 10517 nos. Loco wheels (\VAG-9, WDG-4, WDP-4 and WAP-5) is due toopen on 14.1.13.

General

RCF/Kapurthala requested for allotment of 200 BG coaching wheelsets. Thus RWF may supply200 BG coaching wheelsets to RCF/KXH after completion of allotted wheelsets. In case RWFsupplies BG coaching wheelsets to RCF/KXH, allotment ofloose wheels & axles for RCF/KXHis to be proportionally reduced.

. RWF must arrange inputs and be ready for supplies of 50000 BG coaching wheels

1;take care of any variation in requirement and failure of other sources.

. CME/R WF has requested to reduce one variety of wheels from planning to enableRWF to achieve the production target of 2,00,000 wheels. CME/RWF has alsostated that RWF is sourcing axles part requirement from MSF and VISL. It wasindicated that axle forging press of VISL has broken and replacement of forgingpress ofVISL is likely to take time (around 6 months). Thus VISL will not able tosupply axle forgings to RWF by the time their axle forging press is re-installed.CME/R WF has requested to reduce the planning of EMU wheels from RWF.

. It was stated that for 1stand 2ndquarter of 2013-14, no EMU wheels are beingplanned on RWF as 10,000 EMU wheels have been sourced from import. 5000nos. EMU wheels may be required during last two quarter of2013-14.

RWFlBansdore

. It is expected RWF will achieve its target of 2,00,000 wheels & 1,00,000 axles for2012-13 as per production plan. Till completion of third quarter RWF hassupplied 144160 wheels and 70825 axles. Thus in last quarter wheels are beingallotted keeping balance quantity of 55840 in view. RWF informed that since axleforging machine of VISL is under break down. It will not be feasible to completetarget of axles. Thus allotment of axles has been restricted to 23000 axles only.Supplies of2000 imported axles have been received.

. EDME(PU) requested for allotment of less quantity of wheels(not more than51,000-52,000 nos.) on RWF/Bangalore considering the available nos. of workingdays & production ofMG wheels. This will be kept in view.

WTA Meeting 4th q[uarter _10th January, 2013. It was decided that in this quart.~r RWF will produce 650 MG coaching wheels.

For 2013-14 and 2014-15 requirement of MG coaching wheels will be fulfilled.through import. ~

. Stock of HMS in RWF is sufficient. In fact it is all time high; Efforts made byRWF in this regard were appreciated.

SAIL/DSP

. In third quarter (Sep-Dec-12,) SAIL/DSP supplied 11880 wheels, against theiraverage supply of 11000 wheels per quarter. In Dec-12, SAIL/DSP supplied 5000wheels.

. DSP/SAIL promised to supply 14000-15000 wheels(BG Coaching & LocoWheels) in 4th quarter. As EMU wheels have already been received throughimport, no EMU wheels are being allotted the SAIL/DSP for this quarter.

RWP/Bela

. As per production plan, RWPlBeia is to produce 15000 BOX-N wheels during2012-13. Regular production of wheels has not yet commenced. For 2013-14production target of 10,000 nos. has been kept by PU Directorate.


. Contract for 12054 nos. of LHB coaching wheels has been placed on MisBonatrans/Czech Republic. 1st lot of 1529 wheels has reached Mumbai. 2nd lot of2500 wheels will reach in last wec~kofFeb-13.

. Contract for 2997 nos. WDG-4 and 2523 nos. WAG-9 loco wheels has beenissued on Mis KLW/Switzerland. Supplies of 1st lot of 316 nos. of wheels areexpected to reach Mumbai in third week of January-B. Second lot of 700 nos. hasalso been inspected & passed. This 16t is expected to reach Mumbai in secondweek of Feb-13.

. Contract for 10000 nos. EMU wheels has been placed on Mis Taiyuan, China. 1stlot of 3644 wheels has reached Mumbai. Second lot of 480 1 wheels is expected inthird week of January-13.

. Contract for 6000 nos. BG coaching axles was issued on Mis Jinxi/China. 1st lotof 2160 axles has reached Mumba.i. 2nd lot of 2000 axles is under inspection.

. Next lot of 231 WDG-3A loco axles & 264 WAG-7 loco axles from MisLugcentrakuz/Ukrain (PO qty 1005 nos. WAG-7 & 767 nos. WDG-7 axles) isexpected to reach Mumbai by end of January-B.


. Tender for 10000 nos. OS'profile loco wheel is under decision.

i) Contract Period from 1stApril to 31st March

As per para 3 of minutes of \VTA meeting held on 9.1.2001 circulated videBoard's letter No. 2000/RSF/649/RP-l/WAP dated 14.1.2011, contract period forWTA items shall be from 1st April of the year to 31st Match of next year Le. as perFinancial year. Instructions were reiterated vide this office letter No.2011/RS(WTA)-149/Procurement Calendar (WTA items) dated 6.12.2011.

ii) Buffer StockIn terms of Board's circular letter No. 2000/RS(G)/779/16 dated 8.3.2002, Bufferstock of 6 months for imported WTA items and for indigenous WTA items, 3months buffer is required to be taken into account while assessing the requirement.List of imported WTA items was reiterated vide this office letter No.2011/RS(WTA)-149/Procurement Calendar (WTA items) dated 8.3.2012.

Hi) Time Schedule for submission of Indents for WT A items:As per policy instructions issued vide letter No. 2000/RSF/649/RP-l/WAP dated14.1.2001 and reiterated vide letter followed by various reminders last letter No.2011/RS(WTA)-149/Procurement Calendar (WTA items) dated 6.12.2001, indentsfor WTA items are due to be submitted by 31st July for the next to next financialyear as follows:

Minutes of quarterly WTA meeting for the period IV/2012-13 (January - March, 2013)held with the representatives of RWF and Zonal Railways/PUs in Rail Bhawan, New Delhi on10.01.13 has been uploaded on Indian Railway's website www.indianrailways.gov.in. Railway Units

Total requirement received from Zonal Railways & Production Units for production &maintenance is as follows:

i) Total Wheels - 3,20,000 including wheels for 16000 BOXN wheelsets (WagonProduction), 1600 BG Coaching Whe:e1sets(Coach Production) & 1000 BLC Wheelsets(For BLC Wagons).

ii) Total axles - 1,15,300 including axles for above mentioned wheelsets.

Axles:

. RWF must arrange inputs and be ready for supplies of 50000 BG coaching wheels in takecare of any variation in requirement and failure of other sources.

. CME/RWF has requested to reduce one variety of wheels from planning to enable RWFto achieve the production target of 2,00,000 wheels. CME/RWF has also stated that RWFis sourcing axles part requirement from MSF and VISL. It was indicated that axle forgingpress of VISL has broken and replacement of forging press of VISL is likely to take time(around 6 months). Thus VISL will not able to supply axle forgings to RWF by the timetheir axle forging press is re-installed. CME/RWF has requested to reduce the planning ofEMU wheels from RWF.

. It was stated that for 1stand 2ndquart(~rof2013-14, no EMU wheels are being planned on

RWF as 10,000 EMU wheels have been sourced from import. 5000 nos. EMU wheelsmay be required during last two quarter of2013-14.

RWFlBane:lore

. It is expected RWF will achieve its target of 2,00,000 wheels & 1,00,000 axles for 2012-13 as per production plan. Till completion of third quarter RWF has supplied 144160wheels and 70825 axles. Thus in last quarter wheels are being allotted keeping balancequantity of 55840 in view. RWF"informed that since axle forging machine of VISL isunder break down. It will not be fea.sible to complete target of axles. Thus allotment ofaxles has been restricted to 23000 axles only. Supplies of 2000 imported axles have beenreceived.

. EDME(PU) requested for allotment of less quantity of wheels(not more than 51,000-52,000 nos.) on RWF/Bangalore considering the available nos. of working days &production ofMG wheels. This will be kept in view.

WTA Meeting 4thquarter _10thJanuary, 2013

. It was decided that in this quarter RWF will produce 650 MG coaching wheels. For 2013-14 and 2014-15 requirement ofMG coaching wheels will be fulfilled through import.

· Stock of HMS in RWF is sufficient. In fact it is all time high. Efforts made by RWF inthis regard were appreciated.

SAIL/DSP

. In third quarter (Sep-Dec-12,) SAIL/DSP supplied 11880 wheels, against their averagesupply of 11000 wheels per quarter. In Dec-12, SAIL/DSP supplied 5000 wheels.

. DSP/SAIL promised to supply 140001-15000wheels(BG Coaching & Loco Wheels) in4th quarter. As EMU wheels have already been received through import, no EMU wheelsare being allotted the SAILIDSP for this quarter.

RWP/Bela

. As per production plan, RWPlBela is to produce 15000 BOX-N wheels during 2012-13.Regular production of wheels has not yet commenced. For 2013-14 production target of10,000 nos. has been kept by PU Directorate.


. Contract for 12054 nos. of LHB coaching wheels has been placed on MisBonatrans/Czech Republic. 1st lot of 1529 wheels has reached Mumbai. 2nd lot of 2500wheels will reach in last week ofFeb-13.

. Contract for 2997 nos. WDG-4 and 2523 nos. WAG-9 loco wheels has been issued onMis KLW/Switzerland. Supplies of 1st lot of 316 nos. of wheels are expected to reachMumbai in third week of January-B. Second lot of 700 nos. has also been inspected &passed. This lot is expected to reach Mumbai in second week of Feb-13.

. Contract for 10000 nos. EMU wheels has been placed on Mis Taiyuan, China. 1st lot of3644 wheels has reached Mumbai. Second lot of 4801 wheels is expected in third weekof January-B.

. Contract for 6000 nos. BG coaching axles was issued on Mis Jinxi/China. 1st lot of 2160axles has reached Mumbai. 2nd lot 01'2000 axles is under inspection.

. Next lot of 231 WDG-3A loco axles & 264 WAG-7 loco axles from MisLugcentrakuzlUkrain (PO qty 1005 nos. WAG-7 & 767 nos. WDG-7 axles) is expectedto reach Mumbai by end of January-B.


. Tender for 10000 nos. 's' profile loco wheel is under decision.

Board's letter No. 2000/RSF/649/RP-l/WAP dated 14.1.2011, contract period forWTA items shall be from 1st April of the year to 31st Match of next year i.e. as perFinancial year. Instructions were reiterated vide this office letter No.2011/RS(WTA)-149/Procurement Calcmdar (WTA items) dated 6.12.2011.

ii) Buffer StockIn terms of Board's circular letter No.. 2000/RS(G)/779/16 dated 8.3.2002, Bufferstock of 6 months for imported WTA items and for indigenous WTA items, 3months buffer is required to be taken into account while assessing the requirement.List of imported WTA items wa.s reiterated vide this office letter No.2011/RS(WTA)-149/Procurement Calendar (WTA items) dated 8.3.2012.

iii) Time Schedule for submission of Indents for WT A items:As per policy instructions issued vide letter No. 2000/RSF/649/RP-1/WAP dated14.1.2001 and reiterated vide letter fi)llowed by va,rious reminders last letter No.2011/RS(WTA)-149/Procurement Calendar (WTA items) dated 6.12.2001, indentsfor WTA items are due to be submitted by 31st July for the next to next financialyear as follows:
