JOURNAL OF PROCEEDINGS

Morning Session — July 9, 1945, 9:00 a. m.

The first session of the Twenty-Fourth Annual Conference of the New York District of the Pilgrim Holiness Church, was called to order at Victory Grove Camp Ground, Albany-Schenectady Road at 9:00 a. in., July 9, 1945.

Kenneth Masterman led the Conference in singing, "Footprints of Jesus," and "Blessed Assurance."

Alvin Young led in prayer and the Conference sang, "My Jesus, I Love Thee."

Rev. Blann read a letter of greeting from Walter L. Surb:ook, our General Superintendent.

Bro. Blann introduced Rev. R. G. Flexon, First Assistant General Superintendent of the Pilgrim Holiness Church, and requested him to take the chair.

Rev. Flexon spoke of his appreciation of the New York District in regard to our standards and our missionary zeal. He read from Rev. 2:1-5 and addressed the Conference on the subject "What backslides a Church!" Rev. Flexon stated his conviction that we as a Pilgrim Holiness Church were facing a crisis. The following were mentioned as disastrous to the work of the Church: professional ministry, a ministry that seeks its own, the inactivity of our laymen, the lack of an issue, a double standard inside the Church, the wrong conception of what constitutes success in the Church, and majoring on church membership.

The secretary called the roll.

Motion made and seconded that the two center sections of seats and the first three rows of seats on each wing of the tabernacle constitute the Conference bar. Motion carried.

Motion made and seconded that the the time of the business sessions be from 9:00 a. m. to 12:00 noon; from 2:00 p. m. to 5:00 p. rn. and from 7:00 p. in. to 10:00 p. m. Motion carried.

Motion made and seconded that we receive Rev. E. A. Patmore. Rev. W. E. Schaltenbrand, Rev. Ruth K. Schaltenbrand, Rev. Floyd Baker as preachers in the Conference and also Mrs. Bertha Baker as licensed deacon-ess on strength of their credentials. Motion carried.

Rev. R. R. Sharp and Rev. R. D. Gunsalus were introduced to the Con-ference. Motion made and seconded that Rev. Sharp and Rev. Gunsalus be granted an honorary seat within the bar. Motion carried.

There being no objections, Rev. Blann appointed the following com-mittees: Resolution: W. A. Way, M. R. Pierpoint, Garry Boel, Robert Smith, Earl Watts. Ways and Means: R. N. Raycroft, George Culver, Donald Hardy, H. L. Twining, M. R. Blann. Auditing: J. Francis Olsen, Lindley Adams, Philip Doyle.

Arthur Shafer, District Statitician, read the statistical report and by motion of the Conference, it was referred to the auditing committee for correction.

Rev. Blann suggested that the Resolution Committee also act as a committee of Memorials.

Rev. Blann requested George Culver to act as chairman of Ways and Means Committee until the arrival of R. N. Raycroft.

Moved and seconded that we recess until the afternoon sitting. Motion carried.

Second Session — July 9, 1945, 2:00 p. m

Rev. Garry Boel led the Conference in singing, "Unsearchable Riches."

Rev. C. F. Berg led in prayer.

At Rev. Flexon's request, the Conference sang, "Close To Thee."

Rev. Flexon addressed the Conference in the interest of .our new head-quarters' building. Bro. Flexon submitted a brief financial statement and asked that we as a District give an expression of our attitude toward financing our headuarters. We were also asked to give consideration to some propositions that will be coming up in our next General Conference namely, the question of three Superintendents, our Sunday School program, and our Educational program. Our chairman also spoke relative to our ministerial conventions advising that we substitute a gathering of several districts in one convention and assemble at the Bible School which was in our own zone. Rev. Flexon spoke briefly of the N. A. E., stating his po-sition relative to our joining that organization.

Rev. Edward Shemelja was introduced to the Conference and voted a seat within the bar.

The report of Rev. A. E. Blann, Dirtrict Superintendent, was read and accepted.

several resolutions were read by the secretary of the resolution com-mittee:

1. Whereas, there exists considerable confusion and unavoidable error because of the inadaquacy of our present yearly report blanks, Be it re-solved that the District Statitician together with the auditing committee draft. a more suitable report blank and submit it to this conference for approval. This resolution was adopted.

2. Whereas, there exists a definite need for "The Pilgrim Minister's Benevolent Fund," Be it resolved that we go on record as favoring the adoption of the plan submitted to us by the committee appointed by the general board.

Rev. Elmer Joy of the Pittsburg District was presented to the Con-ference. The resolution concerning the Benevolent Fund was tabled till the evening sitting.

. This resolution would require Miscellaneous Resolution No. 8 on page 16, of the 1944 minutes to be rescinded. Resolved: that all reports regularly sent to the District Statistician be in his hand by June 15 and that all books and records which are to be audited shall be sent to the chairman of the auditing committee by June 15. It was moved, seconded and carried that we adopt this resolution.

Rev. R. N. Raycroft, chairman of Ways and Means Committee, pre-sented the following to the Conference:

A resolution involving an assessment of flty cents per member to defray the expenses of the delegates to the General Conference was lost.

The resoltion which follows concerns rescinding the finance resolution No. 8 page 15 of the 1944 minutes: Resolved, that the District Superin-tendent's support shall be as follows: Salary—$200 per month; Travel Expenses—four cents per mile by automobile and actual expense by train or bus. In addition, the District shall provide a parsonage furnished with telephone, electricity, gas, heat.and water. This resolution was carried.

Rev. Elmer Joy presented the planfor the "Pilgrim Miristqrs Benev-olent Fund," sponsored by the General Church. Rev. Joy went in consider-able detail to make clear to the Conference the function of the fund.

Moved and seconded that we lift the resolution from the table. Mo-tion carried.

The resolution committee presented orial for the General Conference.

The resolution favoring the Benevolent Fund was rcad and it was moved and seconded that the resolution be adopted with a correction con-cerning net earned surplus in Section III. Sub-section 2-B 1, and the reso-lution was adopted by a vote of 34 to 32.

The next resolution submitted which concerned the buying and reading of books recommendej by the educational committee to each pastor was ignored.

Inasmuch as the work of the Sunday School is primarily concerned with religious education: Be it resolved that we go on record as favoring the consolidation of the Sunday School and Educational Departments of our

general work. This resolution was adopted. We recommend that the words "Redemption Rescue Home at Spring-

field, Illinois" be deleted from the Miscellaneous Resolution No. 7 page 16. This resolution was adopted.

Whereas our Binghamton Camp is the largest and most influential camp in the District: and whereas it is held so late in the season: Be it resolved that Binghamton Camp begin Thursday before the third Sunday in July and that Vermontville Camp begin the Thursday before the first Sunday of August.

Motion made and seconded that we vote for one delegate at a time taking the names of those who received the highest number of votes on the first balloting. Motion carried.

The motion was made and seconded that the three not elected be de-clared as alternates in the order of their votes. Motion carried.

The Conference proceeded to ordain the following candidates to the gospel ministry: Francis Richmond, Francis Nason, Kenneth Masterman, Bernard Barcon, Donald Babcock, Floyd Lepper, Andrew Whitney and Ed-na West. Evelyn Whitney was ordained Deaconess.

Rev Boel led the Conference in singing "A Charge to Keep I Have." Rev. .A. E. Blann led in prayer. Rev. Young read II Tim. 4:1-8 and Rev Fay read from Titus 3:1-11.

Rev. Flexon read from I Tim. 3:1-7, and addressed the candidates. Rev. Flexon charged the candidates that the nature of their living has much to do with their ministry, also were cautioned to a careful life of prayer. They were advised of the great responsibility of reaching those outsiçle their own fold. Very helpful advice was given regarding a pastor's relationship to his congregation in and out of the pulpit. Bro. Flexon men-tione many virtues as being indispensible with a profitable and suc-cessful ministry.

The candidates presented themselves at the altar and were ordained to the ministry by the laying on of the hands.

The service was concluded by singing, "I'll Go Where You Want Me to Go," and by Rev. Flexon presenting certificates of ordination.

The Auditor's report was read and accepted.

The District Treasurer's reports were read and accepted.

The Church Extension Report read and accepted.

The District Trustee's report read and accepted.

The Victory Grove Camp Treasurer's report read and accepted.

The memorial to Rev. S. N. Bennett was presented to the Conference and by a standing vote it was accepted.

A new report blank was presented to the Conference by Bro. Francis Olsen, chairman of the Auditing Committee, and by vote of the Conference it was adopted.

STANDING RESOLUTIONS

Finance

No 1. Resolved, that each church sending a delegate or delegates to the District Conference, pay the traveling expenses of said delegates and pastor.

No. 2. Resolved, that when the District Council deems any licensed minister unable to meet the expense of taking the study course as directed in Education Resolution No. 2, they may pay all or part of the cost of such course. The Licensee in such case shall agree to finish a year of such course in the Conference year.

No. 3. Resolved, that when money is sent direct to any fund, the church treasprer shall obtain a receipt for same and forward this to each Dis-trict representative.

No. 4. Resolved, that all departments of our church shall, upon receipt of monies, immediately forward receipt for same to sender.

No. 5. Resolved, that the District Treasurer shall maintain two funds, to be known as the District Expense Fund and The Church Extension Fund.

The ministers and workers of the District shall pay all their tithe into the church where they hold membership.

Each month the local church shall forward to the District Treasurer, the pastor's tithe and 50'/( of other ministerial member's tithe. These amounts shall be specified for the District Expense Fund.

The Church Exension Fund shall be provided for by an assessment of $1.50 per member. 'rhis money shall be forwarded by the local treasurer to the District Treasurer, specified for the Church Extension Fund.

he churches shall be assessed $1.10 per member for General Budget as provided, by the manual.

The Foreign Missionary obligation shall be met by monthly offerings

in our churches. This money shall be forwarded by the local treasurer to the District Treasurer of Foreign Missions.

No. 6. Resolved, that in order to receive due credit in the current year, any church must have all money in the mail on or before June 5. The Dis-trict Treasurer shall keep his books open until June 10 so that proper credit may be given for ninnies mailed on or before June 5. All ninnies mailed after June 5, shall be entered in the following year.

No. 7. Resolved, that we, as a District, adopt the system of contribu-ting to the Allenown Bible Insitute the equivalent of 25c a month per member; said funds to be paid through the District Treasurer and that we put forth, a whole hearted effort to raise our quota in support of the school. This plan to continue for five years.

No. 8. Resolved, that the District Superintendent's support shall be as follows:

'Salary—S200.00 per month; Travel expenses—four cents per mile by autonjobile and actual expense by train or bus. In addition, the District shall provide a parsonage furnished with telephone, electricity, gas, heat, and water.

Education

No. 1. Resolved that the New York District go on record as' favoring a permanent representative of Allentown Bible Institute for visiting the churches of our school zone, and that we will stand back of such a program and will open our churches for the raising of funds for liquidating the debt on the school property and for securing the proper facilities for the advancement of the school.

No. 2. Inasmuch as Allentown Bible Institute provides correspondence courses for ministerial students, be it resolved that all our workers de-siring' license to preach or ordination be required to take such course, and that the Board of Education be governed in its recommendations for lic-ense to preach or ordination by a report from the Bible Institute upon the work, done by the applicant; provided, however, that due credit may be given by the Board, at its discretion, to said applicants, for any uivalent work done in any other school acceptable to it.

Miscellaneous

No. 1. Resolved that no properties such as churches, parsonages, or other buildings or land shall be sold of any of our incorporate churches without first conferring with the trustees of the district corporation.

No. 2. Resolved that section 16 of article 2 of the religious corporation law b.e enforced in our district in regard to churches who have discontinued holding services and where there are less than 7 resident attending mem-bers.

That such temporalities and property be managed by the District Council of the Pilgrim Holiness Church, Inc., our ecclesiastical governing body, or may, in pursuance of the provision of law relating to the dis-position of real property by religious corporations, sell or dispose of the same, and apply the proceeds thereof to any of the purposes to which the property of such governing religious body is devoted, and shall not di-vert such property to any other object.

In no case shall property be sold or disposed of to support the preacher who may claim this as an out appointment.

l)ue notice shall be given by the District Secretary, regarding the act-tion of the District Assembly in declaring a chuch extinct, within thirty days. to the remaining members, if any.

No. 3. Resolved, that inasmuch as there seems to be a lack of interest in our district concerning our Sunday School work, we recommend that all our pastors put forth a desperate effort to greater activity and make it a point to be present at every session if at all possible.

No. 4. Resolved, that inasmuch as the resolutions contain matters of vital importance to our lay members and inasmuch as not everyone reads the resolutions, we recommend that our pastors read the resolutions before the church as soon as possible after the distribution of the minutes.

No. 5. Resolved, that we, the New York District of the Pilgrim Holi-ness church, place ourselves on record as being unalterably opposed to, and deplore the present sale and use of intoxicating beverages throughout the nation, and furtherore we advise and strongly urge our people not to en-courage the sale or use of said liquors by patronizing such places where these intoxicating liquors are sold.

No. 6. Inasmuch asir Manual)declares itself against the wearing of jewelry; Be it resolved that none' of our preachers shall use the ring ceremony in marriages,or in any way encourage the use of it. Any minister who ises such ceremony shall be dealt with by the District Council.

No. 7. Resolved that all our local churches in the district open their doors to Allentown Bible Institute at least once a year, and that said in-stitution be allowed to take an offering for its maintenance.

No. 8. Resolved, that all reports regularly sent to the District Statis-tician be in his hands by June 15 and that all books and records that are to be audited shall be sent to the chairman of the auditing committee by June 15.

No. 9. Resolved, that each pastor attend the Binghamton, New York District Camp, and be required to remain over one Sunday. Due exception shall be made to this rule. All the pastors residing in the extreme northern part of the District, namely, Massena, Brushton, Ogdensburg, Russel. Ma-drid, Bloomingdale and Lake Placid, are urged to attend and push the Camp at Vermontville which is now the property of the District.

No. 10. In view of tendencies detrimental to the spiritual effort of our camp meetings, we recommend that the following rule be adopted for all oqr camps. All persons resident on the grounds shall respect a curfew hour of ten o'clock and lights shall be out by ten-thirty p. rn. with due ex-ception to be made for any person engaged in legitimate camp meeting ac-tivities.

No. 11. Resolved that an Editing Committee be appointed to consist of the District Secretary, the District Statistician, and the Secretary of the Auditing Committee.

No. 12. Resolved, that the telephone numbers of the ministers be pub-lished annually in the Minutes and that the address of the church also be published.

No. 13. Resolved, that the District Council set up a District Young People's Organization as provided for in Section 82 of the Manual.

No. 14. Resolved, that following the election of officers, the District Superintendent shall appo.int the committees which are to function under the istrict Council for the ensuing year.

No. 15. Resolved that a Ministerial Convention be held within the next year at a time and place set by the District Council.

No. 16. Whereas there exists a definite need for the "Pilgrim Minister's Benevolent Fund,"

Be it resolved that we go on record as favoring the adoption of the plan submitted to us by the committee appointed by the general board.

Io. 17. Resolved, that the New York District of the Pilgrim Holiness Church is opposed to divorce and remarriage, and that all persons who are divorced and remarried, except to be remarried to the one from whom they have been divorced, be denied membership in said church.

No. 18. Resolved, that the New York District Conference go on record as fully supporting the Head Quarters Building Committee in their drive for liquidating the debt and equipping the building.

No. 19. Resolved, that each pastor be given freedom to hold at least two revivals each conference year.

our midst a beloved brother and fellow-minister, we bow our heads in humble submission to His will.

Rev. S. N. Bennett, born Feb. 7, 1862, departed this life Sept. 9, 1944. Rev. A. E Blann, assisted by Rev. A. H. Wilson, and other ministerial brethren conducted the funeral at the Binghamton Pilgrim Holiness Church.

Bro. Bennett was converted early in life and joined the Free Methodist Church. Later he became connected with the Pentecostal Rescue Missio at one time serving as its presiding elder. When the Pentecostal Rescue Mission merged with the Pilgrim Holiness Church, he became a leading minister maintaining an active interest in local church and district affairs until called by death. He was an interesting conversationalist and when unable to attend church, he was often visited by his ministerial brethren who sought his fellowship and godly counsel. Besides being an ordained gospel minister, he was also a poet and song writer. His absence from our midst will be keenly felt, but we are sure our loss is heaven's gain.

ANNUAL REPORT OF THE DISTRICT SUPERINTENDENT

To the New York District Conference of the Pilgrim Holiness Church:

In the good providence of God we have come to another Annual Con-' ference of the New York District of the Pilgrim Holiness Church. The pro-gress made in the past 12 months has not been all we might desire, but we are grateful to God for all the blessings He has given. We trust that the battles fought and the victories won shall have fitted and encouraged us all to press forward with renewed zeal and increased faith to see greater things done for God and souls in the days to come.

Financially we have had another good year. Mortga.ges have been burned at the following places; Amsterdam, Ravena, Lake Placid, Haverhifl, Mass., and Russell. In each of several other places substantial reduction has been made in indebtedness of long standing. There have been increases in pastoral support on some of our charges. Some Churches have made ex- terisive and needed repairs and improvements. A new church building has been dedicated at Green Grove, Pa. The congregation worshipping there was formerly known as the Nicholson Church. Two churches have been or- ganized during the year—one at Oxford, the other at Cherry Valley.

Instead of a decrease in our membership there has been some increase for which we thank God and our faithful brethren in the ministry.

Ii several places there has been increased interest in - the Sunday School. The church at Albany has purchased a large bus which has been in operation several weeks and already has resulted in a substantial in-crease in Sunday School attendance. Three other churches in the District are using buses to further the work of the Sunday School. In other places passenger cars are pressed into service to gather in the children. When gasoline restrictions are eased, we should do more along this line. Sunday School work pays good dividends.

Qur revivals have not resulted in the ingathering of souls to the ex-tent we had hoped, but there have been some gracious victories and some have found God.

The Camp meetings in the District are serving a good purpose. Like the feasts of ancient Israel they bring God's people together for times of refreshing from the presence of the Lord. Souls find God in pardon and cleansing and the saints have the blessed privilege of fellowshipping one with the other which results in mutual uplift. Let us continue to support our Camps by our prayers, presence, and sacrifice. Only eternity will reveal the good done.

We are not satisfied with our plans or accomplishment regarding Home Missjons in the District work. Very little has been done along this line in the past 12 fonths. It is not enough to simply hold a meeting in a new place. To open up and establish a new work it is necessary to follow up a meeting with a permanent program. It is necessary to have someone stay on the job until, through sacrifice, prayer, and a lot of hard work, as suf-ficient number of souls have been won to God to form a nucleus around which a permanent organization may be built. We lack seasoned, corn-petent workers who have vision and the call of God upon them to go f or-warcin this endeavor. Let us make this matter a subject of earnest prayer, for we need to enlarge our borders as well as to strengthen that which we have.

With few exceptions our Churches have met the budget requirements. There have been some failures along this line and I feel led to offer a few suggestions. Let each pastor with his Church Board estimate at the begin-

fling of the Conference year the amount required to care for the budget. Then, work out a plan which will best win the approval of the local congre-gation and proceed to gather in the amount needed monthly. It is not fair to the congregation nor to the District Treasurer to put off the raising of the budget until several months' quota is due.

Last Conference we adopted a system of supporting our Zone School —the Allentown Bible Institute. The plan was to continue five years. The amount agreed upon was the equivalent of 25c a month per member. Most of our Churches have met their quota. Some have thought the amount asked too much. If we really grasp the importance of the work being done, I think we would be more inclined to come to the conclusion that we are do-ing too little. All holiness denominations have their schools. Many rank ahead of ours in equipment and advantage. Unless we see to it that our young people have a good school with proper equipment along all necessary lines, I fear we stand to lose many of our promising young people to other better-equipped schools. If we fail to give our boys and girls the proper Chris1ian education and training, where shall we obtain the future leaders of our Church? My earnest exhortation to each pastor is: get this matter on your heart, properly estimate its value, and endeavor to place it before your people so that they will feel about it as you do; then the 25c per month will seem small in comparison with the importance of the work to be accomplished. Some of us who live outside city limits pay four times as much to have our garbage disposed of as we are are asked to give in support of our School.

Qur Ministerial Convention last April was much enjoyed by those who attended the gathering. There was one thing to be regretted. Some of our brethren were absent. This leads me to offer another suggestion. Since the time for Camps and Conventions is set well in advance, our pastors should not plan revivals or other meetings or work which conflicts with those dates. Let iis plan well ahead to be present at our District gatherings. We need each other's fellowship and are the better for coming to mingle our voices together in prayer and praise and to have our hearts warmed and encour-aged by those who minister to us in the Lord. We need each other and cannot be at our best apart from the bessings of Christian fellowship. We must not drift apart.

The churches have all been visited during the year, some more than the required two times. I have presided- at 24 annual meetings, been present at 14 Board meetings and traveled over 10,000 miles in the interest of the District. I have also preached 158 times, conducted two funerals, baptized several babies, and have managed to keep quite busy during the past 12 months. Further I desire to say that I have been treated with great kind-ness, paid more than I have been worth, and close the year praying to God to richly bless and prosper the work of the New York District of the Pilgrim Holiness Church.

AUDITORS' REPORT

We have audited the records of the various departments of the District by methods and to the extent we deemed appropriate. We feel the following should be pointed out in respect to the departments audited.

Trustees' Report All trust funds have been deposited in one bank account making it hard

to. determine the income of each fund. We have analyzed this fund and sep-arated the amount applicable to each trust fund. We recommend that a separate savings account be set up for each individual trust fund.

Binghamton Camp Treasurer's Report This department owes the Middleown Trust fund $298.00 on a loan

made August 30, 1939. We recommend that this amount be transferred to the 1Iiddletown Trust fund immediately.

Vermontville Camp Treasurer's Report There is a difference of $11.45 in this department. Due to lack of time

we were not able to check out this difference so have included this difference in Repairs and Miscellaneous in the report for this department.

District Treasurer's Report Several of the churches have made errors in reporting their payments to

the District Treasurer. Each of the errors has been checked with the re-spective pastors nd proper adjustment has been made. $30.15 was paid for repairs to the Public Address System owned by Binghamton Camp. We recommend that this fund be reimbursed for this amount by Binghamton Camp. $5.00 was paid for a lawyer's fee for services in connection with satisfaction of Finch Hollow Contract. We recommend that the Finch Hollow Trust fund reimburse this fund for this amount.

Foreign Missionary Treasurer's Report $190.17 was sent to Rev. E. V. Hall as unspecified whereas it should

have been specified as follows: Tampamalon Church $100, Natiye worker in Mexico $10, and Tancanhuitz Church $80.17, These items are correctly re-ported in the Foreign Missionary Treasurer's Report and will be corrected with Rev. Halt this coming year.
