1.0 WELCOME AND INTRODUCTIONS (Jane Sinclair, Chair) Jane Sinclair, General Manager of Health and Emergency Services welcomed the group and provided a brief overview of the day.

2.0 APPROVAL OF AGENDA The agenda was approved as presented.

3.0 APPROVAL OF MINUTES The minutes were approved as presented.

4.0 UPDATE ON KEY INFORMANT INTERVIEWS All Key Informant Interviews have now been conducted. Emma provided an overview on the Francophone Key Informant Interview. During the interview the following were suggested as being priorities or gaps in the community: transportation, social inclusion, and availability of French speaking Doctors. Transportation The Committee discussed transportation issues within our communities. It was discussed that taxis are unable to transport mobility aids such as scooters as they are unable to be properly restrained due to their design. It was suggested that this item be brought to the County’s Accessibility Advisory Committee for discussion. It was also suggested that the Accessibility for Ontarians with Disabilities Act (AODA) Hotline be contacted at 1-866-515-2025. Social Inclusion It was discussed that programs that support social inclusion are an important part of the community. The North Simcoe Muskoka Local Health Integration Network (NSM LHIN) has created a new Committee comprised of various service providers to look at service needs in French Language in the Community. French Speaking Doctors It was suggested that a roster of French Speaking Doctors and Mental Health Service Providers would be beneficial to French speaking individuals in the community. The Chigamik Community Health Centre in Midland focuses on healthcare for the francophone population.

5.0 UPDATE ON FOCUS GROUPS An updated Focus Groups schedule was provided to the committee. If committee members have suggestions regarding recruitment they can email Emma at [email protected].

6.0 RECAP OF SUGGESTIONS TO DATE All suggestions and ideas brought up at Committee meetings are being recorded into a database for future consideration. A fulsome list will be provided at a future meeting. Suggestions/ideas can be emailed directly to the Age-Friendly Project Lead, Christy Tosh at [email protected].

8.0 UPDATE ON PUBLIC CONSULTATIONS Four (4) Age-Friendly Community Public Consultations will be scheduled for the month of September. On each date the public consultations will take place from 2-4 p.m. and 6-8 p.m. Public Consultations will take place in the following municipalities: Orillia, Penetanguishene, Collingwood and New Tecumseth. Updates will be provided to the Committee as they become available.

9.0 AGE-FRIENDLY COMMUNITIES PRESENTATION Elizabeth provided a presentation on Age-Friendly Communities. The County of Simcoe will be submitting an application to join the World Health Organization Global Network of Age-Friendly Cities and Communities. The application must include a letter from the Warden committing to four (4) phases: Community Planning, Implementation, Evaluation and Continual Improvement.

10.0 RESULTS FROM COMMITTEE FEEDBACK FORMS Emma summarized the results from the Committee Member Feedback Survey that was circulated at the April meeting. A discussion took place regarding the following:

a) It was suggested that each meeting begin with a ‘check-in’ with Steering Committee members to discuss current age-friendly initiatives.

b) It was also suggested that updates be provided to Committee members

between meetings. Emma to send Focus group invitations to Steering Committee members to help with recruitment.

c) It was discussed whether the County would be collaborating with the City of

Barrie or if information would be shared across age-friendly projects. Christy confirmed that the County will be sharing its Age-Friendly survey results with the City of Barrie and vice-versa.

d) A discussion took place regarding community agencies and future presentations at Steering Committee meetings.

i. Greg Bishop to provide future presentation on the County’s Immigration initiative.

ii. Jane to contact the NSM LHIN to participate on the Committee related to Francophone and First Nations.

iii. Committee members are interested in learning more about volunteer recruitment and retention, employment, disabilities and low income seniors.

iv. Seniors living with Dementia is a topic of interest. Laura Lynn Bourassa offered to do a presentation at a future meeting regarding people living with dementia. Christy has contacted Deb Islam from the Alzheimer’s Society regarding the recruitment of a Steering Committee Member living with dementia. The Blue Umbrella Program was also discussed.

Community Updates to be added as Standing Agenda Item. Emma to send Focus Group Invitations to Committee members. Greg Bishop to provide future presentation on Immigration Initiative Jane to contact NSM LHIN to participate on this Committee. Future presentation on dementia.

11.0 NEW BUSINESS The Town of Penetanguishene is hosting a Senior’s Information day on June 9th and the County will have an Age-friendly booth on display.

12.0 NEXT MEETING:

The next meeting will be Tuesday, June 21st from 10:00 a.m. to 12:00 p.m.

Francophone Priorities

• Transportation a priority• If an older adult does not drive, they face

many more barriers to accessing programs, doctors, etc.

• Focus on social inclusion• Programs that support social inclusion an

important part of the community

• Word of mouth, news and radio• Often people miss things because the

information isn’t shared in these ways ahead of time

• Prevention, this saves costs in the long-run (exercise, social inclusion)

• Biggest barrier for participating in events is if they do not have a car

• Assisted living is expensive, so people stay in independent living longer than they should

• Pace of growth of older adults is also increasing

• France – it took 150 years to adapt to a change from 10% to 20% in the proportion of the population that was older than 60 years

• Now – China, India, Brazil will have 20 years for similar adaptation

In Canada the growth of the older adult population is driven by two main factors

- life expectancy and

- the “baby boom” generation.

• Boomer generation – the population cohort born between 1946 and 1964

• Year 2011 marked the first year that baby boomers reached the age of 65.

• While the overall life expectancy is expected to grow, growth in this group is expected to moderate in the future

• While some of the findings from Blue Zones are portable and can be adopted anywhere to allow everybody to live healthier and longer lives, other are more difficult to implement.

AFC – Critical Evaluation

Strengths/Accomplishments

• overwhelming enthusiasm and leadership in spreading of the projects

• brought together many stakeholders and involved creative partnerships between municipal governments and businesses, architects, planners, designers, philanthropists, public health agencies and educational institutions. Collaboratively, all these groups with varied experiences can bring new and innovative solutions to the looming crisis.

• benefits both young and old.

• more complex issues such as housing, health care, transportation, and affordability seem to lack a coordinated approach and shows limited success

• lack of adequate resources or they were not appropriately developed.

• overlap other policy initiatives such as Walkable Communities, Universal Design, Accessibility, Social Housing

• lack of the resident-level data on the outcomes.

• some critics claim that communities are opting for “quick wins” to demonstrate their commitment rather than big-ticket items that would impact the quality of life.

• Ontario Balance of Care Project conducted in Toronto Central LHIN indicated that between 33%-50% of individual on waiting lists for LTC could be diverted safely and cost-effectively to care in the family home or in supportive housing if adequate home and community care resources were available

• The crucial role of LTC beds should not be diminished, but rather the policy makers should use greater scope to see beds within more encompassing view of all places for care in the continuum of care. Building “places” vs “beds” helps to consider interdisciplinary care teams to establish the best practice in the care of persons with multiple health and social needs.
