1 Opening remarksBill Sapsis called the meeting to order promptly at 7pm. He thanked everyone for being in the room and for all the efforts spent on task groups and this working group.

2 Attendance and membership

2.1 Introductions of those present and taking attendanceA yellow sign-in sheet was passed around the room to sign while self-introductions took place.

2.2 Call for quorumBill Sapsis announced a quorum and supermajority by count of a forest of raised hands.

2.3 Requirements for membershipThe following statement was read aloud to the assembly by Bill Sapsis:

Membership is open to all who are materially affected by the work of the group. People who would be in the designer interest group category are particularly encouraged to join. However, voting members are required to attend meetings and to vote on letter ballots. Any principal member and voting alternate who both miss three consecutive meetings or letter ballots will have their membership status changed to observer.

Dan Culhane moved to approve the minutes of the July meeting as drafted. The motion was seconded and approved with one abstention.

4 PLASA declarations

4.1 Reading of the anti-trust statementThe following statement was read aloud to the assembly by Bill Sapsis:

PLASA and its members take seriously their obligation to comply with all applicable antitrust laws. Therefore,during this meeting and during all PLASA events, all discussions will be limited to those subjects that arepermitted by the antitrust laws. All members should refrain from any discussion or mention of competitivelysensitive subjects such as the current or future prices charged for any member product or services, current orfuture marketing plans or strategies, and current or future costs, including employee salaries. There alsomust be no agreement on the suppliers or customers that members will do business with or the markets inwhich members will conduct business.

Violations of the antitrust laws can have serious consequences. If you have any questions or concerns aboutanything that is discussed at a PLASA meeting, please bring your concern to PLASA management. An easyto read pamphlet describing the antitrust laws is available from the PLASA staff.

Erin Grabe and Karl Ruling held up copies of the pamphlet. Nothing was reported.

4.2 Reading of the NEW call for patentsThe following statement was read aloud to the assembly by Bill Sapsis:

PLASA intends not to publish any standard that contains protected intellectual property, unless that information can be licensed by anyone for a reasonable fee. PLASA uses a process of open patent and copyright disclosures to implement its intent. PLASA does not conduct patent or copyright searches and doesnot warrant that its standards contain no protected intellectual property.

In keeping with the open disclosures policy, I ask if anyone present wishes to notify this working group of the existence of a patent, patent application, copyright, or other intellectual property that might protect material in a standard being developed by this working group. You need not be the holder of the patent or copyright to notify this working group of its existence.

Nothing was reported.

5 Approval of the agendaDan Culhane moved to approve the agenda as drafted. The motion was seconded and approved no opposition or abstentions.

6 Old business

6.1 ANSI E1.1 - 2012, wire rope ladders (revision, reaffirmation, or withdrawal by 2017)No news at this time.

6.2 ANSI E1.2 - 2012, Entertainment Technology - Design, Manufacture and Use of Aluminum Trusses and Towers (revision, reaffirmation, or withdrawal by 2017)No news at this time.

6.3 BSR E1.4-1 - 201x, Entertainment Technology--Manual Counterweight Rigging SystemsThis draft standard ended its second public review at the end of the day 28 September 2015. See Summary_E1-4-1_ScndRevwComments.pdf. In addition to comments received, an objection to a resolution from the first review was received, see ObjectionToE1-4-1_FrstRevwResols.pdf.

Richard Nix reported good progress at the task group meeting earlier in the day.. He noted that most of the comment resolutions have been drafted, and that they will have something to the working group for January.

6.4 BSR E1.4-2 - 201x, Entertainment Technology—Statically Suspended Rigging SystemsEthan Gilson spoke. He noted a disruption with the task group meeting cycle, which means that there is now an opportunity to get comments from the working group back to the task group by mid-november. He also asked for help on harmonizing this draft with the other parts of E1.4.

6.5 BSR E1.4-3 - 201x, Entertainment Technology - Manually Operated Hoist Rigging Systems Richard Nix said that the group is going to take one last pass through the resolutions. Miriam Paschetto's comments were taken into consideration and a document will be sent to the working group by the next meeting.

6.6 ANSI E1.6-1 - 2012, Entertainment Technology--Powered Hoist Systems (revision, reaffirmation, or withdrawal by 2017)Bruce Darden said that a task group should be formed by January to have a document for review by 2017. BruceDarden said that he is willing to serve on task group. Bill Sapsis said that the question will be asked in January.

6.7 ANSI E1.6-2 - 2013, Entertainment Technology--Design, Inspection, and Maintenance of Electric Chain Hoists for the Entertainment Industry (revision, reaffirmation, or withdrawal by 2018)Bill Sapsis said that the group should consider scheduling/staggering the projects to not have them pile up together in the future. Karl Ruling added that reaffirmations take less time, unless comments come in suggestingchange, and revisions are typically only a couple reviews long. No other news on this standard.

6.8 ANSI E1.6-3 - 2012, Safe Use of Electric Chain Hoists in the Entertainment Industry (revision, reaffirmation, or withdrawal by 2017)No news at this time.

6.9 ANSI E1.6-4 - 2013, Control of Electric Chain Hoists in the Entertainment Industry (revision, reaffirmation, or withdrawal by 2018)No news at this time.

6.10 ANSI E1.8 - 2012, Entertainment Technology--Loudspeaker Enclosures Intended for Overhead Suspension--Classification, Manufacture and Structural Testing (revision, reaffirmation, or withdrawal by 2017)No news at this time.

6.15 BSR E1.43 - 201x, Live performer flying effect standardThis draft standard was in public review until the end of the day 28 September 2015. See E1-43_ThrdRvw_CommentSmmry.pdf, E1-43_ThrdRvw_DraftResols.pdf, and BSR_E1-43_Rig2013-2039r10.pdf.

Bill Gorlin noted some changes to the draft resolutions as distributed. The working group amended the resolutions to the consensus of the group.

Ethan Gilson moved to accept the resolutions as amended. The motion was seconded and approved with two abstentions. The resolutions, as approved, make no substantive changes to the draft standard.

Bill Gorlin moved to accept the draft standard as an American National Standard. The motion was seconded andthere were an overwhelming show of hands in support of the motion, but it must be decided by letter ballot.

6.16 ANSI E1.44 – 2014, Common Show File Exchange Format for Entertainment Industry Automation Control Systems -- Stage Machinery (revision, reaffirmation, or withdrawal by 2019)No news at this time.

6.17 Rigging GlossaryChris Kaiser spoke on the difficulty with getting a meeting scheduled having no E1 designation. The consensus of the group was to call the project the Rigging Glossary Task Group.

6.18 BSR E1.47 - 201x Recommended Guidelines for Entertainment Rigging System InspectionsChris Kaiser said that comment resolutions were drafted, but that some additional informal comments came in that the group will have another meeting to discuss.

6.19 BSR E1.50—Video wall projectCharlie Weiner asked for the working group to send any comments on the draft to him and the task group. He apologized for the delay and said that the task group will try to have something for January.

6.20 BSR E1.56, Rigging Support Points Design, Fabrication, Installation, and Testing Shawn Nolan said the task group has some contentious items and needs feedback. They meet tomorrow, and will release a draft by 6 November, with a request for informal comments from the working group to be sent back by 15 December. Carlos Ortega added that Shawn Nolan is doing a great job leading the task group.

7.1 TSP participation feeBill Sapsis asked if there were any questions. There were none.

8 Other business and announcements

8.1 PLASA EU and NAMike Garl spoke and strongly suggested that folks attend the annual general meeting on Thursday. Everyone should have received a letter about the de-merger. He added that programs such as the TSP and ETCP aren't going anywhere, that standards are being referenced in code, and the Investors in Innovation program is being expanded. He urged people for their support during this time.

8.2 Above & Beyond AwardsBill Sapsis noted that the nomination site is open year round at tsp.plasa.org/AboveandBeyond.

8.3 CEN standards updateBill Sapsis said that Ron Bonner briefed the group and there was essentially no new news.

9 Schedule for future meetingsSee http://na.plasa.org/news/meetings.php for the most current schedule.

9.1 January 2016 meetingsBill Sapsis said that the January meetings are tentatively scheduled for Thursday through Sunday, 28-31 January 2016 at the D/FW Marriott Solana in Westlake, TX.

9.2 USITT 2016Bill Sapsis said that USITT 2016 is scheduled to be held in Salt Lake CIty, UT. The conference dates are 16-19 March 2016.

9.3 July 2016 meetings in conjunction with NATEACBill Sapsis said that the July 2016 meetings will be held in conjunction with NATEAC in New York City. Meeting dates are tentatively scheduled for 14-18 July, while the conference dates are 17-18 July 2016. Information on the conference is available at http://www.nateac.org/.

He added that there are open session slots and any suggestions should be forwarded to him.

9.4 LDI 2016Bill Sapsis noted that LDI 2016 will be exactly 52 weeks after this LDI.

9.5 USITT 2017 & 2018Bill Sapsis noted that USITT 2017 is scheduled to be held in St. Louis, MO. USITT 2018 is scheduled to be held in Ft. Lauderdale, FL.
