I. CALL TO ORDER: Chairman Mobley called the meeting to order at 6:08 PM. FLAG SALUTE:

IV. BUSINESS:

1. Public Hearing to Consider a Recommendation to the Fortuna City Council

Regarding an Amendment of the Fortuna Zoning Map Amending the

Zoning of APN 202-061-006 from Residential Single Family (R-1-6) to

Residential Multifamily (RM), and Adding a Mobile Home (T) Combining

Zone to Support Development of a Future Mobile Home Park

Applicant: Ray Chisum APNs: 202-061-006

STAFF RECOMMENDATION: Make a recommendation to the City Council to adopt the proposed zoning

amendments.

Staff Report:

Deputy Director of Community Development Liz Shorey gave an oral and written report regarding the proposed zoning amendment. Deputy Director Shorey explained that the proposed multi-family zoning is consistent with the housing density designated by the General Plan for this parcel and surrounding parcels and that the overlay of a combining (T) zone would allow multiple single family units on a single parcel, typical of a mobile home park design.

Deputy Director Shorey responded to concerns submitted by neighboring property owners including property values, wildlife and slope stability.

The Planning Commission discussed aspects of the proposed zoning amendment, including potential issues with slope slippage on a nearby parcel, and management of any potential mobile home park.

Public Comment:

Planning Commission Secretary Katey Schmidt read letters submitted to the Planning Commission in opposition to the proposed zoning amendment. (Attachment A) Fortuna resident Leroy Smithson spoke in opposition to the proposed zoning amendment, citing slope instability on adjoining parcels. Fortuna resident Brad Chamberlin spoke in opposition to the proposed zoning amendment citing drainage issues on nearby parcels and his displeasure with a potential mobile home park near his property. Local Engineer Jeff Laikam spoke on behalf of the applicant Roy Chisum in support of the proposed zoning amendment, explained that the soil slippage on the adjoining parcels has been evaluated by an engineer and is scheduled to be remediated. Mr. Laikam noted that existing zoning in the area includes Commercial Thoroughfare as well as Residential Multifamily. There being no further public comment, Commissioner Bradley moved, seconded by Commissioner Halley to close this section of public comment. Roll Call Vote:

Commissioner Bradley moved, seconded by Vice-Chair Rogers to approve “A Resolution of the Planning Commission of the City of Fortuna Recommending that the Fortuna City Council Amend the Fortuna Zoning Map Amending the Zoning of APN 202-061-006 from Residential Single Family (R-1-6) to Residential Multifamily (RM), and to Add a Mobile Home (T) Combining Zone to Support Development of a Future Mobile Home Park”.
