The property is zoned IG Industrial General The structure used as a veterinarian clinicresembles a small one story house with a front porch

The applicant is proposing vinyl siding on the structure During the work session the applicantdiscussed several colors One color option was tan for the siding of the house with a clay trim and blackshutters In addition the applicant would like permission to place a 2 X 12 sign on the front of the porch

The sign was previously approved by this Board on May 23 1994 The sign consists of lettering in acream color on a dark brown background with yellowgold border and decoration The language of thesign is Broad Run Veterinary Service Equine Medicine and Surgery Small Animals Housecalls

Staff was unable to find a drawing of the sign but does have that description During the worksession the Board and the applicant discussed the possibility of having the lettering and background matchthe proposed siding with the possibility of using a darker black color for the lettering so that it will standout against the tan background

It was also discussed whether or not the sign would look appropriate across the top of the porch andthere was some discussion of balancing the sign with the addition of a porch rail below the sign

COMMENTS FROM THE APPLICANT

Ms Kathy Broaddus and Mr Ray Booth the vinyl siding contractor were present Ms Broaddusstated that they had discussed tan with clay Mr Booth suggested the clay with a white trim but she isopen to either suggestion They intend to go ahead with the porch railing The 12 foot sign will not fitwithin the proposed area and another sign was presented

QUESTIONS FOR THE APPLICANT

Mr LeReche asked if the dimension shown in the sketch would be the proposed dimensionsMs Broaddus said the sign would be 2 feet tall almost 5 feet across

Mr LeReche asked the spacing between the support posts

Ms Broaddus said it is about 5 feet 2 inches

Mr LeReche said they will need the exact dimensions of sign and there would need to be 12inches to clear the post

Chairman Camarda said that if the sign is reduced from a 12 to a 5 foot sign the text will be anissue

Ms Broaddus presented a banner which would be similar to the sign

Mr LeReche asked the color of the sign

Chairman Camarda said if the building was in clay with a light tan background the background ofthe sign could be a light tan color with black lettering

Mr Campbell asked if the sign would have a black border

Ms Broaddus said that was correct

Ms Gilleran said the original application was for a gold border but she suggests a black border

Ms Broaddus presented pictures to the Board

Ms Gilleran said that per the zoning ordinance the sign must be bolted so that it does not swing

BOARD DISCUSSION

Mr Camarda noted that the applicants decided to have 3 inch versus 4 inch vinyl siding at thework session

MOTION Mr Campbell moved that ARB 9822 be approved with the following conditions

1 there will be black shutters and three inch vinyl siding with the clay color aspresented this evening

2 the trim the door and the porch rail will be painted white3 the sign will be 2 feet high and the width between the post will be minus an inch

or two to clearance mounted with a chain or eyebolts at the top and the sides toprevent swinging

4 the sign will have black lettering and tan background and the trim of the trim ofthe border will be black

5 the lettering will be Broad Run on one line with the logo and Veterinary ServiceInc on the second line which will be scaled to fit into that space

MOTION Mr LeReche moved that ARB 9823 be approved pending the approval of Master SignPermit Application ARB 98 27 If ARB 9827 is denied so will ARB 9823 Thecolor will be to match the proposed master sign application 2283 that the maximum signlettering is 30 inches with the lowercase sign letters at 2224 inches and the width of thesign is 24 feet and all other items will remain the same Seconded by Mr Campbell

ARB 9824 APPLICATION FOR A SIGN PERMIT An application for three wall signs to identifyFirst Union Bank located at 199 Elden Street Herndon Virginia Joe Coulson ApplicantJack Kelly of Eddie Edwards Signs Representative Fairfax County Tax Map Reference171006 B2

The applicant is proposing three wall signs on the primary structure and on one wall sign on thefreestanding ATM building

Two of the signs proposed for the main structure identify the occupant as First Union The signsare proposed on the northeast facade facing Elden Street and on the southwest facade facing the parkinglot The proposed signs are channel letters in the logo font and arrangement The letter faces are greenThe proposed trim caps and returns are painted to match the face of the sign The application states thatthe transformers are located behind the wall of the structure and are not visible The applicant has askedthat this be amended due to the location of the safe of the building The are asking that the exposedraceway be painted the color of the structure

Two additional wall signs are also proposed The applicant is proposing to replace the faces of twoexisting signs The signs currently read MOST The applicant is proposing to change the content of thesign to 24 HOUR TELLER The signs will be internally illuminated The signs are 4 feet by 125 feetThe existing sign on the main building is located at the northwest corner of the facade facing Elden StreetThe second sign is located on the freestanding ATM structure

The proposed color of the wall sign is the establishmentslogo color Architectural Review Boardstaff suggests the green should be attractive in conjunction with the brown brick and trim of the building

The signs proposed for the Elden Street facade meet zoning requirements The building due to itsorientation is not permitted to have a sign on the southwest facade facing the parking area The ZoningOrdinance prohibits signs on walls and windows that do not have frontage on a public rightofway Thussigns are not permitted on the side of the building facing the parking lot Facades without rightofwayfrontage are permitted to have signs when the building has more than one tenant and is under an approvedmaster sign plan This building doe not qualify for a master sign plan

The applicant has not provided a drawing or photograph of the proposed 24 HOUR TELLERsign Thus staff is unable to comment on the design

The proposed signs meet zoning ordinance requirements with the exception of the identificationsign proposed sign proposed for the southwest facade

The proposed letter style for the signs is a logo lettering and is simple and easily readThe signs appear to be of standard construction

Staff recommends that ARB 9824 be denied due to its inability to meet the requirements of theZoning Ordinance Should the applicant move the proposed identification sign on the southwestern facadefrom this application staff recommends approval provided that the applicant provides the followinginformation for Staff review and approval

Should Staff determine that there is a problem with these designs once they are shown in detailthen Staff would be under direction to return to this Board for clarification as to whether or not the signsmeet the expectations

In addition the applicant has provided a sketch of the identification sign proposed for the EldenStreet facade It does show an exposed raceway It does not show the facade as it actually exists on theElden Street facade Staff would still request than an accurate drawing be submittedQUESTIONS FOR STAFF

Mr Jack Kelly with Eddie Edwards signs was present Mr Kelly said he was only aware of onesign and that is the sign presented in the drawings He would amend the application to eliminate all butthe Elden Street identification sign There is a safe behind the wall They would like to paint the racewayto match the brick Some color choices were presented The returns and trim will be First Union greenThe wood framing will be duronotic bronze

QUESTIONS FOR THE APPLICANT

Chairman Camarda clarified that they are reviewing an application which contains a Firs Unionside on Elden Street two empty cabinets to decide on later

Mr Kelly said that was correct He needs to discuss the cabinets with his peopleChairman Camarda noted that the soonest they would be able to hear this case again would bewithin 60 days

Mr Kelly asked if the signs in their existing positions were within the scope ofthe zoningordinance

Ms Gilleran stated that if the signs had an approved face they would be legal signs Once thesign is removed the sign becomes obsolete and the zoning ordinance states that the sign cabinet has to betaken

off

the wall has to be repaired This Board could provide the applicant with a 6090 dayallowance so that Staff would not move against the obsolete sign cabinets

Mr Kelly asked if the new faces as applied for could be approved tonightMs Gilleran said the previous sign company has not supplied Staffwith faces

Chairman Camarda said the applicant seems to be asking if the current sign boxes from the pointofview of location and size would they comply with the zoning ordinance if they had an approval fromthis Board at some time in the future

Ms Gilleran said the signs would comply with the zoning ordinance

Mr Campbell asked the location of the power feed

Mr Kelly said he does not know the exact location of the power feedMr LeReche asked how much overhang was on the building

Mr Kelly said it was approximately 18 inches to 2 feet

Chairman Camarda noted that the Board made an approval on this building about two months agoand there were some conditions that were not met

Mr Kelly said he would guess that it would be a 34 inch conduitChairman Camarda stated that the proposed color should be flat and should match the brick

current ordinance Staff spoke tothe applicant todayand suggested that there are two options Option onewould be to remove the sign from theclock tower and proposeafreestanding sign meeting the requirementof the ordinance which state that the sign with its base be no more than 12 feet tall the actualsign box areaof the freestanding sign should not be any more than 8 feet tall withacombined height of no more than12 feet and that the sign area be no more than 50 square feet The faceofthe freestanding sign is basedonthe linear frontage of the building up to but no more than 50 square feet For the second optionthe applicant could keep the signs on the clock tower but lower them to no more than 12 feet

Mr LeReche asked the maximum height of a sign on the side of a building

Ms Gilleran said a sign can be no more than 20 feet on the side of a building She has spoken tothe Zoning Administrator about this sign and due to the fact that the clock tower is serving anotherpurpose apart from being the background for the freestanding sign the sign would have to come down to12 feet which would comply with the zoning ordinance

Mr Jack Kelly representing Eddie Edwards signs was present and stated that he would agree withMs Gilleransrecommendations

During the work session several issues were discussed primarily the height of the generator withthe silencer on top In addition Staff had raised some concerns about a light The applicant explained thatthe light would not be visible The Board made the suggestion that the fence be 8 feet tall with a latticework of approximately two feet on top with a framing around

Staff recommend that ARB 9826 be approved with the screen amended per the Board suggestionat the work session the equipment is sandwiched between two buildings to one side is a retaining wall

which is taller than the equipment the screen is located on the only exposed side of the equipment andthat faces an adjacent propertywhere there is already a buffer screening of evergreen trees

ARB 9827 APPLICATION FOR AN AMENDMENT TO A SIGN PERMIT An application toamend an approved master sign plan ARB 9716 for Dulles Park Shopping Centerlocated at 1040 1096 Elden Street Herndon Virginia William Hardtke ApplicantFairfax County Tax Map Reference 16100211

Mr Hardtke is not present but has sent a representative

The property is zoned C2 Highway Commercial Corridor The Dulles Park Shopping Center hasrecently undergone a major renovation project The Architectural Review Board approved a new mastersign plan on May 19 1997 The conditions of the approved master sign plan were as stated in the staffreport

The applicant is proposing to amend the approved master sign plan to permit all future signs to be316 inch red Plexiglass with red neon with the exception of the center anchor store Food Lion and thepad building which will remain white lettering The applicant is not proposing to make any additionalchanges to the master sign plan

The applicant called Staff asking for clarification as to whether the application this evening wouldpermit white or red signs or whether it would preclude the administrative approval of any white signsexcept the center anchor store and the pad site When staff was reviewing this application it was staffsunderstanding that this amendment was calling for all the signs to be red except for that center anchor storeor the pad site with the possible allowance for the existing white signs that are used by some of the smallertenants to remain until those tenant spaces were either leased to new tenants or the tenant wished to makethe change on their own

Architectural Review Board staff suggests that the popularity and use of red signs along the EldenStreet corridor has led to an overuse of the color The applicantsproposal will further this trendAlthough staff discourages the use of red when it clashes with the materials of the structure and otheradjacent signs staffsuggests that the applicantsproposal may in fact be appropriate for the center inquestion There are approved red signs within the center and Staff finds it difficult to recommend againstred signs within the center

Staff recommends that ARB 9827 be approved but is concerned about a general mix of whiteand red signs and is also concerned about some of the provisions of the originally approved master signplan namely the allowance for illuminated box signs to be located in the windows This was originallypermitted to cover the CVS box sign but that sign now has approval Normally illuminated signs of anykind are not permitted by master signs but must come before the Board separately Staff is also concernedabout the allowance for green window signs Since this amendment will remove green from the wall signfaces staff suggests that the green should be dropped from the window signs and that the signs should bered white or a combination of the two colors

QUESTIONS FOR STAFF

Chairman Camarda said it is his understanding the applicant is asking for a change in the color to316 Plexiglass with 2283 Red Plexiglass

Ms Gilleran said that was correct The currently approved 3M 363073 Dark Red is a vinylapplied to a white face and does not have the durability of a colored Plexiglass face Ms Gilleran alsonoted that the Radio Shack sign has a white border and is in violation of the master sign plan

COMMENTS FROM THE APPLICANT

Mr Bob Duzini representing JBG Rosenthal the managing agent for Dulles Park ShoppingCenter was present He stated that once they installed the white signs according to the original master signplans they were disappointed with the signs along with many of the tenants When one of their tenantsinstalled a red sign the other tenants decided that the red was a much better sign The red reads muchclearer on the white background and that is the reason for their master sign plan changes They would likeitem 4 which states that Other signs shall be 3M 3630 73 Dark Red vinyl or Hartford Green will nowread Other signs shall be M 2283 Red Plexiglass or white and they would like to eliminate item 5

which states that Signs other than white of the same color shall not be located adjacent to each otheritem 10 which now reads Window signs shall consist of signs painted on the inside of the window orupon a clear Plexiglass background The letters shall be red green or white to match the buildings wallsigns will be modified to Windows signs shall consist of signs painted on the inside of the window orupon a clear Plexiglass background The letters shall be red and or white to match the buildingswallsigns item 11 which now reads One illuminated box sign per establishment is permitted in thewindow to be turned on during business hours will be removed

Mr Duzini reiterated the changes and stated that they would like to hypothetically end up with allred signs

Mr Campbell and Mr LeReche stated that some variety will be needed within the shoppingcenter

Mr Duzini noted that the landlord may be willing to provide all the tenants with red signs

Mr LeReche asked for confirmation that there was a master sign which dictated one color

Ms Gilleran said there are several master sign plans which dictate one color Staffs concern inregard to trying to set up a pattern with the red and the white sign is that there does not seem to be anytenants who want the white sign

Mr Duzini said their first preference would be to allow a mix inany combination theirsecond preference would be to have all red and their last preference would be to haveaspecific combinationof

The applicant is proposing to add a walk in cooler to the rear of the structure The proposalincludes a screen wall of brick andEIFSto surround the cooler on the three exposed sides The screenis 9 12 feet tall which the applicant indicates will extend to the top of the cooler The applicant isproposing a brick base approximately 1 44 feet high to match the existing brick base along the rear of thebuilding The remainder of the screen is EIFS to match the existing rear wall of the structure The topof the enclosure is covered in metal cap flashing to match the existing structure

In addition the applicant is proposing the addition of roof top units The applicant has stated thatthe existing parapet will be sufficient to screen the units from pedestrian and vehicle traffic along theElden Street corridor At the work session the applicant did submit some measurements of the parapetwall and the proposed rooftop units and the exhibit is located on the bench in front of the Board

Architectural Review Board staff suggests that the cooler and enclosure which were the subject ofTown Plan R9739 are not detrimental to the appearance of the structure Staff believes that theapplicant has clarified the discrepancy between the approved site plan revision and the architecturaldrawings submitted with this application The applicant has stated that they will apply for a revision dueto the change in the location of an adjacent sidewalk

The screening of the cooler seems sufficient and does match the rear wall of the existing structureand should not be a detriment to the appearance of the building During the work session there was somediscussion concerning the CO2 storage tanks which will be located to the rear of the existing building andat that time it was suggested by one of the Board members that the existing berberis should be changed toewes to provide a little more screening

Staff recommends that ARB 9830 be approved with the amendment that the dwarf berberis bechanged to ewes and that the ewes be a 36 inch high plant

On December 15 1997 this Board reviewed ARB 9752M two neon window signs to identifyMattressland Carpetland located at 1060 Elden Street The applicant requested two 22inch tall neonsigns One sign was 98 inches long and the second was 62 inches long Both signs utilized upper andlower case letters and were formed by a double band of neon The Board approved the signs with thefollowing amendments

1 The neon window signs shall be as proposed in regard to the style of lettering with thedouble outline being retained

2 The neon lettering shall be 16 Inches for the upper case letters a maximum of 14 inchesfor the taller lower case letters and no more than 10 inches for the remaining letters3 The word Mattress shall be green and the word Carpet shall be red

4 The border is not approved but a lien of thicker neon shall underline the words5 The line under the word shall match the word above it in color6 A drawing of the redesigned neon would be submitted to staffprior to fabrication and

should staff find that the signs do not meet these amendments the design shall be returnedto the full Board for review

7 The transformer shall be located in the ceiling and all wires and cords shall be installed ina manner that minimizes their visual impact

8 The neon signs shall only be turned on during business hours

The applicant did submit some drawings of neon signs The signs had the outline of the letters inneon and were completely uppercase letters The mattress sign would be red with a blue underline borderThe carpet sign would be red with the blue underline The lettering would be 22 inches as in the original

request and the length of the sign would be as originally proposed

Staff isconcerned about theresubmitted proposal Staff believes asign should becontainedwithin a single window Inaddition 22 inch letters are quite large for a neon sign and may notbeappropriatefor the facade of the shopping center Architectural Review Board staff suggests that theapplicantsproposal lacks artistic content as isrequired by this Board for neon signs The neon signs originally approvedby this Board were permitted due tot thedecorative letter style and theinclusion of upper and lowercase letters The Board stated that the mix of upper and lower case letters added variety and amoreinteresting and attractive element to the proposal Theapplicant iscurrently iscurrently requesting thatthisdecorative element be removed from the

sign In his latest approval the applicant shows some neon bars across the tops of all the windowsStaff does not believe that such neon bars are appropriate and are not ofadecorative nature Thezoning ordinance states that you may not outline windows with neon Although this is not a true outline ofthewindows staff suggests that it was the intent of theordinance to stay away from this typeof neon
