MINUTES: State Association Thursday, Feb 23, 2012 The session was opened by singing “Thou are Worthy” & “Send the Light” led by Bruce Kimbrel (The Song Leader for this Session of the State Association). Prayer by Paul Reid. In depth Devotion by Tim Hackett, Fairview FWB Church, Spartanburg, SC from Matt 28:18-20 “Develop Disciples”. Call to Order by Clerk. Welcome by Host Pastor Jim Fairchild. Response by Assistant Moderator Danny Stone. Partial Report of Registration Committee / Credential Committee- 52 ministers, 7 delegates, 27 visitors registered for a total of 86 in attendance. 116 Churches represented by fee. MSC to Seat Delegates. Approve a flexible Program. Recognize Visitors. Missionaries- Fernando Bustamante, Hispanic Ministry, Sam and June McVay and Tim and Kristi Johnson- Spain, plus National Representatives. State Office and Book Store report [Page 8] by Executive Secretary, Todd Smith. MSC General Board Report [Page 27] by Clerk, Mike Jones. MSC to receive the report with the information about the Children’s Home being considered during the Children’s Home report. Report of the Children’s Home by Director of the Board, Tim Hackett. Digest of Reports information [Page 36] shared before the reading of an open letter to the State Association from the Children’s Home Board [Page 40]. MSC to receive as information in order to discuss. Moderator Sherwood Lee gave information about the present Children’s Home situation. Numerous questions were asked and various comments were made by people from the body. All were answered by the chairman of the Children’s Home Board and/or the State Moderator. Further discussion put off until the afternoon session. Committee on Committee report [Page 33] by Johnny Evans. MSC Break Melody of songs and Prayer led by Bruce Kimbrel Testimony of Southside FWBC Member Bryan Crawford (with the help of Pastor Jim Fairchild) who is handicapped but still faithful in his attendance at Church. Powerful Message by Rev. Lee Patrick, First FWB Church, Florence from Acts 13:41 on the marvel of “God at Work”. Many to the altar seeking for God to work in their life. Announcement by host pastor and prayer by Sherwood Lee. Great Lunch provided by Southside FWBC in the Family Life Center. Opening Songs by Bruce Kimbrell. Devotion by Rev Teddy Rabon, Calvary FWB Church, Georgetown, SC from Rom 13:11 “Laborers for the Harvest” Resume discussion about the Children’s Home. Information about the former Director’s resignation was shared by the Chairman of the Children’s Home Board. Several questions about placement of Children were asked and answered. Recommendation from the Children’s Home and the General Board were presented on one page- MSC to approve MSC that the State Association give a rising vote of thanks to William and Fran Porter for their service at the Children’s Home. Nominating Committee report [Page 33] was given and accepted (Moderator, Sherwood Lee was elected for his 17th year). MSC to accept the Executive Committee’s report (Page 21] as presented in the Digest of Reports and in the addendum given to delegates when they registered. State Treasurer’s Report [Page 25] by Marty Cox. MSC to accept. WAC report read by the State Clerk [Page 26]. MSC to receive. State Home Mission Report [Page 16] given by Director Earl Hendrix with help from board member Allan Austin and Treasury report given by Executive Secretary Todd Smith. Greetings from Jim Fairchild, missionary to Southside FWB Church, Aiken, SC about the victory we are celebrating because we are now debt free and because of the work God is doing. Special recognition was given to Brother Todd Smith for his faithful work in building and establishing the Southside FWB Church. Report of Hispanic Missionary Fernando Bustamante with help from Rick Bowling (National FWB Hispanic Ministry) with special emphasis upon the souls saved and the blessings of God upon the work. MSC to accept the report. Youth Conference report [Page 34] by Director, Bruce Kimbrel. Youth Ministry and Youth Conference Board have decided that now is not a good time to merge and recommend they remain separate. Youth Ministry Director, Teddy Rabon gave a report on the State Camp Ministry [Page 31] and shared a DVD of the ministry. He then

shared about the need of Churches and Ministers to support the Camp Ministry. MSC to receive as information. Break Special Music by Bruce Kimbrel “Family of God”. Report by Galen Dunbar on WMO. Nearly 50% of the FWB churches in SC have signed up to participate in the 2012 WMO. Last Sunday of April each year. Report by Sam McVay from IM. With reports by Tim and Kristi Johnson (Spain) and Jonathan Postlewaite (Bulgaria). Information about the National Association and Denominational Matters by NAFWB Executive Secretary, Keith Burden. He also shared information on a new organization to combat the moral decline in America call “Taking a Stand”. More information will be forthcoming. Friends of India report [Page 29] by Don Hanna. Dr Don reported on the health of missionary Carlisle Hanna and shared how, in spite of a broken knee cap, Brother Carlisle still returned to India and is carrying on successful ministry. He also shared about the increased persecution of the Christians in India and requested prayer for continued effectiveness and God’s blessings on the upcoming Conference where 7000 are expected. MSC to receive as information. Expression of appreciation by John Cody for help received when a group of people were flooded out in Kentucky. He also recognized his son who was wounded in Iraq and is now part of the wounded warrior program. Todd Smith announced about the State WAC meeting in March and about their retreat in September. Information will be available on the State Web Site. Dismissed until the Evening Service in Prayer by Doug Mathis. Thursday Night Service, February 23, 2012 Opening Hymns led by Bruce Kimbrel. Special Song by the Jim Fairchild family. Presentation of Plaques to the top twenty-five giving churches through the State Plan of Support by SCFWB Executive Secretary, Todd Smith. Note Burning Celebration on the paid off debt for the Southside FWB Church Mission Project led by State Home Mission Director, Earl Hendrix with help from the present board, past board members, former missionary pastor, Todd Smith, and present missionary pastor, Jim Fairchild.

Testimony by Tom Brody, member of Southside FWB Church about the impact the ministry of this mission church has had on his life. Prayer by Sherwood Lee before a special offering was received for the State Home Missions. Special music by the Jim Fairchild Family before the evening message by Rev. Keith Burden, NAFWB Executive Secretary from Matt 9:37-38 on the “Harvest”. He shared that there was a Plenteous Harvest, that there was a Problem with the Harvest, and that Prayer was needed for Laborers for the Harvest. He then showed that there is a season for harvest, soils that produce better harvest, seed that brings the right harvest, sowers who must prepare the harvest, and the supernatural power of God that gives the increase in the Harvest. Many to the altar for commitment. Dismissal prayer by Rev. Thad Jacobs. Friday Morning, February 24, 2012 Session Special Music led by Bruce Kimbrel. Opening prayer led by Lorenza Stox. “He keeps me singing” and other songs led by Bruce Kimbrel. Moving Morning Devotion by Allen Goodman, Pastor of Damascus FWB Church of Conway from Gal 1: 11-12 on the subject “Last Day Preachers” who need a Personal Experience and a Powerful Experience that enables us, equips us, and instills in us the need for harvest. National Home Mission Report by Director, Larry Powell with special thanks for support of the Hispanic Ministry, the Gwen Hendrix Hispanic Institution, and the other mission ministries. Randal House Report by David Womack sharing the new material offered by Randal House and inviting people to take part in the D6 conference. Final Credential Committee Report- Total Attendance: 53 ministers, 9 delegates, and 43 visitors for a total attendance of 105. Total churches in the State Association 116 with total fees received of $27,260. FWB Foundation report by Director, David Brown. He shared about the wisdom of investing and used the example of a widow who invested her money and now her annuity produces $12,000 per year for FWB ministries. Board of Retirement report by Director, Ray Lewis. He shared that there is a program underway to help ministers who reach retirement age without adequate retirement and encouraged people to consider giving to this fund.

FWB Bible College Report by Mike Edwards sharing that attendance was up and accreditation has been given. Funds are needed in order to balance the budget this year. Online studies are available. A DVD was shown giving information about the name change for the Bible College. Report from Southeastern FWB College by President, Lorenza Stox. A handout was given about the College statistics and other information. Resolutions Committee report [Page 35] given by Chairman, Mac Atkinson, Jr. MSC to accept in entirety and give the host church a rising vote of thanks for their excellent hospitality. MSC to change the date of the 2013 State Meeting to Feb 21-22, 2013. Session will be hosted by the South Carolina Conference at Lebanon FWBC of Effingham. MSC to give retiring Clerk, Mike Jones, a bonus of $200 to help with his expenses during this State. Break for fellowship Song service and Special Music by Bruce Kimbrel. Powerful Message by Mac Atkinson, Jr from Lebanon FWB Church from Matt 9:35-38 “What will it take?” Shared about how he and his father’s company came in the early days and laid the foundation of the Mission Church here at Southside and dried in the building because they had a burden for the work of God. He then asked What did it take to move Jesus? Jesus was moved by the needs of people. He then challenged the State Association to set a goal of winning 500 souls to Christ in the coming year. Many to the altar in a prayer of commitment. “He is Lord” led by Bruce Kimbrel. MSC to Adjourn with dismissal prayer by Scott Ard.

SC FWB STATE OFFICE AND CHRISTIAN BOOKSTORE REPORT

Theologian John Wesley, brother of Charles Wesley, was a prominent preacher in the 1700’s. On one

occasion, he said, “Make all you can, save all you can, give all you can.” No doubt, South Carolina Free Will Baptist have done just that, as is exemplified in the fact that in 2011 they gave $1,179,480.39 in contributions from churches and individuals for missionaries and ministries at home and around the world! Thank you for your continued faithful support of the Lord’s work! No gift is too small, and everything that is given with a cheerful heart, God can multiply it for His use that souls might be won and that lives might be changed. As we partner together with our ministers, missionaries, churches, conferences, our state association, and denominational offices, we are here to serve you and help in any way possible. Our Free Will Baptist Christian Book and Supply continues to provide Sunday school literature, Vacation Bible School material, Bibles, and churches supplies to our churches. Although the tough economy continues to affect many, we are thankful that God allowed us to end the year in the black and close to where we ended the year in 2010. We did not end the year with a large surplus of funds, but our bills were paid, and our needs were met. Thank you for your continued faithful support and prayers. MINUTES OF THE SC HOME MISSION BOARD April 8, 2011, 10AM - Columbia, SC The meeting opened in prayer, and Reverend Allan Austin was welcomed as a new board member. It was moved, seconded, and carried (MSC) to accept the financial report as given by Executive Secretary, Todd Smith. Reports were heard from Missionary Jim Fairchild, Missionary Fernando Bustamante, and FWB Hispanic Director Rick Bowling. It was MSC to accept missionary reports. It was discussed regarding the Conway Hispanic Mission work needing a building in which to meet. It was noted that the Aiken Loan Fund balance as of the end of March was $16,682.98. It was MSC to recommend that funds that come in for the Aiken Loan Fund after debt is paid off be put toward the building maintenance needs of the Aiken mission church. It was MSC to send a letter to the SC FWB Executive Committee recommending that the 2012 state meeting be hosted at the Southside Free Will Baptist Church in Aiken for the celebration of the debt retirement and note burning of the Aiken church, and it was MSC that board member Reverend Rickey Evans be appointed to promote SC Home Missions as he travels across the state preaching in various churches and that his expenses be paid and an honorarium given to him for his services. It was MSC to appoint board mission Reverend Allan Austin as the SC Home Mission Board Secretary for the purpose of compiling minutes and reporting to the SC FWB State Clerk. The meeting was dismissed in prayer. In attendance were SC Home Mission Director Reverend Earl Hendrix, Reverend Mitch Edge (BC), Reverend Rickey Evans (CA), Reverend Larry McAllister (EC), Reverend Allan Austin (SCC), Executive Secretary Todd Smith, Missionary Jim Fairchild, Missionary Fernando Bustamante, Hispanic Director Rick Bowling. Following are the minutes of the Board Meeting at the Pamplico Free Will Baptist Church in Pamplico. May 20, 2011, 11AM The meeting began outside the church building with those attending sharing and prayer led by Brother Todd Smith. Then proceeding into the church building to see the facilities. We toured the facilities and discussed the possibilities for the property. The parsonage was not available since the former pastor has not yet moved out. Discussion included the possibility of the Hispanic Ministry with Fernando Bustamante using it. Church member Buck Hyman shared that an

attorney had been contacted and the papers were being drawn up for the transfer of the property from the Pamplico FWB Church to the SC Home Mission Board. The papers were not ready for the meeting but will be presented as soon as they are ready from the attorney. Insurance was discussed and Mr. Hyman said the insurance was paid up for three months. The board asked for the insurance to remain in effect to give time for the board to decide what to do with or occupy the property. Fernando will be contacted to discuss his interest in using the Pamplico property. Allan Austin and Rickey Evans were asked to try to meet with him. The meeting was dismissed in prayer by Brother Allan Austin. Then the board went to lunch at Jack's in Pamplico. In attendance were SC Home Missions Director Reverend Earl Hendrix, Reverend Mitch Edge (BC), Reverend Rickey Evans (CA), Reverend Allan Austin (SCC), Executive Secretary Todd Smith, and Mr. Buck Hyman (Pamplico FWB Church member). The SC Home Mission Board met on August 19, 2011 at the Columbia Free Will Baptist Church at 10am. Chuck Thornton opened in prayer. Brother Earl Hendrix asked Brother Fernando Bustamante to do a survey of the Pamplico area to see the possibilities of starting a new Hispanic work in the Pamplico Free Will Baptist Church. Fernando said that he was willing to do the work if his health would hold up. And believes he can see if it will come together in 6 months. The board decided to evaluate in 6 months and go from there. Brother Fernando will begin as soon as he gets a key. There was discussion of renovation to the parsonage and selling it. The renovations will begin next week (week of August 22). In the sale of the parsonage, Brother Rickey Evans and Brother Allan Austin will be responsible to get an appraisal and survey as well as finish the repairs. When that is finished they will get it on the market to sell. Brother Mac Atkinson was in attendance and said he knew an appraiser and surveyor and would get in touch with them to see about doing the work. Brother Mac stated the Lebonan Church expressed they are blessed because of the Hispanic ministry being in their church and wish for that work to continue there. There was a motion and second and carried to proceed with the process of the Pamplico property.

Brother Todd Smith went over the financial report. The Aiken work has an $800 balance to cover the expenses of those who gave and would receive their award trips from the fund raising campaign. Bustamante’s account is over $11,000 in the red in the National Home Missions account. It was stated by Brother Mac Atkinson that Lebanon Free Will Baptist Church will cover $11,000 of this to allow Brother Fernando to receive his September salary. Missionary Reports: Jim Fairchild in Aiken: The SC Executive Committee has agreed to hold the SC State Meeting in Aiken for a celebration service of being debt free. They have asked 115 churches to bring $100 to finish the debt and cover expenses of the Meeting. Also, it was decided in the last meeting for all conferences to send $200 each to cover expenses as well. Jim is working with a young man to possibly become youth pastor. They are getting ready to do some renovation for more space in fellowship and Wednesday night activities. They have had one saved and will be having a baptism soon. Fernando Bustamante with Hispanics: Fear of new immigration laws and hoping that will not be the case in the Pamplico area. Effingham work is going strong with 4 to baptize in September. Mexico work is growing. The Bible School had 105 kids and believes they will build that work through the kids. He is concerned about the work in Conway. They have found a small building to possibly rent hopefully by next month. Pray for Fernando’s heart condition. Meeting was adjourned to Ruby Tuesday’s. Powerful Devotion by Keith Burden from 1Sam 30:4-6 “Encouraged himself in the Lord His God”. He stressed that in the midst of problems and difficulties we would do well to work for the best instead of accept the worst. David refused to blame God, or anyone else; he encouraged himself in the sovereignty and love of God. By doing this we can learn to be part of the solution instead of part of the problem. Brother Sherwood recommended several books for consideration including “On being a Leader for God” by Warren Wiersbe and “Escape from Church, Inc.” by Glenn Wagner. Brief break for coffee. Brother Todd shared about a number of books used by the various conference ordaining councils and their availability at the State Book Store. Requested prayer for Freedom FWB Church and for Dale Richardson, his wife, Susan, and the family. He also talked about the need of a Media Statement to explain that we are a Church guided organization; not a connectional government organization. He shared the information about the Phone Conference with CLA on Sept 13th (Numerous informational papers from CLA were given to each person). Christian Law Association had Three Main recommendations- 1) Criminal Background, 2) Reference Check, and 3) Credit Check for each ministerial candidate. Mike Wilson from the True Life Conference asked a question about the need of a Credit Check. Various comments and observations. An emphasis was made on getting the Church to accept responsibility and realize the need of doing their “homework” on a candidate before recommending him to the Conference. Members were asked to give some “Red Flags” issues in a potential candidate- Finances, Moral Issues, Work Ethics, Character Ethics, Relationship History, and Personal Issues such as depression or excessive ego. Break for Lunch provided by the hotel and paid for by the State Association. Brother Sherwood asked for input from the Conferences about the procedure they use to license and ordain ministers. First was Tony Miles (Chairman CA Ordaining Counsel). The Central Conference begins the process when they receive a petition letter from the Church. They give the candidate Old and New Testament Survey, FWB Doctrine, FWB Treatise, and Minister’s Manuel. Questions and comments from several. How do you deal with the candidate during the year he is licensed? Ordaining Counsel tries to have a candidate in their church during the year for a sermon and personal / family time.

Beaver Creek Conference folder of information about licensing and ordaining was given and explained by Earl Hendrix (Chairman CA Ordaining Counsel). Palmetto Conference information given by Daggett Duncan (Chairman Palmetto Ordaining Counsel). S C Conference report given by Galen Dunbar (Chairman S C Conference Ordaining Counsel). True Life Conference report given by Mike Wilson (TL Conference Ordaining Counsel). Eastern Conference by Doug Mathis (Chairman, EC Ordaining Counsel). It was observed that many Pastors fear to ask questions or block a questionable candidate because of church connections so they bump the candidate to the Conference in the hopes that the Conference Ordaining Council will do “the dirty work”. Several types of Questions need to be asked by the Church and the Ordaining Board:

1) Personal Questions 2) Doctrinal Questions including specific questions about FWB

Doctrine. 3) Ask questions that will challenge the candidate and help them

understand the importance and responsibility of being a Preacher.

4) Pastoral Communication is needed to insure the Conference knows about any changes.

5) Ask the candidate about their Salvation Experience Brother Keith Burden reminded everyone that the Integrity of Ministry is at Stake and we must do our best to insure the qualification and continued faithfulness of Ministers. It was stressed that the Local Church is the final authority and this meeting could only make recommendations. The following recommendations were make for consideration by the churches and the State.

1. That candidates for license into the ministry be examined carefully by the local church, including criminal and credit background checks, before recommendation to the Conference.

2. That Conferences and Churches seek ways to help a young minster grow in Spiritual Knowledge and practical Knowledge of Church procedures and policies.

3. That Churches and Conferences adopt a Standard for ordination and for transfer of credentials from Conference to Conference.

4. That Churches follow through on contacting Primary and Secondary References given by the candidate.

5. That Ministers be encouraged to preach and teach about the Call to the Ministry and encourage our youth to become involved in God’s Work.

6. That the letter from CLA, along with questions local Church should ask candidates and potential Pastors, be sent to Pastors and key Church Leaders in the State.

7. That Pastoral Candidate Questions and legal forms needed for background checks be placed on the State Web Site and make available to Conference Clerks.

Need was expressed for another meeting like this. That decision will be made at a later date. Closing Prayer for the Eastern Conference and for the Dale Richardson Family by Daggett Duncan. November 14, 2011 Upon notification of the increase in Health Insurance for SCFWB Executive Secretary, Todd Smith {From $1,729.74 to $1,945.95 per quarter) and because of the urgency of the situation (premium is due Friday, Nov 18th); State Moderator, Sherwood Lee, and State Clerk, Mike Jones, met with Brother Todd on Monday, November 14th. At this meeting the State Moderator authorized (by executive decision) Brother Todd to pay the increased Insurance premium for the winter quarter. This matter will be presented to the entire board at the February meeting of the SCFWB Executive Committee. Thursday, February 2, 2012 The SCFWB Executive Committee met at the SCFWB State Office. Present were Sherwood Lee, Danny Stone, Marty Cox, James Sanders, Doug Mathis, Mike Jones, and SCFWB Executive Secretary, Todd Smith. Devotion by Sherwood Lee from Psalm 24:19 on the subject “Fret Not”. Prayer by Danny Stone. Moderator led in discussion of the program with special emphasis on the possible need of extra time for discussion of the Children’s Home situation. The singers for Special Music and the purpose of the Thursday Night Offering were also discussed. Break. MSC to approve increase in Health Insurance cost for SCFWB Executive Secretary as approved by executive decision of Moderator, Sherwood Lee on November 14, 2011 Discussion about the date and place for a State Leadership Meeting. No decision made. Review of the State Office and Book Store report as given in the Digest of Reports by Executive Secretary, Todd Smith. Matt Deckard, present Book Store manager, is leaving on Feb 8th to relocate to a job in Nashville. Present plans are to use Mrs. Teresa Smith to help in the Book Store with the possibility of a

S C WOMEN ACTIVE FOR CHRIST REPORT The South Carolina Women Active for Christ met March 19, 2011 at Fairview Free Will Baptist Church in Spartanburg, South Carolina with 131 in attendance. The theme for the meeting was ‘Jesus, the Divine Caregiver’ which was based on I Peter 5:7. Gail Hill, WAC President, Fairview Women Active for Christ, gave the welcome. Sandra Dail directed the congregation in a song. Cindy Weaver opened the meeting in prayer. Pam Hackett, SC WAC State President shared opening remarks before the delegates were seated and the committees appointed. Rev. Roy Harris presented a PowerPoint presentation about those that are in a care giving situation or will be caregivers: ‘Living beyond Grief: Living While Giving – Living Through Death’; an in-depth look at how to help and encourage those who provide care for others. He also outlined how to help family and church members by encouraging those who have lost loved ones. WNAC Director, Elizabeth Hodges gave her report and encouraged the women of the state of SC for their faithfulness in giving. She also shared a PowerPoint about the Free Will Baptist women through the years and the work they have accomplished. SC Executive Secretary Todd Smith gave a brief report regarding Bro. Carlisle Hanna. Faye Hanna reported on the status of the Johnson’s and Edgmon’s in Spain. Rev. Tim Hackett reported on the Children’s Home. Rev. Earl Hendrix thanked the women for their support of the Gwen Hendrix Hispanic Bible Institute. He gave illustrations of those who have graduated and furthered the gospel by starting churches in other states and countries. WAC Treasurer, Cathy Logan recognized Liberty (Manning), Little Star, First Church (Inman), for their giving to Home Missions. She also recognized Lebanon, Little Star, and Chester for the outstanding giving to International Missions. Resolutions Committee reported that amendment to the SC WAC Constitution and By-laws read that the District Treasurer send all monies and reports to the State Treasure by Dec. 1st. The 2012 SC WAC meeting will be held at the Children’s Home in Turbeville, SC. Delegates to the National in Charlotte were appointed. The SC WAC Officers were elected and a prayer of dedication was given by WNAC Director. Faye Hanna, who is in need of a kidney transplant was prayed for by the pastors and ordained ministers attending the meeting. GENERAL BOARD MEETING The SCFWB General Board convened in the Family Life Center of Southside FWB Church, Aiken, SC at 10:00am on Wednesday, February 22, 2012. Devotion by Assistant Moderator, Danny Stone from Luke 2 on the “Unexpected Jesus”. Closed in Prayer. The duties of the General Board were explained by the Moderator. The Moderator then gave the order in which reports were to be given. Report of the SCFWB State Office and Book Store by Executive Secretary, Todd Smith as given in Digest of Reports. Corrected Benevolent Fund recipients. Corrected Budget as presented in the Digest of Reports by replacing it with a handout. Discussed the various other funds managed by the Executive Office. MSC to accept. MSC to receive the WAC report as given in the Digest of Reports. Special Prayer for Mrs. Pam Hackett. MSC to receive the State Treasurer Report as read by State Clerk. MSC to accept Executive Committee minutes as printed in the Digest of Reports and the additional addendum as read by State Clerk. MSC to accept State Home Mission Board report as given by Allan Austin. He rejoiced in the celebration of the debt being paid off on the Southside FWBC of Aiken. He told about the gift of the Pamplico Church and the progress on selling and/or using that property. He shared about the struggles and success of the Hispanic Ministry under Brother Fernando Bustamante. He also told about the board looking at the possibility of a new work in the future. Friends of India report was accepted as given in the Digest with the understanding that more would be presented by Dr. Don Hanna during the Business Meeting. Youth Ministries report was given by Director, Teddy Rabon. He gave the report of the past year’s camp and listed the upcoming camp schedule and speakers. He also shared the Financial Report as listed in the Digest. He asked permission to show a DVD during the Business Session. Question was asked about the decrease in fees for the coming year with the answer being that this was done in order to gain more campers. MSC to accept.

Report of Children’s Home by Chairman of the Board, Tim Hackett. Shared financial report as given in Digest of Reports. He then read a written Letter about the present situation of the home. The Moderator shared about the need of having this letter printed and available to the delegates. The Director shared information about several judicial areas being dealt with by the Children’s Home. Several questions were asked about the role of DSS, the fact that the land for the State Office was never officially deeded to the State Office, and other informational items. A question was asked about any problems that would be presented if Children are present in the home and a conference was scheduled. It was stated that it was presently possible to have both on the present property. The Land on which the State Office and Book Store reside has been surveyed and plans are on the way to deed the property to the State Office /Book Store. Information from the General Board about the Children’s Home

1) There are no present plans to close the Children’s Home. Any closure of the Home must be approved by the State Association.

2) There is no legal reason why the Children’s Home cannot presently receive and care for Children.

3) The Children’s Home is presently seeking children and a director.

4) No lawyer or DSS representative has requested that the Children’s Home not receive children.

5) A plan has been presented by the Children’s Home to examine the facilities of the Children’s Home for use by other ministries as well as being used by the Children’s Home. This is presently possible and, in fact is being done with several meetings already scheduled for the Home.

6) The General Board endorses the transitional study request as given by the Children’s Home.

MSC to approve this motion and commend the Children’s Home board for their hard work. MSC to permit the Moderator to authorize Brother Tim Hackett to serve an additional year on the Children’s Home board. Report of Youth Conference by Director, Bruce Kimbrel. Meeting and Qualification information is available on the web site. SC YOUTH MINISTRIES REPORT 2011 2011 was a great year for our SCFWB youth! The Lord blessed at our camps in a great way. The theme for our camps last year was "Who Has Your Heart?" This really got the attention of our youth and challenged them to have a better relationship with our Lord. Our Teen Camp was held in June at The Anchorage in Lake Waccamaw, N.C. with Rev. Blake Coghill as the preacher for the week. We had 42 teens in attendance and there were two salvations during the week. There was also many decisions made to serve the Lord better, to get in God's word more, to have more prayer time with the Lord, and praying for families. Our Junior Camp was held in July at Camp Pee Dee in Marion, S.C., with Rev. Jonathan Postlewaite as the preacher for the week. We had 84 juniors in attendance and there were 20 salvations during the week! Glory! There were also many decisions made on the altar for service, rededication, and praying for their families. On Thursday night many of our parents and some area church members came for our closing service. The youth sang several songs that they learned during the week. It was a very busy and fun filled week! Our Fall Youth Retreat was held in October at The Landmark Resort in Myrtle Beach, S.C. with Rev. Joe Wilson from FWB International Missions. We had 95 youth in attendance! Amen! There was one salvation, along with many decisions made on the altar during this two day retreat. There was great preaching, wonderful music and songs, and the motel served us great meals and treated us well. We enjoyed going to Nascar Speed Park, Wonder Works, Maze Mania, and miniature golf. We had a great turnout this year for our retreat, with 35 adults coming along with their youth as chaperones, making the total attendance for our retreat 130! COMBINE YOUTH BOARDS REPORT To the SC State Asso. of FWB. In response to the possibility of the combination of both youth boards. At this time the Youth Ministry Board and the State Youth Conf. Board of the SC State Association of FWB are in agreement that it is not feasible to join together into one state youth board. Reasons for this are as follows.... 1. The different structure and work of the two boards. 2. The possible changes in the future structure of overall youth ministry possibilities for the state. SC STATE SCM/CTS REPORT 2011 was another great year of representation by our SC youth at the NYC in Charlotte, NC. Many of our youth placed in competitions in Bible and Music and Art. Also, there was participation in the Reach that Guy ministry and nightly youth services. Young people from our state also where involved in the ministries of E- Team (where several of them felt the call of the Lord leading them into the field of missions) and the Truth/Peace Leadership conference. This year our youth conference will be held July 15-18 in Memphis, TN. The theme for this year is taken from Acts 4:12 - for there is no other name under heaven by which we can be saved. State competition will be held April 27-28 at Temple FWB Church in DARLINGTON. Registration will begin at 6:30 on Fri. night with the meeting starting at 7pm, and will begin again Sat. morning at 8am with the meeting starting at 8:30 with lunch provided at noon. Any church interested in participating may contact Merinda Parrish, competition coordinator, ph.# 843-598-6476. Registration deadline will be April 20th. To

All churches are encouraged to participate in the competition this year. We have waved the requirement for district competitions in hopes that this will spur on more participation from across the state. However, please understand that all national guidelines should be adhered to. Please be in prayer for those young people who are raising money to participate in the ministries of E-team and Truth & Peace. REPORT OF THE RESOLUTIONS COMMITTEE We resolve that we as a body thank the Executive Committee for their hard work in preparation for this the Seventieth Annual Session of the South Carolina State Association or Original Free Will Baptists, as well as their thoughtfulness in the presentation of such an appropriate theme, “Harvest Time.” Be it resolved that we stand in opposition to President Barak Obama and Health and Human Services Secretary Kathleen Sebelius in Forcing Churches to break their moral conscience in requiring that they fund contraception through insurance or by any other means. Since we are obviously living in the last days, and since South Carolina Free Will Baptist Churches recorded 141 baptisms and a net gain of 114 members in our 116 churches, be it resolved that we remember, and not allow ourselves to be distracted, in recalling that our primary mission is evangelizing our world. Be it resolved that this body give a rising vote thanks, acknowledging the hard work and hospitality of Southside Free Will Baptist Church and the South Carolina State Home Missions Board in hosting this, the 70th annual session of the South Carolina State Association of Free Will Baptists. SC FREE WILL BAPTIST HOME FOR CHILDREN SC Free Will Baptist Home for Children 2012 Report To The South Carolina State Association of FWB As we close another page on our journal in the life of the South Carolina Free Will Baptist Home for Children we are so very grateful for the opportunities and responsibilities God has assigned us in the privilege to serve 37 children in 2011. Our journal is filled with precious moments of: Reflections: We reflect upon the hundreds and hundreds of children that have matriculated through the hallways, dining room, playground, and dorms: of the multitudes of meals cooked, loads of laundry washed, tears wiped, hugs given, diapers changed, and lives rejuvenated with hope and dreams. We reflect upon the many staff members, volunteers, financial supporters, and prayer warriors who have made this journey possible. We reflect upon sacrifices of so many willing individuals who gave, so a child could have hope. Rejoicing: We rejoice in the blessings and burdens that have been involved along our path. We rejoice how so many needs have been met by willing and gracious givers of their time and finances. We rejoice in the unsung heroes who have been part of this ministry and they may never know the results of their labor until eternity. We rejoice because of the children who have received hope, help and healing from a place called SC Free Will Baptist Home for Children. CHILDREN’S HOME OPEN LETTER to the South Carolina Free Will Baptist State Association

The South Carolina Free Will Baptist Home for Children has been in operation for 63 years serving hundreds of children whose lives have been shattered and their homes have been broken. We have served, according to our records, 631 children. (Please note that we do not have records of the number of children in the home from 1949-1968 and 1970-1982. These records have been misplaced or lost. We are presently searching for them). Through the years, with the help of directors, staff members, volunteers, and supporters; thousands and thousands of hours and millions of dollars have been given for the care of these precious children. Last year, we had the privilege of ministering to 37 children. Words will never be able to adequately express our gratitude to everyone who have served and helped the Home. The multiplicity of hours and finances given through these 63 years are immeasurable and invaluable and we must never forget their sacrifices. Our gratitude for everyone who has prayed, given, worked, volunteered, served, and been involved in whatever capacity will never be sufficient to repay the love each of you have given. Thank you and God bless you! The Children’s Home was started with the sole purpose of offering a home for children who have been abandoned, abused, and forsaken; to help develop children spiritually, intellectually, physically, and socially into responsible Christian men and women; to provide a

haven of love, compassion, discipline, and learning; and to provide a Christian alternative to these children. Today we stand at the edge of a new horizon. Our Home has served her purpose well. There have been many difficulties, trials, troubles, and struggles that have battered the Home, but she stood the test. During the last several years, we have observed a growing trend that has caused the Board to ask some difficult questions and seek difficult answers. The trend is a continual fall in the number of children available to the Home. As of January 20, 2012 we have no children. There are numerous reasons which can be given for this trend. First, the ever changing rules and regulations from Federal and State government concerning child care have brought about new philosophies and mandates. In order to meet these requirements a Children’s Home must be able to market itself to the State. The SASA law of 1997 mandated that all states shorten the length of stay of children in a facility or individual homes. The mandate also requires states to place children into foster care or individual home rather than group homes. States will be rated on their level of performance based on movement of children out of the system. Penalties, withdrawal of Federal funds, will be accessed based on lack of compliance. Presently, the average stay in a child care center and/or foster home is between 35-41 months. This law mandates reunification of children to their families or adoption within 24 months. Permanency (Which is the goal of SASA Law mandating that children be placed back with their families or adopted) is imperative through reunification, adoption, or guardianship. In 2007, a government task force was set up due to the external and internal pressures to shorten the period of time a child remains in the custody of the state. Secondly, when homes are disrupted due to drugs, alcohol, crime, hardship, separations, etc., children in these families are taken into the custody of DSS. Private placement is almost a thing of the past because of these changing regulations. Once a private placement child is accepted, DSS automatically becomes involved through supervised visits, oversight, and movement of the child. Children’s Homes, especially Christian Children’s Homes, will be last on the list. Our present Governor has appointed a new DSS Director. This individual is from Hawaii and has publically stated that her parents are Jewish, but she is an atheist. She further stated that she is not going to be persuaded by faith based

homes; they mean nothing to her. In phone conversations with the State DSS officials it is evident that there is an underlying philosophy that is unfavorable to Christian Child Care facilities. Thirdly, our home is not qualified to accept the ever changing special needs of these dear children. Many of the children in the system have disciplinary, learning, emotional, psychological, and physical needs that demand special attention and care. These circumstances dictate the presence of specialized staff members (nurses, therapist, counselors, etc). Our Home was not set up for this. We are a level one care facility. South Carolina Home for Children is unable to accept children who are disobedient and rebellious at home or school; children who are violent or who cannot control their emotions, children who have tendencies to be self-abusive or have behavior problems; children who have run away from home; and children who require special care. This type of care requires specialized training, certified staff, and facilities. In order to meet requirements for their acceptance numerous requirements of staff and equipment would have to be in place which would incur a heavy financial burden to the Home. The financial burden to revamp our home to the changing needs of child care would be astronomical not only in initial cost, but in the annual budget. The original purpose of our Home was to take care of children for a temporary period of time while the parents, grandparents, and/or guardian could financially and physically take them back. We were never set up to take care of troubled children. In conversations and with Brother Mike Corley, the Director of the Children’s Home in Eldridge, Alabama; Brother Newl Dotson, Director of the Harvest Free Will Baptist Home for Children in Duffield, Virginia; Brother James Kilgore and Brother Clarence Lewis from the Free Will Baptist Family Ministries in Greenville, Tennessee; and Dr. Ben Davis, President of the Connie Maxwell Home here in South Carolina it is becoming more evident that child care ministries are becoming more difficult and complicated. The Alabama facility only has 17 children and has only served 21 children in 2011 with an annual budget of $720,000. The Virginia home only has 10 and is on the verge of losing them. In fact, he called and asked if we had some children we could send them. The Family Ministries of Greenville, Tennessee has an annual budget of eight and one-half million dollars serving 110 children in Arkansas and Tennessee. About one-half of their budget is for Assisted Living Facilities. The Connie Maxwell Home is down by over 25%, the largest

decrease in their history. Further discussion on these homes and the future of them could be given, but time will not allow it. We are all basically in the same boat. The calls to our Home for placement of children have become few and far between, some of the calls we have received are for children we are not able to facilitate. Financial responsibility must be viewed in the light of Biblical stewardship; the costs verses the benefits must be weighed. As someone has said a ministry must run to the problem and not run away from the problem. Therefore, in order to meet the present needs of the children in South Carolina and the requirement mandated by the State and Federal Government, we must restructure our services and programs. Therefore, the Board of Directors met on January 17, 2012 and after much prayer and discussion makes the following recommendations to the State:

(1) That the SC State Association adopt the proposed budget of $400,000 for 2012 with the following caveat:

• This is a proposed budget $72,000 less than last years. It is based on 15-20 children and seven staff members.

• This is a proposed budget with the realization that the Home must stay open for a time period due to litigations, trials and operational expenses which are on going. We do have Dorm Parents who are on standby in the event we receive children.

• This is with realization that the Board is authorized only to spend what is absolutely necessary in the transitional period.

• During the transitional period we will have two (2) staff members and the Financial Oversight Committee will continue to serve. The cost of the transitional period, with no children on board (utilities, maintenance, and other expenses) will be around $150,000.

(2) That the present SC State FWB Home for Children Board remain and that Tim Hackett, Chairman of the Board remain for this year of transition due to continued legal and transitional matters presently facing the Home.

(3) That a Transitional Study Committee consisting of the Executive Committee of the Board of Trustees of the Children’s Home

(Tim Hackett, Larry Hawkins, Allan Goodman), the Moderator (Sherwood Lee) and Executive Secretary (Todd Smith) of the South Carolina Free Will Baptist State Association be established for the express purpose of studying the possible change of direction, purpose and name of the ministry. Possible change could be The South Carolina Free Will Baptist Conference Center. (We ask that it be called a committee and not a board for legal and insurance ramification). It must be understood that this is a study committee with no authority to change the direction or purpose of the Home.

• The Transition Study Committee will be authorized to bring in other individuals necessary to make the necessary plans, proposal, site development and other studies necessary. (Experts, Youth Board Member(s), WAC member(s), etc.). The study of the development of the land and property must be done under the supervision of experts. Careful consideration will be given in the development of a lake with fish and/or swimming pool, activities building, and other improvements. A master plan will be proposed and given to the State.

• The Transition Study Committee will report back to the State on their progress at the 2013 meeting with plans, programs, and procedures for the Conference Center.

Please Note: The Conference Center can be used for: Camps, Retreats, Meetings for State, Districts, Local Churches (inside and outside of FWB –who meet guidelines set forth in the policy manual), Board Retreats, Men’s Retreats, Ladies Retreats, Father-Son and Mother-Daughter Retreats, Deacon Retreats, Officer’s Retreat, the apartment and house could be used for Missionaries home on leave or passing through. The sky is the limit of what we can do and offer. Please note that the apartment, dorm parent’s apartments, and director’s home are now available for missionaries, evangelists, etc.

(4) The Conference Center (upon the State’s approval of this proposal) could be available for such retreats following this

State meeting – Reservations can be made by calling the home and scheduling your dates and times. A cook will be available for meals – and a nominal fee will be charged to cover food and other expenses.

(5) At a time deemed appropriate by the South Carolina Free Will Baptist State Association, the funds, assets, properties, etc, be transferred into the FWB Conference Center Ministries. This process will take time – time to implement, time to evaluate the land, buildings, and potentials, time to make the proper proposals and reports to the State for the approval of the State.

(6) That the Transitional Study Committee shall recommend that a new Board be set up for the Conference Center and names submitted by this Committee to the State for approval.

Be assured that all this depends on the authorization of the South Carolina State Association. The Home will remain open and will continue to be open for receiving children, but we must be aware of the fact that we are a level one Children’s Home. It must be understood that in order to continue operations radical changes may have to be made. These changes would consist of hiring certified workers, therapist, counselors, social workers, etc., and also we may have to consider what areas of service we want to offer children. We as a board and staff stand ready and willing to serve the children of this great state. We request your continual support to the Home – with the realization that our ministry will continue, but may take on a new level of outreach. We are not destroying the Home, but it is our desire to develop a greater and more effective ministry through the Home. These have not been easy decisions or requests but necessary ones.
