MINUTES OF THE 12th

MEETING OF NATIONAL SKILLS QUALIFICATIONS

COMMITTEE (NSQC) OF NCVET HELD ON 30th

SEPTEMBER, 2021

1. The 12th

meeting of the National Skills Qualifications Committee (NSQC) under

National Council for Vocational Education and Training (NCVET) was held on 30th

September, 2021, through Video-Conferencing, under the Chairmanship of Dr Nirmaljeet

Singh Kalsi, Chairperson, NCVET. The list of participants is at Annexure-I.

2. The decisions taken, w.r.t agenda items, in the meeting are in succeeding paras.

AGENDA 1: CONFIRMATION OF MINUTES OF THE 11th

MEETING OF NSQC

3. The Committee approved the Minutes of the 11th

meeting of NSQC held on

31stAugust, 2021

AGENDA 2: ACTION TAKEN REPORT ON THE MINUTES OF THE 11th

MEETING OF NSQC

4. The Committee was given a detailed account of the actions taken on the Minutes of

the 11th

NSQC meeting. The status of conditionally approved files with respect to compliance

is at Annexure-II.

AGENDA 3: SUBMISSION OF QUALIFICATIONS FOR NSQF ALIGNMENT

5. The Committee was apprised that a total of 283 Qualifications(28 new and 255

revised) were received till 31st July, 2021. Post desk scrutiny, out of 283 Qualifications, 207

Qualifications were returned/withheld on account of being incomplete or not complying with

observations made or late receipt of Qualifications closer to the Scheduled date of

submission. 76 Qualifications(16 new, 57 revised and 03 rationalized)were considered for

NSQF alignment and approval. The decision of NSQC on these 76 Qualifications is in

succeeding paras.

6. RSA, Ministry of Textiles. Five (05) new Qualifications of Textile Sector were

presented for NSQF Alignment and the same were approved.


7. Footwear Design & Development Institute (FDDI). Three (03) revised Qualifications

from FDDI were placed before the Committee. The Committee conditionally approved

all three Qualifications. The details are given below:-

a) The Qualification ‘Toe Lasting Operator-Footwear’ was conditionally

approved with the change of nomenclature as ‘Toe Lasting Assistant

Operator-Footwear’.

b) The other two (2) Qualifications namely ‘Training of Trainer –Footwear ‘and

‘Training of Trainer- Goods and Garments’ were conditionally approved

subject to the following changes :-

i. Notional hours to be increased from 120 Hrs to 160 Hrs.

ii. FDDI was advised to submit a written commitment for minimum 1000

nos. of person to be trained within six months i.e. by 31.03.2022.

iii. In the entry requirements, progression from NSQF Level 4 and Level 5 to

be included.

8. Automotive SSC. Three (03) new and fifteen (15) revised Qualifications of Automotive

Sector were presented before NSQC. The Committee approved three (03) new and

eight (08) revised Qualifications. Remaining seven (07) Qualifications namely,

‘Automotive Paint Repair Technician’, ‘Automotive Maintenance Assistant’ ,

‘Automotive Heat Treatment Technician’, ‘Automotive Tool Room Lead Technician’ ,

‘Forklift Operator/Driver’, ‘Automotive CAD Technician’, and ‘Automotive Material

Testing Incharge’ were approved for the period of six months and those

Qualifications which are running under the B.Voc Course were approved for a period of

one year.

9. Sector Skill Council for Food Processing Industries(FICSI). Fifteen (15) revised

Qualifications of FICSI were presented before NSQC. The Committee approved ten

revised (10) Qualifications. The status of other five (05) Qualifications is given below :-

a) One revised qualification ‘Convenience Food Maker’ was conditionally

approved subject to change in the nomenclature of the Qualification File.

b) One revised qualification ‘Cold Storage Technician’ was conditionally

approved subject to change in the entry requirement from “ Class 10 passed

and 2 years of ITI” to “ Class 10 passed and 2 years of ITI in relevant

stream”

c) One revised qualification ‘Squash and Juice Processing Technician’ was

conditionally approved subject to change in the entry requirement from


“ Class 10 passed plus 6 months of relevant experience & Class 8 passed and

2 years of relevant experience ” to “Class 10th

passed & Class 8th

passed and

1 year of relevant experience” and notional hours changed from ‘280 hours

and 40 hours of OJT’ to ‘280 hours and 200 hours of OJT’

d) One revised qualification ‘Grain Mill Operator’ was conditionally approved

subject to change in the entry requirement from

i. “ Class 10th

pass and 2 years course in relevant stream” to “ Class

10th

pass and 1 year course in relevant stream ”.

ii. “ Class 10th

pass and 1 year of ITI and 1 year of experience ” to

“Class 10th

pass and 1 year of ITI in relevant stream ”.

e) One revised qualification ‘Cottage Cheese Maker’ file was conditionally

approved subject to change in the notional hours from “ 280 Hrs ” to “ 280

Hrs and 40 hours of OJT ”.

10. Apparel , Made-Ups and Home-Furnishings SSC(AMHSSC). Sixteen (16) revised

Qualifications from AMHSSC were placed before the Committee. The Committee

approved nine (09) Qualifications and the remaining Seven (07) Qualifications were

conditionally approved subject to the following changes as given below:-

a) Store Keeper SSC to submit written assurance for minimum1000 nos. of

person to be trained within six months i.e. by 31.03.2022

b) Garment

Cutter(CAM)

i)SSC to submit written assurance for minimum 1000 nos. of


ii) Inclusion of progression from NSQF Level 3 (with one year

of experience) in the entry requirement.

c) Pressman Entry requirements to be changed as ‘Minimum 5th

class pass

with six months of relevant experience’.

d) Export Manager In the entry requirements, the word “Diploma” is to be replaced

with “Government Body Approved Diploma”.

e) Boutique

Manager

In the entry requirements, the word “Diploma” is to be replaced



f) Online Sample

Designer

i) SSC to submit written assurance for minimum1000 nos. of


ii) In the entry requirements, the word “Diploma” is to be

replaced with “Government Body Approved Diploma”.

g) Sourcing

Manager

In the entry requirements, the word “Diploma” is to be replaced


Three Qualifications namely ‘Store Keeper’, ‘Garment Cutter(CAM)’, and ‘Online Sample

Designer’ were approved for the period of six months subject to submission of Undertaking

in each Qualification respectively.

11. Furniture and Fittings SSC. Two (02) new Qualifications of Furniture and Fittings

Sector were presented before NSQC. The Committee approved both the Qualifications.

12. Textiles SSC. Eight (08) revised Qualification files of Textile sector were submitted for

NSQF alignment. Seven (07) Qualifications were approved. One Qualification ‘Textile

designer-Jacquard’ was conditionally approved subject to change in the nomenclature

of the Qualification.

13. Life Sciences Sector Skill Development Council. Three (03) rationalized

Qualifications were approved. The Committee appreciated the LSSDC for their

logical and practical approach towards rationalisation of their Qualifications. The

Chairperson advised that this may be shared with all the Sector Skill Councils/

Awarding Bodies by NCVET as a “Best Practice” in this regard.

14. Tourism& Hospitality SSC: Six (06) new Qualifications were presented before NSQC

for approval. Out of 06 new Qualifications, 05Qualifications were approved. The

qualification -‘Home Stay Host’ was conditionally approved subject to change in entry

requirement from 12th

Class/ ITI (one year after class 10th with one year of any

experience) to 12th

Class/ ITI (one year after class 10th with one year of relevant

experience).


A consolidated statement of approval status of Qualifications considered in the 12th

meeting of NSQC is placed at Annexure- III. The detailed Qualification wise status

is at Annexure-IV.

AGENDA 4: EXTENSION OF VALIDITY OF ALL REVISED QUALIFICATIONS

SUBMITTED TO NCVET BEFORE 15TH

SEPTEMBER 2021

15. The Director, NCVET informed the Committee that in the 7th

meeting of NSQC held on

25th

March 2021, a total of 1859 Qualifications belonging to various Sector Skill Councils

(SSCs), were granted approval to extend their validity till 30th

September 2021 and all

submitting bodies were intimated time and again to submit their revised Qualifications by

15 September 2021.

16. In this regard, 967 Qualifications had been received in NCVET till 15th

September

2021,out of which 157 Qualifications have been approved in various NSQCs. 54

Qualifications were presented in the 12th

NSQC and remaining 756 Qualifications

received at NCVET were at various stages of scrutiny.

17. The Committee was requested to consider grant of an interim extension of validity

till 31st December, 2021 as minimum two months’ time is required for proper

scrutiny of Qualifications.

18. Taking note of the matter, the Committee took the following decisions:-

a) Since the number of Qualifications requiring renewal is rather large and new

Qualifications would also be coming for consideration, the NSQC decided that for

all the Qualifications received at NCVET till 30th

of September 2021, an interim

extension of validity be accorded till 31st March 2022 or till approval of the

Qualifications in subsequent NSQCs, whichever is earlier, subject to fulfilment of

compliance with NSQF alignment norms.

b) All such Qualifications submitted to NCVET till 30th September 2021 would be

considered for extension of validity in respect of not having the training numbers

of minimum 100 in last three years ,the concerned SSCs will have to furnish an

Undertaking for minimum 1000 training numbers within six months w.e.f 1st

October 2021 in their respective Qualifications. All concerned Submitting

Bodies(SSCs) may submit the Undertaking by 15th

October 2021.

c) For all other Qualifications, whose validity is due to expire on 30th

September 2021

and which have not been received by NCVET from the submitting body/ Awarding


body till 30th

September 2021, it shall be assumed that the concerned SSCs do not

want to take them up as they are no longer needed. These Qualifications will be

archived on National Qualification Register(NQR). Further, they can be reviewed

and activated as and when specific request is received from submitting body/

Awarding body for revision of such Qualifications subject to submission of

evidence of proof w.r.t their demand in the Industries and fulfilment of compliance

with NSQF alignment norms.

d) The Committee further directed the NCVET to prepare the consolidated list of all

those revised Qualifications received till 30th

September 2021 and share the list

with all SSCs with an intimation to NSDC for ensuring that these Qualifications are

kept live on Skill India Portal(SIP) as per the decisions of the NSQC.

19. A total of 992 Qualification files have been received from various SSCs by NCVET till

30th

September, 2021 for extension. The list of these files is at Annexure V.

AGENDA 5: EXTENSION FOR THE QUALIFICATIONS DEVELOPED BY ASAP,

KERALA

20. The Committee was apprised about the request received from ASAP , Kerala for grant

of Ex-post facto sanction for extension of validity of the following four Qualifications:-

a) Communicative English Trainer.

b) Assistant Offset Printing Operator.

c) Air Cargo Management Executive.

d) Certificate Course in Hi-Tech Farm Management.

21. The Committee took note of the matter and directed the following:-

a) Extension granted for the Qualification “Assistant Offset Printing Operator” till

the end of the academic session of the mentioned batch i.e. till 31st March 2022

with a specific instruction that this is only applicable for the current ongoing batch

in the vocational higher secondary educational schools.

b) Extension granted to Qualification “Communicative English Trainer” till the

training for the ongoing batches are completed. However, ASAP Kerala, may issue

their own certificate for training conducted in ‘Communicative English Trainer’

from 2nd Jan 2019 onward.


c) For remaining two Qualifications, namely- “Certificate course in Hi Tech Farm

management” and “Air Cargo Management Executive” extension was not

granted as training is yet to be conducted.

d) Further, ASAP Kerala, may submit all the four revised Qualifications along with

the evidence of need for consideration in subsequent NSQC.

AGENDA 6: REQUEST FOR GRANT OF EXTENSION OF VALIDITY TO ONE(1)

QUALIFICATION OF HEALTHCARE SSC ‘EMERGENCY MEDICAL

TECHNICIAN’ TILL MAY 2022.

22. The Committee was apprised that Qualification ‘Emergency Medical Technician-Basic’ of

healthcare sector was given an extension till September 2021in the 6th

NSQC. Further, It

was also brought to the notice of the Committee that in the 8th

NSQC meeting held on 25th

May 2021, six crash courses customised for frontline health workers were approved for a

period of one year ,ie, May 2022. in which one customised approved course namely-

‘Emergency Care Support’ is linked to base qualification ‘Emergency Medical

Technician-Basic’.

23. Hence it was proposed by healthcare SSC that the qualification ‘Emergency Medical

Technician-Basic’ be granted extension till May 2022, to correspond to the validity

period of crash course of - ‘Emergency Care Support’, post which SSC has indicated that

they will withdraw this qualification and submit its revised/ updated version for approval

of NSQC.

The Committee took note of the matter and approved extension of validity of the

Qualification ‘Emergency Medical Technician-Basic’ till 31st May , 2022.

AGENDA 7: EXTENSION OF ACTIVE QUALIFICATIONS OF SKILL COUNCIL

FOR PERSONS WITH DISABILITIES (SCPwD) EXPIRING ON / BEFORE 30TH

SEPTEMBER, 2021.

24. The SCPwD had submitted two proposals for consideration of NSQC. The details of

the proposal are as given below:-

a) Request for grant of extension of validity for six months to all those active

Qualifications, if they are not being considered for grant of further extension


of validity by NCVET/ not being taken up by domain SSCs for further

extension of validity beyond 30th

September 2021.

b) Further, SCPwD may be authorised to retain a deactivated Qualification of

domain SSCs. However, in case SCPwD wants to continue with the

deactivated Qualifications, as and when applicable, they shall submit the

requisite documents along with the evidence of need to the NCVET for

consideration by NSQC.

25. The Committee was given a detailed account of genuine need for granting extension

of validity to 146 adopted Qualifications of various domain SSCs by SCPwD whose validity

was due for expiry on 30th September 2021.

26. The Committee took note of the matter and accorded approval to both the above

proposals.

27. The Committee further directed that SCPwD shall obtain the approval of the

NSQC for continuing with the adopted Qualifications that have been deactivated by the

domain SSCs by submitting proper justification as and when required.
