Lease Area – 2.00 Ha. Capacity – 1,00,000 Cubic Meter/Year, Lease Period - 01Year. This is a case of mining of stone / boulder. The application was forwarded by SEIAA to SEAC for appraisal. The proposed site is located at Khasra No. – 4/1, Village – Kachhi Pipriya, Tehsil- Raheli, Distt. – Sagar (M.P.) in 2.00 Ha. The project requires prior EC before commencement of any activity at site. It was submitted by the PP that after the Project is completed the proposed land will be converted into pond which will be used for irrigation purpose. It is also reported by the PP that no mining is either operating or proposed within 250 meters from the boundary of the proposed mining site. PP has submitted copies of requisite information in the prescribed formats duly verified from DFO and the Tehsildar. NOC from DFO has not been submitted. Hence PP was asked to submit following: DFO letter [NOC or Objection (if any)] indicating the distances of nearest forest boundary from the boundary of the proposed site. [In case the distance of nearest forest boundary is 250 meters or less, then NOC as per orders issued by forest department from time to time is required.] 2. The meeting conducted on 8th May 2013 was presided over by Shri S.C. Jain. Following members attended the meeting-

The Chairman welcomed all the members of the Committee and thereafter agenda items were taken up for deliberations.

A. Dates for the next Meetings: It was observed by the committee that more than 125 cases

received from SEIAA have been & listed for consideration in the coming meetings of SEAC; hence it was decided to conduct at least two more meetings in next week for timely disposal of the projects. Accordingly the 132nd & 133rd SEAC meetings were decided to be held on 14th & 15th May 2013 respectively.

B. Consideration of the Projects – Following projects were taken up for deliberations one

by one: 1. Case No. – 1453/2013 M/s Bansal Construction Works, 3rd Floor, Tawa Complex,

Bittan Market, E-5, Arera Colony, Bhopal (M.P.) - 462016 M/s Bansal Construction Works( Mining of Stone) at Khasra No. – 4/1, Village – Kachhi Pipriya, Tehsil- Raheli, Distt. – Sagar (M.P.) Lease Area – 2.00 Ha. Capacity – 1,00,000 Cubic Meter/Year, Lease Period - 01Year.

This is a case of mining of stone / boulder. The application was forwarded by SEIAA to SEAC for appraisal. The proposed site is located at Khasra No. – 4/1, Village – Kachhi Pipriya, Tehsil- Raheli, Distt. – Sagar (M.P.) in 2.00 Ha. The project requires prior EC before commencement of any activity at site. It was submitted by the PP that after the Project is completed the proposed land will be converted into pond which will be used for irrigation purpose. This is a case of mining of stone / boulder. The application was forwarded by SEIAA to SEAC for appraisal. The proposed site is located at Khasra No. – 370, Village – Kanchanpur , Tehsil- Sohagpur, Distt. Shahdol MP in 1.5 Acre (0.607 Ha). The project requires prior EC before commencement of any activity at site. It was submitted by the PP that after the Project is completed the proposed land will be converted into pond which will be used for irrigation purpose. It is also reported by the PP that no mining is either operating or proposed within 250 meters from the boundary of the proposed mining site. River Surfa is reported by the tehsildar at a distance of 160 meters from the lease area boundary. PP has submitted copies of requisite information in the prescribed formats duly verified from DFO and the Tehsildar. The submissions made by the PP and the EMS submitted are found to be satisfactory and acceptable hence committee has decided to recommend the case for grant of prior EC subject to the following special conditions: River reported near site has to be protected from any impact due to the said mining

through construction of check-dams & bunding etc. The amount towards reclamation of the pit and land in MLA shall be carried out through

the mining department the appropriate amount as estimated for the activity by mining department has to be deposited with the Collector to take up the activity after the mine is exhausted.

The final EMS as proposed by the PP and the budgetary provisions for its implementation shall be approved by the Collector and shall be submitted to SEIAA.

PP shall be responsible for any discrepancy (if any) in the submissions made by the PP to SEAC & SEIAA.

Transportation of material shall be done in covered vehicles. Curtaining of site shall be done using appropriate media. Production of stone shall be 4000 m3/ year and the average depth of the pits shall not

exceed 7.00m at the end of 10 years. Appropriate arrangement shall be made for storage of materials at site in terms of covered

yard. Appropriate air pollution control measures shall be placed in compliance to the consent

of MPPCB for the proposed crusher. The proposed plantation should be carried out along with the mining and PP should take

care that these plants attain full growth. The validity of the prior EC & the lease shall be for a maximum period of ten years only. Transportation shall not be carried out through forest area. PP shall take CSR activities in the region through the ‘Gram Panchayat’. The amount towards land reclamation shall be deposited with the Collector for further

execution of the activities under EMP. 3. Case No. – 1460/2013, Sh. Hemant Mulchandani, S/o Sh. Parasram, Mulchandani,

316, Vijay Nagar Extn., Jabalpur, MP 482001 Stone Boulder Quarry , at Khasra No. – 88/1 Village Temer Tehsil- Jabalpur Distict Jabalpur MP Lease Area – 2.0 Ha. Capacity 10,000 M3/Year, Lease Period - 10 Year.

This is a case of mining of stone / boulder. The application was forwarded by SEIAA to SEAC for appraisal. The proposed site is located at Khasra No. – 88/1 Village Temer Tehsil- Jabalpur Distict Jabalpur MP in 2.0 Ha. The project requires prior EC before commencement of any activity at site.

Dumna Nature Reserve has been reported by the DFO at 0.5 Km but DFO has not commented on suitability of mining activity in this region. From the Official website of Jabalpur District it is noted that the Dumna Nature Reserve is situated on the way to Jabalpur Dumna Airport, some 10 km from the center of Jabalpur. It is an eco tourism site opened for the general public. The Dumna Nature Reserve is spread over an area of 1058 hectare of land. The wild animals like Spotted Dears, Chitals, wild boar, porcupine, jackals, monkey, many species of birds etc are reported in the park. Under above conditions mining activity in this region is not desirable. However, notification does not address such issue. The case may be returned to SEIAA for further necessary action in the matter.

4. Case No. – 1474/2013, M/s MBL infrastructure Ltd., Baani corporate One Tower

suit-303, 3rd Floor, Plot no. 5, District commercial centre, Jasola, New Dehi Soil & Mooram at Khasra No. –161/1 Village Takala khurd, Tehsil- Barghat Distict- Seoni MP Lease Area – 0.22 Ha. Capacity 5,000 M3/Year, Lease Period - 02 Year.

This is a case of mining of Murrum / Soil. The application was forwarded by SEIAA to SEAC for appraisal. The proposed site is located at Khasra No. –161/1 Village Takala khurd, Tehsil- Barghat Distict- Seoni (MP) in 0.22 Ha. The project requires prior EC before commencement of any activity at site. It is reported that the project is linked to a road project for road segment – Seoni-Katangi Road Project of 87 Km. It was submitted by the PP that after the Project is completed the proposed land will be converted into pond which will be used for irrigation purpose. It is also reported by the PP that no mining is either operating or proposed within 250 meters from the boundary of the proposed mining site. PP has proposed to reserve Rs 40000 / Ha/Year to execute CSR activities in the region through concerned Gram Sabha as per requirement of the region. PP has submitted copies of requisite information in the prescribed formats duly verified from DFO and the Tehsildar. The submissions made by the PP and the EMS submitted are found to be satisfactory and acceptable hence committee has decided to recommend the case for grant of prior EC subject to the following special conditions: The amount towards reclamation of the pit and land in MLA shall be carried out

excavation has to be back-filled using waste and soil from other mines of the PP. After mining the land shall be reclaimed through appropriate plantation.

5. Case No. – 1478/2013, Sh. Devendra Shrivastava, S/o sh. Ashok Shrivastava, Village Durai, the. Chitrangi, Distt. Singrauli MP 486882Stone Mine, at Khasra No. –115/1 Village Duari, Teh. Chitrangi, Distt. Singrauli MP Lease Area – 4.0 Ha. Capacity 6,000 M3/Year, Lease Period 10 Year.

This is a case of mining of stone / boulder. The application was forwarded by SEIAA to SEAC for appraisal. The proposed site is located at Khasra No. –115/1 Village Duari, Teh. Chitrangi, Distt. Singrauli MP in 4.0Ha. The project requires prior EC before commencement of any activity at site. It was submitted by the PP that after the Project is completed the proposed land will be converted into pond which will be used for irrigation purpose. It is also reported by the PP that no mining is either operating or proposed within 250 meters from the boundary of the proposed mining site. PP has submitted copies of requisite information in the prescribed formats duly verified from DFO and the Tehsildar. Sagar MP-470339 Stone Boulder Quarry , at Khasra No. – 237/1 Village Hirapur Tehsil- Shahgarh, Dist. Sagar Lease Area – 2.00 Ha. Capacity 20,000 M3/Year, Lease Period - 10 Year. This is a case of mining of stone / boulder. The application was forwarded by SEIAA to SEAC for appraisal. The proposed site is located at Khasra No. – 237/1 Village Hirapur Tehsil- Shahgarh, Dist. Sagar in 2.0Ha. The project requires prior EC before commencement of any activity at site. It was submitted by the PP that after the Project is completed the proposed land will be converted into pond which will be used for irrigation purpose. It is also reported by the PP that no mining is either operating or proposed within 250 meters from the boundary of the proposed mining site. PP has submitted copies of requisite information in the prescribed formats duly verified from DFO and the Tehsildar. 7. Case No. – 1586/2013, Sh. SK Singh, Joint General Manager, M/s. Oriental Quarries Mines pvt. Ltd. H-68, Windor Hills, Sirol Road, Gwalior (MP) Stone Quarry, at Khasra No. – 1210 Village Bilua Tehsil- Dabra , Dist. Gwalior Lease Area – 1.620 Ha. Capacity 5,000 M3/Year, Lease Period - 10 Years. Bilaua, Tehsil- Dabra, Distt. – Gwalior Cluster Case. - TOR.

It was informed by the PP that the proposed project is part of the cluster of stone mines extending in an area of about 40 hectare. It is observed by the committee that applications for some more stone-mining proposals from the same region have been received, all these proposals have been kept on hold. Committee after discussion is of the opinion that:

Mining in this region requires systematic extraction with all environmental safe-guards during operational phase. The reclamation of the land and over-all post-mining planning is an important aspect which requires high level expertise and funds for implementation of the plans.

Without ensuring the above, prior EC for any project in this region can not be considered.

Stone- mining Association of the region and concerned local authorities should apply for prior EC of the complete region covering all existing / proposed mines in this region.

Based on the observations appropriate TOR can than be issued for the project to carry out EIA and prepare EMP for the complete region.

In compliance to the issued TOR the PP shall submit the EIA report & a common EMP of the region to SEIAA.

The case shall than be appraised by SEAC after receiving comprehensive EIA and a common & effective EMP (with budgetary provisions for implementing the EMP).

This would be applicable for all the project proposals received from this particular region.

SEIAA may like to inform the above view of SEAC to the Collector and concerned authority.

Till obtainment of cumulative proposal in line with the above explanation all individual proposals may be delisted and returned to SEIAA for further necessary action in the matter.

8. Case No. – 1493/2013, Sh. Sanjeev Khatri, M/s. Khatri construction, Saliwada,

Behind Govt. School, Mandala road, Jabalpur, MP Murrum Quarry , at Khasra No. – 83/2 Village Junwani Tehsil- Jabalpur, Dist. Jabalpur Lease Area –0.660 Ha. Capacity 5,000 M3/Year, Lease Period –temporary for 1 year. This is a case of mining of Murrum / Soil. The application was forwarded by SEIAA to SEAC for appraisal. The proposed site is located at Khasra No. – 83/2 Village Junwani Tehsil- Jabalpur, Dist. Jabalpur in 0.66 Ha. The project requires prior EC before commencement of any activity at site. The case was dicussed in the 130th meeting dated 07/05/2013. The representative

of PP could not furnish appropriate authority letter from the company to present the case before the committee hence it was decided that if appropriate authority letter is furnished by the representative, he may be allowed to make presentation in the meeting scheduled for 08/05/2013. The company’s representative furnished the authority letter of company hence was allowed to present the case in this meeting.

This is a case of mining of Murrum / Soil. The application was forwarded by SEIAA to SEAC for appraisal. The proposed site is located at Khasra No. – 207/2, Village – Nayegaon, Tehsil – Barghat, Distt. – Seoni (M.P.) in 0. 2.230 Ha. The project requires prior EC before commencement of any activity at site. It is reported that the project is linked to a road project for road segment – Seoni-Katangi Road Project of 87 Km. It was submitted by the PP that after the Project is completed the proposed land will be converted into pond which will be used for irrigation purpose. It is also reported by the PP that no mining is either operating or proposed within 250 meters from the boundary of the proposed mining site. PP has proposed to reserve Rs 40000 / Ha/Year to execute CSR activities in the region through concerned Gram Sabha as per requirement of the region. PP has submitted copies of requisite information in the prescribed formats duly verified from DFO and the Tehsildar. The submissions made by the PP and the EMS submitted

road project and use of the excavated material for any other purpose shall be illegal.

The amount towards reclamation of the pit and land in MLA shall be carried out through the mining department the appropriate amount as estimated for the activity by mining department has to be deposited with the Collector to take up the activity after the mine is exhausted.

The final EMS as proposed by the PP and the budgetary provisions for its implementation shall be approved by the Collector and shall be submitted to SEIAA.

PP shall be responsible for any discrepancy (if any) in the submissions made by the PP to SEAC & SEIAA.

Transportation of material shall be done in covered vehicles. Curtaining of site shall be done using appropriate media. Production of murrum / soil shall be 5000 m3/ year and the average depth of the

pits shall not exceed 7.00m at the end of 02 years. PP has proposed to reserve Rs 40000 / Ha/Year to execute CSR activities in the

region through concerned Gram Sabha as per requirement of the region Appropriate arrangement shall be made for storage of materials at site in terms of

covered yard. The proposed plantation should be carried out along with the mining and PP

should take care that these plants attain full growth. The validity of the prior EC & the lease shall be for a maximum period of two

years only. Transportation shall not be carried out through forest area. PP shall take CSR activities in the region through the ‘Gram Panchayat’. The amount towards land reclamation shall be deposited with the Collector for

further execution of the activities under EMP.

The case was scheduled in the SEAC meeting dated 27/04/2013. PP reached the meeting venue late due to delay in train and requested to consider his case in the meetings scheduled for May 2013 committee considered the request of PP. Accordingly, PP came in this meeting and presented the case before the committee. It is observed that the case pertains to mining of stone from Khasra No. – 1127/1/1, Village – Khilchipur, Tehsil- Jeerapur, Distt. – Rajgarh (M.P.). PP reported that no mine is either proposed or exists within 250 meters from the boundary of the proposed mine. This is a case of metal stone mining. The application was forwarded by SEIAA to SEAC for appraisal. The quarry is proposed at Khasra No. 47/1, 47/1/2, 47/1/1/2, Village Rangwasa, Tehsil – Depalpur, Distt. – Indore (M.P.) with mining lease area of 4.0 Ha and the proposed production capacity is 50000 m3 / Year. The case was discussed in the 103rd SEAC meeting dated 12/09/2012. The case was returned to SEIAA for re-scrutiny in view of the SEIAA guidelines. The case was again forwarded to SEAC for appraisal of the project in accordance to the SEIAA guidelines. PP was simultaneously directed by SEIAA for submission of requisite information in the prescribed format-1 and II. PP has submitted the requisite information. Scrutiny of the documents reveal that tehsildar Depalpur has reported presence of one more mine of 1.5 Ha within 250 meters from the proposed quarry thus the cumulative area under mining within 250 meters shall be 5.5 hectare. Hence, according to SEIAA policy the case falls under B-1 category. Accordingly committee has recommended to issue standard TOR to carry out composite EIA & prepare EMP for the total area under mining. Accordingly standard TOR may be issued.

The case was dealt in the 102nd meeting dated 11/09/12. TOR was recommended for the project. However in view of guidelines of SEIAA the project was reviewed. The project as per the present guidelines apparently falls under B-2 category.

This is a case of mining of stone. The proposed site is located at Khasra No. 134 Village- Rafadpur, Tehsil - Dabra Distt. – Gwalior (M.P) in 2.0 Ha. The project requires prior EC before commencement of any activity at site. It was submitted by the PP that after the Project is completed the proposed land will be converted into pond which will

This is a case of stone chips mining. The application was forwarded by SEIAA to SEAC for appraisal. The quarry is proposed at Khasra No. 710/2, Village – Lasa, Tehsil- Hanumana, Distt. – Rewa (M.P.) with mining lease area of 0.655 Ha and the proposed production capacity is 2000 m3 / Year. The case was discussed in the 101st SEAC meeting dated 22/08/2012. The case was returned to SEIAA for re-scrutiny in view of the SEIAA guidelines. The case was again forwarded to SEAC for appraisal of the project in accordance to the SEIAA guidelines. PP was simultaneously directed by SEIAA for submission of requisite information in the prescribed format-1 and II. No mine is reported within 250 meters from the proposed mining site. The same has been submitted by the PP. The response received from the PP was placed

before the committee in this meeting. Requisite information in the prescribed format duly validated from DFO and Tehsildar have been received and found to be acceptable. Hence, based on the submissions made by the PP, committee decided to recommend the case for grant of prior EC subject to the following special conditions The amount towards reclamation of the pit and land in MLA shall be carried out

through the mining department the appropriate amount as estimated for the activity by mining department has to be deposited with the Collector to take up the activity after the mine is exhausted.

The final EMS as proposed by the PP and the budgetary provisions for its implementation shall be approved by the Collector and shall be submitted to SEIAA.

PP shall be responsible for any discrepancy (if any) in the submissions made by the PP to SEAC & SEIAA.

Air pollution control measures for crusher have to be installed as per the requirement of MPPCB.

Transportation of material shall be done in covered vehicles. Curtaining of site shall be done using appropriate media. Production of stone chips shall be 2000 m3/Year and the average depth of the pits

shall not exceed 7.00m at the end of 05 years. Appropriate arrangement shall be made for storage of materials at site in terms of

covered yard. Only restricted blasting shall be allowed in presence of experts with all safety

measures for the residents and site workers. The proposed plantation should be carried out along with the mining and PP should

take care that these plants attain full growth. The validity of the prior EC & the lease shall be for a maximum period of five years

only. Transportation shall not be carried out through forest area. PP shall take CSR activities in the region through the ‘Gram Panchayat’. The amount towards land reclamation shall be deposited with the Collector for

The quarry is proposed at Khasra No. 550,551,554,Village – Goradia, Tehsil – Punasa, Distt. – Khandwa (M.P.) with mining lease area of 3.14 Ha and the proposed production capacity is 150000 m3 / Year. The case was discussed in the 101st SEAC meeting dated 22/08/2012. The case was returned to SEIAA for re-scrutiny in view of the SEIAA guidelines. The case was again forwarded to SEAC for appraisal of the project in accordance to the SEIAA guidelines. PP was simultaneously directed by SEIAA for submission of requisite information in the prescribed format-1 and II. PP has not yet submitted the requisite information hence the same may be asked from the PP.

13. Case No. 1170/2013 (Qry. 120 th SEAC Meeting dt. 27 th Feb. 13) Gyanjeet Sewa

Mission Trust, Jabalpur through Shri Amandeep Khanna, Sukh Sagar Motors, Sukh Sagar Valley, Polipathar, Narmada Road, Jabalpur (M.P.) – 482001 Sukh Sagar Medical College and Hospital Owner of Land: Gyanjeet Sewa Mission Trust,Pramoters : Gyanjeet Sewa Mission Trust, Jabalpur at Khasra No.- 1/2, 2/3, 3/3, 4, 5, 6, 7 and 8,Village – Chargawan, Jabalpur (M.P.) Total Land Area – 11.04 ha. , Total Built Up Area – 104685.65 sq. mt.

The case was presented before the committee in the 123rd meeting dated 12/03/2013 after deliberations PP was asked to submit response to the following queries raised by the committee: 1. The project developers are reported to be Gyajeet Sewa Mission Trust and Khanna

Properties and Infrastructure17, Naya bazar, Jabalpur (MP) and the land documents are in name of Khannas hence an agreement has to be made between the two proposed developers clearly mentioning the responsibilities to shared by each of them pertaining to compliance of EC conditions and other environmental issues.

2. An affidavit has to be furnished stating that no construction activities have been initiated at site and that the same status shall be maintained till obtainment of prior EC for the project.

3. Copy of registration certificate issued by competent authority so as to support legal entity of the Gyajeet Sewa Mission Trust to be submitted.

4. Quantity, treatment and disposal of sewage water expected to generate from the complex to be reported.

The submitted response was placed before the sub-committee in the meeting dated 17/04/2013, where by it decided to place the reply especially the papers pertaining to land and society before the full committee in presence of the Chairman for further decision in the matter. Accordingly, the reply submitted by the PP was placed before the committee for scrutiny. It was observed by the committee that the respose submitted by the PP is satisfactory. The submissions including the EMP were found to be satisfactory and acceptable thus it was decided to recommend the case for grant of prior EC subject to the following special conditions: 1. Net fresh water requirement shall not exceed 356 KLD and the same can be abstracted

from ground-water only after obtaining permission from the competent authority. 2. Aerobic Conventional STP with Capacity of 500 KLD shall be installed as proposed in

the project. 3. Raw effluent from Hospital shall be collected in the pre-chlorination contact tank and

shall be treated separately.

4. The treated hospital waste-water shall be regularly tested before it is taken into the STP. 5. PP shall obtain the consents and authorization from the MPPCB as applicable.
